Government of Grenada :-Appointment
of Harbour Master.

PPLICATIONS are invited for the post of
Harbour Master. The scale attached to the
post is $2,880 per annum rising by annual incre-
.ments of $120 to $3,840 per annum. The officer
appointed will receive such salary within the
approved scale as his experience and qualifications
justify. He will be appointed either on contract
or probation, the decision depending on his age and
qualifications. An officer appointed on probation
will be required to serye a probationary period of
two years before he can be considered for permanent
and pensionable status. A contract of employment
will be for a period of three years. In either case
the officer selected will be subject to the Colonial
Regulations and General Orders in force from time
to time. A medical certificate of fitness will be
required. Government does not provide free
quarters but quarters may be provided, if available,
at a rental of 5% of their capital value or 10% of
the officer's total emoluments, whichever is the
less. The appointment does not carry a motor
transport allowance. A commuted overtime fee at
the rate of $240 per annum is payable.
2. The Harbour Master will be in control of all
shipping operations in St. George's harbour, and
will direct the manner and times of berthing and
departure of vessels and the allocation of berths.
He will be responsible for the orderly stowage,
safe custody and removal of cargo on and from the
wharves; for the exercise of discipline over all
Government officers, including Customs officers,
while they are employed on the wharves in St.
George's harbour; for the inspection and surveying
of all intercolonial vessels and coastwise traders.
He will be the senior member of the Board of
Examiners for the issue of certificates of competency
to masters and mates under the Shipping Ordi-
nance; a Surveyor under the Merchant Shipping
Act, 1894 ; and the Shipping Master and Registrar
of Shipping. He will ensure the proper care and
maintenance of all harbour buoys, marks, beacons,
lighthouses, piers, jetties, wharves, launches, boats,
etc. in Grenada and Carriacou. Applications from
candidates with a knowledge of Customs methods
and procedure will be given special consideration.
3. Applications must be in the applicants own
hand writing and they will be required to give the
following information:-
1. Age.
2. School or University at which educated and
Certificates or Diplomas obtained.


3. Nature of present and past employment with
dates.
4; Amount of monthly salary or wages earned in
the post in which applicant was last em-
ployed..
5. Past experience in work of the same or
similar kind to that required in the post
advertised. -
6. Copies of testimonials (which will not be re-
turned to the applicant) certified as true
copies by a Justice of the Peace, or a
Minister of Religion or Head of a Depart-
ment.
Applications which do not contain the required
information will not be considered.
4. Applications, accompanied by two references,
must reach the Secretary, Public Service Commis-
sion, Government Office by 30th November, 1954.

The British council and Visitors to
Britain

1. The British Council offer scholarships for
advanced study in Britain. These scholarships
cover fares, accommodation and tuition, and are
(usually) for one school year-October to July.
They are available in all subjects to study; applica-
tions should be made to the Representative in
October.
2. Short-term bursaries (from 3 week to 6
months) are also available, but very rarely includes
fares; they are generally awarded to technicians
rather than to professionals. Applications can be
made at any time.
3. A very wide variety of short Courses, chiefly
in Science, Medicine, Agriculture, Engineering,
Sociology, History, Literature and the Arts, is
organised by the Council. These Courses are
mainly planned to take place during college vaca-
tion periods though they run from March to
September. There is a fee for tuition and
accommodation.
4. The British Council is also equipped to
arrange programme of visits to institutes and
individuals, whereby a visitor may in a minimum
of time, study any aspect of British life. In special
cases limited financial help in such study can be
provided.
5. Information on the above will be supplied to
individual enquirers by

It is most important that any visitor to Britain
who contemplates using any of the services of the
British Council should write to the Representative
at least 3 months before leaving for England.
6. The Council Iepresentative may, incidentally,
also be able to offer limited help to schools,
colleges, youth associations, dramatic groups,
social centres, music clubs, etc., in supplying film.,
books and pamphlets, plays, study boxes, sheet
music, records, etc.

The Motor Vehicles and Road Traffic
Ordinance, 1938.

Inspection of Motor Vehicles for the half-year
period, 1st Jannary to 30th June, 1955.

half-yearly inspection of these vehicles will com-
mence as follows:-

Owners of such vehicles are advised to pay in-
spection fees from now onwards at their respective
District Revenue Offices and then approach the
Inspector of Motor Vehicles at the Traffic Branch,
New Fire Station, Carenage, in advance with a
view to effecting any alterations that may be
necessary to comply with the provisions of the
Motor Vehicles and Road Traffic Ordinance, 1938,
and of the Regulations made thereunder.
Vehicles must bh presented tv i thoroughly
clean condition, an must have neen recently over-
hauled. The body and wings, axle, chassis, frame,
steering arms, springs, trackrods, brake connections,
shackles, bolts, nuts, split pins, engine, engine
shield and case, clutch, gearbox, magneto or coil,
air filter, carburettor and all working parts must
be cleaned in order to admit of proper examination.
Dust covers, if used, must be removed before, pre-
sentation in order to admit of an examination
being made in full. All split pins, etc., must be
clearly exposed, also chassis and engine numbers.
Drivers' seats must be securly fastened so that the
driver can have proper control over the vehicle.
Spot lights, musical horns and whistles are strictly
prohibited. Each vehicle must have its tare and
maximum gross weight painted in white figures not
less than 25 inches in height upon a black ground
in a conspicuous place on the right or offside of
the vehicle.
The Registered Identification marks on all
vehicles must conform to provisions of Regulations
7, 8 and 9 and the Second Schedule to the Regula-
tions No. 35 of 1938, and be in such a condition as
to render each letter or figure readily distinguish-
able. The attention of owners of otor Omnibuses
and Goods Vehicles is specially directed to Regula-
tion 23 (II) (a) regarding the position of front
lamps. Spot lights will not be allowed except with
the written approval of the Licensing Authority.
The attention of the owners of Hiring Cars and
Motor Omnibuses is directed to the Motor Vehicles
and Road Traffic (Amendment) Regulations, No. 6
of 1944, as amended by the Motor Vehicles and
Road Traffic (Amendment No. 2) Regulations,
No. 70 of 1946 which require that printed copies
of the Tariffs of M..f ,ii.in Fares be displayed in
such Vehicles. These are now available and may
be purchased at the Treasury, St. Gecrge's, and at
any District Revenue Office, at 4 cents per copy.
Vehicles which have been found by the Inspector
to have defects must not be used on the roads
until they have been issued with a Certificate,
certifying that the vehicles may. be duly licensed.

NOTICE.
Tenders for Sale of Ice.

QEALED Tenders are invited for the contract
for the sale of ice in Grenada on the following
terms and conditions:-
(i) Purchase price ex-factory--75 cents per
block of not less than 105 lbs.
(ii) Retail price-1 cent per lb. in St. George's
town ; elsewhere at 3 cents for each 2 Ibs.
or part thereof,
(iii) The contractor may be required to main-
tain up to four depots in the town of St.
George's at least three of which must be
established immediately at the Carenage,
the Market Square area, and Montserrat.
In addition the contractor will be required
to provide immediately at least one other
depot in each of the remaining parishes.
(iv) The contract is awarded for a period of three
years with effect from 1st January, 1955,
subject to review of wholesale and retail
prices at the end of each year. If these
prices are not mutually acceptable at the
end of each year the contract will be subject
to the Governor's final decision.
(v) The contractor will be required to sign a
bond with the Colonial Treasurer in the sum
of $3,500, and the contract will not be
binding until it is executed.
(vi) Tenders should be submitted to the Chair-
man, Tenders Board, marked "Tender for
sale of Ice in Grenada" by 22nd November,
1954.

United Nations Fellowships and Scholarships
in Social Welfare, Economic Develop-
ment and Public Administration,

UNITED Nations Fellowships and. Scholarships
are made available to .United Kingdom
territories for training and study abroad in
Economic Development, Public Administration and
Social Welfare.
Fellowships are awarded to enable eligible
Governments to send suitable qualified senior
personnel to countries where appropriate facilities
exist for observation, higher training or advanced
study of a kind which would advance the Govern-
ment's programme for economic development on
the return to the area of the fellowship holder.
Fellowships are open to candidates with at least
five years professional or technical experience in
fields of economic development, public admin-
istration and to qualified Social Welfare Officials.
Fellowships are normally granted for a period of
three to six months and in any event will not
exceed twelve months in duration.
Scholarships are awarded to enable eligible
Governments to send their most promising junior


technical personal or members of their Civil
Service to study abroad in technical training
institutes or other institutes of higher training
which can provide appropriate training in those
fields of development in the Scholars own country.
These scholarships ars open to junior technicians
(men and women) in economic developments
and public administration, and candidates with
experience in social welfare or related fields.
Scholorships will normally be granted for one
year and in any event will not exceed two years in
duration.
Applications for fellowships and scholarships are
invited for the year 1955, and all applications
should be addressed to the Secretary, Public Service
