ELECTION OFFENCES


GENERAL ELECTIONS 1954.


LEGISLATIVE COUNCIL ELECTIONS
ORDINANCE, 1951.


TIHE Public is hereby notified that there are four
L very serious election offences against which
-every citizen should guard. These offences are
known as Bribery, Treating, Undue Influence and
Personation. They are given in detail in Sections
63-9 of the Legislative Council (Election's) Or-
,dinanice, 1951, (No. 10 of 1951.) In order that the
-existence of these offences may be known to all,' a
short summary of them is giver below*:
1. BRIBERY: This is an offence which in-
volves influencing persons to -vote or not to vote
for a particular candidate by the offer of money,
-employment, gifts or similar things. It is also an
.offence for a person to accept such a bribe for the
purpose mentioned. It is still an offence if a per-
son works indirectly through other persons.
2. TREATING: This is an offence of the same
nature as Bribery except that the thing offered is
food, drink, entertainment or any similar thing.
3. UNDUE INFLUENCE: This offence in-
volves the use of threats of force, violence or
restraint or the actual use of these to influence a
person to vote for a candidate or to refrain from
voting for a candidate.
4. PERSONATION : Involves either applying
for ballot paper in the name of another person or
.actually voting in the name of that person or voting
twice in the same name.
These offences are all serious offences. A con-
viction for Bribery, Treating, or Undue Influence
may result in imprisonment for six months or a
fine of $4SO. Personation is a more serious offence
and leads to indictment and, on conviction, im-
prisonment up to a period of two years.
Convictions for these offences also result in a
person being incapable for a period of 7 years of
being registered as a voter and of being elected as
a member of the Legislative Council or of retaining
his seat if he is still a member.

NOTICE E.


IT is notified for general information that the
Collision Regulations (Ships and Seaplanes on
the Water) and Signals of Distress (Ships) Order,
1953, (Imperial) came into operation on 1st
January, 1954.
2. The British Ships to which, wherever they
may be, the Collision Regulations apply include,.
among others:-
(a) Ships registered in the Colonies under the
Merchant Shipping Act 1894.
(b) Ships registered under section 88 of the
Merchant Shipping Act 1894.


(c) Ships registered in Colonies etc., which hnvi
their own Merchant Shipping legislation
and have repealed section 418 (1) of the
Merchant Shipping Act 1894, in its applica-
tion to such ships, in exercise of the powers
conferred by section 735 (1) of the Merchant
Shipping Act 1894.
3. The regulations can be enforced in the
Colonies, in respect of both ships and seaplanes on
.bhe surface of the water.
4. The order has been published in the Gazette
dated 10th July, 1954, and copies of the Order
(price 6d.) may be obtained from Government
Office or from Her Majesty's Stationery Office,
York House, Kingsway, London, W.C. 2.

ADMISSION TO INNS OF COURT
IT is hereby notified for the information of all
intending applicants, that the Inns of Court do
not, in future, propose to consider applications for
admission thereto without a certificate of character
in the proper form from a Judge, Magistrate or
person holding similar official position in the
district in which the applicant resides in accordance
with Consolidated Regulation No. 2.

NOTICE

Windward Islands Broadcasting Service:
Vacancy for two posts of Announcer/Operator


APPLICATIONS are invited from suitably
qualified candidates fcr appointment to the
posts of Announcer/Operator in the Windward
Islands Broadcasting Service, St. George's,
Grenada.
2. The salary of the post is $1,680 per annum,
*with annual increments of $48 to $1,776 per
annum. Quarters are not provided.
3. The appointment is non-pensionable, and will
be on probation for six months in the first instance.
Subject to satisfactory completion on the probation-
ary period, appointment will be on contract for
three years. The officer will be subject to the
Colonial Regulations and local General Orders for
the time being in force, in so far as they are
SLpplicable.
4. The selected officers will be required to carry
out Announcers' duties and control the programme
outputs from the studios. A suitable microphone
voice and ability to think quickly and deal effective-
ly with an emergency, are essential qualifications.
The officers will also b expected to develop some
aptiltude for programme compilation under the
supervision of the Programme Director and his
Assistant.

5. Free passages will be provided for the selected
officers on appointment, (including wife and children
in the case of married men), and on satisfactory
termination of the contract.
Vacation leave on full salary will be granted at
the rate of one week for each completed period of
three months resident service.
6. Applications should be addressed to the Chief
Secretary, Windward Islands, Grenada, B.W.I.,
-and should reach him not later than the 20th July,
1954.

Race Meeting at Queen's Park, 2nd
and 3rd August, 1954.

Regulation of Traffic

BY virtue of the powers vested in me under
Section 79 of the Motor Vehicles and Road
S Traffic Ordinance 1938, I hereby order that after
10 a.m. cn the 2nd and 3rd days of August, 1954:-
(i) All vehicles entering Queen's Park shall pro-
ceed Ly way of Emboucherie Road and
enter the Park through the Western
Entrance ;
(ii) All motor vehicles leaving Queen's Park
shall proceed by way of the Wooden Bridge ;
(iii) All motor lorries and motor omnibuses will
proceed direct to the parking area allotted.
to them on the open space lying to the
East of the Race Track where they will set
down and take up passengers. The setting
down and taking up of passengers elsewhere
in the Park i. prohibited.
(iv) Vehicles will be prohibited from parking
or waiting;:-
(a) on that portion of Melville Street and
the Emboucherie Road which lies
between their junction with the River
Road and a point on the Emboucherie
Road situated 60 feet to the North of
the Western Entrance;


(b) on that portion of the River Road
which lies between a point on the road
situated 100 feet to the East of the
Wooden Bridge at Queen's Park and
its intersection with the Emboucherie
Road.
2. Taxi and omnibus drivers are requested to
avoid drawing up their vehicles for the purpose of
setting down or taking up passengers in the
vicinity of the entrance to and the exit from
Queen's Park after the hour of 11.30 a.m. on the
2nd and 3rd days of August 1954.

NOTICE .

THE Public is hereby- notified that an Official
Permit to remove sand from certain beaches
in the Parish Qf St. George can now be obtained
on application from the Public Works Department.
Legal action may be taken against anyone found
removing sand from any part of the beaches in the
said parish without an Official Permit.

Post of Superintendent of Prisons
Grenada.

PPLICATIONS are invited for the post of
Superintendeut of Prisons, Grenada.
The salary of the post which is pensionable is at
the rate of $2,880 x 120 $3,600 per annum
*(9600 x 25-750). A commencing salary above the
minimum may be paid dependent upon the exper-
ience and qualifications of the successful candidate.
The appointment carries with it the liability to
transfer to any post of equivalent status within the
Windward Islands.
Unfurnished quarters are provided for which the
officer will be required to pay a rental not exceeding
10% of his salary.
Free passages will be provided for the officer,
his wife and children not exceeding five persons in
all. Vacation leave will be granted at the rate of
one and a half months for each period of twelve
consecutive months resident service. Leave passages
are provided in accordance withlocal regulations.
The officer will be responsible for the supervision
and management of the Prisons Department in
accordance with the provisions of tho relevant
Ordinance and Regulations. He will also be subject
to Colonial Regulations, General Orders and
Financial Rules in force ih the Colony.

similar kind to that required in the post
advertised.
(6) Applicants should also furnish testimonials
(which will not be returned) certified as true
copies by a Justice of the Peace or a Minister
of Religion-or a Head of Department.
Applications which do not contain the required
information will not be considered.
SA Medical Certificate from a Government Medical
Officer should be furnished.
The selected candidate will be expected to assume
duty as from 1st October, 1954.

St. John's District Board will be dissolved in
August this year.
