HIIS Excellency EDWARD BETHAM- BEETHAM, Esquire, C.M.G., C.V.O., O.B.E.,.
Governor and Commander-in-Chief of the Windward Islands, left the Colony
for Dominica yesterday.
IN pursuance of authority conferred upon him by Letters Patent, His Excellency
the Governor has issued a Commission appointing Louis COOLS-LARTIGUE,.
Esquire, Chief Secretary Windward Islands, to be Governor's Deputy, Windward
Islands, with effect from 13th July, 1954, until further notice.
His Excellency's Commission is published for general information.
BY virtue of the power and authority vested in him by paragraph XXXIII of
the Royal Instructions, His Excellency the Governor has by instrument under
his hand ordered by that the sentence of death passed on HERMAN VINCENT by
the Supreme Court on 16th June, 1954, for the crime of murder, be commuted to
one of imprisonment with hard labour for life.

Commander of the Royal Victorian Order, Oficer of' the Most
Excellent Order of the British Empire, Governor ard Commander-
Sin-Chief in and over the Windward Islands, comprising the
Islands of Grenada, St. Vincent, St. Lucia, and Dominica, and
their Dependencies, issued under my hand at Government House,
Grenada, and the Public Seal of the said Island of Grenada, this:

BY virtue of the power and authority in me vested by Article 9 of the WINDWARDi
ISLANDS LETTERS PATENT bearing date at WESTMINSTER the twenty-seventh day
of August, One thousand nine hundred and fifty-one; I do by this Instrument
under the Public Seal of the Island of GRENADA appoint you the said Louis
COOLS-LARTIGUE, Chief Secretary, Windward Islands, to be my Deputy within the said
WINDWARD ISLANDS from on or about the 13th day of July, One thousand nine hundred
-and fifty-four and until further orders, and in that capacity should the necessity arise for
so doing, to exercise and perform for and on behalf of the Governor during such
absence, but no longer, all such powers and authorities vested in the Governor and
Commander-in-Chief of the WINDWARD ISLANDS according to the tenor of such Letters
Patent already recited or in other Letters Patent adding to, amending.or substituting
for the same, and subject to the Royal Instructions passed under the Royal Sign
Manual and Signet to the Governor and Commander-in-Chief of the said WINDWARD
ISLANDS of GRENADA, ST. VINCENT, ST. LUCIA and DOMINICA, during Her Majesty's
II. AND I DO HEREBY DIRECT that you the said Louis COOLS-LARTIGUE shall not
continue to act as Deputy to the Governor after the Governor has arrived at the said
town of Saint George or some other Officer having prior right so to act or to,
administer the Government of the WINDWARD ISLANDS has notified that he is
about to assume it:
III. AND I DO HEREBY require and command all and singular Her Majesty's
Officers, Civil, Military, Naval, Air and otherwise, and all others the inhabitants of the
said WINDWARD ISLANDS and all others whom it may-concern to take due notice thereof
and to give their ready obedience accordingly.
