TiE following changes in the administrative control of Ministries/Departments are notified for general informa-
tion :
Mr. H. L. DA COSTA, C.M.G. resumed duty on 3rd February, 1962 (vice Mr. D. A. S. de Freitas) as
Federal Attorney General.
Mr. F. D. C. WILLIAMS, C.M.G. resumed duty as Permanent Secretary, Prime Minister's Department
(vice Mr. C. R. C. Springer) with effect from 26th January, 1962.
Mr. ERIC WATERMAN resumed duty as Acting Federal Financial Secretary (vice Mr. Williams) with
effect from 26th January, 1962.
Mr. F. A. PHILLIPS resumed duty (vice Mr. E. S. Gittens, O.B.E.) as Secretary to the Cabinet on
S 1st January, 1962.
Mr. C. J. BURGESS assumed his duties as Permanent Secretary, Ministry of Natural Resources and
Agriculture (vice Mr. J. F. Horsham) on 6th February, 1962.

THE PENSIONS (PRIME MINISTER) BILL


A Bill intituled

AN ACT to provide for the payment of pensions to persons
who have held the office of Prime Minister of the Fed-
eration.

Be it enacted by the Queen's Most Excellent Maj-
esty, by and with the advice and consent of the Senate and the
House of Representatives of The West Indies, and by the au-
thority of the same, as follows:

Short title 1. This Act may be cited as the Pensions (Prime Min-
ister) Act, 1962.

Payment of 2.(1) A person who has, whether before or after the com-
pension to
person who mencement of this Act, held the office of Prime Minister of
has been Prime the Federation for a continuous period of not less than two
Minister years or for periods amounting in the aggregate to not less
than two years and who has ceased to be a member of the
House of Representatives of the Federation shall be paid a
pension of nine thousand six hundred dollars a year:

Provided that no pension shall be payable under
this Act to any person so long as he is a member of a
chamber of the Federal Legislature.

(2) Any pension payable under this Act shall be charged
on the Consolidated Fund of the Federation.

OBJECTS AND REASONS


This Bill seeks to provide for the payment of a
pension to any person who has held the office of Prime Min-
ister of the Federation for a total period of not less than 2
years and who has ceased to be a member of the Federal
Legislature.

OBJECTS AND REASONS


This Bill seeks to amend the Pensions Act, 1958,
so as to extend the present authority conferred thereunder
whereby service in the Pre-Federal Organisation may be
taken into account for pension purposes, in order to include
service with other Regional Organisations, such as the
Regional Economic Committee, the Development and Welfare
Organisation and the British Caribbean Air Transport Advi-
sory Council.

THE PENSIONS (AMENDMENT) BILL


A Bill intituled

AN ACT to amend the Pensions Act, 1958

Be it enacted by the Queen's Most Excellent Majesty,
by and with the advice and consent of the Senate and the House
of Representatives of The West Indies, and by the authority of
the same, as follows:-
Short title 1. This Act may be cited as the Pensions (Amendment)
Cap. 12 Act, 1962, and shall be read as one with the Pensions Act,
1958, hereinafter referred to as the principal Act.

Amendment of 2. Section 2 of the principal Act is hereby amended by
section 2 of the the deletion of subsection (2) thereof and the substitution
principal Act therefore of the following -

'(2) (a) Subject to paragraph (b) of this subsection, for
the purposes of determining whether an officer is eligible by
length of service for pension, gratuity or other allowance and
of computing the amount thereof, a continuous period of service
in any of the organizations to which this subsection applies
which is immediately followed by service in a pensionable
office in the public service of the Federation, or which is
immediately followed by a continuous period of service in
another such organisation and thereafter, without break of
service, by service in a pensionable office in the public service
of the Federation, shall, if the Governor-General so directs,
be taken into account as if it were service in a pensionable
office in the public service of the Federation.

(b) There shall not be taken into account in
computing the pension, gratuity or other allowance of any
officer any service in respect of which such officer has
received, or is otherwise entitled to receive, a pension,
gratuity or other allowance.

(c) This subsection applies to the following
organisations:-








The Pensions (Amendment) Bill

(i) The Pre-Federal Organisation set up to
establish the Federation;

(ii) The Regional Economic Committee;

(iii) The Development and Welfare Organisa-
tion; and

(iv) The British Caribbean Air Transport
Advisory Council.

(d) The Governor-General may by Order add to
the foregoing list of organizations and any such Order shall
be laid before each Chamber of the Federal Legislature
and published in the Gazette.

(e) For the purposes of this subsection any pen-
sion, gratuity or other allowance to which paragraph (b) of this
subsection applies, which has been refunded by the officer
shall be deemed not to have been received by him.'
