IT is announced for general information that His Excellency Sir ALFRED BAILLIE RENNIE, Acting Governor-
General, left Trinidad on the 8th August, 1961, for Jamaica, where he will commence his pre-retirement leave.

WHEREAS by article 4A of the Constitution of The West Indies it is provided that the Governor-General (or as
the case may be, the Deputy Governor-General or person designated when he has assumed the functions of the
office of Governor-General) may by instrument under the public seal, appoint any person in the Federation to
perform on his behalf such of the functions of the office of Governor-General on such occasions, and subject to
such conditions, as may be specified in that instrument :

And whereas, I, Sir ALFRED BAILLIE RENNIE, Acting Governor-General and Commander-in-Chief of
The West Indies, have occasion to be absent from the Territory of Trinidad and Tobago during the course of a
visit to the Territory of Jamaica :

Now therefore, I the said Sir ALFRED BAILLIE RENNIE, in pursuance of the powers conferred upon me in
that behalf by the said article and of all other powers me thereunto enabling, do appoint you the said Louis
NATHANIEL BLAC-E-FRASER, during the period of my absence from the Territory of Trinidad and Tobago and
until such time as JOHN STANLEY MORDECAI, C.M.G. Deputy Governor-General, returns to the Territory of
Trinidad and Tobago and assumes the functions of the office of Governor-General, to perform on my behalf all
the functions of the office of Governor-General vested in me, subject, however, to such instructions as I may
from time to time address to you.
Given under my Hand and the Public Seal of The West
Indies this 8th day of August, 1961, in the Tenth
Year of Her Majesty's Reign.
