APPOINTMENT OF COMMISSION TO SURVEY THE STAFFING PROBLEMS OF THE
FEDERAL AND TERRITORIAL PUBLIC SERVICES
His EXCELLENCY THE ACTING GOVERNOR-GENERAL has appointed a Commission, under the Chairmanship of
Sir RICHARD MANKTELOW, K.B.E., C.B., to survey the staffing problems of the Federal and Territorial Public
Services. Members of the Commission are the Hon. HECTOR WHITE, O.B.E., and Mr. GLADSTONE MILLS, B.SC.
(Econ.) (Hons. London), with Mr. CARLTON AHWAI, Federal Establishment Officer, as Secretary.
The Commission is expected to convene in Trinidad on the 4th August, 1961, and to proceed on tour of
the Territories of the Federation shortly thereafter. The survey is expected to be completed within five months.
The terms of reference of the Commission are :
"To enquire into and to make recommendations regarding the staffing problems of the public services
of the Federal and Territorial Governments, restricted to posts considered by Territorial Govern-
ments to be suitable for inter-territorial appointments, transfers or promotions, with particular
reference to the following :-
(a) the extent to which the Territorial Services are unable to recruit and retain sufficient
staff for the administrative, professional and technical branches to meet the needs of
expanding services and those brought about by constitutional changes, particularly in
the case of Territories unable to pay competitive salaries, and the methods which might
be adopted to overcome these difficulties;
(b) the effects on Territorial services of the loss of staff to the Federal Service;
(c) a comparison of salaries, qualifications, duties and other conditions of service in similar
posts in the Territorial and Federal Governments, in order to suggest ways and means
of eliminating unnecessary competition and providing opportunities for a better distribu-
tion of the available personnel;
(d) the nature and extent of Federal advice on establishment matters which might be useful
to the Territorial Governments including arrangements for consultation between Govern-
ments on salaries and conditions of service and consultation with organizations repre-
senting the interests of the staff;
(e) the nature and extent of Federal machinery which might be adopted to overcome staffing
problems, facilitate recruitment and the transfer or promotion of officers outside the
Territories in which they are serving, including the inter-change of personnel between
the Governments and the extent to which unification of the services on the lines recom-
mended by the Holmes Commission is feasible and desirable;
(f) an examination of the main manpower needs of the Governments in relation to the out-
put to be expected from the University College of the West Indies and Territorial
(g) examination of changes in recruitment procedure which may become desirable in the
next few years;
(h) any other question ancillary to the general purpose of the enquiry as set out above;
(i) the need for the improvement of training facilities."

LAND ACQUISITION ACT-COMPETENT AUTHORITY
IT is hereby notified that His Excellency the Acting Governor-General, pursuant to the provisions of section 3
of the Land Acquisition Act 1959, has appointed the PERMANENT SECRETARY, FEDERAL MINISTRY OF COM-
MUNICATIONS AND WORKS as the Competent Authority for the purpose of the Act.
MR. J. BULLY, M.B.E., Accountant General, has been appointed to act as Deputy Financial Secretary with
effect from 21st July, 1961, inclusive, and until further notice.
