BIRTHDAY HONOURS LIST, 1961


HER MAJESTY THE QUEEN has been graciously pleased to approve the following honours:--

C.M.G.-MR. A. F. MACKENZIE, B.Sc. (Hons.), A.R.C.S., A.I.C.T.A., has been Federal Agriculture
Adviser since 1958. Prior to this he served in Sierra Leone and British Guiana where he
was Director of Agriculture, 1954-58.

C.B.E.-DR. H. W. SPRINGER, O.B.E., M.A. (Oxon), D.Sc. Soc. (Laval), was closely connected with
the original planning of the University College of The West Indies and has been Registrar
since November, 1947. Prior to this he practised at the Bar in Barbados since 1939, was a
member of the House of Assembly, 1940-47 and of the Executive Council, 1944-47.

O.B.E.-MR. H. F. Q. EDWARDS has served in the West Indies Central Labour Organisation in
Washington since 1951, and has been Chief Liaison Officer since 1955. Mr. Edwards holds
the substantive rank of Deputy Director of Surveys, Jamaica. He joined the Lands Depart-
ment in 1936.

O.B.E.-MR. I. S. DE SOUZA, Secretary for Migrant Services in the office of the West Indies Commis-
sion in the United Kingdom, was seconded to London from the Ministry of Labour,
Jamaica, first in 1956 as Welfare Liaison Officer of the British Caribbean Welfare Services,
transferring to the Federal Public Service in January, 1958.

APPOINTMENT OF AN ACTING CHIEF JUSTICE

THE following Instrument appointing the Honourable C. V. H. ARCHER, Federal Justice, to act as Chief
Justice of the Federation during the latter's absence on leave, is published for general information :

To: CLYDE VERNON HARCOURT ARCHER
Federal Justice

WHEREAS by article 76 of the Constitution of The West Indies provision is
made for the appointment, in the event of the Chief Justice of the Federation
for any reason being unable to perform the functions of his office, of one of
the other judges of the Federal Supreme Court to perform those functions :

And whereas the Chief Justice of the Federation is by reason of his
absence on leave unable to perform the functions of his office :

Now therefore, I the said PATRICK GEORGE THOMAS, LORD HAILES, in
pursuance of the power conferred on me by the said article and of all other
powers me thereunto enabling, do appoint you the said CLYDE VERNON
HARCOURT ARCHER, Federal Justice, as from the third day of June, one
thousand nine hundred and sixty-one to perform the functions of the Chief
Justice of the Federation until such time as the Chief Justice has resumed
those functions.

Given under my Hand and the Public Seal
of The West Indies this 31st day of
May, 1961, in the Tenth Year of Her
Majesty's reign.

ACTING PERMANENT SECRETARY, PRIME MINISTER'S DEPARTMENT

MR. C. R. C. SPRINGER, Senior Assistant Secretary, Prime Minister's Department, has been appointed to act
as Permanent Secretary of that Department from and inclusive of 29th May, 1961, during the absence of
Mr. O. E. Henry who is attending the Constitutional Talks in London.
