The West Indies
[L.S.]
HAILES
Governor-General
By His Excellency the Right Honourable the Lord Haeles, Member of Her Majesty's Most Honourable Privy Council, Knight Grand Cross of the Most Excellent Order of the British Empire, Governor-General and Commander-in-Chief of The West Indies, &c, &c, &c.
To: HARVEY LLOYD da COSTA, q.c.
Attorney General of The West Indies
Whereas by article 4 of the Constitution of The West Indies it is provided that, whenever the Governor-General

(b) has occasion to be absent from the Federation for a period that he has reason to believe will be of
short duration,
he may, by Instrument under the Public Seal, appoint any person in the Federation to be his Deputy during such absence and in that capacity to perform on behalf of the Governor-General such of the functions of the office of Governor-General as may be specified in that Instrument:
And whereas, I, Patrick George Thomas, Lord Hailes, Governor-General and Commander-in-Chief of The West Indies, having occasion to be
(a) absent from the seat of the Federal Government, but not from the Federation, during the course
of a visit to Jamaica, and
(b) for the purpose of that visit, absent from the Federation for periods that will be of short duration: appointed, by Instrument given under the Public Seal of The West Indies on the 15th day of July, 1960, John Stanley Mordecai, c.m.g., to be my Deputy during such absences:
And whereas the said John Stanley Mordecai, c.m.g., has had occasion to be absent from the seat of the Federal Government and in consequence thereof I have revoked his said appointment as my Deputy:
And whereas the periods of my absence hereinbefore mentioned have not yet terminated:
Now therefore, I the said Patrick George Thomas, Lord Hailes, in pursuance of the powers conferred upon me in that behalf by the said article and of all other powers me thereunto enabling, do appoint you the said Harvey Lloyd da Costa, q.c, to be my Deputy during the remaining periods of such absences and in that capacity to perform on my behalf all the functions of the office of Governor-General vested in me, subject, however, to such instructions as I may from time to time address to you.
Given under my Hand and the Public Seal of The West Indies this 3rd day of August, 1960, in the Ninth Year of Her Majesty's Reign.
By His Excellency's Command
