THE WEST INDIES

[L.S.]

HAILES
Governor-General

By His Excellency the Right Honourable the LORD HAILES,
Member of Her Majesty's Most Honourable Privy
Council, Knight Grand Cross of the Most Excellent
Order of the British Empire, Governor-General and
Commander-in-Chief of The West Indies, &c., &c., &c.

TO ALL WHOM THESE PRESENTS SHALL COME
GREETING :

WHEREAS by paragraph (1) of article 74 of the Constitution of The West Indies it is provided that Federal
Justices shall be appointed by the Governor-General, acting in his discretion after consultation with the Prime
Minister, by instrument under the public seal :

And whereas subsection (4) of section 2 of The West Indies (Federation) Order in Council, 1957 provides
that during the period commencing with the date on which the Constitution comes into force and ending when the
House of Representatives first meets the Governor-General may, subject to such instructions as Her Majesty may
see fit to give him, exercise any of the powers conferred on him by the Constitution without having consulted
any other person :

And whereas by the instructions of Her Majesty given on the twentieth day of August one thousand nine
hundred and fifty-seven the Governor-General is required in appointing any Federal Justice during the period
aforesaid to consult such member, if any, of the Standing Committee of the Federation as the members of that
Committee may appoint for that purpose :

And whereas SIR GRANTLEY ADAMS, Q.c., C.M.G., was appointed by that Committee for that purpose :

KNOW THEREFORE BY THESE PRESENTS that, after consultation with SIR GRANTLEY ADAMS, Q.C., C.M.G., I do
hereby appoint MR. ALFRED BAILLIE BENNIE to be a Federal Justice as from the thirteenth day of March one
thousand nine hundred and fifty-eight, to have and exercise all the functions and authority appertaining to that
office, in accordance with the provisions of the Constitution of The West Indies.

In witness whereof I have caused these letters to be made patent and have caused to be affixed thereto the
public seal of The West Indies.

Given at Port-of-Spain, Trinidad, this 10th day of
March, 1958, in the Seventh Year of Her Majesty's
Reign.

By Command,

M. S. STAVELEY
