Some of the modern insecticides
and ht-rbicides can b-' ,oxtr"mely toxic
:and the attention of agriculturists and
otherss who use them is drawn to then
need for care in the handling of them.
One of the unpleasant features of
hiese poisonous substances is they
can be absorbedi either by the inhahla-
tion of the spray mists or thronah
rhe skin. The latter danger is ntiu-i-
rally greatest with the undilute-d or
f'ull-streng-h poisons.
Furth-r, repeated small loses have
aLccumn lat i' e eff,-ct and symptoms may
,nly become appr.-n' when a dan-
gerous amount has already b.--n ab-
.Sorbed. This means that by the time
a worker fel-s unw-ll he may already
be dangerously poisoned.
If use is made only infrequently of
these inse-cticides and he-rbicides then

parts of the body which might come
into contact with it should be
thoroughly washed immediately; care
should b- taken in spraying to stand-
up-wind from the spraying nozzl- so
that th-- spray ui-t d p-rson spraying; and finally, adequate
water should be made available to
wo-'kprs so that they can wash thor-
oughly when the job is completed.
If workers are called on to spray
frequently so that thelr would be a
dirnger of cumulative poisoning
effects. they should be provided with
protective clothing, viz., overalls,
gloves, and face masks. Sufficient
sets of these should b- made available
so thai they can be washed thorough-
ly and workers provided with a clean
set of protective clothing each day.
Workers should be comp-lled to wash
hands and face t1,,,ojnthl, after each
period of spraying and adequate faci-
lities should be provided for this pur-
pos,-.
Any person requiring further ad-
vice or uncertain if the substance
th-y wish to use warrants these pre-
cintions should communicate with
the Director of Agriculture.

Service Rules ani Regulations have
been amended to provide for the
revision of the rates of Postage on
the following:-
(i) Air mail rates on letters, post
cards, air letters, printed and
commercial papers and small
packets.
(ii) Air mail parcel post rates.
(iii) Inland and surface mail rates
on letters, post cards, postal
packets and parcels.
(iv) Surfac- mail rates on parcels.
Th, registration fee of 6 cents has
b)-en increased to 12 cents and the
C. 0. D. delivery fee has increased
from 8 cents to 12 cents.

CITY RATE.


Notice is hereby given that the
City Rate Assessment List for 1959
has been posted on the outer door of
the Treasury and at the Office of the
Central Board of Health, Market
Street.
The rate fixed on properties north
of the Street which joins Bennett
and Bryson Strtets under an assessed
annual rental value of $48.00 is 5%
and of $48.00 and over 7J%. The
rate on all other prt'p-rt. under an
assessed annual rental value of $48.00
is 10% and of $48.00 and over 15%.
Any person who objects to any
assessment in the said list must lodge
his objection in writing with the
Secretary, Central Board of Health
within fourteen days after the date of
this notice.

PRICE CONTROL.

It is hereby notified for general
information that as a means of keep-
ing a check on the price of goods
offered for sale throughout the Colo-
ny, the Government proposes to
adapt the following measures:-

(a) All traders offering goods
for sale by retail in stores
and shops will be request-
ed to tag such goods i.e.
cause the goods to be
marked with the selling
price thereof in a conspi-
cuous and legible manner.

(b) An authorised officer will
visit stores and shops in
order to check on the tag-
ging of goods and also to
scrntiniz- th invr.icc-i r.f
traders to tise.-rtain lh-r
margins of profit being
charged.

2. The Government appeals to ;all
traders to co-operate in the exercise
of tagging their goods and to giv"
every po ss i bl e assistance to tihe
authorised offce-r.


3. A Notice will be published in
the Press announcing the date on
which tagging of goods should be-
come effective.

The School is a Government In-
stitution. The salary of the posts

Invalidation of the Montserrat
Coronation (Presidential)
Stamp.
It is hereby notified for general
information that in accordance with
the provisions of the Coronation
(Presidential) Stamp (Invalidation)
Ordtr, 1959 (Montserrat S. R. & 0.
1959 No. 2) and the Coronation
(Presidential) Stamp (Continuance of
Use) Order, 1959 (Montserrat S.R.& 0.
1959 No. 8) the special green (Presi-
dential) stamp of the value of 2 cents
to commemorate the coronation of
Her Maj.-sty Queen ELIZABETH the
Second, authorised for issue by an
order of Council dated the 2nd day
of June, 1953, shall, from the 1st day
of September, 1959, no longer be
valid for the payment of postage or
stamp duties.
Provision has, however, been made
in the above mentioned Coronation
(Presidential) Stamp (Continuance of
Use) Order for a period of grace of
three months thereafter, that is, on
or before the 30th November, 1959,
within which holders of such stamps
may effect their exchange at the Gen-
eral Post Office, Plymouth, Montser-
rat, for a stamp or stamps of equal
value authorised for sale in the Colo-
ny of Montserrat.

STATUTORY RULES AND ORDERS.

1959, No. 8.


The Antigua Postal Service (Amendment) Rules and Regulations,
1959, dated April 2. 1959. made by the Governor in Council-
under the Post Office Act (Cap. 128).


1. SHORT TITLE. .These Rules and Regulations may be cited
as the Antigna Postal Service amendmentnt) Ibiles nnd Regulaticng,
1959, and shall be read as one wich the .\ntigua Postal Service Rules
and Regulations, 1954 (General Government S. H. & 0 1954 No. 31) as
amended, hereinafter called the Principal Rules.

2. AMENDMENT OF RULE 22 OF THE PRINCIPAL
1 RULES. Rule 22 of the Principal Rules is hereby amended as
follows:-

(a) by deleting paragraph (1) and renumbering paragraph (2)
as paragraph (3); and
(b) by inserting the following as paragraphs (1) and (2):-

"'22. Aim MAIL POSTAGE (1) The prepaid rates
of postage on air mail letters posted in the Colony
shall be as set forth in Part I of Schedule D hereto.

(2) The prepaid rates of postage on air mail parcels
posted in the Colony, the limit of weight and the limit of
insurance value thereof, shall he as set forth in schedule F
hereto, and in addition, an air mail parcel post fee shall be
charged and paid, according to the place of destination, as
set forth in Part II of Schedule' ) hereto."
