WHEREAS by section 2 of the
Commissions of Inquiry Act (Cap.
116) it is enacted, inter alia, that it
shall be lawful for the Administrator,
whenever he shall deem it advisable,
to issue a commission appointing one
or more commissioners, and authoris-
ing such commissioners, or any
quorum of them therein mentioned,
to inquire into the conduct or
management of any department of
the public service in the Colony:
AND WHEREAS in the opinion of
the Administrator it is advisable that
a commission do issue appointing
commissioners and authorising them
to inquire into and report on the
conduct and management of the
Electricity, Ice and Cold Storage
Department:
KNOW YE THEREFORE, that
resposing great trust in your zeal,
discretion and integrity I do by these
presents authorise and appoint you,
the said BENJAMIN WILBERFORCE
PRESCOD, THOMASEDWARD
AUGUSTUS PERKINS and ALEXANDER
WILLIAM GAIR, to be Commissioners
to make full, faithful and Impartial
inquiry into the conduct and manage-
ment of the Electricity, Ice and Cold
Storage Department in the Public
Service of the Colony. with special
reference to the following.
(a) the keeping of the accounts of
the said Department and the
maintenance of records of
transactions concerning the said
Department;


(b) the use and maintenance of
plant, machinery and materials
held by the said Department;
(c) the metering of buildings for
electricity and the collection of
electricity rates; and
(d) the staffing arrangements in the
said Department:
AND I direct that the said
BENJAMIN WILBERFORCE PRESCOD
shall be the Chairman of the said
Commission and that any two
Commissioners shall constitute a
quorum of Commissioners, and do by
these presents give and grant unto
you and each of you all the powers
conferred on commissioners by the
Commissions of Inquiry Act aforesaid
for the purpose of making the afore-
said inquiry, and I require that you
do with all convenient speed report
to me in writing the result of your
inquiry and do furnish me with a full
statement of the proceedings of your
Commission and of the reasons lead-
ing to the conclusions arrived at or
reported:
AND I do further direct that the
said Inquiry shall not be held in
public and shall be held at the Legis-
lative Council Chamber, Plymouth, or
in such other places and at such hours
as you may from time to time
determine.

Price Control (Meat, Fish and Vegeta-
bles) Order, 1962, (No. 4 of 1962), are

a conspicuous and legible manner, of
any controlled item offered for sale,
in accordance with Section 6 (1) of the
Distribution and Price of Goods
Ordinance, No. 17 of 1958.

Hurricane PrecautionIs, 1963.


1. At the beginning of the Hurricane Season the public are advised to take precautions
to safeguard their homes and other property in the event of a storm. During a hurricane the
central electricity supply will be turned off, and every household should therefore be provided with
a hurricane lautern or a flash light (or preferably with both) which should be checked regularly
and kept in working order throughout the hurricane season.
2. Owners of barometers should take readings daily at 10 a.m., 4 p.m. and 10 p.m.
Any change lower than the usual diurnal one of 0"10 inch should be regarded with suspicion.
3. The masters or agents of vessels if in doubt should communicate with the Harbour
Master for information.
4. When barring up a house, on indication of bad weather, begin with the side facing
the direction of the prevailing wind, which varies from North West to North East. Should the
centre of a storm pass over the island there will be a short period of calm during which the
Northern side of the building could be opened up and the Southern and Westerly sides closed.
Very often there is no calm, and under such circumstances it is wise to have everything securely
fastened.
5. 'lie'tnited States Weather Bureau at San Juan, Puerto Rico, issues regular weather
reports for the Eastern Caribbean which are broadcast in Spanish and English daily throughout the
hurricane season by several radio stations in Puerto Rico.

Storm Warning Signals.

AT DAY-The following signals displayed at the Harbour Master's Office, Goat Hill, Ottos Hill,
(Michael's Mount) Police Headquarters and other Police stations in the Island
denote the approach of disturbed weather:--
A. A RED FLAG with black square in centre means Tropical disturbance reported;
likely to affect island of Antigua-CAUTION ADVISED.
B. TWO RED FLAGS, with black squares in centre-HURRICANE SIGNAL-
DANGER EXPECTED.
C. RED PENNANT when hoisted to serve as SMALL CRAFT WARNING only.
AT NIGHT.
A. TWO DETONATING ROCKETS will be Fired from the Harbour Master's Office
to warn shipping.
B. A RED LIGHT will be displayed at Police Stations.
DAY & NIGHT.
The Police will go through St. John's and Villages sounding their whistles.
Telephone Exchanges will inform subscribers. After & hurricane warning hae been
received the news will be broadcast by The Antigua Broadcasting Service 644
kilocycles at regular intervals:-9 a.m., 5 p.m. and more often if necessary.
