THE ANTIGUA, MONTSERRAT & VIRGIN ISLANDS GAZETTE.


Hurricane Precautions, 1963.


1. At the beginning of the Hurricane Season the public are advised to take precautions
to safeguard their homes and other property in the event of a storm. During a hurricane the
central electricity supply will be turned off, and every household should therefore be provided with
a hurricane lantern or a flash light (or preferably with both) which should be checked regularly
and kept in working order throughout the hurricane season.
2. Owners of barometers should take readings daily at 10 a.m., 4 p.m. and 10 p.m.
Any change lower than the usual diurnal one of 0-10 inch should be regarded with suspicion.
3. The masters or agents of vessels if in doubt should communicate with the Harbour
Master for information.
4. When barring up a house, on indication of bad weather, begin with the side facing
the direction of the prevailing wind, which varies from North West to North East. Should the
centre of a storm pass over the island there will be a short period of calm during which the
Northern side of the building could be opened up and the Southern and Westerly sides closed.
Very often there is no calm, and under such circumstances it is wise to have everything securely
fastened.
5. The United States Weather Bureau at San Juan, Puerto Rico, issues regular weather
reports for the Eastern Caribbean which are broadcast in Spanish and English daily throughout the
hurricane season by several radio stations in Puerto lico.

Storm Warning Signals.

AT DAY-The following signals displayed at the Harbour Master's Office, Goat Hill, Ottos Hill,
(Michael's Mount) Police Headquarters and other Police stations in the Island
denote the approach of disturbed weather:-
A. A RED FLAG with black square in centre means Tropical disturbance reported;
likely to affect island of Antigua-CAUTION ADVISED.
B. TWO RED FLAGS, with black squares in centre-HURRICANE SIGNAL-
DANGER EXPECTED.
C. RED PENNANT when hoisted to serve as SMALL CRAFT WARNING only.
AT NIGHT.
A. TWO DETONATING ROCKETS will be Fired from the Harbour Ma&ter's Office
to warn shipping.
B. A RED LIGHT will be displayed at Police Stations.
DAY & NIGHT.
The Police will go through St. John's and Villages sounding their whistles.
Telephone Exchanges will inform subscribers. After a hurricane warning has been
received the news will be broadcast by The Antigua Broadcasting Service 644
kilocycles at regular intervals:-9 a.m., 5 p.m. and more often if necessary.

THE AID TO PIONEER INDUSTRIES (MANUFACTURE OF
RE-COMBINED MILK) ORDER, 1963, MADE BY THE ADMIN-
ISTRATOR UNDER SECTION 3 (1) OF THE AID TO PIONEER
INDUSTRIES ORDINANCE, 1950 (No. 9 OF 1950).

1. Short Title. This Order may be cited as the Aid
to Pioneer Industries (Manufacture of Re-combined Milk)
Order, 1963.
2. Declaration of re-combined milk to be
a pioneer industry. The manufacture of re-combined
milk is hereby declared to be a pioneer industry for the purposes
of the Aid to Pioneer Industries Ordinance, 1950, and the
following products-
Pasteurised and homogenised re-combined milk,
including flavoured milk,
Re-combined cream and cottage cheese, Ice cream mix

Proclamation under the Virgin Islands Constitution and
Elections Ordinance, 1954 (No. 7 of 1954), as amended,
dated July 13, 1963, declaring the appointed day on
which preparations for compiling Preliminary Lists of
Voters for Electoral Districts shall commence.

BY THE ADMINISTRATOR OF THE VIRGIN ISLANDS.
A PROCLAMATION.

WHEREAS by p paragraph (a) of subsection (3) of section 44 of the
Virgin Isl:in s C>nstitiition and Elections Ordinance, 1954 (No. 7 of
1954) as amended, it is provided that commencing on such day (herein-
after called '-the appointed day ") as the Administrator shall by pro-
clinaation appoint in respect of an electoral district, every registering
officer shall prepare in and for such electoral district and pursuant to
the provisions of the said Ordinance a preliminary list of all persons
who are qualified as voters in the polling divisions comprised in the
said electoral district:
AND WHEREAS it is expedient that the preparation of the pre-
liminary lists of all electoral districts shall be undertaken as soon as
possible.
NOW, THEREFORE, I do hereby proclaim and notify that
Monday the 12th lay of August, 1963, shall be the appointed day
within the meaning and for the purposes of paragraph (a) of subsection
(3) of section 41 of the said Ordinance in respect of all electoral dis-
tricts within the Colony.
And all registering officers and all other Her Majesty's loving
subjects in the Colony are hereby required to take due notice hereof
and govern themselves accordingly.
Given under my hand at the Administrator's Office at Tor-
tola, in the Virgin Islands, this 13th day of July, 1963,
and in the ninth year of Her Majesty's reign.
