(From /I,, Pali .,dl7,/ G .'.e, J.irio' r. .)
Lord Derlhy splko last night, at the annual :n-
eral meetin' of the liuud ersfehld Incorporalted
Ci ainmber of Commerce. PRferiing to the indu;-
Irial condition of Great. Britain, he said that a
despondent view was not. permissible, as we woret
not worse off than others. rnd had not fallen -tehind
in the race. At no previous industrial crisis badi
such little acute suffering to the poorerclasses been
involved. As a community we were rowing lichlr'
and not. poorer, nolvwiihstanding pi-sent chreck and
reaction, as shown by tih income lax return' ssaI.
ings banks deposits, and the consumption of popu-
lar luxuries. After deducling the colt of raw ma-
terials imported, 140,0l"o',000) pr fit remained in
English hands on the exprrt liaale. Our
trade was increasing, and ratel ial national d.ecad-
ence had not yet begun. England. being marked
out for commercial supr'manecy, had nothing toa
fear from American and Conltiental competition.
though the United States was a formidable Oival.
Slill, they did not come out and face us in the
open; they fought entlenched up to the eves be-
hind a protective tariff, and even with the help of
that fariff they had not wholly checked the import-
ation of English manufactures into tha ir oi n coun-
try. That did not look like c)nfi!lence in their
own vaunted supsriorily. As to cur Continental
competitors Lord Derby said :-
I have never yet been able to s. e wbot ad van-
tage they have over England. They have not got
our cheap coal ; they have not got our cheap iron :
they hare not got our vast eccimulatled masses of
capital; they have not gl.( the almost unlimited
command of mechanical appliances which is to be
found in our great towns, nor the supply of trained
workmen, which never tails us in Englandu. More
than that, tIher h ve nt ,ol frep labour : for labour
is not free where, as now all over Europp, a young
man is liable tobe taken from Ihe tr;ide he is learn-
ing, and for three or f..ur of the hbst. years of his
life initiated in tl'e vices of a camp, and sent back,
having forgotten all that is of use to him to
know. Conscription is only the sign of a deeper-
sEealel evil. The Continent fr the most pnrt is
given over to great military empires, and umilitalismm
cannot exist with industry on a great scalo. One
must destroy the other. Do you think that the
emperors, grand duk,-s, archduies, field marshaFl.
and tremendous personages of that soit really want
the manufacturing industries of their empires to be
developed ? Do you sul pose it would suit them to
haie to do with an inlrlligent, keen-willted, critical
and well-lo-do population such as cur nrtbhern
towns in England contain ? Depend upon i!, they
are not such fools. They know thi-ir business bet-
ter. What they want is smeihing quite different
-a peasantry hungry enough at home to find the
ordinary life of a private soldier rather a'reenble
than othetwipe, and submissive enou-h to be ready
to shoot Iheir own brothers if ordered. v-ithout ask-
ing why. No, .entlemen, each nation must lead
its own life, and military empires will never be in-
dustrial riv, ls. b hey may injure you vay b,-ing Lad
customers, but they will not hurt you otherwise.
We in England. as I believe, are marked out by all

Amelrieans for ympatlithv and charity followed by
siich meagre results. We will tell Mr. Parnell th:
reason oil this. He i.s agitating in the wrong way.
He is oflfendilg the quiet, conservative, thrifty,
well to-do Amnericanus--the only ones who lave any
mouey laid up and to ptare-by the revolutionary
aud c.mmunuitic chalratetr of his programme. li

means Oft blyin," it and fel.diun the staring Irish.
the re'lpounses would have been nimst liberal, as they
were in finrmer days in sueh an emergency. In
1862 the New York Chamber ol 'Commerce alone
raised $150 000 fier the famishing Lancashire oper-
ativeq. In 1816 the New York merchants sent
shijiloads. of food to hungry Ireland. They would
do it again it Mr. Parnell did not freeze the genial
current of their souls and sour the milk of human
kindniess within them.
The New York merchants and bankers do rinot
question Mr. Parnell's sincerity and honesty in the
least. But ihey have inisgivings about the actual
disposition (if the luiu:s which that gentleman solicits.
After carefully rending hi,] speeches and the resolu-
tion- adopted at his mn,-etings, they fear that. the
money, after it leaves Mr. Parnell's hands and i::
beyond his control. will be spent, not on bread but
on the fur'th.-rance of ag'rarianism and communism
in Irelaud. As they lave had some foretastes of(
the-e evil even in tiis eountr,. they do not propose
t enericair' such dangerous tendencies in Ireland
or elsewhere abroad. They would also save the'
IrMh roim th:- consequouces of their own folly.
For it is certain that England will crush the first
actual budt of insurrection which Mr. Paruell is
seel;inz to quicken with American funds. England
will make b.hrt work of any new Irish attempt at
r'evwitrtiou under whatever pretext made. To en-
courage a risiug in Ireland now would be an act of
p,,sitive cruelty to the impu'sive Irish. Therelore-
we say, seoud them bread in abundance, but not
money. Bread was the form assumed by Ameriean
compassion for Irish misery in 1846. It. worked
well then. It will work well now. It will not en-
cournage communism. But it will fill hollow stomachs.
It will save life. It will keep Irishmen alive lonu
enough perhaps to tide. over their present troubles
and obtain improvements in the land laws which
will be yielded as a concession to rational appeals,
but never to the threats ofi a mob. They may not
only he fed as long as the present famine lasts, but
iastisted to emirate to this country. Anything and
everything for the assistance of the suffering Irish,
ercept the raising of a fighltilti find are possible in
the United States. But Mr. Piarnell hasdisqualified
himself as an organ to represent the wants eof Ire-
lInd to our business men. The language of the new
address to the American people, dated the 9th inst.,
siitied by him and his colleague, Mr. Dillon. would
settle3 that. point. were there any doubt ab..,t it. In
that document the word "bread" or "food"' does
rt once occur. These gentlemen will take only
tionie-y. It seems to us. in Ib-half of starving Ire-
hind they ought. to tfke what they can get. Since
M-gs.i.s. Parnell and Dillon will not. assist their own
countrymen in the only way that Americans ap-
prove, Am-uricais must tollow that way ifor them-

O,)e of thecleverest ianmond robberies of mnndern
times ia reported in a tone of old complacency iby
the cleaning journals of St. Petersburg. About a
forini-'It ago ai handsome equipage drew up at the
door of the first jewell!r in the Russian capital.
AliPhiing from the cirriage ant elegantly dressed,
and remarkably pretty young lady entered the shop,
and requested I hat some ,Ifrurrs of brilliant might
hb shown to her. Several costly sets were forth-
with submitted for inspection, and after some hesi-
tation she selected a rieiere and pendants valued at
10,000 rouble-s, and, stating that she was the wife
of an eminent mad-doctor, whose name is a house- !
hold word in St. Petersburg, requested the proprie-
tor of the establishment to accompany her home
with the jcwl in order to settle finally with her
husband about their price. The jeweller packedI
up his diamonds and got. into the carriage with his
lair customer. Presently they arrived at a large
house, and were received at the porte-cochere by a i
Suisse in splendid livery, who conducted them up
a brilliantly-lighted staircase into a richly furnish-
ed drawing room, in which the lady begged her
companion to take a seat, and jewel-ca-e in hand,
proceeded to summon "her husband." Entering
the doctor's consulting room in an apparent state
of uncontrollable agitation, she informed the latter
that she had brought her unfortunate sp'-iuse to
visit him, in the hope that hbe would undertake to
cure him of the strange monomania under which he i
had labcured for some time past. My afflicted
husband," sh? said, is a wealthy landed proprie--
Lor from .A-, in ihe government of Minsk; he is
quiet and harmless. but baq diam.,nds on the brain.
He will talk of not hing else, poor fellow Will
you see hiim ? I have left him in your drawing-
room, and am much too nervous tI be present while
you diagnose his case. lMight I, therefore, ask you
to accompany me to my carriage before you go to
him? It will be such a relief to me to leave him
in yur care." tier ingenious device was crowned
with complete success. She drove off with the dia.
monds; an interview between i he doctor and the Jew-
eller fully cohrirmed her tatlnment with respect to the
l.ttter's ailtged inunmania, and resulted in his beinue
placed undl r bodily rtstilaint, Irom which he was
