TAFT'S POSITION ON THE TARIFF
Seems to Believe in P wedtoe fee
the Mauf-Insture Ibut Neot in
Prehbitieon for the

Washington, D. C., Dec. 17.--The
position of Mr. Taft on the tariff is
this:
He believes that there should be a
tariff which will build a wall high
enough ,to cover the difference In the
cost of production her and abroad.
together with a "reasonable prof" to
the American manufacturer.
The cost of production includes, In
his mind, not only the cost of ma-
terial and the transportation to this
country, but the cost of labor that ac-
complishes the production.
He says the theory of the republi-
can doctrine of protection Is that be-
hind this tariff wall, which acts as a
breastwork for both the manufacturer
and the laborer, competition will re-
duce the cost to the consumer. This
has been his position from the begin-
ning of the recent campaign, and It
was this position that caused Mr.
Taft to say that the ways and means
committee should not act only as a
Judicial body, but should take the In-
itiative and go out and get evidence
that would lead to the sincere revis
Ion of the Dingley tariff.
