Part A---Natural Resources


1. Geography

Location: Zephyrhills is on the West Coast of Florida, 25 miles northeast
of Tampa and 52 miles northeast of Saint Petersburg.

Chief topographical features: Hilly. Elevation, approximately 90 feet
above sea level.

2. Climate


(From U. S. Weather Bureau observations at Saint Leo, Florida.)

Growing season: Usual date of last killing frost in spring, February 7;
usual date of first killing frost in fall, December 13; average length
of growing season, 309 days.

3. Local Raw Materials

Timber: Pine is available in immediate vicinity. Six small portable
sawmills produce rough and dressed lumber.

Minerals: None. Limestone was formerly produced five miles from town.
Supply is believed to be exhausted.

Agricultural products: Citrus and truck farms are the principal types o:
agriculture.

Other: Cattle.

skilled white female, 850. Rates for skilled Neero male and skilled and
unskilled Negro female have not been established.

Ferguston, lumber; Natural Foods, canned and preserved fruits; Walker
Boat Company, plywood fishing boats; Hill Lumber, lumber; Hercules Powder
Co., wood naval stores; J. W. Kerr Meat Packing and Ice Co., ice and cold
storage; Zephyrhills Crate Mill, fruit and vegetable crates; E. Runtiman
Manufacturing Co., power lawn mowers; Sarvis Sash and Door Co., millwork.

Type: Mayor-Council.

Officials: Mayor, B. F. Parson; City Attorney, Joseph Dayton.

Special departments: City has an active building inspector, electrical
inspector, plumbing inspector and street department.

Zoning: City has a zoning ordinance.

2. Finances

Current city tax rate: Operations, 20 mills; debt service, 10 mills.

Average city tax rate for last five years: Operations 20 mills; debt ser-
vice, 10 mills.

City basis of assessment: 67% of actual value.

City license tax on manufacturing plant: $10 up.

City utility tax: 10%

Current county tax rate: Operations, 16.375 mills; debt service, 0.

Bonded debt: City, $176,000.

Other long-term obligations: None.

1. Available Data

Maps: City street and truck water main maps are available.

2. Transportation Facilities

Railroad: Zephyrhills is served by main lines of the Atlantic Coast Line
Railroad and the Seaboard Air Line Railroad. Both railroads provide daily
passenger and freight service. Pick-up and delivery service is available
for less than carload freight.

2. Transportation Facilities (cont.)

Express: Railway Express Agency, Inc., provides rail express service. Free
pick-up and delivery is available for express. Direct air express service
is not available.

Highway: U. S. Highway 301 and Florida Highways 39,41 and 54 pass through
Zephyrhills.

Local bus service: None.

Intercity trucking facilities: Central Truck Lines provides trucking ser-
vice to all of Florida. Jacksonville, Tampa, St. Petersburg and Orlando are
the principal cities that can be reached by an overnight truck haul.

Air: Zephyrhills Airport, municipally-owned, is one mile from town. The
field has two runways and no hangar space. The field is open to private
planes. Charter cross country flights are available. Scheduled commercial
air transportation is not available.

3. Power

General: Florida Power Corporation owns and operates the generating and
distribution systems. Copies of rate schedule can be obtained at the com-
pany's office.

4. Fuel

Coal: Coal is not used in this section.

Gas: Neither natural nor artificial gas is available.

Bottled gas: Green's Fuel and Joseph Hermann's distribute butane.

Other: Number 1 and Number 2 fuel oils are available.

5. Sewage and Waste Disposal

General: City has no sewerage system.

Garbage: Garbage is collected weekly.

6. Water Supply

Operator: City.

Source: Wells. Present source is considered adequate for expansion.

Treatment: Chlorination.

Consumption: 160,000 gallons per day.

Pumping capacity: 1,600,000 gallons per day.

Rate: Rate schedule can be obtained at city office.

7. Communications Facilities

Telephone service: Jarret Communications Company operates a manual exchange.

Telegraph service: Western Union has office hours of 8 a.m. to 5 p.m. daily
except Sundays.

Hospitals: There are no hospitals in Zephyrhills. Hospitals in Dade City
and Tampa serve this area.

Athletic fields: High school basketball court and lighted football field.

Other: Swimming pool.

11. Police Protection

City: Force consists of two policemen. City has no police cars. Patrol-
men are uniformed. Regular beats are maintained at night.

12. Fire Protection

City: Force consists of one full-time fireman. City has two engines and
two stations.

Insurance rating: SEAU, Class 3; NBFU, Class 9.

County: No fire protection is available outside the city limits.

13. Banking Facilities

General: There is no bank in Zephyrhills. Banking is done at the Bank of
Pasco County in Dade City.

14. Construction and Service Facilities

Parking: City has no parking meters and no parking lots.

Vacant stores: There were no vacant stores in the business district at the
time of thissurvey.
