Data published in this book has been accumulated from financial and client systems. In most cases, the flow of expenditures closely mirrors the flow of services. However, prepayments or billings delays can cause the data to give a distorted picture. Services are therefore recorded as being provided at the time payments are made rather than at the time they were provided. Expenditures are reported in gross figures not allowing for cancellations and refunds. Recipients of medical services are counted only once during any month, but may be counted again in other months. Unduplicated total figures eliminate the duplication between months and count each individual only once during the year. This report does not document all activity of the Department of Health and Rehabilitative Services.
