The Annual Statistical Report has been published each year since 1967 to
provide statistical data on the expenditures of public welfare funds. This
report includes data for two fiscal years.


In fiscal year 1978, expenditures
$359,751,320, up 8% from 1977; medical
$254,900,207; and $344,440,359 in food
paid $90,903,406.

In fiscal year 1979, expenditures for direct assistance programs were
$396,561,197, up 10% from 1978; medical assistance cost increased 20% to'
$307,299,418. During December 1978, the purchase requirement for the food
stamp program was eliminated. Expenditures for food stamps were $285,154,625
for which recipients paid $36,221,583 Cthrough 11/78).

Effective January 1, 1978, the Department contracted with System
Development Corporation Integrated Services, Inc. to administer the processing
and paying of all Medicaid claims. Medical data reflects only expenditures
for services. Client data for the Medicaid Program is unavailable.

As in prior years data published in this book has been accumulated from
records of financial expenditures. Services are therefore recorded as being
provided at the times payments for them are made, rather than at the time they
actually were provided. In most cases, the flow of expenditures closely
mirrors the flow of services. All figures, including totals, are exact figures
rounded to the nearest dollar. For this reason, the individual rounded figures
may not sum to the rounded total.

This report does not purport to document all activity of the Department
of Health and Rehabilitative Services. Its content is limited to statistical
data collected by the Statistical Reporting Section in fulfilling its
reporting functions.
