With nearly all the provinces in a state ofopen insurrection, and backed only by a force of some 7000 men under Santa Anna, and its adherents in the city of Mexico, it still continues to fulminate defiance against France, instructing its generals to submit to no a rrangeuient with enmy. As regards the course likely to be pursued by the federal party towards the French, should they, as now seens almost certain, assume the fts, of power,-the statements are contradictory.
