kids in neighborhood schools


Enjoying the sunset years on the beaches of Clearwater may sound good, but a new list says too many senior citizens have the same
idea. Some seniors have changed their minds about Florida and moved north to the Carolinas.

As baby boomers begin to retire, more cities will try to attract them. Cities hope they'll come
with bundles of money to spend, but according to a story posted at AOL.com, don't bet
those retirees will come to a handful of cities including the county seat of Pinellas County.
Clearwater tops a list, called the "13 Worst Places To Retire," that takes into consideration cli-
mate and possibilities for social interaction. There are 12 cities on the list, and the 13th worst des-
tination is "your kid's house."

ST. PETERSBURG While
there are still issues to be worked
through, a vote Tuesday afternoon
may change the way Pinellas
County children are assigned to
their public schools.
The county's school board will
decide at 5 p.m. to approve the
2008-09 student assignment plan
- which eliminates many aspects
of the current "choice" plan in
its monthly meeting in the school
administration building in Largo.
The "choice" plan of the last
five years will be set aside if the
board approves the new plan on
its second and final reading. The
first reading was in November,
and both readings were delayed a
month to make changes to the
plan.
The plan also recommends
closing Riviera Middle School
and three elementary schools -
South Ward, Clearview Avenue

and Largo Central affecting
about 2,150 students.
Students will be assigned to
"close-to-home," neighborhood
schools, much as the county did
before 1971. Court-ordered bus-
ing began that year.
The plan also provides what
educators call "predictable feeder
patterns," meaning that grade-
school students can expect to at-
tend a particular middle school
and high school, unless they move
to a new neighborhood.
Principles of the plan are based
on what the board calls "aspira-
tional goals."

So why Clearwater?


"Too many fellow seniors," AOL says.
Clearwater has the highest percentage of
seniors of any American city, and it's the
"graying" of Florida that has cause re-
tirees to change their mind and leave what
the online service says is "the bland cul-
ture, extreme weather and high real estate
and homeowner's insurance prices of
Florida."
The 2000 Census found 21 percent of
Clearwater's population was older than 65,
the highest of any city of 100,000 or more.


Floridians as a whole are about 18 percent
senior citizens, compared with a little more
than 12 percent nationwide.
With about 4 percent of its population
aged 85 and older, Clearwater has three
times the national share of that age group.
The "graying" of Florida is one reason
many retirees from the Northeast sometimes
abandon their first retirement designation for
somewhere a little further north. Described
as "half-backs," those retirees are turning to
the Carolinas.

HARD TIME GETTING A DOCTOR
WHO TAKES MEDICARE: The rate
Medicare pays doctors is so low that many
are refusing to take new Medicare patients.
That used to be a problem primarily for ru-
ral areas, but now it's spreading to cities.
A 2006 Texas Medical Association sur-
vey found that only 43 percent of Austin
doctors would take new Medicare patients.
Anchorage, Alaska
FEWEST FELLOW SENIORS: If you
like to be with people your own age, Alaska
may be lonely. The state has only about half
the percentage of seniors as the rest of the
country.


Anchorage is at the bottom of rankings
for percentage of residents over 65. It ranked
240 out of 245 cities with at lest 100,000
people. Only 5.5 percent of Anchoragites
are seniors.
Bridgeport, Conn.
HIGHEST TAXES: In retirement, in-
come taxes aren't going to matter much. It's
the property taxes that are going to kill you.
This year Connecticut ranked as having the
highest taxes if you consider state, local and
federal contributions.
In 2003, Bridgeport, a troubled city with
some lovely beachfront neighborhoods,
ranked as tops in local taxes, at 17.7 percent.

Tip leads to arrest

in Seminole robbery

Charge stems from August heist


LARGO Sheriff's deputies
made an arrest in connection with
an Aug. 10 bank robbery in Semi-
nole.
Anthony J.
Ross, 46, of
Seminole, was
arrested on a
robbery charge
Wednesday
morning. Rob-
bery detectives Ross
say media cover-
age of the crime resulted in a tip
that led to Ross's identification.
He was arrested outside his home.


The robbery occurred at about
10 a.m. Aug. 10 at the Corner-
stone Community Bank, 7800
Seminole Blvd.
According to detectives, at the
time of the robbery the suspect
entered the bank and presented a
note demanding cash and imply-
ing he was armed. The teller
complied and the suspect fled
from the bank with an undis-
closed amount of cash.
Following the robbery surveil-
lance photographs and video were
obtained and distributed to the
media.


Dog's alert saves family
from Dunedin house fire


ST. PETERSBURG
Dunedin firefighters remind you:
If you have a clothes dryer, make
sure you vent it properly and
clean the lint trap after each use.
After the other residents at
1616 St. Catherine Drive E. evac-
uated Nov. 30, family dogs alerted
the remaining occupant of a
Dunedin home of a fire that
started in a dryer.


Firefighters arrived at the sin-
gle-family home and made a "fast
attack" on the fire, which they
called "moderate."
The city fire prevention bureau
discovered during its investiga-
tion that the dryer, found in the
garage, caused the fire.
Damage was about $1,100,
and the residents still occupy the
home.

reality -

the ballpark

looks good

We've seen and heard a
lot about the Tampa
Bay Rays' proposed
new stadium, and how it may or
may not be funded.
The more Florida's Best
Newspaper digs into it, the more
difficult maybe even tenuous? -
the billion-dollar deal looks.
Up the street, here at
Florida's Smallest Newspaper
(hey, we might as well lay claim
to some superlative, right?), we
try to ingest a week's worth of
news and hope we can regurgitate
it in a way that makes some sense.
First, the team says there
won't be a new tax levied on St.
Petersburg or Pinellas County res-
idents. Maybe that's so, but the
team wants $60 million in state
money for the new ballpark. No
one mentioned that money also
comes from taxes.
So the team hopes Tallahas-
see will chip in on a new ballpark
and, say, forsake paving Interstate
95 for a few years. Or maybe de-
cline funding for a new sewage
treatment plant in one of the
state's poorer counties. Instead of
saddling the city's or the county's
taxpayers, the Rays hope to
spread the wealth as far as Pen-
sacola and Key West.
Team owner Stuart Sternberg
said that if the state can't pony up,
the team might need to redesign
the ballpark a little, but it
wouldn't be a "dealbreaker."
That's probably a good thing, con-
sidering the Tropicana Field rede-
velopment proposal.
Without the money from re-
developing Tropicana Field and
the surrounding parking lots, there
won't be a waterfront baseball sta-
dium. We'll be watching baseball
in a glorified steel pole building
for at least a few more years but
hey, it's air conditioned!
If the stars align, and every-
thing comes together, I hope to
see baseball outdoors in 2012, as
God and Doubleday intended, al-
beit under a large canvas roof
reminiscent of the tent city St. Pe-
tersburg just opened to deal with
its homeless problem.
Come to think of it, maybe
there's a theme there.
Noticeably absent from the
unveiling ceremony at Al Lang
Field were state legislators the
very people who decide on that
$60 million outlay and Pinellas
County commissioners, who have
the deed to Tropicana Field.
The county has control over
the Trop land as long as it's used
for baseball, a deal the city and
county struck when the dome was
built in the late 1980s. If the sta-
dium is razed, ownership of the
property reverts back to the city.
The county has the title
thanks to a state Supreme Court
ruling that if city property is used
for a for-profit sports team, the
city must pay property taxes, to
the tune of $25,000 per week.
Maybe it doesn't matter what
the county has to say about the
property, but legislators will have
a few words of their own. So did
Gov. Charlie Crist, who seems to
be in favor of the plan.
We didn't hear from St. Pete
Mayor Rick Baker at the unveil-
ing, never mind that the city coun-
cil met secretly with the Rays for
at least a year before news of the
ballpark leaked to Florida's Best
Newspaper.


The story shouldn't have ever
been leaked, because the plans
should have never been discussed
secretly in the first place. Ask
yourself: Does St. Pete's council
work for the citizenry or for
wealthy interests?
That said, if you put aside the
misgivings and forget about finan-
cial reality, that ballpark sure does
look good, doesn't it?


Sewers to be replaced


Mains in two Belleair Beach pump
stations the focus of attention


CLEARWATER Pinellas
County Utilities began work
Monday to replace the aged san-
itary sewer force mains in two
Belleair Beach pump stations.
The work will affect the fol-
lowing areas:


Hibiscus Drive, between
Belle Isle Avenue and Morgan
Drive
Morgan Drive, between
Hibiscus Drive and Bayshore
Drive
Bayshore Drive, between


Morgan Drive and 19th Street
19th Street, between
Bayshore Drive and Gulf Boule-
vard
Gulf Boulevard, between
18th Street and 19th Street
The contractor will use a por-
tion of the right-of-way along
the sea wall on Belle Isle Av-
enue to store pipe and equip-
ment during the project.


The old 6-inch cast iron pipe
will be replaced with a new pipe
material, high density polyeth-
ylene pipe. The contractors,
Rowland Inc. and Equibore, will
use horizontal directional
drilling to minimize disruption
in the area.
The work is expected to be
completed before the upcoming
holidays.

sor Stephen Teller, a Gilbert
and Sullivan expert, will give a

Pinellas News Staff Report

LARGO Police continue
investigating a two-car accident
that seriously injured both driv-
ers early Monday morning in
Dunedin.
The head-on collision hap-
pened between a passenger car
and a shrimp delivery truck at
about 3:30 a.m. near the Curlew
Creek Bridge on Bayshore
Boulevard.
A sedan driven by Scott
Scoville, 29, of Palm Harbor,
was driving north in the south-
bound lane of Bayshore, ap-
proaching the bridge. The car
crossed the west curb and struck
the concrete bridge railing, after
which it traveled more than 300
feet before striking an oncom-
ing delivery truck head-on.
The truck's driver, Robert
Wayne Miller, 64, of New Port
Richey, reportedly took evasive
action by attempting to swerve-
off the roadway before impact.
Deputies said the impact
caused thousands of shrimp to
spill from the large tank on the
back of the truck.
Firefighters extricated Scov-
ille from his car. Both drivers
were admitted to St. Joseph's
Hospital in Tampa.
Bayshore Boulevard traffic
was diverted for about four
hours as deputies investigated
the accident and the shrimp
were cleaned off the road.
State bridge inspectors were
also called to the scene to in-
spect for structural damage.

Board will vote on plan Tuesday


Deputies probing accidental
house fire in Seminole
LARGO Detectives are in-
vestigating a house fire they be-
lieve started Monday with lighted
candles.
The fire started at about 3:30
a.m. Monday at 10705 115th Ave.
N. in Seminole.
Investigators from the Pinellas
County Sheriff's Office Arson
Unit say the homeowner had a
number of lighted candles in his
living room and bedroom. After
lighting candles in his bedroom,
he left the room, and upon his re-
turn, saw the room engulfed in
flames.
The homeowner, Carl J.
Schmitt, 40, then left the resi-
dence. He walked back to the
scene after 6 a.m. and was then
transported by ambulance to
Tampa General Hospital for treat-
ment of minor bums.
No one else was in the resi-
dence, and no other injuries were
reported.
The fire does not appear to be
suspicious, deputies said.

Clearwater police will get
emergency response car
Clearwater police will get a ve-
hicle to handle serious emergency
responses.
The CBRNE vehicle -- the an-
cronym stands for chemical, bio-
logical, radiological, nuclear and
explosive -- will provide the city's
first responders a means to trans-
port personnel and equipment to
an area that's been the site of a
major emergency.
The CBRNE response vehicle
will also allow Clearwater to re-
spond more effectively to other
types of emergency calls, such as
SWAT-related incidents.
This vehicle will also give the
police department the ability to as-
sist other agencies in the event of a
catastrophic event through the
state's Mutual Aid Agreement. The
department now seeks city council
approval to accept the vehicle.
The vehicle was requested
from the city of Tampa, the re-
gion's Urban Area Security Initia-
tive (UASI) organizer.
UASI grant funding addresses
the unique planning, equipment,
training, and exercise needs of
high threat, high density urban ar-
eas.

Students in choice-plan as-
signments will remain assigned
to the school through its highest
grade offered. If a "choice" stu-
dent has brothers or sisters, they
may be assigned to the "choice"
school if room is available; if not,
those siblings will be assigned
to a close-to-home school.


"Reasonable efforts will be
made to keep siblings together
contingent upon such variables
as program availability and ca-
pacity," the plan says.
The assignment process will
begin with fundamental schools,
magnet schools and career acad-
emies, then move to kinder-
garten, grade 6 and grade 9 stu-
dents, and students who are new
to the county. After those two
stages, there will be an open-en-
rollment period and an allowance
for special circumstances.

the nation's military academies.

Beware bed bugs this holiday


ORLANDO As you
begin to pack for holiday
travel or clean in prepara-
tion for visitors, make sure
you don't get caught with
some unwanted bed bug
guests.
Bed bugs are pests that
were thought to be wiped
out in the 1970s by pesti-
cides like DDT, which is
now banned in the United
States. These insects are
making a comeback and
thriving due to increased
international travel and a
lack of understanding of
how to control them.
The most common sign
that you may have a bed
bug problem is if you no-
tice "bites" on your body
and no insects are immedi-
ately noticeable.
Although they are visi-
ble to the naked eye, bed
bugs are mainly active at
night, coming out of hid-
ing to feed on warm-
blooded animals. These re-


silent pests carry no
known blood-borne dis-
eases, but can cause skin ir-
ritations including welts,
rashes and itching, which
can be severe for some peo-
ple.
"Bed bugs are a difficult
insect to eliminate without
professional help," said Dr.
Philip "Doc" Nichols, staff
entomologist for Middleton
Lawn and Pest Control.
"Adult bed bugs can sur-
vive up to a year without
feeding, and their off-
spring-known as
nymphs-can survive
months without feeding."
To help prevent bed
bugs from spoiling your
holiday season, Middleton
offers the following tips:
First and foremost,
check the mattress for dark
speckled or stained areas
anytime you stay in a bed
that is not your own, espe-
cially on trips that include
hotel stays or leaving the


country. You may also no-
tice eggs or eggshells and
the skins of the molting
nymphs on the mattress.
Don't forget to check
the headboard and night
stands, as well as closets,
dresser drawers and carpets
within approximately five
feet of each bed for an in-
festation.
Bed bugs typically
congregate where people
sleep, thus the name, but
can also be found around
other furniture like couches
and sofas. If you find signs
of bed bugs, don't stay
there.
When returning from a
trip:
Place your luggage in
a large garbage bag and
leave it in the garage or an-
other area outside the home
and shielded from the ele-
ments.
Remove all clothing
and items from the bag and
wash them with soap and


hot water. If they cannot be
washed, place them in a
clothes dryer on high heat.
Once you have treated your
belongings, you can bring
them inside. However,
leave your luggage outside
and check for signs of bed
bugs before bringing them
back into your house.
If you are having vis-
itors, especially from out
of the country, make sure
you check and clean the
area they slept in thor-
oughly after they leave, just
to be sure they didn't bring
in bed bugs unknowingly.
MBe aware when ac-
quiring used furniture, or
any furniture that arrived
from a moving company or
storage. It is a good idea to
have it inspected before
bringing it into your home.
If you suspect you may
have bed bugs, call an ex-
terminator immediately,
preferably one that is an ex-
pert at bed bug control.

seniors is poor. In the 2005
American Community Survey,
the Census Bureau found that
17.4 percent of those over 65
were living in poverty in the Dis-
trict of Columbia (with a margin
of error of 2.4 percent).

Ladies of a certain age have a
hard enough time finding male
companionship. That's because
men die younger. In Rhode Is-
land, the odds are even worse: 59
percent of those aged 65 and
over are female. On the flip side,

Provo, Utah, is a mere 22.9 the

Cake

Heat oven to 3250F.
Generously grease and
lightly flour 12-cup fluted
tube cake pan. Or spray
with baking spray with
flour.
2. In large bowl, beat cake I
mix, milk, cream cheese,
vanilla and eggs with elec-
tric mixer on low speed
30 seconds, scraping
bowl constantly. Beat on
medium speed 2 minutes.
Pour into pan.
3. Bake 39 to 44 minutes or
until toothpick inserted in
center comes out clean.
Cool in pan 15 minutes;
turn upside down onto
cooling rack and remove
pan. Cool completely,
about 1 hour.
. To assemble, cut cake in
half crosswise. Place half
of cake on serving plate to
form hook of candy cane.
Cut remaining half into 5
equal pieces (about 2
inches wide). Stir half of
the peppermint extract
into each tub of frosting.
Attach cut pieces to hook
of candy cane with frost-
ing, alternating pieces to
form the straight part of
the cane. Frost cake.
5. To decorate, arrange
strips of fruit snack rolls
on cake to look like
stripes on a candy cane.
Store cake loosely cov-
ered at room temperature. I
