Use your head to make it a safe holiday

Tf there's one blanket message this Halloween, it comes from Pinellas Park Police Officer Donna Saxer, who's the
department's crime prevention officer: "We all have fond memories of trick-or-treating and we have safe memories
of trick-or-treating. And we want that for generations, to come." That means a little common sense and an eye for safe-
ty. Here are some reminders, courtesy of the Pinellas Park Police and the Safe Kids Coalition at All Children's Hospital.


FOR KIDS
* Wear a costume that will be bright
and reflective, or add reflective tape
or carry a flashlight.
* If you're wearing a mask, make
sure the eyeholes are wide enough
that you can see your surroundings
well. Try face paint or makeup.
* Make syre any props you carry,
like swords or buckets, are soft,
pliable or flexible.
* Only trick-or-treat in familiar areas
that are well-lit.
* Walk on sidewalks or paths. If
there are no sidewalks, walk facing
traffic as far to the left as possible.
* Always stay close to an adult you
know well, and don't stray too far
from his or her sight.
* Once your trick-or-treating is done,
and it's time to eat the candy, don't
eat anything until an adult inspects it.


FOR PARENTS
* Select a costume for your child
that is flame-retardant. Ensure that
your child can see through the mask.
* Make sure your child wears well-
fitting, sturdy shoes to prevent falling.
I Discuss with your kids appropriate
behavior for trick-or-treating.
I Encourage your child to trick-or-
treat in a group, and if you can't walk
with the group, ensure a responsible
adult remains close by.
* When crossing a street, ensure
that trick-or-treaters stay together
and only cross when the path is
clear. Never cross a street between
parked cars.
SAfter trick-or-treating, inspect your
child's candy thoroughly. Make sure
your child doesn't eat any candy
that's been opened. And if you
suspect illegal activity, call the police.


FOR HOMEOWNERS
SClear your home's walkways of
hazards whether they might trip,
burn or otherwise harm a child.
* Because sometimes trick-or-
treaters will dart across your yard,
ensure your yard doesn't have
hazards, either.
* Make sure your home is well-

ST. PETERSBURG The first three days of
early voting have been a little slow, drawing
about 100 voters to three early-polling loca-
tions across Pinellas County.
But that's not a surprise.
"The trend seems to be for early voting num-
bers to gradually increase over the two-week pe-
riod, so that the last few days are the busiest,"
said Nancy Whitlock, communications director
for the Pinellas County Board of Elections.
The Nov. 5 election will select city commis-
sioners in St. Petersburg and Largo and decide
funding for the Suncoast Fire and Rescue Dis-
trict.
Early voting began with the 2004 election
cycle, so there aren't a lot of figures to compare,
but the number of voters who opt to vote before
Election Day is a small amount.
In 2006, about 11 percent of the general-
election ballots 35,325 votes were cast early.
As a percentage of the total number of voters,
that figure represents not quite 6 percent.
Early ballots in the 2004 election were dou-
ble that of 2006 69,902 votes.

Air Fest

ST. PETERSBURG Attendance at this
year's St. Petersburg Air Fest topped last year's
figures, though organizers haven't yet tabulated
exact numbers.
"We beat least year's attendance record," Air
Fest Vice President Rick Castle said, adding
that the threat of rain "really kept a lot of peo-
ple at home."
Castle estimated there were as many as
30,000 people through the turnstiles for the
weekend event, which was at Albert Whitted
Airport.
"We did a huge amount of marketing outside
of Pinellas County," he said, "so we brought
people in from Orlando and Fort Myers."
Even with the rain, which sprinkled across
the facility Sunday afternoon, he added, "We
had our diehard fans, who show up no matter
what."

Protect against the



staph 'super bug'


A "super bug" bacterial infection hasn't been reported in Pinellas County, but cases have been detect-
ed in Florida and in several other states. Here's a look at what you need to know quickly about
Methicillin-resistant Staphylococcus Aureus, otherwise known as MRSA.


WHAT IT IS
First discovered in 1961, MRSA is resistant
to antibiotics that once destroyed it. It's
now immune to methicillin and other more
common antibiotics such as oxacillin,
penicillin and amoxicillin. While some
antibiotics still work, MRSA constantly
adapts. Because it's hard to treat, MRSA is
sometimes called a "super bug."


SYMPTOMS
The symptoms of MRSA depend on where
you're infected. Most often, it causes mild
infections on the skin, causing pimples or
boils. But it can also cause more serious
skin infections, pneumonia or infect
surgical wounds, the bloodstream, the
lungs, or the urinary tract. Though most
MRSA infections aren't serious, some can
be life-threatening.


WHO GETS IT
MRSA occurs most frequently
among persons in hospitals and
health care facilities who have
weakened immune systems.
These infections include surgical
wound infections, urinary tract
infections, bloodstream
infections, and pneumonia.


HOW COMMON
ARE STAPH INFECTIONS?
While about 30 percent of the population
is colonized with staph, approximately 1
percent is colonized with MRSA. The
majority of MRSA infections occur among
patients in hospitals or other health care
settings. However, it is becoming more
common in the community setting.


HOW IT SPREADS
MRSA is spread by contact. Yotr could get MRSA by
touching another person who has it on the skin, or you
could get it by touching objects that have the bacteria .
on them. MRSA is carried by about 1 percent of the
population, although most of them aren't infected.
Infections are most common among people who have
weak immune systems and are living in hospitals,
nursing homes, and other health care centers.


HOW TO PREVENT MRSA SPREAD
You can prevent spreading staph or MRSA skin
infections to others by following these steps:
1. Cover your wound. Keep wounds that are
draining or have pus covered with clean, dry
bandages. Follow your health care provider's
instructions on proper care of the wound. Pus from
infected wounds can contain staph and MRSA, so
keeping the infection covered will help prevent the
spread to others. Bandages or tape can be discarded
with the regular trash.
2. Clean your hands. You, your family, and others in
close contact should wash their hands frequently
with soap and warm water or use an alcohol-based
hand sanitizer, especially after changing the bandage
or touching the infected wound.
3. Do not share personal items. Avoid sharing
personal items such as towels, washcloths, razors,
clothing, or uniforms that may have had contact with
the infected wound or bandage. Wash sheets, towels,
and clothes that become soiled with water and
laundry detergent. Drying clothes in a hot dryer,
rather than air-drying, also helps kill bacteria in
clothes.


Surfaces can be cleaned with a chlorine bleach
lution that's 1 part bleach to 9 parts water.
Tell your doctor/health care provider. Tell any
aalth care providers who treat you that you have or
id a staph or MRSA skin infection.



WHO'S AT RISK
Factors that have been associated with
the spread of MRSA skin infections
include: close skin-to-skin contact,
openings in the skin such as cuts or
abrasions, contaminated items and
surfaces, crowded living conditions, and
poor hygiene.

Reclaimed water availability changes


CLEARWATER Reclaimed
water availability was reduced
Wednesday for north Pinellas
County residents.
The move was made by Pinel-
las County Utilities to reduce the
risk of running out of reclaimed
water.
Water customers south of Al-
derman Road and west of U.S.
Route 19 will have reclaimed wa-
ter available on Tuesday, Thurs-
day and Saturday from noon un-
til midnight.


Customers in all other north-
Scounty service areas will have re-
claimed water available on
Wednesday, Friday and Sunday,
also in 24-hour intervals begin-
ning at noon.
On Monday, the reclaimed
water system will be down for
maintenance and pond recovery.
More than 2,600 county utilities
reclaimed water customers are af-
fected.
With very little rainfall and in-
creased customer demand, the


storage pond level of reclaimed
water has rapidly declined, nearly
exhausting the water in the pond
and damaging pumps.
This strategy will provide re-
claimed water on alternating days
of the week within each of two
designated zones. The utility will
restore normal pond operating
levels and provide sufficient vol-
ume of reclaimed water to meet
lawn irrigation needs and main-
tain adequate system pressure for
all customers.

Two self-help centers opened
recently in St. Petersburg and.
Clearwater to aid citizens who
represent themselves in curt,

Circuit and the Community Law
Program, the centers will be
open 8:30 a.m.-4:30 p.m. Mon-

torney; use specialized software
to assist in filling out eviction;
divorce and/or small claims
forms for a fee plus the form-
packet fees; or purchase other
civil court action form packets.

an enemy

out of U.S.
week ago, Secretary of
State Condoleezza Rice
and Defense Secretary
Robert Gates visited Moscow.
They met with President
Vladimir Putin, Foreign Minister
Sergey Lavrov and First Deputy
Prime Minister Sergey Ivanov,
for what are known as the "2 + 2
talks." These were agreed upon
in Kennebunkport, Maine,
'between President George W.
Bush and Putin. The Moscow
talks did not go well.
Before the talks started,
Putin made Rice and Gates wait
for him for 40 minutes a de-
liberate diplomatic slight. Greet-
ing the two senior U.S. Cabinet
members in front of TV cameras,
Putin came out adamantly
against deployment of the U.S.
component of the global ballistic
missile defense in Poland and
the Czech Republic.
"The one thing on which I
would like to focus attention is
that in the process of these diffi-
cult negotiations we hope that
you will not force through previ-
ous agreements with eastern Eu-
ropean countries," the ITAR-
TASS news agency quoted Putin"
as saying.
As Rice and Gates were vis-
iting Moscow, the Russian capi-
tal was in the midst of two over-
lapping political games: the
overt Duma and presidential
election cycle of December
2007-March 2008, and the
mostly covert power struggle be-
tween competing pro-Putin fac-
tions over the architecture of the
next Russian regime
In it, competing factions
such as the Russian Federal Se-
curity Service and the Anti-Nar-
cotics Committee both
headed by Putin's loyalists -
are lobbing op-eds at each other,
but, more significantly, arresting
each other's senior officers and
generals.
At stake is not just power,
but control of tens of billions of
dollars in property and state-
owned enterprises, including oil,
gas, other commodities,
weapons, shipping, autos and
aerospace industries.
Every move the Putin ad-
ministration makes today is dic-
tated by the desire to shape Rus-
sia's future internal power
structure and to set the course for
the country's foreign and secu-
rity affairs in general, and its re-
lationship with the United States
in particular for years to come.
Keeping the relationship
with Washington on the verge of
a crisis and inventing an imagi-
nary "American enemy" is creat-
ing much needed legitimacy for
the current Russian leadership,
which now has only Putin's per-
sonal popularity as its political
base.
The image of Russia sur-
rounded by enemies is absolutely
necessary for today's Russian
ruling class of senior secret po-
lice officers, as it positions them-
in the eyes of the people as the
saviors and defenders of Mother
'Russia.
This approach has venerable
.roots in Russian history, hear-
kening back to the Romanov po-
lice state of the 19th and early
20th centuries or even Ivan the
-.Terrible's rule of the late 16th
century.

Deputies say man shot self


False-report charges may be filed

for New York,.authorities con-
cluded a Clearwater man made
the story up and that his
wounds were self-inflicted.

tectives will meet with prosecu-
tors to discuss charging William


J. Notaro, 37, with making a false
report of a crime to a police offi-
cer.
Notaro said he was shot three
times in the early morning of
Oct. 20 during an argument in
an apartment at the Windemere
complex in Dunedin. But an in-
vestigation revealed that Notaro
likely shot himself with a BB
pistol while he was intoxicated
at a friend's apartment in


Dunedin. With the help of a
friend, deputies said, Notaro
"dressed" his wounds before
embarking.
The investigation began when
a US Airways flight attendant
sought assistance from police of-
ficers and paramedics at Char-
lotte-Douglas International Air-
port after Notaro asked for a
bandage to cover wounds that
had bled through his shirt.
A report filed with the airport
police department shows Notaro
told police he was shot three
times with a small-caliber hand-


gun by an ex-girlfriend in
Dunedin.
Notaro was taken to a nearby
hospital, where he was treated
and released within hours, au-
thorities said. He then returned to
the airport and completed his trip
to Albany, N.Y.
Once the airport police con-
tacted Pinellas County authori-
ties with Notaro's statements,
county deputies began the inves-
tigation.
Detectives learned the inci-
dent wasn't domestic-related, and

Two nabbed in Palm Harbor robbery

LARGO Two men have
been charged in connection with
the Tuesday morning robbery'of
a Palm Harbor convenience
store.
Robert Williamson, 49, of
Palm Harbor was charged by
Pinellas County sheriff's detec-
tives with robbery. John J. De-
vlin, 47, also of Palm Harbor,
was charged with being an ac-


cessory to the robbery for at-
tempting to aid in Williamson's"
escape.
Detectives say the store was
robbed-at about 10:30 a.m., as
a clerk at the 7-Eleven at 1290
East Lake Road was leaving
the store with money to be de-
posited in"a bank. She told
deputies that as she walked to
her vehicle, Robert
Williamson, 49, of Palm Har-
bor, grabbed her in a choke

undisclosed amount of money.
Deputies later spotted a car
matching the description, parked
in front of a Tanager Place
home, which they put under sur-
veillance at about 2 p.m. As they
watched, John J. Devlin, 47,


leave the house. When deputies
approached Devlin, he denied
any knowledge of the incident or
the robbery suspect's where-
abouts. About an hour later,
Williamson exited the house, ad-
mitted to the robbery, and said
he hid the money in an ottoman
inside the house.
SDeputies discovered a portion
of the stolen money was in De-
vlin's possession, given to him
by Williamson.


School bus drivers honored for safety


LARGO Seventeen Pinel-
las County school bus drivers
with perfect records for at least
10 years were honored this week
during National School Bus
Safety Week.
Annie D. Hobson has been
working behind the wheel of a
school bus for 32 years. In that
time, she has not had a single ac-
cident or citation not in a
school bus or private vehicle.


Her route this year covers Lake-
wood High, Clearwater Inter-
mediate and Frontier Elemen-
tary.
Milton Fleming's perfect
driving record was 34 years
when he retired in June. Margie
J. Moan, who also retired in
June, had a 27-year perfect
record.
Also being recognized are
Cheryl B. Perry and Deborah B.


Smith, a pair of safe-driving sis-
ters who have been steering
school buses along the right path
for 24 and 22 years, respectively.

LARGO Three men were ar-
rested Monday on multiple
charges after conspiring to invade
and rob a Clearwater home.
Pinellas County Sheriff's
deputies said they .watched
Richard Lee Long, 38, Reginald
McRae, 40, and Phillip Welch, 24,
as the three men cased the Morn-
ingside Drive residence several
days before their arrest.
Acting in part on confidential
information, Sheriff's detectives
say that at 8:45 p.m. Monday, they
stopped a sport-utility vehicle oc-
cupied by the suspects two blocks
from the home, which is near the
intersection of Sunset Point Road
and U.S. 19. Detectives say the
suspects ,were approachiiig the
home to commit the crime.
Detectives found ski masks, a
pry bar and other tools they be-
lieve were to be used as weapons
during the robbery.
The men were charged with
conspiracy to commit home inva-
sion robbery. Long was also
charged with two counts of viola-
tion of probation, one each for
possession and sale of cocaine.
McRae, who was driving the ve-
'hicle, was also charged with one
count of driving with a suspended
or revoked 'license.
The investigation continues to de-
termine if the three men are in-
volved in any previous home in-
vasions in the area.
State statutes prevent authori-
ties from disclosing the source of
deputies' tips.

Pinellas News Staff Report

ST. PETERSBURG Police
still look for a suspect in connec-
tion with a bank robbery Tuesday
afternoon.
At about 2 p.m. Tuesday, a man
walked into the Bank of St. Pe-
tersburg at 500 4th St. N., implied
he had a gun, and fled with an
undisclosed amount of money.
Authorities believe the man -
described as a 45-year-old black
man, 6 feet, 2 inches tall and about


190 pounds had a.change of
clothes with him, as a St. Peters-
burg police dog lost the trail at a
pile of clothes the suspect al-
legedly left behind.

should call St. Petersburg Police at

Nuclear Forces Treaty, signed by
President Ronald Reagan and
former Soviet President Mikhail
Gorbachev, that eliminated the
Russian SS-20 missiles and U.S.
Pershing-2 missiles deployed in
Europe.
This chilling rhetoric has
quickly acquired specific mili-
tary target sets. Before the June
G-8 summit in Heiligendamm,
Germany, Putin issued an un-
precedented threat to retarget
Russia's nuclear missiles at Eu-
rope in response to potential fu-
ture deployment of missile de-
fenses there.
Russia has also threatened
to pull out of the Conventional
Forces in Europe (CFE) Treaty,
Which limits its troop levels be-
tween the Baltic and the Black
Seas. Russia claims NATO
members do not abide by or did
not ratify the CFE Treaty. Russia
may also be reluctant to extend
the START-2 and the accompa-
nying Moscow Treaty past 2009,
the two agreements which limit
strategic nuclear weapons.
By destroying the European
security treaties regime, Putin is
returning to the Soviet strategic
posture that predated the Rea-
gan-Gorbachev era. He also un-
does the achievements of U.S.
Presidents George H.W. Bush
and Bill Clinton, and Mr. Putin's
own predecessor, Boris Yeltsin.
SBut Russian ambitions go
beyond missiles. At the St. Pe-
tersburg Economic Summit in
June, Putin suddenly called for
revising the global economic ar-
chitecture, including the World
Trade Organization (WTO). This
unprecedented initiative reflects


Moscow's current anti-status
quo mindset.
The deteriorating trajectory
of U.S.-Russian relations may
allow the Kremlin to retaliate
further. Russia and possibly
China could bolster Iran's
stalling tactics. The U.S.-Euro-
pean coalition demanded,
through the International Atomic
Energy Agency and the U.N. Se-
curity Council, intrusive verifi-
cation and inspections of Iran's
nuclear complex.
Russia may enable the Is-
lamic Republic to acquire nu-
clear weapons and the platforms
to deliver them, with far-reach-
ing destabilizing consequences
for Iraq, the Persian Gulf, Sunni-
Shia relations and vital U.S. in-
terests in the region as well as
the security, including the sur-
vival, of Israel. The crisis with
Russia may also lead to more
Russian arms supplies to Syria,
another principal Middle East
adversary of America.
Finally, the Moscow fiasco
occurred before the Annapolis
conference on the Middle East
peace, which will attempt to find
a solution to the century-old
conflict between Arabs and Is-
raelis. Russia, a member of the
Quartet, is a key player in the
Middle East.
The United States is also '
concerned about destabilizing
Russian arms sales to Iran and
Syria. The Russians know how
to play well the game of spoiler.
The old Soviet obsession -
that Russia's fate, its cosmic
goal, is to fight "American impe-
rialism" remains undiluted,
even 15 years after the collapse
of communism. This is tragic.
