OCT. 23 The St. Pete air-
show could only be described in
one word: hot.
The temperature rose into
the high 80's, prompting the
announcers at Albert Whitted
Airport to announce, "If you feel
lightheaded or woozy please
make your way to the hose locat-
ed behind the trailer where the
band is playing."
The aerial demonstrations
and displays with grounded
planes and military vehicles on
the other hand were "cool."
A group of four pilots in
Red Baron Pizza planes circled
the air, and each other, emitting
plumes of smoke while simulta-
neously dropping paratroopers
who then graciously landed in
front of an amazed audience.
.There was more to this air-
show than what was in -the sky.

lurched out of the bay in
amphibious assault vehicles,
storming the tarmac before
planes buzzed overhead in a
"hats off' salute to fallen compa-
triots of Operation: Iraqi
Freedom.
If standing dormant in what
felt like mid-August Florida
weather did not appeal there was
plenty to walk around and see.
Spectators were greeted
with U.S. Army humvees, heli-
copters used in Vietnam, and
desert jeeps used in Desert
Storm.
Children were given oppor-
tunities to scale a climbing wall
and bungee safely from the top
back to mom and dad.
The stationary portion of the.
airshow offered a retired Blue
Angels plane, plenty of old pro-
peller planes to look into, and a
classic car show.
Navy and Air Force recruit-
ment officers were available for
the public to speak with all day,


as well as dole out "goodie" bags
complete with stealth bomber
shaped keychains, Navy beer
bottle holders, and t-shirts.
'Another booth offered fly-
ing lessons.
Raytheon, the defense con-
tracting company and manufac-
turer of the Patriot missile, also
had a booth set up displaying a
model of the Navy's weapon of
choice for long-range targets: the
Tomahawk cruise missile.
The anticipation built for
the roar of the F-15 fighter jet
which broke the sound barrier
and awoke- anybody taking a
Sunday afternoon siestd
The annual airshow was
indeed a sight to behold with the
ages of attendance ranging from
children in strollers to W.W. I
veterans telling tales of their
time in duty to passersby.
Now if they can just get a
few more of those water hoses
next year...

First it was HCA Inc. hospi-
tals, now it's H. Lee Moffitt
Cancer Center and Research
Institute in Tampa. In an effort to
cut down costs, United
Healthcare is dropping service
providers.
In August, HCA Inc. termi-
nated their hospital contracts
with United Healthcare.
According to United Healthcare,
this is due to HCA Inc.'s
demands of a commercial rate
increase of over 34 percent dur-
ing the next four years.
Two weeks ago, it was
announced that Moffitt Cancer
Center will no longer be a mem-
ber of Medicare Complete,
United Healthcare's Medicare
program. The change becomes
effective December 1, 2006.
"Moffitt was in contract negotia-
tions with United Healthcare.
United Healthcare requested
reductions in their cost reim-
bursements," said Jack Kolosky,
Moffitt's executive vice presi-
dent. "Moffitt was not in a posi-
tion to grant the reductions so
United Healthcare dropped the
contract."


The change only affects
those patients under the
Medicare Complete program not
those who have commercial or
Medicaid coverage under United
Healthcare. "I do not anticipate
any other changes since we
signed a new agreement with
United Healthcare for the com-
mercial and Medicaid pro-
grams," Kolosky said.
Last year, Moffitt had
approximately 500 patients
under Medicare Complete.
"Patients under our care will be
able to continue until treatment
is completed," Kolosky said.
New patients will have to
seek other options. Kolosky said
the easiest option would be to
enroll into regular Medicare. But
he also said doing so might cre-
ate more out-pocket-expenses
for patients. "Moffitt will help
patients transition to new physi-
cians if they need to go some-
where else," he said.
Approximately 35 percent
of Moffitt's patients are covered
by Medicare. Of those patients,
about 2 percent were covered by
Medicare Complete.


Florida group seeks to

curb youth smoking this

election

When voters go to the polls
on Nov.7, 2006, they will vote
on amendment four, an amend-
ment to the state constitution
which would allocate 15 percent
of all tobacco settlements
towards tobacco education for
children and teens.
There has been a decrease in
youth smoking since 1997 but
funding for programs was cut by
the state in 2002 to millionn a
year.
The drop in funding causes
concern for citizens like Bobbie
McKee, who is the central
Florida field director for the
group sponsoring amendment
four, Floridians for Youth
Tobacco Education.
Amendment four is the only
valid citizens' initiative for vot-
ers, McKee said.
"We needed 611,000 signa-
tures on the petition in order for
Floridians to be able to vote on
this [amendment] and within one
month we got 900,000."


Floridians for Youth
Tobacco Education say the num-
ber for middle school and
teenage smokers is down.
"We want,to- keep those
numbers down," McKee said.
"In order to do that we need
more funding than what they
state has been allocating."
The money, McKee said,
would go towards new market-
ing campaigns like the popular
Truth anti-smoking campaign
commercials, research into new
marketing techniques, and peer
focus groups.
Money generated from set-
tlements would amount to about
$4 million per year for tobacco
education, McKee said.
"More funding will equate
to less kids who start smoking,
which is a great thing," McKee
said.

and their hours are: Monday -
Friday 10 a.m. 6 p.m. and
Saturday 8 a.m. 4 p.m.
Registered voters can vote
at any early voting site. Just like
on Election Day, early voters
need photo and signature identi-
fication.
Valid forms of ID include:
Florida driver's license, mil-
itary ID, U.S. passport, retire-
ment center ID, public assistance
ID, student ID, employee ID,
buyer's club ID, neighborhood
association ID and Florida ID
card.

Pinellas County Association
for Retarded Children (PARC)
$35, 000 in grant funds. The
funding will help to establish
assistance for individuals with
disabilities who desire long-
term aid after state funding has
been discontinued with the
help of an employment spe-
cialist.
The supportive employ-
ment program will afford par-
ticipants weekly support
through benefits planning, job
site training, advocacy and
self-determination education.
PARC is a nonprofit orga-
nization that is dedicated to
providing individuals with the
ability to exercise their inde-


pendence, enjoy an enhanced
quality of life and experience
life to the fullest.
Since its establishment in
1953, PARC has grown to ini-
tiate over 30 programs, which
serve over 600 persons with
disabilities. The supportive
employment programs for job
site training and employment
assistance is just another
branch of this tremendous
growth.

Barbaro hand-grazes at the New Bolton Center with Dr.

KENNETT SQUARE, PA- It has been a little over five months
since Kentucky Derby winner Barbaro was brought to the
University of Pennsylvania's George D. Widener Hospital at New
Bolton Center. "I am happy to report that Barbaro had another good
week, and his appetite and vital signs remain excellent," said Dr.
Dean W. Richardson, Chief of Surgery at Penn's George D. Widener
Hospital.
Barbaro's right hind leg remains in a fiberglass cast. "We are
being very conservative with the right hind (fractured) limb in order
to help protect the foundered left hind foot." said Dr. Richardson.
"The hoof is growing slowly and not uniformly so it has a long way
to go before it is acceptably strong and functional," said Dr.
Richardson. "The foot will require meticulous care for a long time
and setbacks here and there are probable."
Barbaro remains in the Intensive Care Unit of the University of
Pennsylvania's George D. Widener Hospital, Due to Barbaro's con-
'tinued improvement, the University will now be posting updates
biweekly, unless there is a significant change in Barbaro's condi-

SUPREME COURT DISCIPLINES ATTORNEYS


TALLAHASSEE The Florida Bar, the state's guardian for the
integrity of the legal profession, announced today that the Florida
Supreme Court in recent court orders suspended 10, disbarred three,
reprimanded two and placed one attorney on probation. As an offi-
cial agency of the Supreme Court of Florida, The Florida Bar and its
Department of Lawyer Regulation are charged with administering a
statewide disciplinary system to enforce Supreme Court rules of
professional conduct for the 80,000-plus lawyers admitted to prac-
tice law in Florida.
The following lawyers are disciplined, however, court orders
are not final until time expires to file a rehearing motion and, if filed,
determined. The filing of such a motion does not alter the effective
date of the discipline.
Alexander Joseph Alfano, 2655 S. Le Jeune Road, #403, Coral
Gables, reprimanded for professional misconduct following a Sept.
7 court order. Alfano is further placed on probation for one year.
(Admitted to practice:1993) Alfano failed to communicate basis or
rate of fee or costs to client and shared legal fees with a nonlawyer.
(Case no. SC06-745)
Christopher Laing Clark, P.O. Box 279025, Miramar, suspend-
ed from practicing law in Florida for 91 days, effective 30 days fol-
lowing a Sept. 21 court order. (Admitted to practice: 1994) Among
several Bar violations, Clark failed to provide competent represen-
tation to a client; failed to act with reasonable diligence and prompt-
ness in representing a client; and failed to keep a client reasonably
informed about the status of a matter and promptly comply with rea-
sonable requests for information. (Case no.SC06-95)
Thomas V. Close, 13639 Exotica Lane, Wellington, suspended
from practicing law in Florida for 91 days, effective immediately
following a Sept. 7 court order. (Admitted to practice: 1976) Close
failed to comply with the Rules Regulating Trust Accounts and
failed to respond, in writing, to an official inquiry by Bar counsel or
disciplinary agency, when conducting an investigation into his con-
duct. (Case no. SC06-724)
Frank Lino Diaz, 3400 Coral Way, Fl. 6, Miami, permanently
disbarred from practicing law in Florida, effective immediately fol-
lowing a Sept. 7 court order. (Admitted to practice: 1974) Diaz
engaged in the practice of law while disbarred. (Case no. SC06-286)
John H. Eden IV, P.O. Box 2755, Inverness, reprimanded for
professional misconduct following a Sept. 21 court order. Eden is

young pedestrians.
Motorists need to be extra cautious and watch out for spooky
vampires and fairy princesses trick-or-treating on neighborhood
streets.
"Halloween is a fun time for children, but the excitement of the
night can easily cause children to forget about their safety," said
Sojeila Orengo, manager of traffic safety programs for AAA Auto
Club South.
"'It is up to motorists to slow down and watch carefully for chil-
dren who are trick-or-treating. Extra caution will help to ensure that
kids make it home safely this Halloween."
Children's risk of unintentional injuries rises on Halloween,
making it important for motorists to drive carefully and stay alert.
Halloween is consistently one of the top three days for pedes-
trian injuries and. fatalities according to the National Highway
Traffic Safety Administration (NHTSA).
And children are four times more likely to be hit by a motor
vehicle on Halloween than any other day of the year, according to a
study by the Centers for Disease Control (CDC).
To help reduce the risk for children during the Halloween holi-
day, AAA suggests some basic safety rules for motorists:
Watch carefully for children crossing the street. Children may
not be paying attention to traffic and might cross mid-block or
between parked cars. Motorists should scan far ahead in traffic to
watch for children and try to anticipate their actions.
Watch your speed. Motorists should slow down as they drive
through neighborhood areas, preferably five miles per hour less than
the posted speed limit.
Watch for children in dark clothing. Children may be difficult
to see if they are wearing dark costumes or masks. Pay close atten-
tion to all traffic signs, signals and markings.
As a trick-or-treater, be bright at night. Wear retro-reflective
tape on your costume so you can easily be seen. Wear a disguise that
does not obstruct your vision. Stay on sidewalks, not in the street.

-Wildlife Research Institute
(FWRI) founid the Florida" red
tide organism, Karenia brevis,
present alongshore between
Pinellas and, southern Collier
counties.
The highest concentrations
of the organism were found
along the Sarasota County coast.
Karenia brevis is a microscopic
alga that "produces neurotoxin
that paralyzes the gills of the
fish so they can't breathe," said
FWRI red tide researcher Jay
Abbott.
People can suffer respirato-
ry irritation when red tide's toxin
is blown by the wind. Symptoms
include coughing, sneezing and
tearing and vary depending on
individual sensibility.
Despite this, Abbott said it's
generally "okay to swim during
red tide."
Another consequence of red
tide is the poising of shellfish
such as clams and oysters.
Shellfish beds are monitored to
ensure shellfish are safe to har-
.vest and consume.
Red tide is not a new phe-
nomenon. Red tides have been
documented along Florida's gulf
coast as early as the 1840s.
The FWRI has been study-
ing Florida's red tides since
1955.
SIts causes are still unknown,
as Abbott puts it, "It's a natural
phenomenon; nature has its rea-
sons we are just not quite sure
what they are yet."
Currently, red tide research
centers around monitoring
ongoing red tides, early detec-
tion and determining what nutri-
ents need to be present for a
bloom to originate.
The FWRI received more
funding to aid in those research
efforts. The National Oceanic
and Atmospheric Administration
(NOAA) awarded them a five-
year, $4.73 million grant.

Ecology and Oceanography of
Harmful Algal Blooms program
supplements state funds and will

as a woman's palm, is native to the Pacific Ocean from Mexico to
Ecuador but was discovered along Florida's east coast last year.
McGuire said scientists aren't sure how the barnacle arrived, but it can
foul boats and other man-made objects in marine Waters.

GAINESVILLE, Fla. --- A bigger barnacle than Florida has
seen before has made its way to the state's east coaSt.
Experts aren't sure what the oversized Megabalanus coccopo-
ma's impact will be, but it's been spotted this month in St. Augustine
and last year in Port St. Lucie. Environmental officials discovered
the jumbo-sized crustacean for the first time in Savannah, Ga., ear-
lier this summer.
The barnacle known to grow at least as large as a woman's
palm is seen as a potential "fouling" nuisance, because barnacles
can cement themselves to everything from boat hulls to intake pipes.

report this year's ozone hole in
the polar region of the Southern
Hemisphere has broken records
for area and depth.
The ozone layer acts to pro-
tect life on Earth by blocking
harmful ultraviolet rays from the
sun.
The "ozone hole" is a severe
depletion of the ozone layer high
above Antarctica. It is primarily
caused by human-produced
compounds that release chlorine
and bromine gases in the stratos-
phere:
From September 21 to 30,
the average area of the ozone
hole was the largest ever
observed, at 10.6 million square
miles," said Paul Newman,
atmospheric scientist at NASA's
Goddard Space Flight Center,
Greenbelt, Md.
If the stratospheric weather
conditions had been normal, the
ozone hole would be expected to
reach a size of about 8.9 to 9.3
million square miles, about the
surface area of North America.
The Ozone Monitoring
Instrument on NASA's Aura
satellite measures the total
amount of ozone from the
ground to the upper atmosphere
over the entire Antarctic conti-
nent.
This instrument observed a
low value of 85 Dobson Units
(DU) on Oct. 8, in a region over
the East Antarctic ice sheet.

ozone amounts above a fixed
point in the atmosphere.

"We now have the largest
ozone hole on record for this
time of year," says Craig Long of
the NOAA National Centers for
Environmental Prediction.
As the sun rises higher in
the sky during October and
November, this unusually large
and persistent area may allow
much more ultraviolet light than
usual to reach Earth's surface in
the southern latitudes.


"I think it's fair to say it will have an impact," said Maia
McGuire, a marine extension agent with Florida Sea Grant, a
University of Florida-affiliated coastal research and education pro-
gram.
"Especially for boating, they're a fouling hazard. They tend to
have sharp openings and they're a pain to get rid of," she said.
McGuire identified the interloping barnacle after a friend found
about 25 of them attached to the propeller of a St. Augustine boat
hauled up from the water in Jacksonville for maintenance.
Experts don't know how the barnacle ended up in Florida. It's
native to the Pacific Ocean, from Mexico to Ecuador, but in the last
few years has been reported in Brazil, Texas and Louisiana.
Barnacles, arthropods that are related to crabs and lobsters, fix
themselves to objects or other animals and wait for food to come to
them.
The creatures can hitch a ride to their new destinations by
attaching themselves to ship or boat hulls, or their larvae get sucked
up in ballast water used to balance large vessels,, such as cruise
ships.
When ships unload cargo in ports, they take on millions of gal-
lons of sea water to keep them steady as the load lightens.
Ballast-water transport is believed responsible for many inva-
sive species around the globe, such as zebra mussels in the Great
Lakes area, and officials estimate ballast-water transport causes an
estimated $10 billion in damage a year.
Since 1999, federal officials have been keeping track through
the National Ballast Information Clearinghouse. It is a federal crime
for ships not to report ballast-water exchange.
Whitman Miller, the Maryland-based clearinghouse's coordina-
tor, said ships have been better complying with reporting require-
ments since penalties went into effect in 2004.
For now, the idea is that ships must unload coastal water in non-
coastal waters, he said -- to keep invasive species from putting down
roots in a familiar environment.
In the late 1980s, ajellyfish native to the U.S. called Memiopsis
made it to the Black Sea via ballast water. It literally gobbled up the
food supply, Miller said, crushing the local anchovy industry.
"When it comes to invasive species, we' export as well as
import," he said.
Amy Benson, a Gainesville-based fishery biologist with the
U.S. Geological Survey, said it's too early to know what the vol-
cano-shaped barnacle's impact will be.
"The current barnacles we have cause problems, and they're
much smaller," she said. "This one is so large; I can see it being a
big problem."
By comparison, most native Florida acorn barnacles are much
smaller, only growing about a half-inch in diameter.
In 2002, another invasive species-the Asian green mussel-
found its way. to northeast Florida. That invasive mussel already
plagues the state's Gulf coast, killing native shellfish and covering
manmade objects.
Officials say the new barnacle could compete with other sea
creatures for food and has the potential to clog commercial intake or
drainage pipes.
And at the least, they can cause headaches for boaters. By
attaching themselves to hulls or propellers, they cause friction as the
boat cuts through the Water, slowing it and forcing the engine to
guzzle fuel. .
Bill Newman, a.barnacle expirt,.with Scripps Ins.icrte 'of
Oceanography in La Jolla, Calif., said the barnacle landed there dur-
ing an El Nino event in the early 1980s thai temporarily warmed the
water.
"It doesn't like the cooler water here, but I bet it likes those
warm Florida waters," Newman said.
The new species' may not cause problems, but bears watching,
Newman said.
"They're opportunists," he said. "It doesn't dominate any envi-
ronment, and the natural predators normally catch up with it."
