The Democratic candidates
for the at large District 2 seat on
the Pinellas County Commission
dealt with heat from critics
Tuesday as they were questioned
about controversial aspects of
their campaigns during a
Suncoast Tiger Bay Club candi-
dates' forum held at the St.
Petersburg Yacht Club.
Incumbent Calvin Harris
and his opponent Norm Roche
were both taken to task in
regards to some of the ways they
have played the political game;
Roche for allowing his brother to
enter the general election as a
write-in candidate, thus limiting
what would have been a primary
open to all electors to just
Democratic voters, and Harris
for not following Democratic
Party principles more strictly.
Roche, in defending his
brother's decision, said the tactic'
was fair and that a more appro-
priate concern for Republican
and independent voters, who
may be upset with the fact that
they will not be able to vote on
September 5th, would have to be
with the Republican Party's fail-
ure to enter a candidate in the


race.
"If you're looking for some-
one to blame, blame the
Republican leadership," said
Roche.
Harris, who was expected to
have considerable support from
Republicans, reserved comment
about the ethics of the move, yet,
expressed disappointment about
the resulting circumstances.
"I don't like the fact that half
of the voters won't have a chance
to vote," said Harris.
While Roche spent time try-
ing to convince the crowd that
his brother's deed was not dirty,
Harris found himself having to
justify his status as a Democrat.
On hand at the noon-time
luncheon, in the crowd of 85 or
so, was the new chairman of the
Pinellas County Democratic
Party, Ed Helm, who asked
Harris for "evidence" that he was
"really a Democrat."
Harris responded by saying
that he worked to elect
Democrats in Pinellas County
long before Helm moved to the
area and that Helm, with his new
title, was thinking too highly of
himself.
When not on the defensive,
both candidates sought to pro-
mote their platforms, with


Harris, a Commission member
since 1998, relying heavily on
pointing out past accomplish-
ments.
"You look at some of the
most important events here in
the past eight years and my
stamp is on that," said Harris;
touting his work with matters
involving youth, recreation,
transportation and bus service.
Roche, while saying he
respected Harris, asserted it's
time for a change. He believes
more affordable housing is need-
ed and that the county needs a
more fiscally conservative gov-
ernment.
"We cannot continue to put
the same people back in the
same seats and expect something
new to happen," said Roche.
Harris claimed he knows
what's important.
"You've seen me talk about
taxes being too high," said
Harris. "You've seen the millage
rate reduced this year...not
enough, but some. My work is
not going unnoticed."
Roche argued that fresh
leadership is needed in order to
bring forward new ideas.
"It has to do with Pinellas
County and where we are and
where we want to go," he said.

easterly African waves develop
into hurricanes and some do not
is still largely unknown. This
earliest stage of intensity change
is just one aspect that hurricane
researchers with the NOAA
Atlantic Oceanographic and
Meteorological Laboratory in
Miami, Fla., are studying this
summer as a part of the Intensity
Forecast Experiment, or IFEX.
"Intensity change is
NOAA's top tropical cyclone
research priority as it is the most
difficult component to forecast
and can significantly alter how a
community prepares for a land-
falling storm," said Frank
Marks, director of the NOAA
Hurricane Research Division.
These investigations contin-
ued as NOAA hurricane
researchers were in the sky to
observe what was then Tropical
Storm Debby over the open east-
ern Atlantic Ocean and learn
more about the role that dry,
dusty air that originates off of
Africa may have on the early


intensification of such storms as
they develop.
As part of NOAA's hurri-
cane intensity research efforts,
the NOAA Gulfstream-IV jet
aircraft observed Tropical Storm
Debby as it moved towards the
central Atlantic Ocean and grad-
ually, showed signs of organiza-
tion. Tropical Storm Debby, like
Tropical Storm Chris, is one of
the first few easterly waves of
the 2006 hurricane season to
originate off the African coast
and travel across the Atlantic
while forecasters wait and watch
for signs of development. These
waves in the atmospheric flow,
named for the geographic loca-
tion where they are born, are
known as Cape Verde storms and
are the seedlings for more than
half of the systems that eventual-
ly earn a name from the NOAA
National Hurricane Center.
Tropical Storm Debby was
of particular interest to NOAA
researchers because of its associ-
ation with a large mass of dry
dusty air that originated over the


African continent and traveled
westward over the Atlantic
called the Saharan Air Layer, or
SAL. NOAA hurricane
researchers and their colleagues
are studying the interactions of
this regularly occurring SAL
phenomena and its apparent abil-
ity to temporarily suppress hurri-
cane development and intensifi-
cation. Hurricanes thrive in envi-
ronments of moist warm ocean
air and appear to struggle to
intensify when they are sur-
rounded by these large SAL out-
breaks and the associated very
dry air.
"The SAL may be yet
another piece of the puzzle in
advancing our understanding
of tropical cyclone genesis and
intensity change in the North
Atlantic and Caribbean Sea,"
said Jason Dunion, a meteorol-
ogist at the NOAA Atlantic
Oceanographic and
Meteorological Laboratory and
NOAA's hurricane field pro-
gram director.

High energy costs, volatility
in the stock market and especial-
ly the housing slump are to
blame for consumer confidence
among Floridians plummeting
11 points to 76 in August, its
lowest level in more than a
decade, University of Florida
economists report.
The source of this month's
decline to the lowest level since
July 1993 was broad-based, with
all five components registering a
drop. Expectations about U.S.
economic conditions over the
next year plunged 16 points to
60; perceptions of whether.it is a
good time to buy big-ticket
items tumbled 13 points to 87;
expectations about U.S. eco-
nomic conditions over the next
five years sunk 10 points to 72;
perceptions of personal finances
over the next year fell eight
points to 90; and expectations
about personal finances ii-;i
compared .with a year ago
dropped seven points to 13.
"The size and extent of the
fall in confidence in August is
very similar to the effects we
saw last year following Katrina,
' without the hurricane," said
Chris McCarty, director of the
survey research center at UF's
Bureau of Economic and
Business. Research. "When we
think about the events that may
have impacted consumers, there
is, of course, the price of energy,
although that has declined
recently. The Israeli invasion of
Lebanon may have been a factor,
although such events typically
impact perceptions of short-term
business conditions. We think it
is likely that the effects of a
declining housing market may
finally be coming into play."
As was the case in past
years, gas prices peaked in early


Attorney General Charlie
Crist announced that a Pinellas
County nurse was arrested today
on charges of Medicaid fraud
and identity theft. Carla Ann
Mejia formerly worked at a
Medicaid-enrolled provider of
pediatric home health care ser-
vices. By falsifying employee
schedules, Mejia defrauded the
Medicaid program out of more
than $150,000.
Mejia, 39, was the branch
office manager of the St.
Petersburg nursing office owned
and operated by PSA Healthcare,
Inc. She created false work
schedules for other employees,
causing Medicaid to be billed for
more than $150,000 for services
that had not been provided. The
false schedules also caused
fraudulent paychecks to be
issued in the names of the
employees whose schedules had
been falsified. Mejia, a
Hillsborough County resident,
intercepted those paychecks,
forged the employees' signatures
and deposited more than
$14,000 into her own bank
account. PSA Healthcare discov-

ered Mejia's scheme and imme-
diately alerted Crist's Medicaid
Fraud Control Unit.
"Medicaid exists to help
people pay for much-needed
medical care," said Crist. "This
woman not only stole people's
names, she deprived others of
their ability to get necessary
medical attention."
Once PSA Healthcare dis-
covered the discrepancies, it
audited its records and reported
its findings to the Medicaid
Fraud Control Unit, which inde-
pendently verified the facts. The
company fired Mejia and repaid
the entire sum that was improp-
erly billed to the taxpayer-sup-
ported Medicaid program.
Mejia is charged with one
count of organized fraud, a first-
degree felony, and four counts of
criminal use of personal identifi-
cation information, a third-
degree felony. She will be prose-
cuted by Crist's Office of
Statewide Prosecution. If con-
victed on all charges, she faces
up to 50 years in prison and fines
of $30,000.

market, largely in reaction to
events in the Middle East,
although that typically affects
wealthier households, he said.
Far more consumers,
though, are hurt by rising inter-
est rates on credit cards and a
dramatic slowdown in the hous-
ing industry affecting both the
sale and building of homes,
McCarty said.
'"The latter is of particular
significance given the extent to
which consumers have relied on
the wealth in their homes to fuel
spending," he said, adding that
consumer debt is still at record
levels.
The decline in confidence
was disproportionately large
among consumers younger than
60, McCarty said.
"This wouldd be the case if
housing were having the expect-
ed effect as many older con-
sumers have already paid for
their homes and are less likely to
look toward housing apprecia-
tion as a way of financing spend-
ing," he said.
A prime target of the hous-
ing decline is consumers with
adjustable rate mortgages that
are now being reset to higher
rates, he said.
McCarty said he expects
consumer confidence to remain
low through the remainder of.
2006.
"The increased pressure on
consumers as the effects of
declines in the real estate market

confidence, and therefore spend-
ing, at low levels compared to'
recent years," he said.

Library card sign-up month
September is Library Card Sign-up
Month, and the Clearwater Public Library
System wants to make sure your child is
among the two-thirds of Americans that
carry a library card.
Studies show that children who are read
to in the home and who use the library per-
form better in school and are more likely to
continue to use the library as a source of life-
time learning.
"A library card has always been the
most important school supply of all," said
Clearwater Library Director Barbara Pickell.
"Kids can come to the library to get home-
work help and check out books, but they can
also check out free music, DVDs and use the
Internet to make after-school life a little
more fun. There's a lot happening at your
Clearwater library."
A recent study by the American Library
Association also showed that families use
libraries to spend time together. Forty-four
percent of survey respondents report taking
their children to the library for this reason.

Bonnie L. Tefft is Senior Vice President

Scammers dial up a new scam
to defraud senior citizens
Senior citizens have been scammed by
random phone calls, usually in the late
evening, from con artists pretending to be
relatives needing money.
When the senior citizen answers the
phone, the caller will refer to them as
"Grandma" or "Grandpa," which sometimes
leads the person to think it's really one of
their grandchildren. When the senior citizen
refers to the caller by a grandchild's real
name, the scammer proceeds to spin a tale
of deceit.
The caller will say he or she is in trou-
ble and needs money immediately. They'll
ask for a Western Union transmittal or even
say they'll send a friend to pick up the
money. The caller will sound frantic and tell
the "grandparent" that they must act as
quickly as possible and that they must not
notify other relatives.
When the senior citizen receiving the
call recognizes that the caller isn't really his
or her grandchild, the caller will say they're
a friend calling on the grandchild's behalf.
To avoid being scammed, senior citizens
receiving these types of calls should dial the
grandchild's number after hanging up or call
the child's parent to confirm the information.

Food safety tips for Labor Day
Weekend
Labor Day weekend marks the tradition-
al end of the summer season. Area beaches,
parks and backyards will be busy with
friends and families celebrating the holiday.
For your holiday weekend cookout, remem-
ber that practicing proper food handling
techniques will protect you, your family and
friends from food-borne illness and food
contamination.
Here, from the Pinellas County Health


Department, are some tips to keep in mind
when preparing, storing and cooking food as
you celebrate Labor Day.
*Food safety begins with hand-washing
- even in outdoor settings. And it can be as
simple as using a water jug, some soap and
paper towels. Wash hands, utensils and food
preparation surfaces. Take along moist dis-
posable towelettes for cleaning your hands if
soap and water isn't available.
*Keep all utensils and platters clean
when preparing food. Don't use the same
platter and utensils that previously held raw
food to serve cooked food.
*Rinse fresh fruits and vegetables -
including those with skins and rinds that
won't be eaten under clean running water
before cooking or packing them for your pic-
nic.
*Marinate foods in the refrigerator not
on the counter' or outdoors. If you're plan-
ning to use some of the marinade as a sauce
on the cooked food, reserve a portion sepa-
rately before you begin-to marinate the food.
,*When it's time to cook the food, cook
it thoroughly. Use a food thermometer to be
sure the food has reached an adequate inter-
nal temperature before serving.
-Steaks and roasts 145F for medium
rare, 160F for medium and 170F for well
done.
-Ground pork and ground beef 160F.
-Whole poultry (take measurement in
the thigh) 180F. Ground poultry 165E
Poultry breasts 170F.
-Fish 1450F or until the flesh is opaque
and separates easily with a fork.
-Shrimp, lobster, crab the meat should
be pearly and opaque. Clams, oysters, mus-
sels until the shells are open.
*Keep hot food hot at or above 140 oF.
Wrap well and place in an insulated contain-
er.
.*Keep cold food cold at or below 40F.
Place cold food in a cooler with ice or frozen
gel packs.
*Don't let perishable food sit out longer
than two hours. When the temperature out-
side is above 90F food should not sit out for
more than one hour
*Consider packing beverages in one
cooler "and perishable food in another. This

Beware of rain dangers
The Pinellas County Health Department\
offers some reminders about keeping safe
during and after heavy rain storms this hurri-
cane season.
.*Use extra caution when driving in
storm-affected areas where the usual traffic
signs may be missing and traffic lights may
rot work.
*It helps to drive slower than usual and
to keep extra space between you and other
vehicles.
*Stop and look both ways at all inter-
sections.
*If a streetlight isn't working, treat the
intersection as a four-way stop.
*Watch for flooded areas and downed
power lines. Do not drive through these
areas.
*Always wear your seatbelt and be sure
children are also belted in or riding in child
Passenger safety seats.
*Watch for trash and debris on the road.
*Never drink and drive.
*Never let your. children play in flood-
water or in areas that were covered by rain
water run-off. They can be.exposed to water
contaminated with fecal matter and other
harmful organisms. Insects and snakes may
also be found in standing water left by the
rain.
*Don't let your children to play with
toys that have been in floodwater until the
toys have been disinfected.
