Although four Republican
candidates for the U.S. Senate
will face-off in the primary elec-
tion on September 5th, only one
showed his face in St. Petersburg
Tuesday at a candidate forum
hosted by the Suncoast Tigee
Bay Club.
LeRoy Collins, a retired
two-star admiral from Tampa,
was the lone speaker at the noon
time luncheon held at the St.
Petersburg Yacht Club.
"I can make a lot of noise,"
said Collins, talking about his
effort to win the Republican
nomination and the chance to
run against incumbent Democrat
Bill Nelson in November's gen-
eral election.
Collins, using the extra time
provided to him by his oppo-
nents' absence, discussed several
issues, including illegal immi-
gration, relations with Cuba, and
the rising cost of energy.
In regards to illegal immi-
gration, Collins stated his stance,
clearly.
"The exact solution as far as
I'm concerned is they must go,"
said Collins. "I favor a hard-
nosed approach that basically
'says 'go back, go to the end of
the line and then come back
legally'."

Florida announced today that for
the fiscal year 2005-2006 exter-
nally-funded research dollars
reached $310.2 million. USF's
research dollars rose by $22.9
million, or by 8 percent, over the
totals for the previous fiscal
year's total of $287.2 million.
Since fiscal year 2000-2001,
externally-funded research dol-
lar totals have risen by 67 per-
cent, or $124 million.
"We have excellent faculty
who have been very aggressive
in their quest for funding," said
USF President Judy Genshaft.
"Through their efforts and suc-
cesses, the university continues
to rank 2nd among Florida's
state universities for externally-
funded awards. We clearly make
a positive difference in the
nation, state and region."
As. in past years, the College
of Medicine leads the funding
efforts, this year bringing in


the vitality of their businesses
depend on immigrant workers.
"Depending on people who
depend on substandard wages is
a bad business," said Collins.
One policy in America that
earns individuals citizenship,
that Collins said he disagrees
with, is the granting of citizen-
ship to children who are born on
U.S. soil, regardless of whether,
or not their parents are American
citizens.
"I think the policy of a child
being born here and becoming a
citizen is very counterproduc-
tive said Collins.. "We're the
only country that does that."
One of the issues Collins
said he would like to focus on is
improving relations with Cuba.
"No one else is willing to go
there on this subject" said
Collins. "Right now I just want
to talk to each other. That
shouldn't cost too much."
For Collins, Cuba's proxim-
ity to Florida is reason enough
for wanting to open the lines of
communication.
"Castro's days are limited
just by natural cause,' said
Collins. "Have an exchange of
human rights and property rights
and then I think we can find
ways to do business with the
Cubans;",

believes education can be
improved.
"We must subsidize students.
to take harder science and math,"
he said. "We must reward those
who pursue excellence."
Collins' primary opponents
are Will McBride, a lawyer from
near Orlando, Katherine Harris,
a U.S. representative from the
Sarasota area and Peter Monroe,
a lawyer and developer from
Safety Harbor.
McBride arid Harris can-
celed their appearances at the
forum ahead of time while Peter
Monroe, who had planned to
attend, did not show.

Sarasota/Manatee and Lakeland.
USF is a member of the Big East
Athletic Conference.


At a presentation Tuesday,
Mayor Rick Baker honored
those schools in the city that
earned an "A" grade from the
state of Florida or improved
their rating from the previous
year. The Mayor presented "Top
Apple Awards" to principals and
assistant principals. Corporate
partners who have worked with
schools as part of the Mayor's
Mentors & More Initiative were
also recognized.
A Top Apple Award is given
to schools that either received an
A grade or improved at least one
letter grade during the past year.
This year's Top Apple Awards
recognized. 18 of the city's 41
graded schools 14 of which
achieved A grades. Honorees
included two high schools, five
middle schools and 11 elemen-
tary schools. State ratings are
based on FCAT scores.

For the first time in St.
Petersburg, and perhaps Florida,
principals and assistant princi-
pals at Top Apple Schools will
receive cash bonuses ($2,500 for
principals and $1,000 for assis-
tant principals) to recognize
their accomplishments. The
money for the cash bonuses was
privately raised by Mayor Baker.
"All studies point to the fact
that great leadership at the prin-
cipal level drives school success.
We need to reward that achieve-
ment so we can attract and retain
the best administrators in St.
Petersburg," Mayor Baker said.
The city also provides St.
Petersburg public school teach-
ers with the opportunity to
receive up to $18,000 in interest
free loans/grants to assist them
in purchasing homes in the city
through the A+ Housing
Program. In the past five years,
more t1an $10 million has been
raised by the Mayor and his staff
to support public schools
through Doorways Scholarships;
SAVE scholarships, mentoring,
the corporate partner program
and more.
In addition to the Top Apple
Awards, the state of Florida has
programs in place which provide
teachers with performance
bonuses including the Florida
School Recognition Program
(high performing schools
receive a $100 per student bonus
to be spent on non-recurring
costs, such as teacher bonuses,
equipment or temporary teach-
ers); the recently-enacted Star
Program (the top 25 percent of
teachers and administrators in a
school district will receive a
bonus based on five percent of
their salary); and the Florida
Excellent Teacher Program, (a
bonus program for teachers who
obtain board certification).


Wildfire threat remains

due to shortage of

summer rain


Florida Agriculture and
Consumer Services
Commissioner Charles H.
Bronson said last week that
despite intermittent rain this
summer, showers have not come
with sufficient frequency to ease
the wildfire threat. As a result,
Floridians need to remain cau-
tious with all outdoor fires.
"The summer rainy season
has been unusual and has not
developed like we had hoped."
Bronson said. "Normally, we
would be out of wildfire danger
by now."
The KBDI or Keetch-
Byram Drought Index is a way
that scientists measure the
amount of moisture in the upper
36 inches of the soil. Readings
are given on a scale of 0 (satu-
rated soil) to 800 (desert-like
conditions). High values of the
KBDI mean that conditions are
favorable for the occurrence and
spread of wildfires.
Typically in August, the
KBDI registers in the 100 to 200


range. The current statewide
average KBDI reading of 442,
which is more typical of late
spring when wildfire danger is
high, is testimony to lack of ade-
quate summer rainfall.
Bronson is concerned that
under these conditions, the resid-
ual debris in forests from recent
hurricanes and tropical storms
will fuel bigger and more
destructive wildfires.
"Until we get more rainfall
and more widespread rainfall,
the large amount of uprooted or
dead and dying trees and shrubs
will make conditions very dan-
gerous for our wildland fire-
fighters," Bronson said.
Florida averages about
5,000 wildfires each year. Since
January 1, 2006, 4,195 wildfires
have burned 214,646.2 acres and
destroyed 43 homes and 164
other structures. Meanwhile,
thousands of homes and other
structures have been saved as a
result of the efforts of firefight-
ers.

NASA names new crew

exploration vehicle Orion


NASA announced Tuesday
that its new crew exploration
vehicle will be named Orion.
Orion is the vehicle NASA's
Constellation Program is devel-
oping to carry a new generation
of explorers back to the moon
and later to Mars. Orion will
succeed the space shuttle as
NASA's primary vehicle for
human space exploration.
Orion's first flight with
astronauts onboard is planned
for no later than 2014 to the
*International Space Station. Its
first flight to the moon is
planned for no later than 2020.
Orion is named for one of
the brightest, most familiar and
easily identifiable constellations.
"Many of its stars have been
used for navigation and guided
explores to new worlds for cen-
turies," said Orion Project
Manager Skip Hatfield. "Our
team, and all of NASA and, I
believe, our country grows
more excited with every step
forward this program takes. The
future for space exploration is
coming quickly."
In June, NASA announced
the launch vehicles under devel-
opment by the Constellation
Program have been named Ares,


a synonym. for Mars. The boost-
er that will launch Orion will be
called Ares I, and a larger heavy-
lift launch vehicle will be known
as Ares V.
Orion will be capable of
transporting cargo and up to six
crew members to and from the
International Space Station. It
can carry four crewmembers for
lunar missions. Later, it can sup-
port crew transfers for Mars mis-
sions.
Orion borrows its shape
from space capsules of the past,
but takes advantage of the latest
technology in computers, elec-
tronics, life support, propulsion
and heat protection systems. The
capsule's conical shape is the
safest and most reliable for re-
entering the Earth's atmosphere,
especially at the velocities

required for a direct return from
the moon.
Orion will be 16.5 feet in
diameter and have a mass of
about 25 tons. Inside, it will
have more than 2.5 times the
volume of an Apollo capsule.
The spacecraft will return
humans to the moon to stay for
long periods as a testing ground
for the longer journey to Mars.

Fine-tune your hurricane
preparations at Tampa Bay
Prepares
The Governor's Office and the
Department of Financial Services, along
with other government agencies, are coming
together to present Tampa Bay Prepares, an
interactive educational event in St.
Petersburg this month. Pinellas County
Emergency Management is a co-sponsor and
will be on hand to provide citizens with
information about preparations for storm
season.
From 10 a.m. to 4 p.m. on Saturday,
Aug. 26, everyone will have a chance to
fine-tune their hurricane preparations with
the help of vendors and experts at the St.
Petersburg Coliseum, 535 4th Ave. N., St.
Petersburg. Learn about insurance discounts,
hurricane products for every budget, govern-
ment programs that may assist homeowners
and how to fortify your home against hurri-
canes and other disasters. Admission is free.
The Pinellas event is the first of three to
be held across the state; the others will be in
Escambia and Palm Beach counties. Their
purpose is to encourage homeowners to for-
tify their homes and to educate them about
insurance discounts available as a benefit.
The state has a new hurricane fortification
program called My Safe Florida. For infor-

Pro soccer player, Jillian
Fanara, to coach at St. Pete
YMCA
The YMCA of Greater St. Petersburg
has announced that Jillian Fanara, of the pro-
fessional soccer team- Ft. Lauderdale
Fusion, will join the YMCA this fall as its
resident soccer pro. Fanara x\ ill coach youth
ages nine thru sixteen, teaching them the
fundamentals of soccer through weeknight
clinics and scrimmages on Saturdays.
Clinics will be held weekdays, after
school and will focus on field positioning,
the art of goal keeping, plyometric training,
good sportsmanship, and intense soccer
development. Saturday scrimmages will
give children a chance to try out what
they've learned and feel the excitement of a
real game.

competition that takes place throughout the
weekend.
As seen on ESPN's Great Outdoor
Games, Dock jumping is now considered a
performance sport for dogs. Attendees will
be able to witness this competition that
comes complete with an eight foot x 40 foot
dock, complete with turf, and a 20 foot x 40'
foot pool which holds 26,000 gallons of
water.

the City is kicking off its annual Calendar

for voters
Absentee ballots and early voting offer
convenient alternatives to voting at the polls,
making it easier than ever to participate in
the democratic process. Florida law allows
any registered voter to vote early or to vote
by absentee ballot.

County Supervisor of Elections offices and
eight other locations throughout the county.
For the September 5th Primary Election,
early voting is August 21 September 2.

It's, a major decision in a high school
student's life and requires much research and,

Pinellas County College Fair hosted by USF
St. Petersburg on Sunday, Sept. 17, from 1 -
3 p.m. in the Campus Activities Center.
Students. from across the Bay area are
invited to speak to more than 60 colleges and
university representatives. They're coming
from across the country to provide informa-
tion about their programs. They can answer
students' questions on such subjects as
undergraduate majors, living on campus and

The Department of Environmental Protection gives notice
that it has received a request for authorization to construct a 495
square foot multi-family docking structure with four boatlifts
within the landward extent of Boca Ciega Bay Aquatic Preserve,
Class III Outstanding Florida Waters at 245 104th Avenue,
Treasure Island, FL 33706 by David Mincberg. The Department
has determined that the project qualifies for an exemption estab-
lished under 40D-4.051 (8)(b.c.), Florida Administrative Code.
A person whose substantial interests are affected by the
Department's action may petition for an administrative proceed-
ing (hearing) under sections 120.569 and 120.57 of the Florida
Statutes. The petition must contain the information set forth
below and must be filed (received by the clerk) in the Office of
General Counsel of the Department at 3900 Commonwealth
Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000.
Mediation is not available.
If a timely and sufficient petition for an administrative hear-
ing is filed, other persons whose substantial interests will be
affected by the outcome of the administrative process have the
right to petition to intervene in the proceeding. Intervention will
be permitted only at the discretion of the presiding officer upon
the filing of a motion jn compliance with rule 28.106.205 of the
Florida Administative Code.
In accordance with rule 62-110.106(3). Florida

Tom Gallagher, Florida's chief financial
officer, is urging treasure hunters to join the
bidding for unclaimed jewelry, coins,
antiques and collectibles at an auction
Saturday, August 26, in Tampa. Gallagher
said auction goers may find some very spe-
cial items, and can enjoy knowing the pro-
ceeds from the auction will benefit Florida's
public schools.
"We set a new record last fiscal year by
returning more than $100 million worth of
cash and property to owners and heirs from
nearly 227,000 accounts," said Gallagher,
who oversees the Department of Financial
Services and the Bureau of Unclaimed
Property. "Those who attend the auction
may find a real treasure, and the money will
go to a very worthy cause."
The auction will be held at the Sheraton
Tampa Riverwalk Hotel, located at 200 N.
Ashley Drive and begins at 10 a.m. on
Saturday, August 26. A preview of the auc-
tion items will be held Friday, August 25,
from 9 a.m. to 5 p.m.
The items to be auctioned were turned
over to the state from abandoned safe deposit
boxes. The auction will include about 500
lots consisting of some 32,000 items with a
minimum reserve price of $375,000.
Registration for the auction requires a
refundable $100 cash deposit and a valid dri-
ver's license. An 8-percent buyer's premium
will be added to final bids.
Claiming money or property turned over
to the state is free, and at any time owners or
their heirs can claim the money the items
earn at auction. Owners or heirs can log on

Hurricanes have ravaged the U.S. Gulf
Coast for the past three years a trend pre-
dicted to continue over the next decade. In
response, a number of companies in the
region have developed plans to deal with
hurricanes before, during, and after their
onset.
Now, a Florida State University,
researcher has studied how the development
of such plans affects employee health, well-
being and willingness to participate.at work.
Wayne A. Hochwarter, an associate pro-
fessor of management in FSU's College of
Business, conducted a study one month prior
to the 2006 hurricane season in which he
asked over 600 employees from a variety of
organizations to discuss their organization's
hurricane-preparedness program. He found
that more than one-half of. employees
thought that their organization was prepared
and had a plan in place if a hurricane was to
hit. Meanwhile, almost 40 percent indicated
that their organization would not suffer much
down time .after a hurricane, and approxi-
mately 45 percent knew their role in the
restoration process.
"Oftentimes, companies put plans in
place, without communicating them to
employees, which is largely a waste of time,
energy and other resources because employ-
ees simply don't know how they should be
implemented," Hochwarter said. "What was
striking .in this, research was the influence
that proactive planning had on worker atti-
tudes and willingness to help on a day-to-day
basis.
The effects of hurricane preparation bn
employee attitudes were substantial, he
noted, including:

faction
Greater willingness to do things
beyond what is expected by management
Perceptions of greater control
More enthusiasm and a greater will-
ingness to work harder than expected
More compassion for others
.Greater feelings:of support from the
organization
Lower levels of depressed mood at

"There is a misperception that planning
for a hurricane has value only if one hits,"
Hochwarter said. "Certainly, nobody wants a
hurricane, but I think it's important for com-
panies to know the benefits to planning
beyond simply dealing with the traumatic


State unclaimed Astronomers: Dark,


Dark matter and normal
matter have been wrenched apart
by the tremendous collision of
two large clusters of galaxies,
providing the strongest support
yet for the existence of dark mat-
ter the mysterious stuff said to
comprise most of the universe
yet only so far inferred based on
its gravitational effect.
"It's the most direct evi-
dence that we have for dark mat-
ter," said Anthony Gonzalez, an
assistant professor of astronomy
at the University of Florida and a
member of the team :of
astronomers who made the dis-
covery. "You can actually see the
separation between where the
bulk of the matter is and the nor-
mal everyday matter."
These results are being pub-
lished in an upcoming issue of
The Astrophysical Journal
Letters. The discovery was made
with NASA's Chandra X-ray
Observatory and other tele-
scopes.
Despite considerable evi-
dence for dark matter, some sci-
entists have proposed alternative
theories for gravity where it is
stronger on intergalactic scales
than predicted by Newton and
Einstein, removing the need for
dark matter. However, such theo-
ries cannot explain the observed
effects of this collision.
"A universe that's dominat-
ed by dark stuff seems preposter-
ous, so we wanted to test


event."
He suggested that planning is important
because it opens lines of communication,
increases employees' feelings of importance,
and builds camaraderie. Involving employ-
ees in the process also goes a long way
toward reducing the "us versus them" men-
tality that pervades many organizations,
Hochwarter said.


Twenty years ago this
month, four teams of scientists
from NOAA, NASA and two
universities arrived in Antarctica
seeking to determine the cause of
a "hole" in the Antarctic ozone
layer. Their efforts helped deter-
mine the 'chemical basis for the
ozone loss and formed the scien-
tific basis for the resulting inter-
national treaty phasing out the
production of chlorofluorocar-
bons, or CFCs, which has led to
a decline in ozone-depleting
gases.
Two of the scientists
observed the milestone during a
news conference today in
Washington, D.C., which also
previewed a number of polar
activities to be conducted during
the International Polar Year. The
National Science Foundation is
the lead U.S. agency for IPY.
"The discovery of ozone'
depletion and the response of the
scientific community, constitute
nothing less than a scientific suc-
cess.story," said Susan Solomon,
winner of the 2004 Blue Planet
Award and the 1999 National
Medal of Science for her work.
The work by the team pro-
vided the scientific basis for the
Montreal Protocol on Substances
That Deplete the Ozone Layer,
an international treaty begun in.
the late 1980s designed to pro-
tect the ozone layer by phasing
out the production of ozone-
depleting substances.
Solomon was an atmospher-
ic chemist at NOAA's then-
Aeronomy Laboratory in
Boulder Colo. when she led the
NOAA team. David Hofmann,
then with the University of
Wyoming, headed the UW team.
Both were funded by NSF, which
operates the McMurdo Station at
the South Pole. Researchers
from NASA and the State
University of New York (SUNY)
at Stoneybrook, rounded out the
scientific party. Solomon, now a
NOAA senior scientist, and
Hofmann, now director of the
Global- Monitoring Division,
both work at the NOAA Earth
System Research Laboratory in
Boulder,.Colo.
"This is an example of the
quality science conducted by
NOAA scientists and their col-
leagues, often in extreme condi-
tions, and how it informs those
who make decisions that affect

flaws in our thinking," said Doug
Clowe of the University of
Arizona at Tucson, leader of the
study. "These results prove that
dark matter exists."
Gonzalez echoed Clowe,
characterizing the results as rais-
ing a "significant challenge" to
dark matter alternative theories.
In galaxy clusters, the "nor-
mal" matter, like the atoms that
make up the stars, planets and
everything on Earth, is primarily
in the form of hot gas and stars.
The mass of the hot gas between
the galaxies is far greater than
the mass of the stars in all of the
galaxies., The galaxies and hot
gas are bound in the cluster by
the gravity of an even greater
mass of dark matter. Without
dark matter, which is invisible
and currently can be detected
only through its gravity, the fast-
moving galaxies and the hot gas
would quickly fly apart.
The.team used about a week
of Chandra time to observe the
galaxy cluster 1E0657-556,
which is also known as the "bul-
let cluster" because of a spectac-
ular bullet-shaped cloud of
extremely hot gas. The X-ray

The ozone layer is a thin,
invisible layer of the Earth's
'atmosphere about 15 miles:thick.
A British Antarctic Team first
looked at results that showed a
decline in stratospheric ozone
over Antarctica in 1985, and
doubted their findings.. After
rechecking their data and their
instruments, they determined
that there was a hole in the
ozone.
"The hole isn't a hole but
more of a wafer, as thick as
Mount Everest and as wide as
the United States," said
Hofmann in a 1987 NOVA tele-
vision program "The Hole in the
Sky."
Theories about the cause
included solar activity that
affected .the magnetic field,
atmospheric notions and chemi-
cal reactions involving chloro-
fluorocarbons (CFCs), .which
had been used since the 1930s as
refrigerants and propellants,
such as aerosol sprays.
The work conducted by the
Antarctic team in the 1986 field
study was the first to show that a
chemical reaction triggered by
the CFCs was indeed the cause.
Scientific papers have been pub-
lished recently showing early
signs of a leveling off of ozone
loss, linked to the success of
international agreements to con-
trol CFC emissions worldwide.
Part of NOAA's global envi-
ronmental observing mission is
to continue monitoring ozone
and ozone-depleting gases.
NOAA has a new Ozone
Depleting Gas Index, a number
based on NOAA's measurements
of all the ozone-depleting gases
that indicates how far along we
are towards pre-ozone hole con-
ditions. Hofmann said the ODGI
indicates that the ozone-deplet-
ing potential of the gases has
already declined, in agreement
with the early signs of leveling
off of ozone.loss and the success
of the Montreal Protocol.
