their concerns and learn more
about the company's plan to
install a:, pipelinebeneathhthe
Tampa Bay seafloor.
The plan calls for construc-
tion to begin in January 2008 on
a local connection to an existing
691 mile long natural gas
pipeline that was placed into ser-
vice in 2002. That line origi-
nates in Mobile, Ala. and' deliv-
ers up to one-half of the natural
gas consumed in Florida.
The .;proposed extension.
would stretch 17.'and-a-half
miles, from Port' Manatee to'
Progress Energy's Barto\ Powier
Plant near Weedon Island in St.
SPetersburg.
Plans for the additional,
.pipeline have been in the works
since Progress Energy
announced last year that it want-
ed to convert to a more efficient
natural gas-burning technology.,
Progress Energy believes the
change willhelpi it more than
double its electric output, while
at the same time,' reduce the
Bartow plant's air'emissions.
On Wednesday, more than.
50 people gathered at the
Weedon Island Preserve Cultural
and Natural History Center to'
discuss the project.'
Issues raised;by several of
the meeting's attendees centered


on safety and environmental
concerns and the practicality of
the project.
Numerous Gulfstream rep-
resentatives on hand did their
best to put to rest any fears those
in attendance had about the pico-
ject. They referenced various
mapT.'and graphs showcased at
the meeting depicting their conm-
panN's plans
Much of the data sho\ n \~as
collected earlier this year when
Gulfsneanmresearchers surveyed
a 1.000 foot-w\ide corridor in
Tampa Bay to examine the
seafloor for hard-bottoms, aquat-
ic vegetation. archaeological
points of interest and potential
construction hazards.
The result of those efforts is
what Gulfstream calls in its pro-
motional pamphlet for the pro-
ject "a proposed route that mini-
mizes impacts within Pinellas
County Aquatic Preserve."
As the plan stands now, a
concrete coated, 20-inch-wide
pipeline would start in a 6 foot

bottom of Tampa Bay near Port
Manatee, run north across the
middle of Tampa Bay and then
swing west to the Baitow plant
.on the east .shore of St.
Petersburg.:

be the most direct, but that there
was a good reason for that.
"It'd be two miles shorter if
it \ent right through the Pinellas

"But we're trying to take envi-

how construction of the pipeline
might be done. Gulfsrream rep-
resentatives discussed t\o pn-

use at least file drills capable of
horizontal directional drilling
which allows for burvinc the.
pipe at greater depths than would
be possible through traditional
trenching.
Gulfstream also \ants to
use a 500 feet long pipe-lay
barge that can hold .130 w workers
and is capable of putting down
approximately 4,000 feet of pipe

would be ready for use by

more fluids than he or she takes m. Dehydration isn't as serious a
problem for adults and teens as it can be for infants, young children

A seafood industry organi-
zation encouraging U.S. con-
sumers to choose domestically
caught shrimp will soon get a
jumbo-sized boost a new train-
ing program for its quality-con-
trol inspectors.

of Florida and -other academic
institutions are developing the
program for the South Carolina-
based Wild American Shrimp
Inc., or WASI, said Steve
Otwell, a professor with the
Institute of Food and
Agricultural Sciences.
It's part of an effort to estab-
lish a collective brand identity
for WASI-affiliated shrimp fish-
ermen, processors and whole-
salers in eight states, Otwell
said.
The organization was
founded to help the industry
rebound from problems with.
hurricanes, rising fuel costs and
slumping demand, he said.
Officials hope that by educating
consumers they can persuade
seafood lovers to select WASI-
certified products at grocery
stores and restaurants.
"Just like you've got choic-
es of wine, you've got choices of
shrimp, and that's what makes
the romance of seafood so much
fun," said Otwell, who is also an
extension seafood technology
specialist with Florida Sea
Grant, a state and federal part-
nership dedicated to creating, a
sustainable coastal economy and
environment.
Shrimp is the most popular
seafood item in the United
States, but almost 90 percent of
shrimp consumed here is import-
ed, he said. Four shrimp species
are caught in southern U.S.
waters, commonly known as
white, pink, brown and royal red
shrimp.
WASI has begun a nation-
wide marketing campaign
emphasizing that not all shrimp
sold in the United States are
domestically produced. The
organization is also selective
about promoting U.S. shrimp,
only certifying products that
meet its quality requirements.
WASI represents producers in
Alabama, Florida, Georgia,
Louisiana, Mississippi, North
Carolina, South Carolina and
Texas.
"We really want to raise the
standards and raise consumers'
expectations," Otwell said. "One
way we do that is through a
strong certification program."
For the past 18 months,
WASI has offered certification


for raw shrimp, using U.S.
Department of Commerce
inspectors. But beginning in
September, inspection duties
will be handled by WASI:
"This is a big step forward,
for WASI, and the organization
will begin using its own person-
nel to conduct the inspections,"
said Otwell, a member of
WASI's quality ad isor) h.oard
"That's where the :training pro-
gram comes in."
UF seafood extension
experts are leading the effort to
develop the program, which con-
sists of textbook study, lectures
and hands-on training.
Inspectors must learn to evaluate
shrimp for freshness and condi-
tion, and recognize numerous
species of the crustaceans, he
said.
Other institutions involved
are Clemson University,
Louisiana State University,
Mississippi State University,
North Carolina State University,
Texas A&M University and the
University of Georgia.
WASI. sought academic
experts to develop the training
program because they bring
credibility, said Mario Piccinin,
WASI's director of certification
and quality assurance, based in
Charleston, S.C.
"We wanted experts who
understand the science behind
food inspection practices,"
Piccinin said. "Steve Otwell has,
a great deal of experience train-
ing people to evaluate shrimp,
from' his involvement in UF
extension programs for industry
professionals."
The WASI inspection pro-
gram includes different criteria
for each type of shrimp whole,
headless and peeled and
requires each shrimp inspected
to get a passing grade on each
criterion, Piccinin said.
Perhaps the biggest chal-
lenge WASI faces is making
consumers aware that most
shrimp sold in the United States
are not domestically produced,
said Sal Versaggi, who operates
Versaggi Shrimp Corp. in
Tampa, one of Florida's oldest
seafood businesses.
"I see that every day," said
Versaggi, who is also vice presi-
dent of the Southern Shrimp
Alliance, a nonprofit industry
organization. "We're primarily a
harvesting company but we keep
some (shrimp) around to sell to
tourists who stop by. People
always come back for more.
They ask me, 'why can't I get
these at the supermarket?' I say,
'if you ask for it, they'll carry
it.'"

Pinellas County Commissioner
Latvala appointed FAC
president
;Pinellas County Commissioner Susan
Latvala is the newly installed president of
the Florida Association of Counties (FAC), a
not-for-profit association that has been rep-
resenting the interests of Florida's 67 coun-
ties since 1929.
Commissioner Latvala and the other
members of the 2006-2007 executive com-
mittee were sworn in during the associa-
tion's annual conference in Collier County in
late June. More than 250 county commis-
sioners and staff attended the event.
Commissioner Latvala pledged to pro-
mote and advance the FAC's mission and to
uphold the integrity of the association's offi-
cers, directors and members. The other
members of the, executive committee are
Orange County Commissioner Teresa Jacobs
as president-elect; Suwannee County
Commissioner Randy Hatch as first vice
president and Alachua County
Commissioner Rodney Long as second vice
president. All positions are one-year terms.
Among other duties, members of the
executive committee oversee the administra.
tion of and provide policy guidance to the
association's executive director; adopt poli-
cies regarding the operation of the associa-
tion and the conduct of association affairs
and recommend an annual budget to the
board of directors.

Alligator adventures at
Pinellas County's Anderson
Park
In July, an alligator that measured more
than nine feet in length killed a small dog
walking on the water's edge at a Pinellas
County park. The Florida Fish and Wildlife
Commission's Pinellas alligator trapper,
Charles Carpenter, responded to the call and
captured the gator.
Carpenter is your host for Alligator
Adventures, a free,' 90-minute educational
program at A.L. Anderson Park, 39699 U.S.
19 N., Tarpon Springs on Saturday, July 15
and Saturday, Aug. 12. Both programs begin
at 9 a.m. at Picnic Shelter #1.
Learn where alligators live, what they
eat and how they behave. Carpenter will
bring a live alligator to see and touch. Space
is limited and reservations are suggested.

Tentative FY07 budget
recommends lower millage
and improved services
Pinellas County Administrator Stephen
M. Spratt delivered the proposed Fiscal Year
2007 budget to Pinellas County
Commissioners on Monday. Spratt's focus
for the coming year is on improving services
and meeting needs. This budget features
improvements in services citizens told the
county they desired while decreasing coun-
tywide property taxes.
Details of the $1.96 billion Tentative
Fiscal Year 2007 Annual Operating and
Capital Budget have been discussed in work
sessions and Board of County
Commissioners meetings during April, May
and June. As the county's budget officer, it is
Spratt's responsibility to present the budget
to the Commissioners for their approval.
Fiscal Year 2007 begins on Oct. 1.
The proposed budget recommends a
decrease in the countywide property tax
millage rate from 6.801 mills to 6.600 mills.
This will be the first such decrease since the
1997 budget year.
"This budget continues Pinellas
County's tradition of prudent fiscal manage-
ment and responsive public services," said
Spratt. "It reflects our continued goal to pro-
vide high quality services at a reasonable
cost to the community."
The budget mirrors the board's recently
adopted strategic plan, Vision Pinellas, to
guide services based upon public input and
priorities. Through citizen surveys, focus
.groups and feedback, the community told
the county that affordable housing, trans-
portation, public safety and the environment
are all funding priorities. This budget
attempts to address those priorities.

City Beautiful Award
Nominations
The deadline for nominations for the'
40thi annual City Beautiflil Awards has been
extended to August 1. The City Beautiful
Commission recognizes outstanding
achievement by commercial property own-
ers in landscaping, building design and
maintenance. Properties must be within St.
Petersburg city limits and landscaping must
be in place for one full year. Nomination
forms are available from the St. Petersburg
Parks Department, City Hall, City Hall in the
Mall at Tyrone Square and also online at

The City Beautiful Commission was'
formed in 1961 to assist and promote the
beautification of the city of St. Petersburg: In
addition to the annual awards program, the
City Beautiful Commission assists with the
enforcement of city statutes concerned with
property maintenance and facility signage,
supervises the city's Gift Tree and Paving the
Future (brick) programs, and, together with
the city's parks department, helps sponsor
and maintain the Gizella Kopsick Palm
Arboretum. The adjunct commission is com-
prised of 15 non-partisan members appoint-
ed by St. Petersburg City Council. Meetings
are held on the second Monday of each
month.

City Players, Inc. presents
"The Sound of Music"
City Players, Inc will present "The

Publix Super Markets Charities is
adding another supermarket in the area! This
one is a child-sized store where kids can
learn to make healthy choices and become

to-school dental exams

Just in time for the back-to-school season,
the Pinellas County Health Department will
offer FREE dental exams and x-rays for chil-
dren ages 1 18. Parents are urged to make
sure their children are in good dental health
before school starts-so that they don't miss
school because of toothaches. For follow-up,
any needed treatment will be done before
school starts and will be based on a sliding
fee scale.

Lightning release 2006-07

schedule; home opener set

for October 7 vs. Boston
The Tampa Bay Lightning will open the 2006-07 National
Hockey League campaign vs. Southeast Division-rival Atlanta on
Thursday, October 5, with the Boston Bruins visiting the St. Pete
Times Forum for the Lightning's home opener on Saturday, October
7 (7:30 p.m.).
Of the Lightning's 41 home dates at the St. Pete Times Forum,
26 will take place on a Thursday, Friday, Saturday or Sunday. The
majority of start times for home games will be 7:30 p.m. with
Friday night games starting at 8 p.m.
The Lightning will play in only nine back-to-back situations in
2006-07, down from 17 in the Olympic-shortened 2005-06 season.
Tampa Bay's regular season concludes on Saturday, April 7 at
Atlanta, and the team will play seven of its final nine games at the
St. Pete Times Forum. The Lightning also open the season with
eight of their first 12 at home.
"We look forward to getting the 2006-07 campaign kicked off
this October," Lightning President Ron Campbell said. "The sched-
ule offers lots of great, meaningful match-ups for us at home and
our sales department looks forward to offering terrific mini and
half-season ticket plans for Lightning fans looking to get in on the
action."

For the 2006-07 season, each club in the Eastern Conference
will once again play the other clubs in its division a total of eight
times. Each club will play the other clubs in its conference four
times, and each club will play a single game against two divisions
from the other conference. Tampa Bay will travel to face the
Western Conference's Northwest Division (Calgary, Colorado,
Edmonton, Minnesota, Vancouver) while the Pacific Division's
teams (Anaheim, Dallas, Los Angeles, Phoenix, San Jose) will visit
the St. Pete Times Forum.
Among the highlights of the home schedule are four meetings
between previous two Stanley Cup Champions with the Lightning
take on the Carolina Hurricanes (Oct. 16, Oct. 26, Dec. 16, April 3)'
and four with the rival Florida Panthers (Oct. 14, Feb. 20, Mar. 27,
April 6). Alexander Ovechkin, and the Washington Capitals as well
as the Atlanta Thrashers will also visit the St. Pete Times Forum
four times. The Lightning's 2005 Eastern Conference Quarterfinal
opponent, Ottawa, visits the St. Pete Times Forum on November 26
and March 24.
At the Forum:
The Lightning will play host.to one four-game homestand and
six three-game homestands this season. The four-game stand is
March 20 (NY Islanders), March 22 (New Jersey), March 24
(Ottawa) and March 27 (Florida).
On the.road:
The 2006-07 season will include 11 road trips of two or more
games and a total of 10 single-game road trips. The longest
Lightning trip of the season will be a six-game journey from March
1-13 (Washington, Florida,. Vancouver, Edmonton, Calgary,
Toronto). The team also takes a pair of four-game trips, Nov. 2-8
(Philadelphi.. Boston, NY Islanders, ,Pittsburgh) and Jan. 2-7
(Montreal, Minnesota, Colorado, Pittsburgh).
Back-to-back:
The Lightning will play nine sets of back-to-back games this
season (eight fewer than last season), two with both games on the
road, two with the first game at home and five with the first game
on the road. The first set of back-to-back games will be a home-
and-home series against Florida on October 13 (at 'Florida) and
Saturday, October 14 (St. Pete Times. Forum).
Out West:
The Lightning head West on two occasions this season, visiting
Minnesota and Colorado as part of a four-game trip on January 4-5,
and traveling to Vancouver, Edmonton and Calgary March 6, March
7 and March 10 as part of a six-game trip. The March 10 visit to
Calgary will be the first meeting between the Lightning and Flames
since the 2004 Stanley Cup Finals.

Luke Richardson

The Tampa Bay Lightning Tuesday signed defenseman Luke
Richardson to a one-year, $500,000 contract, Executive Vice
President and General Manager Jay Feaster announced.
Richardson, a 6-foot-4, 215-pound, 19-year NHL veteran, has
accumulated 1,312 games in his career with Toronto, Edmonton,
Philadelphia and Columbus. He has netted 33 goals and'handed out
156 assists in his career which began in 1987 with the, Toronto
Maple Leafs. He has also played in 69 career Stanley Cup Playoff
games and recorded eight assists. He split the 2005-06 season
between Columbus and Toronto.
S"Prior to trading Darryl Sydor to Dallas we had identified Luke
as the player we wanted to bring into our organization to effective-
ly take o\er Syd's role," Feaster said. "We made our contract offer
to Luke and had ? \\ ait because we weren't the only team in the mix
for his services. The ideal situation would have been to have Luke
signed before we executed the trade. However, the trade would not
wait. We made our deal and then did everything we could to con-
vince Luke to choose Tampa as his destination.
''Not only did Claude Loiselle work hard with Luke's agents,
but Director of Player Personnel, Bill Barber, had numerous con-
versations with Luke about the merits of playing in Tampa. In the
end, Luke's relationship with Billy and also with Craig Ramsay
went a long way in terms of influencing his decision. We view Luke
as a very dependable, hard-hosed, honest, hard-working defense-
man who brings a veteran presence to our blue line and out room.
He is a rugged, gritty d-man who brings a physical presence and will
be able to settle things down on the ice when necessary. We are
thrilled to add him to the Lightning organization."
Richardson, 37, played under Ramsay during the 1999-00 sea-
son when the Flyers went to the Eastern Conference Finals. He
played in 18 games that postseason and recorded one assist. It was
the second time in his career he reached the Conference Finals after


playing 16 playoff games with Edmonton in 1992.
The Ottawa, Ontario native began the 2005-06 season serving
as the Blue Jackets' captain for the second consecutive season. He
played in 44 games with Columbus, scoring one goal and adding six
assists. He was traded to Toronto on March 8 and played in 21
games with the Maple Leafs. He recorded three assists with 41
Penalty minutes.
Richardsbn's last international performance came with Team
Canada at the 1996 World Championships in Vienna, Austria. He
also won the Gold Medal at the 1994 World Championships in
Milan, Italy. It was Canada's first Gold Medal since 1961.
Richardson also won a silver medal at the 1986 World Junior
Championships in Hamilton, Ontario.

For many years, scientists
had assumed that dinosaurs were
cold-blooded, or ectotherms,
with a slow metabolism that
required the sun's heat to regu-
late temperature. But in the late
1960s, the notion emerged that
dinosaurs, like mammals and
birds, might have been warm-
blooded, or endotherms, with
relatively constant, high body
temperatures that were internally
regulated.
The new findings show that
even though dinosaurs were
cold-blooded reptiles, large
dinosaurs dissipated body heat
more slowly, and thus main-
tained higher, more constant
body temperatures similar to
today's birds and mammals. The
researchers show that this
increase in body temperature
with size has been observed in
modern crocodiles.
"The study is an important
contribution to the scientific dis-
cussion about dinosaurs, because
it is the first that uses .evidence
directly derived from fossils -
rather than from theoretical
models to conclude that many
of the larger dinosaurs, were
indeed warm reptiles," said
Frank Seebacher, of the School
of Biological Sciences at the
University of Sydney, who did
not take part in. the research.
"These findings clearly show
that mammal-like endothermy is
not a necessary prerequisite for

could nonetheless maintain high
body temperatures in polar cli-
mates with freezing or near-
freezing conditions. The advan-
tages of being a 'warm' reptile
are that no energy has to be
expended to produce metabolic
heat to keep warm; in other
words, if we were warm reptile-
like ectotherms, we would save a
lot of money .on the grocery
bill."
In the meantime, the
research team continues to
investigate what are proving to
be universal relationships among
size, growth rate and tempera-
ture.
"There are differences
between mammals and inverte-
brates, but within a group, from
a mouse to an elephant, or plank-
ton to a large fish, we have found
growth rate can be explained by
how warm the animal is and how

UF extension education program helps


slow spread of citrus canker and greening

At a time when Florida's cit-
rus industry is threatened by two
devastating diseases canker and
greening University of Florida
extension agents are getting the
word out to citrus growers, nurs-
erymen, landscapers, home own-
ers and others about controlling
the spread of the bacterial dis-
eases before they do irreparable
harm to the $9.3 billion industry.
"Eradicating canker may'no
longer be possible so we are
focusing on post-eradication
management strategies," said
Holly Chamberlain, coordinator
of the citrus canker education
program at UF's Citrus Research
and Education Center in Lake
Alfred. "At the same time, we
are also educating these groups
about citrus greening, which was
detected in August 2005 and can
kill citrus trees."
She said Florida sacrificed
more than 11 million citrus trees
over the last 10 years in a strug-
gle to keep citrus canker from
spreading, but all of that effort
was.wiped out in just a few short
hours in October 2005 when
Hurricane Wilma rampaged
through the heart of the state's
groves, spreading the bacterium
far and wide.
"To make matters even
worse, we're now faced with cit-
rus greening, a disease that is
potentially even more destruc-
tive than canker," Chamberlain
said. "Infected trees need to be
removed to slow the spread of
greening, which is spread by the
Asian citrus psyllid."
Chamberlain said the exten-
sion education effort has been


effective in reducing the negli-
gent spread of citrus canker by
educating citrus industry
employees about decontamina-
tion practices and avoiding the
movement of infected plant
material, especially during rainy
or wet conditions.
"Since its inception, the
canker education program has
kept pace with the changes and
impacts on the industry, includ-
ing hurricanes and adjustments
in prices and acreage, all of
which are related," Chamberlain
said. "We cover all aspects of the
disease, including citrus canker
biology, epidemiology, history
and regulations.
"However, in the industry's
current battle against canker
post-eradication, we are focused
on helping growers find solu-
tions," she said. "This entails
establishing an integrated grove
management plan, including
early detection through regular
inspection coupled with use of
windbreaks, copper sprays,
decontamination and other
exclusion or suppression strate-
gies."
She said the goal is to edu-
cate all client groups to adopt
behaviors that will help make
citrus canker a manageable dis-
ease. Education efforts have
largely focused on the residential
citrus plantings which can serve
as a source of inoculum to near-
by groves. The other significant
part of the education program is
geared toward the commercial
citrus industry, which is highly
aware of the risks and impact of
canker spreading to new areas.
"We provide training to both
groups on how to prevent or
slow that potential spread," she


said. "Statewide citrus canker
education activities have also
focused on the national and
international aspects of the dis-
ease. We are sharing our experi-
ences.here in Florida to other cit-
rus producing states as well as.
learning from countries that have
endemic canker and how they
struggle to manage the disease."
In cooperation with state
and federal agencies'during 2004
and 2005, the education program
has provided citrus canker train-
ing to more than 4,200 residents,
extension agents and regulatory
personnel, Chamberlain said. "In'
addition, we have presented
training to more than 3,500
English-speaking and 1,500
Spanish-speaking commercial
citrus workers."
Working with Chamberlain
on the project are various multi-
county extension agents and Pete
Timmer, a professor of plant
pathology at the Lake Alfred
center. The extension education
program, which is part of UF's
Institute 'of Food and
Agricultural Sciences, collabo-
rates with regulatory agencies
such as the Florida Department
of Agriculture and Consumer
Services and the' U.S.
Department of Agriculture to
reach a broader audience and
provide accurate information on
rules and regulations regarding
invasive pests and diseases such
as citrus canker.
Chamberlain said educa-
tional materials ranging from
fact sheets and PowerPoint pre-
sentations to videos and training
modules for extension Master
Gardeners have been produced
and presented to these and other
groups. Most recently, DVDs


have been distributed statewide
to the citrus industry on grove
inspection, decontamination, and
management. A citrus canker
education display is being used
at county fairs, meetings, semi-
nars, workshops and other

When the canker education
program started, extension's
Master Gardener groups became
a key part of the effort. "Their
information about planning and
maintaining urban, suburban
and rural landscapes emphasizes .
environmental stewardship,"
said Tom Wichman, a UF exten-
sion agent in Gainesville who
coordinates the Master Gardener
program.
"Master Gardeners are
active in county extension
offices and plant disease diag-
nostic clinics, and they handle
phone calls regarding pest and
disease management. For these
reasons, the program is an essen-
tial part of our canker education
program," he said.
