-Residents in St. Petersburg-
gathered for a neighborhood dis-
cussion tn hurricane prepared-
ness at the Sunshine Center on
Tuesday.
Robert Ballou, head of the


Emergency Management
Department of the St. Petersburg
Fire Department's Search and
Rescue Division, led the meet-
ing. encouraging neighborhood
representatives to take an active
role, in helping people prepare
for the upcoming hurricane sea-
son which officially begins


Thursday, June 1.
In the event of a hurricane,
Ballou pledged that the depart-
ient .will do ,'.h: it carn until
back up arrives on site.

It's been nearly a week since
Kentucky Derby winner Barbaro
shattered three bones in his right
hind leg at the Preakness.,
.In the days that have fol-
lowed, the sad story of the horse
that ran six races and won all six,
Page 2 before his appearance at

aid the three-year-old bay colt in
his struggle to survive.
Among those who have
been paying close attention to
the developments has been the
staff at the Alec P. and Louise H.
Courtelis Equine Teaching
Hospital 'at the University of
Florida's Veterinary Medical
Center in Gainesville.
During the course of its 12
year history, surgeons at the
Courtelis Hospital have operated
on horses who havel suffered
fractures similar to those that
caused Barbaro to come up lame
in Baltimore.
Dr. David Freeman, a sur-
geon at the Courtelis Hospital,
who spent 20 years working at


the .New Bolton Center and
worked with Dr. Dean
Richardson, the surgeon who
operated on'Barbaro, has been
exposed to such cases and said
that Barbarb's injury is unique
because of'the severity of it. ,,.
"It is the most severe form
of: injury a horse can get and
hope for a repair," said Freeman.
He said one of the most crit-
ical moments in treating such
injuries takes place when care-
givers, try moving horses from
the surgery table to their feet.
Whereas the New. Bolton
SCenter can suspend horses in a
pool of water to prevent them
from thrashing around as they
come out from anesthesia, the
Courtelis hospital offers no such
option. Freeman, however, said
the hospital is certainly capable
of handling such cases.
"It takes a great deal of
cooperation between the surgery
team, the anesthesia team, and
the 'recovery team," said
Freeman. "We have the equip-
ment and facilities tO perform
this surgery."
Once a horse in Barbaro's
situation has reached the recov-
ery phase, which he is now in,
*Freeman said veterinarians must
carefully' monitor the horse's
progression to make sure new
complications don't arise.
Freeman said the caregivers
working on Barbaro must be
wary about the possible onset of
laminitis, an inflammation,
which 'can occur if the horse
overuses his healthy, left.leg.
"The problem is, if tie
horse, overworks his good leg,
the attachment to the hoof wall
of the hoof can break down,"

said, adding that food will come
later.
But despite the support
Ballou promises, he advocates
personal responsibility in hunri-
cane preparation, urging citizens
to make. plans to be self-suffi-
cient for 7 days. If people don't
heed the warning, he said, the
consequences are sure to follow.
"It's going to burden the
system of operating the way it
should," he said, pointing out
that emergency management
will end up helping people that
should have at least attempted to
provide for themselves.
"That's a terrible situation to
be in," he said. "They don't do
much for themselves. Afterward,
they wish they had."
With that, Ballout touched
on information neighborhoods
should be sending to residents,
whether they choose to stay or
leave.
If you plan to stay, you
should identify the safest room
in your house (particularly one.
without windows), prepare to be
without power and buy a carbon
monoxide detector and.fuel to go
along with your generator.
If you evacuate, you should
turn off main circuit breaker,
outside water and electricity, put
up shutters on windows and
doors and lastly, call someone
out of state to let them.know
where you plan to stay.


Ballou also pointed out that
people should be aware of which
shelters are available, which
really depends on the magnitude
and area of the storm. John
Hopkins Middle School, which
will serve as the special needs
shelter, will always be open for
patients needing oxygen, dialy-
sis or other medical attention.
According ito Ballou, spe-
cial needs patients should regis-
ter every year for the service
which includes house visits to
determine whether or not the
person's condition has improved
or worsened along with trans-
portation to the shelter.
Caregivers are also encouraged
to come along to help make the
patients stay in the shelter a little
more comfortable. To register,

Barbara Heck,.the vice pres-
ident: of the Council of
Neighborhood Associations in
St. Petersburg also offered
advice at the meeting. She
encouraged people to let their
neighborhoods know that they
should have plenty of cash on
hand and know the directions to
their house using blocks, turns
and landmarks.

The Afterschool Alliance
'Wedneday honored St.
Petersburg Mayor Rick Baker
for his support for afterschool
programs at a breakfast in
Washington, DC. The
Afterschool Alliance and the
National League of 'Cities'
Institute for Youth, Education,
and Families brought together
more than 500 city leaders, par-
ents, educators, children, proL
gram directors and advocates
from around the country for a
series of events, and meetings
with IlMembers of Congress. At
the annual Breakfast of
Champions, the formal kick-off
to the day's activities, the orga-
nizations honored a dozen may-
ors for their ongoing work on
behalf of afterschool programs
in their communities.
Following the Breakfast,
the advocates; including mayors
and council members, fanned
out across Capitol Hill for more
than. 200 meetings with
Members of Congress and con-
gressional staff.
"Every day, 14.3 million
children leave school without a
safe place to go," said
Afterschool Alliance Executive
Director Jodi Grant. "In all,
more than 15 million kids would
participate in afterschool pro-
grams, if only they were avail-.
able. But federal funding short-
falls have squelched the growth
of afterschool. We're here to
remind .lawmakers that


America's cities'- as well as its
suburbs and rural areas need
afterschool programs, and are
relying On Congress to support
them." The bi-partisan No Child
Left Behind Act authorized $2.5
billion for the 21st Century
Community Learning Centers
afterschool initiative in FY
2007, but funding has fallen far
behind authorized levels. If the
initiative was funded at No
Child Ldft Behind levels, 1.5
million more children would
have access to quality after-
school programs:

WY), Lisa Murkowski (R-AK)
and Craig Thomas (R-WY).
The Afterschool Alliance is
a nonprofit public awareness
and advocacy organization sup-
ported by a group of public, pri-
vate, and nonprofit entities
working to ensure that all chil-
dren and youth have access to
afterschool programs by 2010.

Clearwater Main Library
showcases summer art
exhibits
Youth Arts Corps, Toy Soldiers from
Stonehenge to Queen Victoria and student
wall art will be on display June 1-August 25
at the Clearwater Main Library galleries,
100 N. Osceola Ave.
In collaboration with the Department of
Juvenile Justice's Pinellas Juvenile
Detention Center, Youth Arts Corps creates a
relationship between professional artists and
the youth. The exhibit displays youth's poet-
ry about their incarceration and hopes for the
future and their photography depicting pro-
found experiences from their detention cen-
ter. The exhibit is on display in the Osceola
and Carnegie galleries. Youth Arts Corps is a
youth development, arts education, and job
training program that uses the fine arts to
help youth reach their potential. For more

Toy Soldiers from Stonehenge to Queen
Victoria, by artist Bill Renc, will be exhibit-
ed in the first floor lobby. Two thousand
hand painted miniatures depict several his-
torical periods: the Dark Ages, Middle Ages,
Renaissance, and 19th Century India. Each
exhibit will include title cards for tribal,
national, and regimental units in authentic
settings.
Bill Renc is a graduate of Ringling
School of Art in Sarasota, Florida. His orig-
inal watercolor paintings are in demand by
individual collectors, corporate and civic
groups.
Many have been reproduced as posters
for art festivals and fund-raising events.
Renc co-authored and co-illustrated the
book At Water's Edge: The Birds of Florida.
Florida History Quilts created'by stu-
dents from Skycrest Elementary and 3-D art
pieces created by students from the Waldorf
School of the Suncoast are on display in the
Youth Services Gallery.

Each year, more than 130 children die
from bicycle-related injuries, and more than
280,000 are treated in emergency rooms. Of
these, nearly half (47 percent) have traumat-
ic brain injuries .Properly fitted bike helmets
could reduce the risk of bike-related brain
injuries by 88 percent; unfortunately less
than 25 percent of cyclists ages 14 and under
usually wear a helmet.
SA bike helmet is essential safety gear.
Helmets could prevent an estimated 75 per-
cent of fatal head injuries to child cyclists
and could prevent up to 45,000 head injuries
to children each year.
A helmet should be labeled to indicate
that it meets the standards set by the U.S.
Consumer Product Safety Commission. As
long as it's certified and brand new, let kids
pick out their own helmets. If they think a
helmet looks cool, 'they'll be more likely to
wear it when you're not around.
The Pinellas County Health Department
reminds parents and caregivers to:
I Teach kids to obey traffic signs and the
rules of the road. Kids should not ride with-
out supervision until they have demonstrated
that'they always follow the rules.
SMake sure the helmet fits and your kids
know, how to put it on correctly. In a crash,
the risk of head injury is' doubled if the hel-
met is: worn incorrectly. A helmet should sit
on top of the head in a level position, arid
should not rock forward and backward or
side to side. The helmet straps must always
be buckled but not too tightly. Safe Kids rec-
ommends the "Eyes, Ears and Mouth" test:
The rim of the helmet should be one to two
finger-widths above the eyebrows, the straps
should form a "V" just below the ear lobe,
the buckle should be flat against the skin and
the strap should feel snug when the rider's
mouth is open.
IMake sure the bike itself is the right
size for the child. There should be 2-4 inch-
es of clearance between the bike frame and
the child's groin when the child's feet are flat
on the ground. Also, make sure the bike is in
good repair reflectors are secure, brakes
work properly, gears shift smoothly, and
tires are tightly secured and properly inflat-
ed. .
I Remember bike helmets are for biking
only. Kids should not wear bike' helmets on
the playground (where the straps can' get
caught on equipment and cause injury) or for
activities that require specialized helmets
'(such as skiing or football).

Rescue to dedicate Fire House
at Great Explorations, The
Children's Museum
In the city of St. Petersburg, there are
active fire stations numbered one through
13. On Saturday, June 3, 2006, Nlay)r Ricki
Baker andFire Chief James Large will for-
mally dedicate the city's newest addition,
Engine Co. 15: the Fire House at Great
Explorations, The Children's Museum.
The new permanent fire station exhibit
will include a fire. engine, bunk beds, lock-
ers, fire pole, computer station with fire safe-
ty games, child-sized firefighter bunker gear,
a full-sized mannequin in full bunker gear
and more.
For the official dedication ceremony
and ribbon-cutting on June 3, St. Petersburg
Fire & Rescue's Public Education.
Department will offer a number of exciting,
educational .activities. Fifteen to 20 uni-
formed firefighters from Fire Station 4 will
have their full-size fire engine, ladder truck
and ambulance in front of the museum to
show children the firefighting equipment
aboard, speak about their job, and show their
bunker gear. Subjects covered will include'
matches/lighter safety, the importance of
smoke alarms and having fire escape plans at
work and at home. Children will also have
the opportunity to be photographed "in" full.
gear. Allstate will also have their fire safety
trailer on hand and will pass out informa-
tional coloring books and brochures to teach
children what to do in the case of a fire. The
State Fire Marshall's K-9 unit will also make
an appearance alofig with St. Petersburg Fire
and Rescue's mascot, Sparky the Fire Dog.
The dedication activities start at 10 am
and conclude at 2 pm, with the actual dedi-
cation ceremony and ribbon-cuttifig occur-
ring at ,11 am. There will be a special media
preview on Friday, June 2 foranyone who is
interested. The public is encouraged to
attend the opening of Engine Co. 15: The
Fire House and the museum will be free to
fire personnel and their families all week-
end. Regular admission is $9 for ages 1-55,
$8 for ages 55+. and free to members and
ages 11 months and under.

a paid force in 1907, after many years as a
volunteer department. In 1993, the St.
Petersburg Fire Department changed its
name to St. Petersburg Fire & Rescue to bet-

much so that the healthy leg is
given all of the responsibility."
With the fact that Florida
ranks third in the country in hav-
ing the most horses and second
in having the most thorough-
breds, local veterinarians know
they need to be prepared to help
horses who suffer injuries simi-
lar to Barbaro's.
"It's not unusual," said Dr.
Fay Herrero, who treats horses at
the Odessa Equine Clinic in
Hillsborough County. "Horses
are very fragile."
He believes that Barbaro

At the meeting, Boy Scout
Zachary Cornett, also presented
a project he has been working on
to obtain Eagle Scout rank. With

the neighborhood, Coronett and
other boy scouts conducted a
hurricane evacuation survey in
Fossil Park neighborhood.
The survey asked residents
if they knew their evacuation
level; if they would evacuate in
the event of an evacuation order;
if they would stay in the county
with a friend or in a shelter; if-
they had pets and if they would
leave or take those pets, if they
would seek a "special needs"
shelter; and if they would need

plete, Coronett plans to release

well as register special needs
residents with the counties pro-
gram.
Ballou commended
Cornett's efforts, encouraging
neighborhoods to do what they
could to communicate with the
residents.
"Even if neighborhoods
could find some way to be in
contact with the people there,
that's going to help in the recov-
ery phase," he said.

On the island where
Christopher Columbus may have
first set foot in the New World, a
University of Florida entomolo-
gist has made another intriguing
discovery related to sea travel -
but this one involves termites.
A research team that includ-
ed Rudolf Scheffrahn, a profes-
sor with UF's Institute of Food
and Agricultural Sciences, found
a previously unknown termite
species on San Salvador, part of
a 700-island chain east of
Florida, that includes the
Bahamas and the Turks and
Caicos Islands.
So far, the insect has not
been identified anywhere else,
making San Salvador which
measures less than 40 square
miles the world's smallest
island with a unique termite
species. Scientists are unsure
whether the new termite evolved
from some other species on the
island or if it's actually an unde-
scribed termite from another part
of the world that arrived long
ago in a piece of floating wood-
en debris that washed onshore.
The discovery was
announced in a paper published
in the May issue of the journal


Annals of the Entomological
Society of America.
"We're scratching our
heads, because typically when
you have a species native to a
chain of islands you find it all
along the chain," said
Scheffrahn, who is stationed at
UF's Fort Lauderdale Research
and Education Center. "We made
a careful survey of all the major
islands and we're convinced this
termite is found only on San
Salvador."
Primarily a tourist destina-
tion, San Salvador is surrounded
by deep water and was never
connected to other islands during
periods of low sea level, he said.
The island' has been described by
some historians as the most like-
ly place Columbus initially came
ashore when he arrived in the
Western Hemisphere in October
1492.
The newly discovered ter-
mite, which is not considered a
structural pest, was given the sci-
entific name Cryptotermes
bracketti. It was one of three pre-
viously unknown species for-
mally described in the article,
which Scheffrahn co-authored
with fellow researchers Jan
Krecek and Boudanath Maharajh
of UF, and James Chase and
John Mangold of the Terminix

cle summarizes a 15-year survey
of termites found on 33 of the
chain's major islands.
The research, funded by
Terminix,, was conducted partly
to enhance scientific knowledge
about the diversity and distribu-
tion of termites on the islands.
Researchers also had a more
pragmatic goal, scouting for
species that might present future
pest problems to South Florida.
"The good news or per-
haps the bad news, depending on
how you look at it is that we
didn't uncover any new threats,"
Scheffrahn said.."All the really.

have already been found in

Nineteen termite species are
established in Florida, several of
them invasive pests native to the
Caribbean and Latin America.,
One exotic termite species was
recently eradicated from Florida
by the UF team. Worldwide,
about 3,000 termite species have
been identified, though scientists
believe several thousand more'
exist. Scheffrahn's team has
named more than 30 new termite
species.

have graduate students use
genetic research to identify'

op a solid theory about how this'
species came to be on the island,
or at least determine where itsl
relatives are located," he said.
Scheffrahn's latest discover-,
ies are a testament to the quality
of UF's termite research pro-
gram, said Van Waddill, director
of the Fort Lauderdale center.
"Dr. Scheffrahn and his col-
leagues Nan-Yao Su, Brian,
Cabrera and Bill Kern are all.

here at the center," said Waddill,
who is a professor of entomolo-'
gy. "Because termites pose a:
constant threat to Florida homes'
and businesses, we do every-'
thing possible to understand,
these insects, and sometimes our.
research pays off in unexpected,
ways."

Barbaro: Shattered dreams


Just like a lot of families,
we watched as Barbaro blew
away the favorite at the
Kentucky Derby winning by six
and a half lengths and in a time
of 2:01.36. Secretariat set the
track record of 1:59 back in
1973 'and still holds the track
record. Many wondered
whether'this stallion could final-
ly be the one to win the Triple
Crown.
Just like a lot of dreams, we
were crushed when Barbaro suf-
fered his injuries. ,
The news media has
grabbed on to the story of
Barbaro, and his recovery and
now stories and columns are
starting to emerge, questioning
the industry and whether the risk
of this type of life threatening
injury can be reduced or elimi-
nated. Are there technologies
out there?
Although surgery tech-
niques have advanced during the
past 15 years and offer hope that


Barbaro may survive his
injuries, perhaps now is the time
for the horse racing world to
consider a better running surface
than what is currently being used
in the US.
A Britsh company named
Martin Collins International has
developed a surface track specif-
ically for horse racing called
"PolyTrack" which ,has been
installed at several race tracks in
England and Canada.
Newsday reported that cata-
strophic injuries at Turfway,
located outside of Cincinnati,
were reduced to three from the
27 during the previous racing
season after it installed .the new
synthetic turf.
After seeing how tragedies
,have accelerated changes to
NASCAR and other sports such
as football that incorporate new
technologies in. order to make
them safer, the public must now
demand improvements to the
sport of kings.
