"I always thought round-
abouts served two purposes.
They were aesthetically pleas-
ing and they were safe because
they slowed traffic," said Stacy
Foster, who represented Cantor
Developments at the forum. The
company is currently working
on a development known as
Signature Place that will feature
retail, restaurants and office
space.
Foster advocates display-
ing art even in areas that are res-
idential yet can still be seen by.

"It gives it more of a com-
munity feel. Public art can defi-
nitely play a big part in some of
these down town projects that
are going up," she said.
At the close of the forum,
Wykell noted that the desire for
public is apparent even by the
comments coming from the
audience.
"You heard the diversity
presented here," Wykell said.
"There is no way that you're
going to have public. art and
make every body happy... We
realize that."
Still, Wykell expressed a
commitment for more public art

Apartment residents relocated to safe housing


SJust six days after the city's
Fire Marshall ordered the clo-
sure of a dangerous and haz-
ardous apartment building at
2400 15th Ave. S., city officials
report that all residents housed in
a temporary shelter have been
placed in better housing, and
thank the community for its gen-
erous outpouring of support and
donations.)
Today, Deputy Mayor
Goliath J.iDavis, III reported that
a city-operated shelter that had
housed .18 of the apartment
households was now empty, with
residents living in apartments
and homes. Two of the families
Were placed ,in social service
agencies where they can obtain
services they need while await-
ing housing; and some families
are being provided with hotel
accommodations until final


repairs of their new housing
units are completed.
The city opened the shelter
on Tuesday, May 2 at the Dwight
H. Jones Neighborhood Center,
where the 52 residents received
donated cots, bedding, toiletries,
meals and access to services
such as housing vouchers, food
stamp assistance and meals.
There were 23 other households
displaced when the building was
closed; many visited the shelter
to receive meals and services.
City staff, volunteers, nearby
neighbors from the Jamestown
Apartments, representatives
from social service agencies and
others worked at the center
around-the-clock for six days.
Meanwhile, the St. Petersburg
Police Department is safeguard-
ing the Chinook Apartments
until residents can safely remove


their belongings, assisted by city
staff and vehicles to facilitate the
moves.
"The events of last week
represent an outpouring of com-
munity generosity and spirit
from all facets of the community,
including government, social
service and faith-based agencies,
the corporate community, city
staff, private citizens and most
importantly, the residents of the
Chinook Apartments themselves
who demonstrated patience,
courage and dignity," Davis said.
He thanked dozens of enti-
ties and volunteers for their con-
tributions. Among these, the
Pinellas Opportunity Council
and Pinellas County Human
Services provided 51 housing
vouchers for first month's rent
and/or security deposits; and the
St. Petersburg Housing


Authority distributed 20 vouch-
ers for permanent housing, and
expedited screenings and home
inspections. The office of
Congressman Jim Davis and the
Social Security Administration
assisted with these efforts.
The U.S. Postal
Service/Midtown delivered mail
to residents in the shelter, and the
Pinellas County School Board
provided special bus transporta-
tion to children.
Social service agencies that
donated services, supplies, food
and other items to the shelter
included the Catholic Charities,
the Red Cross, Westcare,
Bayfront Medical Hospital, St..
Anthony's Healthcare, Boys and
Girls Club, Pinellas Opportunity
Council, Bethel AME Church,
CASA, Boley Centers and the.
Cold Night Volunteers.


Deputy Mayor Davis
recounted a few personal exam-
ples of personal generosity -
where a couple who wished to
remain anonymous dropped off
Walmart gift cards for residents;
where Mr. Harry Lee Williams
delivered crab and shrimp din-
ners from Harry's Crab and Fish
House in Midtown; or where
neighbors from nearby
Jamestown Apartments came by
the dozens to help cook, clean or
deliver casserole dishes.
The corporate community
stepped up to the plate, too,
Davis added. Progress Energy
has expedited utility hook-ups
for the relocated residents. Cash
contributions have been received
from First Dartmouth, the
Sembler Company, Echelon

Free museum day "Arts Alive"
May 20
St. Petersburg's arts community puts out
the welcome mat on Saturday, May 20 with
"ArtsAlive 2006," highlighted by the popu-
lar, once-a-year-only Free Museum Day.
ArtsAlive admission is free for Pinellas and
Hillsborough county residents (with ID) to
six downtown museums and several popular
visitor attractions, with special activities
throughout the day and transportation
aboard the Looper downtown trolley and the
one-day-only Sunken Gardens shuttle.
Most participating museums including
the Dali Museum, Florida Holocaust
Museum, Museum of Fine Arts, The Pier
Aquarium, and St. Petersburg Museum of
History will be open expanded hours from
9 a.m. to 6 p.m. Great Explorations/The
Children's Museum and Sunken Gardens are
only open from 9 a.m. until 4 p.m. "We
encourage early visitors to avoid the lines
later in the day," said Ann Wykell, the city's
manager of cultural affairs.
In addition to "Seven Great
Collections/One Great Day," admission to
The Arts Center and Florida Craftsmen
Gallery is always free and each will offer
gift shop discounts on May 20. For more
free downtown arts experiences, visitors
may drop in at any of the many art galleries
(see list at www.stpetearts.com),
Studio@620 at 620 First Ave. S., and
Creative Clay at 1124 Central Ave.
Visitors may park in city garages down-
town and ride the downtown Looper Trolley
for 25 cents. The trolley will operate from 9
a.m. to 6 p.m., stopping at or near every
downtown ArtsAlive venue. Due to severely
limited parking at Great Explorations and
Sunken Gardens, a one-day free shuttle will
originate from BayWalk from 9 a.m. to 2:30
p.m.

There will be a FREE shuttle service
available at the following pick-up/drop-off
locations at Bayshore Drive & 5th Ave.

1st Ave. North & 1st Street; and 3rd
Ave. North & 1st Street. The shuttle will run
approximately every 20 minutes from
4:30pm-llpm on Friday, June 2nd;
11:30am-llpm on Saturday,
June 3rd; and from 11:30am-9pm on
Sunday, June 4th. There will be some shut-
tle buses available to accommodate physi-
cally challenged individuals.

Summerfest concert to shine -
in Largo Central Park
Join us at Largo Central Park for a fam-
ily concert, featuring the former Beach
Boys, now known as the Surf City All Stars.
This event will take place in Largo Central
Park on the evening of May 19, 2006.
Martha and the Vandellas are opening the
concert. And if good Motown and old fash-
ioned Rock-n-Roll are not enough, Tampa
Bay Bounce will be there to entertain the
children. For those who come hungry,
assorted food vendors will be there to satis-
fy every taste bud. All proceeds raised by the
event go to the Gift of Food Endowment.
The Gift of Food was established in
2001 by 2 teenage girls. It has grown to
include approximately 30 other teens who
have participated at various times over the
last 5 years. The teens' mission is to raise
money for the RCS food bank. 100% of the

Conservancy, a holistic conservation effort
in northern Kenya.
The Conservancy, the first not-for-
profit conservation program in East Africa,
has offices in the UK and the U.S. Lewa
includes 62,000 acres situated on the north-
ern slopes of Mt. Kenya, with five diverse
ecosystems for its wide variety of plants and
animals. Lewa support more than 440
species of birds and more than 61 species of
mammals, some of which are highly endan-
gered. It is home to black and white rhinoc-
eros, Giraffe and 25 percent of the world's
remaining Grevy's zebra population. Betsy
and her husband, Larry, will be leading a
group to the Lewa Safari Camp in May
2007.

from the City of Dunedin/Parks Division, is
hosting the program. Participants will learn
to properly plant trees and discover the vari-
eties of shade trees for yard usage. Mayberry

and using pesticides and fertilizer responsi-

Florida International Museum
offers "Gem of a Camp"
summer field trips for children
The Florida International Museum
announces "Gem of a Camp," a children's
field trip for summer camps, schools, recre-
ation centers and church camps. "Gem of a
Camp" will be held in the museum's brand
new home at 244.Second Avenue North in
the St. Petersburg College Downtown
Center. Children ages 5-12 will get a hands-
on experience during the summer.
Workshops will run from Tuesday, June 6th
through Friday July 21st. There will be no
camp on Mondays and on the Fourth of July.
Each camp session will last approxi-
mately two hours and includes a tour of cur-
rent FIM exhibits along with a creative
hands'on workshop. The children will each
be able to design and make a jeweled mask,
search for treasure and tour the Smithsonian
exhibits at FIM, which include jeweled
objects, fossils, shells, folk art and decora-
tive paintings and sculpture, from the Vaults
of the Florida Smithsonian Affiliates and the
Smithsonian Institution in Washington.
"This is a fun opportunity for children
not only to be creative, but also to become
connected to history and art," said Kathy
Oathout, Executive Director of Florida
International Museum.

Smithsonian Affiliates includes highlights of
the collections of The Mary Brogan Museum
of Art in Tallahassee, the South Florida
Museum and Planetarium in Bradenton, and
the Daytona Museum of Arts and Sciences.

be held each day, at 10:00 AM and 1:00 PM.

CONSULTANTS' COMPETITIVE NEGOTIATIONS ACT,
CHAPTER 287.055, FLORIDA STATUTES

The Board of County Commissioners of Pinellas County is
seeking a qualified consultant to provide professional engineering
services for the 22nd Avenue South 58th Street South to 34th
Street South roadway project.

The limits for the 22nd Avenue South project are from just
west of 58th Street South to just east of 34th Street South a
length of approximately 2.02 miles. The roadway is currently a
four-lane undivided minor arterial. The Metropolitan Planning
Organization (MPO) plan calls for the construction of a four-lane
divided roadway; however, the local jurisdictions of the cities of
Gulfport and St. Petersburg would like to consider other,
configurations. The design will include curb and gutter, piped
drainage systems, bicycle lanes, sidewalks, and an optimal
alignment 'analysis to minimize land acquisition. The existing
right-of-way varies from 60 to 90 feet. This project will require
tesi\se coordination with the cities of Gulfport and St.
Peerrburg

Anticipated services include the development of a Preliminary
Engineering Report; final design for horizontal and vertical
geometry; drainage design; traffic operations and design; field
,survey including topography, right-of-way, and Subsurface Utility
Engineering; hazardous material evaluation; permitting;
preparation of construction documents; public meetings; and

it is time for a paradigm shift to ethanol


After decades of the entire
energy policy of this country
being focused on drilling for oil,
our foreign policy centered on
the Middle East (including two
wars in 15 years) and our domes-
tic economy being controlled by
the whims of the oil barons and
the big five oil companies, the
stars may be aligned finally for a
major shift and dispersal of
power and control.
While the gasoline empire
has been raking in the profits, the
other major component of our
GNP has been dealing with eco-
nomic distress..
Although the airline indus-
try has been on life support for
years, the petroleum consuming,
domestic, automotive corpora-
tions of General Motors, Ford,
and Chrysler, with all of their
subsidiaries, have more recently
been knocked for a loop.
With the present cost of
gasoline so high, consumers
have become much more hesi-
tant to drop big bucks at their
local auto dealerships.
At the moment, the picture
is seems bleak. There is no end


in site to high gas prices and
what was thought to potentially
be the best alternative just a few
years ago, hydrogen fuel, will
not be available for another
decade
The good news, now, how-
ever, is that an attractive alterna-
tive energy source is emerging.
The key to our energy shift
will be conversion to ethanol.
rather 85 percent ethanol use in
our automobiles.
Currently 10 percent of our
automobile fuel may be ethanol,
although proven technology
allows for 85 percent ethanol.
As the energy industries
have consolidated, such as
Exxon Mobile or Shell BP, an
oligopoly has formed that is just
as much, if not more evil, than
the monopoly of Standard Oil
which controlled 80 percent of
the exploration, manufacturing
and distribution of gasoline back
in the 1930's, and acted above
and, beyond the law, until it was
broken up.
The Federal government
must, once again, act to break up
the energy monopoly, only this


time doing it by removing the
barriers of entry to competition,
and force 'the oil monopoly to
accept the ethanol competition
or be broken up.
As reported on 60 Minutes
and Dateline, both Ford and GM
have been manufacturing and
selling automobiles in Brazil that
can use 85 percent ethanol with
no increase in the costs of the
vehicle.
To this point, the problems
have been with supply, manufac-
turing capacity, and distribution.
The supply issue has been
that only corn could be used to
economically manufacture
ethanol. Recently, however,
'technology has been developed
allowing for the use of diverse
materials such as prairie grass,
tree bark, orange peels, wheat,
wood and sugar cane to be used
in ethanol production.
The next issue has been with
manufacturing. Currently there
are 95 ethanol plants on line pro-
ducing an estimated four billion
gallons of Ethanol per year.
Sounds like a lot. The U.S.,
however, consumes in excess of


140 billion gallons of gas per
year meaning that 3,325 Ethanol
plants capable of manufacturing
a minimum of 42 million gallons
would be required to come on
line just to meet current demand.
The last problem, distribu-
tion, will be the hardest to solve,
and will require the most inter-
vention by the government.
Ethanol currently has to be
blended with gasoline and dis-
tributed to the pumps, forcing
the oil companies to accept the
product.
Accept as in not sabotage
the ethanol product and there are
multiple avenues available to the
oil companies and opportunities
to accomplish this. There is'an
old saying, it is not a crime
unless you get caught and con-
victed:
For this country to really
become free from petroleum will
require automotive manufactur-
ers to remove all formal ties with
the oil cartel and develop cars
and trucks that can run on 100
percent ethanol or other sources
of energy. And the government
will have to make it happen.


When Henry "Hank"
Hartsfield Jr. landed the Space
Shuttle Columbia after its fourth
and final test flight on July 4,
1982, he talked to Commander
Thomas "Ken" Mattingly about
what to say in case the two expe-
rienced problems adjusting to
the Earth's gravity while meeting
Ronald Reagan.
"Ken and I had a discussion
beforehand about how we would
feel when we landed," Hartsfield
said. "We were worried we
might fall down when we met
the president. I told Ken to say,
'Nice pair of shoes, Mr.
President,' if we were to fall
down."
Hartsfield, along with
Charles Bolden and Brewster
Shaw Jr., addressed a standing-
room-only audience on May 6 at
the NASA Kennedy Space
Center Apollo/Saturn V Center
in Florida when they were
inducted into the U.S. Astronaut
Hall of Fame.
"I achieved the goals I set
out to accomplish and there were
some rough spots along the
way," Hartsfield said. He
encouraged students to set goals
for themselves and try their best
to achieve them.
"You will never know
unless you try," he said.
Hartsfield also commanded the
maiden flight of Space Shuttle
Discovery in 1984 and com-
manded Challenger on a science
mission in 1985.
Shaw told the crowd the
nation has another opportunity


to return to the moon for longer
periods of time, which will help
mankind better understand why
and how we are here,as human
beings.
"By the time we get back to
the moon, the human spirit will
rise all over again, much like
during the Apollo and space
shuttle era," Shaw said. "It's
going to take a long time and it
will have to take sustained fund-
ing. I hope you will support it
when you have the opportunity."
Shaw's first space trip was
in 1983 as pilot of Columbia for
STS-9, which carried the first
Spacelab in its cargo bay. He
later commanded Atlantis on
STS-61B and Columbia in 1989
on a U.S. Department of
Defense mission.
He said his family and the
opportunity to participate in the
great human adventure of space
exploration are the things th4t
give him joy in life.
Bolden flew on four space
shuttle missions, logging 689
hours in space. He told the audi-
ence it is important to motivate
children.
"I never dreamed of being
an astronaut, never dreamed of
flying airplanes, but as opportu-
nities came along in different
stages of my life, I was able to
take advantage of those opportu-
nities as they came my way,"
Bolden said. "I challenge you to
walk away from here and make a
difference in the community you
live in."

Florida urged to follow safety precautions if
driving near wildfires.
Recent widespread wildfire activity in Florida
is contributing to hazardous road conditions in
some areas of the state and even causing vehicle
collisions resulting in death.
Mandatory evacuations in some of these areas
are forcing people to drive in these unsafe condi-
tions.
"Smoke reduces visibility, which can alter the
perception of speed .and distance," said Sojeila
Orengo, manager of traffic safety for AAA Auto
Club South. "The effect creates an unpredictable
driving environment that may require special
maneuvers, including the ability to stop quickly."
AAA offers these safety tips if you find your-


self driving on smoky roadways:
1.) Remember that the density & direction of
the smoke will change quickly with the wind, so
avoiding these danger areas altogether if at all pos-
sible is your best decision.
2.) Make sure you are aware of current road
conditions before you begin driving, especially if
you are in unfamiliar territory.
, 3.) Reduce your speed in order to have a safe
stopping distance between vehicles. Visibility will
be lowered and you want to make sure that your
own 'braking will not result in a collision with
someone else.
4.) Make sure all windows, mirrors, and
headlights are clean before you leave to ensure the
best possible visibility as ash and dust may collect


on your windshield. Keep your windows tightly
rolled up while driving.
5.) If you find yourself in severe smoke,
emergency flashers may help make you more vis-
ible to others.
6.) Do NOT use your high beams. They will
not improve visibility and may distract motorists
in front of you and those approaching from the
opposite direction. Instead use your low-beam
headlights.
7.) If the smoke is too dense and you must
stop, steer off the roadway as far as safely as pos-
sible. Try to avoid stopping near big bushes and
trees.
8.) Carry items in the car with you such as a
cell phone, first aid kit, and map in case of an


emergency.
Remember that driving near a wildfire should
only be done in an emergency situation or under
mandatory evacuation. If it's unavoidable, make
every attempt to take an alternative driving route
as far away from the smoke-prone area as possible.
