That's why a chapter of
Solutions to Avoid Red Tide
(START) is beginning in
Pinellas County. START is a
non-profit, grassroots citizen
organization that funds and pro-
motes efforts to prevent, control
and stop red tide. It also raises
public awareness about red tide
by communicating what is being
done in the area.
"Once people are educated,
then they can help visitors who
come to the area," said
Raulerson, who encourages any-
one who is interested in learning
about red tide to become a mem-
ber of START, including restau-
rant or shop owners, hotel man-
agers and boat captains.
Raulerson said that educa-
tion is important because people
are misinformed about red tide.
He said that some people believe
it to be caused by man-made
pollutions, but really it comes on
its own. Red tides actually
occurs when an explosive
growth and accumulation of cer-
fain of algae blooms, killing fish
and wildlife in its wake. It is also
known to give people skin irrita-
tion and respiratory problems
because of the airborne toxins.
So far this year, red tide has-
n't paid a visit to Pinellas
County;. But Jill Copeland, the
executive director of a state wide
organization START Florida,


says that doesn't mean the prob-
lem has gone away.
"People have a tendency to
forget this when it's out of sight,'
out of mind," she said. "We try
to keep it in the public eye.
People cannot forget it when it's
not present."
START Florida is part of the
Red Tide Alliance along with
Mote Marine Laboratory in
Sarasota and FWC-Florida Fish
& Wildlife Research Institute in
St Petersburg that works to raise
funds for research on red tide.
"That's one of the primary
commitments," said Copeland.
"To call attention to the problem,
get funding to address the prob-
lem and see if we can make a
difference."
START, which first began in
1996, was founded by General
Jim Patterson who at the time,
was mayor of Longboat Key,
Florida. In addition to helping
secure federal and state grants to
research red tide, the organiza-
tion has since expanded its influ-
ence to educate people through
two traveling displays on red
tide and four permanent dis-
plays, one of which is located at
the Pier Aquarium.

The. season isn't even two
weeks old, yet the Tampa Bay
Devil Rays have already lost
plenty. Not just in terms of
games but also in terms of per-
sonnel.


Through Tuesday's play, the
Rays had three wins, five losses,
had placed four players on the
disabled list since the beginning
of the regular season and had
been forced to rest the team's
star from last year, Jorge Cantu,
due to injury. Overall, there
were seven Rays the disabled


list, four of whom are starters.
Talk about a rough start for
new manager Joe Maddon. At
the current rate, he'll be starting.
a roster full of back-ups by the
time the Boston Red Sox come
to town at the end of the month.
Certainly, this is not the
kind of season so far that most
people associated with the team
were hoping for. You can't
blame the new skip though, not
when he's missing some of his
team's best players.
Centerfielder Rocco
Baldelli, shortstop Julio Lugo,
pitcher Mark Hendrickson and
third baseman Aubrey Huff have
all landed on the 15 day disabled
list with various injuries.
Reserve infielder Luis Ordaz has
also been placed on the list.
SWhile 15 days doesn't seem
that long, the news gets worse
considering the fact that often
times, players on the 15 day dis-
abled list can be out much
longer. Huff, for instance, is
expected to be shelved 4-6
weeks due to a left knee sprain
suffered in a collision with short-
stop Nick Green in the fourth


inning of Tuesday's 8-4 loss to
the Baltimore Orioles.
Although the season is still
very young, with the circum-
stances being as they are, the ball
club is already struggling to stay
alive in the American League
East.
The Red Sox started red hot,
winning six of seven, and the
New York Yankees returned to
form this week by beating up on
the Kansas City' Royals. The'
Toronto Blue Jays have shown
promise and the Orioles have
been busy padding their record
by dismantling the injury-
plagued Rays.
For the ninth year in a row,
it seems like the party may end
before it ever. really gets started.
The Rays are the youngest
team in the A.L. and they will be
forced to grow up in a hurry.
In an effort to buy some
time, the Rays are hoping to
make due with veteran players
such as Green, Ty Wigginton,
Russell Branyan and Tomas
Perez, who have spent large por-
tions of their careers stuck in
reserve roles.


While they are not house-
hold names, rest assured they are
athletes that Maddon should be
able to count on to give their all
now that they have a chance to
shine. Wigginton has taken
advantage of his opportunity
thus far. He had three home runs
through Wednesday.
With Hendrickson out, the
Rays are also hoping a rookie
can help out.
Jason Hammel, a 23-year-
old right-handed pitcher, was
called up from AAA Durham to
start Tuesday's game. He lasted
just. 3 1/3 innings giving up
seven runs on eight hits but real-
ly only struggled in one inning.
He is slated to start Sunday's
home game with the Kansas City
Royals and may get another start
after that.
Undoubtedly, there is a long
way to go this season, however
at this pace, it may be more of a
demolition derby than a nice,
smooth ride.

The .Florida General
Revenue Estimating Conference
Wednesday released new esti-
mates stating Florida is expected
to receive an additional $960
million in unanticipated revenue
this year and the next. The esti-
mate is in addition to the $3.2
billion in increased revenue
announced by the Revenue
Estimating Conference last
November.


"This surplus of nearly $4.2 is not a bailout of Citizens, it is Citizens, the state's insurer of

Florida's Chief Financial Officer.
"Providing rate relief for
Florida's families using surplus
tax dollars is good public policy

Florida's hard-hit homeowners."
Since 2004, Gallagher has
been calling on the Legislature
to use surplus tax revenues to
offset any assessments by
Citizens Property Insurance
Corporation, rather than taxing
Floridians twice for the damages
incurred by multiple hurricanes.
When the Legislature created


last resort, it mandated that any
shortfalls in revenue be recov-
ered through assessments on
homeowners.
"Rate relief is a short-term
solution," Gallagher said. "I
applaud Governor Bush and
state lawmakers for considering
my proposals to provide relief to
homeowners as well as long-
term, comprehensive reforms of

Military News

Coast Guard Seaman Apprentice Tanya L. Veitch, daughter
of Diana L. and Robert L. Veitch of St. Petersburg, Fla., recently
graduated from the U.S. Coast Guard Recruit Training Center in
Cape May, N. J.
During the eight-week training program, Veitch completed a
vigorous training curriculum consisting of academics and practical
instruction on water safety and survival, military customs and cour-
tesies, seamanship skills, first aid, fire fighting and marksmanship.
A major emphasis is also placed on physical fitness, health and well-
ness.
Veitch and other recruits also received instruction on the Coast
Guard's core values -- honor, respect and devotion to duty -- and
how to apply them in their military performance and personal con-
duct. Veitch will join 36, 000 other men and women who comprise
Coast Guard's force.
Men and women train together from the first day in the Coast
Guard just as they do aboard ships and shore units throughout the
world. To reinforce the team concept, Veitch, and other recruits were
trained in preventing sexual harassment, drug and alcohol aware-
ness, civil rights training, and the basics of the work-life balance, as
well as total quality management.
Veitch is a 2004 graduate of North East High School of St.
Petersburg, Fla.
Navy Chief Warrant Officer Raymond Peterson, son of
Daisy M. Ferguson of Columbus, Ga. and Raymond Peterson, Sr of
St. Petersburg, Fla., and more than 150 Sailors were demobilized
from Naval
Expeditionary Logistics Support Force (NAVELSF) Forward,
home based in Williamsburg, Va.
Peterson's unit conducted port vessel operations in Kuwait,
which included the onload and offload of supplies, ammunition and
warfighting equipment to more than 207, 000 service members
coming in and out of Iraq.
NAVELSF Forward completed its mission and returned from
its deployment two months early.Peterson is a 1982 graduate of
Jordan Vocational High School of Columbus, Ga. and joined the
Navy in October 1982.
Marine Corps Pfc. Cameron D. Fraclose, son of Sharon C.
and Thomas J. Fraclose of Palm Harbor, Fla., recently completed 12
weeks of basic training at Marine Corps Recruit Depot, Parris
Island, S. C. designed to challenge new Marine recruits both physi-
cally and mentally.
Fraclose and fellow recruits began their training at 5 a. m., by
running three miles and performing calisthenics. In addition to the
physical conditioning program, Fraclose spent numerous hours in
classroom and field assignments which included learning first aid,
uniform regulations, combat'water survival, marksmanship, hand-
to-hand combat and assorted weapons training. They performed
close order drill and operated as a small infantry unit during field
training.
Fraclose and other recruits also received instruction on the
Marine Corps' core values--honor, courage and commitment, and
what the core values mean in guiding personal and professional con-
duct.Fraclose and fellow recruits ended the training phase with The
Crucible, a 54-hour, team evolution culminating in an emotional
ceremony in which recruits are presented the Marine Corps
Emblem, and addressed as "Marines" for the first time in their
careers.

Training announced for
Pinellas online tax certificate
sale
Realauction announced this week that
two training dates for the online auction of
tax certificates in Pinellas County are sched-
uled for Thursday, May 18, 2006 at 9:00 am,
and the following Thursday, May 25 at 1:00
pm. Both sessions will run about 2 hours at
the Tax Collector's Mid County Service
Center, 13025 Starkey Road, Largo. There is
ample free parking and there is no charge for
the training. Seating is limited, however, and
participants are encouraged to register by
visiting the Training Section of the official
tax sale website at www.pinellastaxsale.com
"Personal training helps our bidders
become more familiar with the online auc-
tion process and the software interface., We
hope to encourage new bidders and serve
past bidders with this benefit," said Diane
Nelson, Pinellas County Tax Collector.
"Realauction also provides a demonstration
web site for those who cannot'attend the ses-
sions."
"We have found that educating bidders
before the auction results in an efficient
process when the auction begins. This helps
us achieve the best results for the County
and the distressed taxpayer as well," said
Realauction CEO Lloyd McClendon.
This year, Realauction will serve the
Florida counties of Columbia, Hernando,
Hillsborough, Lee, Levy, Monroe, Pinellas,
Polk, Putnam, Suwannee, and the online
sales of tax certificates in Yavapai County,
Arizona.
The Pinellas Tax Certificate Auction
website can be accessed at www.pinellas-
taxsale.com. Bidders may register and place
bids beginning May 12, 2006. The auction
will officially open at 8:00 EDT on June 1,
2006. Bidding will end on batches of certifi-
cates every hour. At that time, bids are offi-
cially submitted, and winners are deter-
mined.

Florida Communities Trust
protects access to old Tampa
Bay
The Florida Department of Community
Affairs (DCA) Wednesday announced the
acquisition of a 5.5-acre bay front parcel of
land within the City of Oldsmar. The pro-
ject, known as the Kumar Property, is the
only remaining large parcel of land within
the City of Oldsmar, which provides green
space and public access to Old Tampa Bay.
When completed, residents will enjoy recre-
ational amenities that include a bocce ball
court, fitness trails, and picnic.shelters.
"Old Tampa Bay is a Florida landmark
and I am pleased that we are able to preserve
public access to this historic site," said
Secretary Thaddeus Cohen of the
Department of Community Affairs. "In
addition, residents and visitors will benefit
from a new park that provides an array, of
recreational activities," added Cohen.
The $2.2 million project is a partnership
between Florida Communities Trust (FCT)
and the City of Oldsmar. The Florida
Communities Trust grant was in the amount
of $1.1 million and the City of Oldsmar pro-
vided the remaining $1.1 million to com-
plete the acquisition. Beginning with the
acquisition of Mobbly Bayou Preserve in
2000, FCT has awarded the City of Oldsmar
.almost,$2.8 million: to.acquire 100 acres:of
open space. :
"Florida Communities Trust works
directly with local governments to provide
grants to acquire land for public recreational
use," said Ken Reecy, Florida Communities
Trust Community Program Manager. 'This
.project is especially exciting because it pro-
tects green space in Pinellas County, one of
Florida's most densely-populated areas,"
added Reecy.

protein, researchers
used a technique
called RNA interfer-
ence. A harmless
virus ferries frag-
ments of RNA into
the body, where they
infiltrate cells and

cold-induced hyper-
tension in adults,
three groups of six
rats were housed in a
cooled chamber, kept
at a steady 44
degrees Fahrenheit
for five weeks.
The National
Institutes of Health
funded the research.
More tests are
needed to determine
if gene therapy for
hypertension will
work in humans, but
Sun said he is hope-
ful this research is
the first, step toward
a long-term way to
treat both high blood
pressure and kidney
damage.
"Ithink this will
provide a new
approach for the
effective control of
hypertension and
renal disease," Sun
said. "This (new.
research avenue) is
definitely beneficial
to patients."

With the Easter weekend
upon us, and numerous I
families hitting the road,
travelers can expect to
encounter some high prices
at the gas station.
Prices have been
escalating at a steady rate
during the first few weeks of
spring and there is little
relief in sight for the
summer.
Prices ranging from i
$2.69/gallon for regular to
2.83/gallon were spotted
across the Tampa Bay area
this week.
Not since the height of last
year's hurricane season have
prices been so steep. i


NASA Mars Rovers head for new sites

after studying layers


NASA's Mars rover Spirit
has reached a safe site for the
Martian winter, while its twin,
Opportunity, is making fast
progress toward a destination of
its own.
The two rovers recently set
out on important -- but very dif-
ferent -- drives after earlier
weeks inspecting sites with lay-
ers of Mars history. Opportunity
finished examining sedimentary
evidence of ancient water at a
crater called "Erebus," and is
now rapidly crossing flat
ground toward the scientific
lure of a much larger' crater,
"Victoria." '
Spirit studied signs of a


long-ago explosion at a bright,
low plateau called "Home
Plate" during February and
March. Then one of its six
wheels quit working, and Spirit
struggled to complete a short
advance to a north-facing slope
for the winter. "For Spirit, the
priority has been to reach a safe
winter haven," said Dr. Steve
Squyres of Cornell University,
Ithaca, N.Y., principal investi-
gator for the Mars Exploration
Rover project.
The rovers have operated
more than eight times as long as
their originally planned three-
month explorations on Mars.
Each has driven more than 6.8


kilometers (4.2 miles) about 11
times as far as planned.
Combined, they have returned
more than 150,000 images. Two
years ago, the project had
already confirmed that at least
one place on Mars had a wet
and possibly habitable environ-
ment long ago. The scientific
findings continue.
Opportunity spent most of
the past four months at Erebus,
a highly eroded impact crater
about 300 meters (1,000 feet) in
diameter, where the rover found
extensive exposures of thin, rip-
pled layering interpreted 'as a
fingerprint of flowing water.


The boldest test flight in history


Early on the morning of
April 12, '1981, two astronauts
sat strapped into their seats on
the flight deck of Columbia, a
radically new spacecraft known
as the space shuttle.
John Young, the comman-
der, had already flown in space
four times, including a walk on
,the moon in 1972. Bob Crippen,
the pilot, was a Navy test pilot
who would go on to command
three future shuttle missions. But
nothing either man had done or
would do was quite like this.
For an entire generation, the
space shuttle is NASA. We've
watched a parade of firsts --
Sally Ride, Guy Bluford, Kathy
Sullivan, John Glenn and others.
We've seen astronauts float free,
repair Hubble, and -- just last
summer -- venture under a shut-
tle for some unprecedented
repair work.
*But on that spring morning -
- just twenty years to the day
since Russian Yuri Gagarin
became the first human in space
-- all of that was yet to come.
America had not launched a
human into space'in six years,
and to that point every manned
space flight had followed the
same basic design: put a capsule
on top of a rocket, Strap in the
crew, fire the engines and go.
After the mission; only the crew
capsule -- which wasn't reused --
would return.
Young and Crippen were
about to launch in humankind's
first re-usable spacecraft. The
orbiter, which many people think
of as the "shuttle," would launch
like a rocket and land like a
plane. The two solid rocket
boosters that helped push them
into space would also be.re-used,
after being recovered in the
ocean. Only the massive external
fuel tank would burn up as it fell
back to Earth. It was all known
as the Space Transportation
'System; their mission, STS-1.
On a long list of firsts, one
stunning fact stands out: it was
the first time in history a new
spacecraft was launched on its


maiden voyage with a crew
aboard.
"It wasn't until we got to
like a minute to go," said
Crippen,."that I.turned to John
and said, 'Hey, I think we might
really do it!'"
Just seconds after 7 a.m.,
Columbia roared off of Launch
Pad 39A and into the Florida sky
above NASA's Kennedy Space
Center. About eight minutes
later, Young and Crippen were
doing laps around the Earth at
over 17,000 miles an hour.
"When the solids {solid
rocket boosters} lit off, there
was no doubt you were headed
someplace," said Crippen. "It
was a nice kick in the pants."
Once in orbit, the crew test-
ed the new craft's systems, fired
rockets used for changing orbits
and changing position, and.
opened and closed the payload
bay doors. The payload bay,
which would ultimately be used
as a science lab, launch platform,
repair shop and docking station,
was empty for this mission.
After 36 orbits and almost
55-hours Young guided the 96-
ton Columbia -- the largest,
heaviest craft to launch and land
to date -- to a perfect touchdown
at Edwards Air Force Base nin
California. Young and Crippen
had accomplished more than 130
flight test objectives.
Crippen remembers his
commander's elation: "John got
out of his seat and he was bounc-
ing around. I was ready to
applaud. It was a super
moment."
As former NASA Historian
Roger Launius wrote on the mis-
sion's 20th anniversary; "no
other nation on the face of the
Earth had the technological
capability to build such a sophis-
ticated vehicle during the 1970s.
Few could do so today."
The mission demonstrated a
host of cutting 'edge technolo-
gies, from the innovative shuttle
main engines, to the ceramic
tiles designed to prevent over-
heating, to the advanced digital


fly-by-wire control and comput-
er system; adapted by many
commercial airplanes. Since
STS-1, the shuttle has flown
more than a hundred times.
"It is unlike any other thing
that we've ever built," said
Crippen. "Its capabilities have
carried several hundred people
into space, it's carried thousands
of pounds of payload into space.
It gave us Hubble, it gave us
Galileo, it gave us Magellan.
And it's allowed us to essentially
build a. space station, although
we've got some work still to do
on that. So it is something that
has been truly amazing and I'm
honored to have been a part of
it."
S Tragically, Columbia and its
seven STS-107 crewmembers
were lost on Feb. 1, 2003, when
the orbiter broke apart on re-
entry. Speaking at a memorial
service, Crippen eulogized the
crew as well as the spacecraft he
rode on its maiden voyage.
"Columbia still had a great
many missions ahead of her. She
along with the crew had her life
snuffed out in her prime. Just as
her crew has, Columbia has left
use quite a legacy ... Hail
Columbia. "
Now the shuttle has
returned to flight, with new
equipment and procedures
designed to keep the shuttle and
crew safer than ever. As it com-
pletes its mission, NASA engi-
neers are drawing on its power-
ful propulsion elements to build
the next generation of spacecraft
that will return astronauts to the
moon and pave the way for jour-
neys to Mars and beyond.
Someday before the end of
the next decade, astronauts will
once again strap into a brand
new craft, built on the best ele-
ments from the shuttle and
Apollo. And once again, they
will roar into the Florida sky,
writing the next chapter in.
NASA's long history of explo-
ration.

North Pinellas County Utilities reclaimed

water to experience partial shut down

North County.Reclaimed Water
System will be shut down on
Monday and Tuesday of each
week beginning Monday, April
17, 2006. The hours of shut
down will be 7 a.m. Monday
until 7 a.m. Wednesday. The
system shut down will remain in
effect until seasonal rains
resume. The move is necessary
due to extremely dry conditions
and anr increase in irrigation
demands which has resulted in
the system exceeding its maxi-
mum production limit. This
action means that North County
reclaimed water customers will
not have reclaimed water avail-
able for irrigation purposes on
Monday and Tuesdays (begin-


ning April 17th) until further
notice.
The shut down will enable
customers to derive the maxi-
mum irrigation benefit from
reclaimed water during the
remaining five days of the week
when the reclaimed water sys-
tem is active. On the days when
the reclaimed water system is
active, customers are urged to
refrain from irrigating between
the hours of 10 a.m. and 4 p.m.
This is the hottest part ot the da\
when evaporation rates are high-
est.
It is possible to conserve
reclaimed water and still main-
taih a healthy lawn:
"Generally, irrigate with an
application rate of approximate-


ly 1 to 1V2 inches per week.
"Some of the brown spots
on your lawn could be due to
insect damage. Over watering

UF study: Even good employees act up if

supervisors mistreat them

Even model employees can become negative
and unproductive if their bosses are rude or mean-
spirited, according to a new University of Florida
study.
Gossiping, pilfering, backstabbing and long
lunch breaks become the norm not just for work-
place malcontents but even for exemplary employ-
ees who feel put down by their supervisors, said
Timothy Judge, a UF management professor who
led the research.
"When employees feel they're mistreated,
they get even," Judge said. "If they think their
supervisor, is nasty toward them, they will find a
way to restore that perceived level of injustice.
"Employees have a tendency to respond to
mistreatment, which means that trying to identify
and weed out 'bad eggs' in the selection process is
not enough," he said. "It's not that simple."
The findings are important because employers
often act as if workers' attitudes are irrelevant and
have no effect on how well they perform, he said.
Judge said he and a consultant asked human
resource professionals several years ago about the
value of job satisfaction and were amazed to hear
such corhments as "it's a foreign term around here"
and "the subject is never brought up."
Many companies assume employees are moti-
vated only by opportunities to earn more money or
by the threat of losing their jobs, not realizing that
positive management-labor relations influence
how long workers remain with an employer and
the extent to which they engage in helping behav-
iors, he said.
"Training supervisors to treat employees with
respect is not something that costs employers a lot
of money, and it can produce real dividends," he
said.
Judge, Michigan State University manage-
ment professor Remus Ilies, and Brent Scott, a UF
graduate assistant, looked at how people's moods
influenced their work attitudes. Sixty-four full-
time employees from different parts of the country
responded to an online advertisement for study
participants, completing daily surveys over three
weeks about their mood, job satisfaction, deviant
behavior at work and perceived treatment by their
supervisor.
In addition to self-ratings of deviant behavior,


'immediate supervisors completed an online ques-
tionnaire indicating how often the employee had
done things such as steal property from work, lit-
ter the work environment, curse at co-workers and
leave work without permission.
The results, published in the January issue of
the Journal of Applied Psychology, showed that all
employees misbehaved under certain conditions,
particularly if they were angry at work, disliked
their jobs or believed their supervisors were unfair.
Most important was the amount of hostility
employees felt, which was influenced by how they
thought their supervisors treated them. "If your
supervisor is mean or rude to you, it increases your
workplace deviance because it makes you angry
and frustrated," Judge said.
Unfortunately, many human resource depart-
ments adopt police and practices designed to
squelch bad behavior rather than look for its root
causes, he said.
"They may control one form of behavior, but
the problem is employees become deviant in other
behaviors that are less observable and less easy to
control," Judge said.
For example, if employees who find their
supervisors unfair and mean-spirited retaliate by
leaving work early and are disciplined for it, they
might rebel by taking long lunch breaks, gossiping
behind their bosses' backs or surfing the Internet
during working hours, he said.
"How is the employer possibly going to
observe and control all those behaviors?" he said.
"That's not to say we're not responsible for own
actions or shouldn't be punished, but employers
need to look at whether they do things in a context
to promote those behaviors."
Some business leaders may claim they cannot
pay attention to how workers are treated if they are
to keep a sharp eye on company profitability,
Judge said, but one interest doesn't have to come at
the expense of the other. "You can be hard-nosed
about business effectiveness and still be concerned
with the attitudes of your employees," he said.
Sandra Robinson, chairwoman of the
University of British Columbia business school's
organizational behavior and human resources divi-
sion and an expert on employee-employer rela-
tions and workplace deviance, said the results
"demonstrate that poor management can lead even
the best employees to engage in dysfunctional and
harmful behaviors at work."
