Wednesday was the first
full-squad workout for the Rays.
The team spent the first half of
an hour huddled in a meeting
with new manager Joe Maddon
and his coaching staff. It was
the first opportunity the staff had
to see all of the players on the
field. Maddon said the first day
was mainly to help everyone get
their feet wet.
"I'm not looking for any-
thing," said Maddon. "I watched
.a couple pitchers throw and
watched a couple guys hit that I
haven't seen. Today I just want-
ed to get it rolling." -
After the initial meeting, the
team worked on defensive drills.
Much of the last hour of practice
was devoted to batting practice.
"I was really happy with the
first day," Maddon said. "The
players responded well. They
like some of the adjustments
we've made and how we do
things. They did everything we
asked them to."
This season, the entire Rays
organization is adjusting. With a
new majority owner, president
and player personnel managers
in place, in addition to numerous
new faces among the coaching
staff, the 2006 version of the
Rays certainly offers a new.
appearance.


While spring,.training may
be nothing more than practice
sessions for regular starters such
as LF Carl Crawford, 3B Aubrey
Huff and 2B Jorge Cantu, for.
many of the 63 players attending
the preseason camp, this is their
opportunity to demonstrate that
they deserve to play with the big
boys.
Many eyes in the crowd of
several hundred spectators who
watched Wednesday's workout
were focused on several of the
Rays' promising young ballplay-
ers including Delmon Young,
B.J.4Upton and Elijah Dukes.
All three are widely consid-
ered by baseball experts to be
among the top prospects in the
sport. Each will make an effort
this spring to show that their
time is now.
No matter who is on the
field on Opening Day, Maddon
made it clear Wednesday that the
team will set its sights high.
."We're going out there to
win every night," said Maddon.
"There's a lot of pride in that
room. 'There's a lot of tremen-
dous athletic ability in that
room. We're not going to go out
there to just play rummy to any-
body, we're going out there to.
win a game."

Robert Jackson, who's run-
ning for his third term, said that
he has worked hard to know
what the residents of Largo
want. "I have good health, desire
and I want to make this city bet-
ter, said a 71-year-old Mayor of
Largo.
He welcomed the challenge
presented by Pat Gerald, a Largo
Commissioner who decided to'
run against Jackson in this may-
oral race. Yet, he doesn't agree
with some of the comments
Gerald has made in her cam-
paign.
She has asked for progres-
sive and pro-active leadership
and emphasized that the city is
at the crossroads. She doubted
Jackson's leadership skills to
lead the city in the right way.
She asked for time of a change
and new leadership. The city of
Largo doesn't have term limits
for its staff.
Jackson plans to stay with
the things as they are and con-
tinue with the progress of the
city. He has touted last year's
success in saving hundreds of
dollars for Largo residents by
cutting property taxes without
cutting services. He has man-
aged the Largo's finance and
brought the city a surplus of $6
million.
Gerald voted against tax
cuts, he said.
There are far and few issues
they agree. They agree on the
problem of affordable housing
that each city faces. I think it is
something that needs to be done,,
he said. "It is a serious problem
in the state of Florida. "
It creates, a gap between
their ability to rent and the
wages they receive. "Wages
don't keep up with the cost of


living and that's a big problem,"
he said.
"We need help from the
state," he said. The city of Largo
has partnered with some of the
agencies to create assistance
counseling. The mobile homes
residents, who have passed
issues in the rest of the county,
have been protected under
strong rights implanted in previ-
ous years, he said.
Another project in works is
the Clearwater-Largo road that
has been in planning for years,
said the mayor. He would also
like to address the traffic in the
city and install Smart Lights,
signals that are able to sense the
flow of the traffic and control
the length of various traffic
commands. He would like to
implement a trail connector
throughout the city.
Jackson has touted many
projects in the city for the past
years. The city has built a fire
training tower, Gulf coast reha-
bilitation center and implanted
$4 million worth of computers
in the police department.. Three
nature park projects have been
completed and the arrival ot St.
Petersburg College has become
a center stone for the city.
S"I am proud that business
want to come and invest in our
city," he said. The city has
issued $172 million in building
permits just last year alone.
Jackson, who has been
Largo commissioner since 1974,
has seen the changes the city has
endured. "When I came on
board, I wanted to improve the
image of Largo," he. said. "We
were second-rate city," said the
mayor running for his third
term.
Now he sees its new image.
"Largo has become a very
progressive city."

There are four words that
serve as a rite of passage each
year for baseball fans to start
evaluating and debating their
favorite teams for the upcoming
season. The phrase 'pitchers and
catchers report' to baseball fans
is like kids on Christmas hearing
'it's time to open presents'.
Last week, pitchers and
catchers from Major League
teams across the country arrived
in Florida and this week, their
teammates joined them as anoth-
er year of spring training got
underway in the sunshine state.
For those who have suffered
through a long winter since the
Chicago White Sox won the
World Series last fall, the arrival
of these days when players once
again are picking up their gloves
and tossing the hardball around
is a welcomed sign of spring.
There are four teams that
train in the Tampa Bay area.
The Philadelphia Phillies in
Clearwater, the Toronto Blue
Jays in Dunedin, the New York
Yankees in Tampa, and our own
Tampa Bay Devil Rays at the
Raymond A. Naimoli complex
in St. Petersburg.

Navy Seaman Recruit Joseph M. Paladino, son of Sarah M.
Harlan of St. Petersburg, Fla. and Joseph M. Paladino of Mc Kees
Rocks, Pa., recently completed U.S. Navy basic training at Recruit
Training Command, Great Lakes, Ill.
During the eight-week program, Paladino completed a variety
of training which included classroom study and practical instruction
on naval customs, first aid, firefighting, water safety and survival,
and shipboard and aircraft safety. An emphasis was also placed on
physical fitness.The capstone event of boot camp is "Battle
Stations". This exercise gives recruits the skills and confidence they
need to succeed in the fleet. "Battle Stations" is designed to galva-
nize the basic warrior attributes of sacrifice, dedication, teamwork
and endurance in each recruit through the practical application of
basic Navy skills and the core values of Honor, Courage and
Commitment. Its distinctly "Navy" flavor was designed to take into
account what it means to be a Sailor.
Paladino is a 2005 graduate of Sto-Rox High School of Mc
Kees Rocks, Pa.
Navy Seaman Naason S. Borden, son of Angela D. and
Lemuel C. Borden of St. Petersburg, Fla., was recently promoted to
his current rank upon graduation from recruit training at Recruit
Training Command, Great Lakes, Ill.
Borden received the early promotion for outstanding perfor-
mance during all phases of the training cycle. Training which

Early voting, absentee ballots
set for March 7 and March 14
municipal elections
Early voting begins 15 days prior to
each election for voters' convenience in all
Pinellas County Supervisor of Elections
offices.
For the March 7 Municipal Elections,
early voting is Feb. 20 March 4. For the
March 14 Municipal Elections, early voting
is Feb. 27 March 11.
Early voting hours are Monday through
Friday, 10 a.m. 6 p.m.; and Saturdays, 8
a.m. 4 p.m. A new state law limits early
voting to eight hours per weekday and eight
hours total per weekend either Saturday,
Sunday, or a combination of the two days.
The law now excludes early voting the day
before the election.
To avoid delays and extra paperwork,
citizens should bring picture and signature
identification to the polls. Anyone without
valid ID can vote a provisional ballot, which
will be evaluated by a canvassing board for
eligibility.

Court St., Room 117, Clearwater; 14255
49th St. N., Suite 202, Clearwater; and 501
1st Ave. N., St. Petersburg.


Florida law provides that any registered
voter may request an absentee ballot in per-

official to speak at League of
Women voters event
The League of Women Voters of the St.
Petersburg Area invites the public to attend
"A Conversation about Our Schools," with
Dr. Nancy S. Zambito, deputy superinten-
dent of Pinellas County Schools, on
Wednesday, March 1, 2006, from 7:15 to
8:45 p.m. at the St. Petersburg Main Library,
3745 9th Avenue North.
Zambito, deputy to Dr. Clayton Wilcox,
Pinellas County School Superintendent,
helps lead a school district that includes a
total of 158,212 students, 178 schools and
education centers, 13,556 full-time or part
time instructors and administrators, and
6,382 full- or part-time support services


staff. The 2005-2006 budget was $1.28 bil-
lion.
Because of a scheduling conflict,
Zambito replaces Wilcox, who had planned
to represent Pinellas County schools at the
March 1 League event. She will discuss a
number of issues facing the schools-many
of which have made headline news- and will
respond to questions. Her experience as an
educator includes teaching language arts
and gifted education in grades 3 through 12
and serving as an elementary school and
high school principal. She became deputy
superintendent in 2004.
Light refreshments will be served at the
League event. No reservations are required.
The League of Women Voters is a non-
partisan political organization that encour-
ages informed and active participation of
citizens in government and influences pub-
lic policy through education'and advocacy.
Membership is open to all women and men
who support the purpose and policy of the
League.

CHAPTER 287.055, FLORIDA STATUTES

The Board of County Commissioners of Pinellas County is
seeking a qualified consultant to provide professional engineering
consulting services for the 49th Street Sidewalk project.

This project involves the construction of a sidewalk along both
sides of 49th Street from 38th Avenue North to Lake Boulevard.
The limits of the project include some sections that contain
existing sidewalk that are in good condition and will remain. The
scope includes design of new sidewalk to fill in the gaps of
missing sidewalk; evaluation of existing sidewalk to determine
replacement needs; and minor geometric changes to the
intersection of 49th Street and 54th Avenue North. Federal funds
are being used for this project; therefore, a Programmatic or Type
1 Categorical Exclusion must be prepared in accordance with
FDOT's PD&E Manual. Consultants must be prequalified with
FDOT in 2.0 Project Development & Environment Studies.

This topographic survey for the missing gap areas'has been
completed by the Pinellas County Survey Department. The
selected consultant will be required to provide topographic
surveying in the areas of the replacement sidewalk and determine
the location of existing right-of-way.

The Public Works Department intends to evaluate and rank
submittals, then negotiate an agreement with the number one
ranked firm.

The Board of County Commissioners of Pinellas County is
seeking multiple, qualified consultants to provide general
environmental and geotechnical services for the Public Works
Surface Water Engineering Division /

The required services will be environmental and geotechnical
engineering tasks. These services shall include, but are not
'limited to, soil and sediment sampling, laboratory analysis, core
sampling, SPT borings, DRIT, and. reporting with
recommendations. Typical Surface Water Engineering projects
are maintenance dredging, drainage. improvements, pond
enhancements, and creation of regional mitigation areas. The
County will provide location maps and scopes of service on a
project by project basis.

The duration of the general contract will be three years.

and Minority Business Assistance Act of 1985, if
applicable.

Evaluation of each submittal will be based upon the following
criteria:


1., Capability/adequacy of firm's proposed staff or sub-
consultants to be assigned to the project.
2. Firm's recent relevant experience on projects
comparable to the County's project.
3. Evaluation of the firm's past County performance or
performance with other agencies based on references
from firm's clients.
4. Firm's size, capability and business ability relative to
the County's project.
5. Location and ability to handle project workload.
6. Minority Business Enterprise Certification.

State of Florida Board of Professional Engineers Certificate of
