'Can't wait to go to work'

Mayor Rick Baker recount-
ed his past few years as mayor of
St. Petersburg when he gave his
"State of the City" address host-
ed by the Tiger Bay Club on
Wednesday.
He was introduced as "a
man who had more energy than
all of the staff put together at the
end of the day."
Baker, who was sworn last
week to serve another four years
as. mayor of St. Petersburg,
called it an honor.
"I consider, to be elected as
a mayor of a city, the greatest
honor in my life," said Baker to
the crowd of more than 100 at
the St. Petersburg Yacht Club.
"It is a neat.thing when you
live in a special place, and St.
Petersburg is that place, and
when you live in a special
moment," he said. He talked
about the accomplishments the
city has made in the past four
years.
He praised city council and
staff for their job. He touted
development of neighborhoods


through the creation of dog and
skateboard parks and improve-
ments to public safety as a result
of increasing the number of cops
in city neighborhoods.
"I am looking at ways to
make the neighborhoods better,"
he said.
Baker also touched on the
fact that the city has updated its
hurricane plans.
"We keep preparing for hur-
ricane that keeps missing St.
Petersburg," he said.
Baker described economic
development in the' city as
"strong and ongoing." He pro-
claimed the city as the cultural
center of the state of Florida. He
vowed to keep the character of
downtown intact and to maintain
a "pedestrian view of things" by
preserving and creating more
parks.
Midtown has witnessed the
greatest transformation to date.
The famous 22nd Street South is
a different place than it was four
years ago, said Baker.
"Instead of vacant lots and
fall out buildings, it's got Mercy
Hospital, Royal Theater, grocery


store,. business spaces and a
bank coming."
During the question and
answer portion of the meeting,
where Tiger Bay members are
allowed to ask questions, Baker
battled issues from murder rate
in the city to the lack of parking
in downtown.
The city had a higher crime
rate this past year. Baker said he
couldn't pinpoint why, consider-
ing that two years ago the rate
was low. He did, however, point
to drug and domestic issues for
the spike in murders, and
assured the members that the
city council is addressing those
problems.
When asked what he
thought about the "school of
choice" rule, he said that he
doesn't want to have re-segrega-
tion in school systems because it
is bad for the schools.
"My focus is to do the any-
thing in my power to make the
46 schools the best they can be."
"I can't wait to get in my car'
and go to work," he said. "It is
the best and most enjoyable
thing I have done in my life."


Pinellas County goes


through dog training

World reknowned dog train-
er Brian Kilcommons is making
a brief stop in Pinellas County
this week.
He visited SPCA Tampa
Bay to lend a helping hand to 60
volunteers who needed to com-
plete the training courses of the
Family Dog Training Program.
He also came to attend national
championship dog events sched-
uled for this weekend in Tampa
Kilcommons hopes his visit
will shine light on the fact that
about 70 percent of dogs are
relinquished to animal shelters
due to the behavioral problems.
"People got them as pup-
pies, tried to train them and
failed," he said. "Most of them
are between seven and twelve
months old when they are
dropped off in the animal shel-
ters."
As a way of dealing with
the issue, the SPCA Tampa Bay
created the Family Dog Training
Program in January 2005 under
the guidance of Kilcommons
and SPCA staff members. The
program trains SPCA volunteers
to teach shelter dogs basic obe-
dience and social skills which
makes them more adoptable.
Every year, about 45,000
animals are turned into animal
shelters in Pinellas County
alone. The SPCA provides ser-
vices to between 16,000 and
17,000 animals.
Kilcommons said new dog
owners often make mistakes
with their new pets.
"A lot of times people wait
to train the puppy and don't real-
ize that the training needs to
start as soon as the puppy enters
the home," he said.
Kilcommons said it is
important that the puppy gets the
exercise and the attention it
deserves. He said some owners
consider hitting and yelling at
the dog or a puppy as a way of
training the dog.
"Half of the dogs in
America think. their name is
'No."
Kilcommons said new dog
owners must try to understand
that puppies don't develop mus-
cle control right away and that
their first sixteen weeks with the
pet need to be spent to irhprint
surroundings into a puppy.
Kilcommons said that the
three most important things
every owner needs to know and
practice are teaching, leadership


and generosity.
"Puppies need to get the
feel of what the real life is
about," said Kilcommons.
He hopes that his new DVD
will smooth the transition for
any new pet owner.
Kilcommons created a fun
and effective puppy training
DVD, a manual that addresses
preventable and correctable
puppy behavior. The DVD is
sponsored by IAMS and MERI-
AL companies.
"Our goal is to give the best
information possible that is
affordable and accessible," said
Kilcommons, whose eighth
book, My Smart Puppy, will be
released in fall of 2006.
Kilcommons shares his
expertise by lecturing at Tuffs
Animals Expos, the North
American Veterinary
Conference and to members of
the Pennsylvania Veterinary
Medical Association.
He has been featured on dif-
ferent national TV shows and
articles on him have appeared in
many national magazines and
newspapers.
Kilcommons and his wife
and partner Sarah are the pet
contributors to Parade
Magazine.
Kilcommons, a director of
training for animal care and con-
trol of New York City, has co-
authored numerous books with
Sarah. They include: Your Dog:
An Owners Manual; Good
Owners, Great Dogs:
Childproofing Your Dog; Good
Owners, Great Cats; Mutts:
American Dogs; Trails From the
Bark Side and The Complete
Guide to Selecting a Breed; and
Metrodog: Raising a Dog in the
City.
He started training his
neighbor's dogs as a young
child. At an early age, he decid-

"There's an immediate grat-
ification of establishing commu-
nication with different species
and meeting so many people
from politicians to movie stars,"
he said. "Something magical
happens when you can commu-
nicate with animals."
Brian's career spans more
than thirty years in which he has
become a spokesman in the
fields of animal behavior and
training. He says that you
become a better trainer as time
goes by.
"You are constantly learn-
ing," he says.

Military News

Navy Seaman Franklin A. Perea, a 2004 graduate of Gibbs
Senior High School, St. Petersburg, Fla., recently completed U.S.
Navy basic training at Recruit Training Command, Great Lakes, Ill.
During the eight-week program, Perea completed a variety of
training which included classroom study and practical instruction
on naval customs, first aid, firefighting, water safety and survival,
and shipboard and aircraft safety. An emphasis was also placed on
physical fitness.
The capstone event of boot camp is "Battle Stations". This
exercise gives recruits the skills and confidence they need to suc-
ceed in the fleet. "Battle Stations" is designed to galvanize the basic
warrior attributes of sacrifice, dedication, teamwork and endurance
in each recruit through the practical application of basic Navy skills
and the core values of Honor, Courage and Commitment. Its dis-
tinctly "Navy" flavor was designed to take into account what it
means to be a Sailor.
Aaron I. Warren has joined the United States Army under the
Delayed Entry Program. The program gives young men and
women the opportunity to delay entering active duty for up to one
year.
The enlistment gives the new soldier the option to learn a new
skill, travel and become eligible to receive as much as $50,000
toward a college education. After completion of basic military
training, soldiers receive advanced individual training in their
career job specialty prior to being assigned to their first permanent
duty station.The recruit qualifies for a $20,000 enlistment
bonus.Warren, a 2004 graduate of North Surry High School, Mount
Airy, N.C., has reported to Fort Benning, Columbus, Ga., for active
duty. He is the son of Sandra M. Sanders of Palmetto Drive,
Pinellas Park, Fla., and Peter T. Greenan of W. Pine St., Mount
Airy.
Army Spec. Anthony A. West has graduated from basic
infantry training at Fort Benning, Columbus, Ga.
During the nine weeks of training, the soldier received training
in drill and ceremonies, weapons, map reading, tactics, military
courtesy, military justice, physical fitness, first aid, and Army his-
tory, core values and traditions. Additional training included devel-
opment of basic combat skills and battlefield operations and tactics,
and experiencing use of various weapons and weapons defenses
available to the infantry crewman.
He is the son of William West of Forest Court, Dunedin, Fla.,
and Anne McKillips of Lake of the Woods Drive, Venice, Fla.
West graduated in 1994 from Berkeley Preparatory School,
Fla., and received a bachelor's degree in 1998 from the University
of South Florida, both in Tampa.

Pinellas County Connection
Centers celebrate their
anniversary
Pinellas County opened three County
Connection Centers on January 11, 2003 as
a way to provide expanded community out-
reach to all Pinellas residents-no matter
where they live. The north, southwest and
southeast branches bring county govern-
ment services closer to citizens. The centers
provide answers to questions about county
programs, find solutions to citizens' con-
cerns and serve as the county's direct link to
the community.
The third anniversary of the County
Connection Centers was celebrated on Jan.
11 at the north and southwest offices.
Commissioner Bob Stewart visited the
Southwest County Connection Center, 8202
113th Street, Seminole. Commissioner
Susan Latvala was at the North County
Connection Center, 2431 Tampa Rd., Palm
Harbor. Both centers are located within
Pinellas County Utilities Services Center
locations.Citizens served by the Southeast
County Connection Center 13805 58th St.
N., Suite #1-200, in Clearwater will wait
until next month to celebrate. That location
will host a grand opening next month to cel-
ebrate its new quarters. From 11 a.m. to 1
p.m. on Saturday, Feb. 18, the new
Southeast County Connection Center will
be relocating to 3875 54th Ave. N. in St.
Petersburg's Lealman area. The new loca-
tion is part of the county's commitment to
provide Lealman residents with enhanced
services. County Commissioners and staff
will be in attendance.
Center staff is available to meet with
homeowners associations, civic clubs and
crime watch groups to discuss county initia-
tives, programs and services. To schedule a

Healthy Weight Week is
January 15-21
S Healthy Weight Week is a national
observance that focuses attention on the
importance of staying at a healthy weight.
This is especially important at a time when
60 million Americans are reported to be
overweight. According to a study conducted
by the Centers for Disease Control and
Prevention (CDC) in 2005, an estimated
112, 000 deaths each year in the U.S. are
directly associated with obesity. During
Healthy Week, and all year long, the
Pinellas County Health Department encour-
ages individuals to learn more about obesi-
ty, overweight and the importance of stay-
ing fit.
What is a healthy weight?
A healthy weight is different for every-
one. A person's weight is based on many
factors such as genes, food intake, muscle
mass, bone density, and level \of physical
activity. Therefore, it is impossible to have
one ideal weight that suits every body type.
Healthy weight is not just about weight loss.
It includes lifestyle, eating habits, and good
nutrition, combined with physical activity.
Eating a balanced diet provides the human
body with the energy it needs to function
properly. Personal dietary habits directly
affect the body's well-being and a person's
quality of life. Normal eating implies eating
three meals and one or two snacks a day,
and eating at regular times. It also means
choosing a variety of foods and eating all
foods in moderation.
How many people are at a healthy
weight?
According to the National Institute of


Diabetes and Digestive and Kidney
Diseases, only one in three American adults
are at a healthy weight, with two of three
being overweight or obese.
How does healthy weight influence a
person's life?
Maintaining a healthy weight can
enhance feelings of well-being and provide
the needed energy to lead a fulfilling life.
Healthy weight management is an important
part of self-esteem, because your weight
affects your body image, emotions, moods,
and physical stamina. A healthy weight can
help to reduce your risk for physical and
mental illnesses.
What can be done to reach and stay
at a healthy weight?
Efforts to get individuals to maintain a
healthy weight begin with our children.
Parents have an important role to play,
because they are typically the primary
source of information. More importantly,
they are the primary role models when it
comes to establishing children's eating
habits. Children learn from their parents
what to eat, when to eat, and how much to
eat. For children and adults alike, it is
important to get in touch with the body sig-
nals that tell you when you are hungry, full
or have overeaten.
Adults who wish to change their behav-
iors, attitudes, and lifestyle patterns in order
to reach a healthy weight should begin by

physical fitness.

Pinellas County Health
Department awarded one of
nine FHIN grants
The Pinellas County Health
Department was selected as one of nine
recipients of state funding under the new
Florida Health Information Network
(FHIN) grants award program, in a Friday
(Jan. 6) morning ceremony at the University
of South Florida College of Public Health.
"This is the cutting edge," said Florida
Lt. Governor Toni Jennings, who attended
the event with Florida Agency for Health
CarAdministration (AHCA) Secretary Alan
Levine. "These nine projects put Florida at
the forefront of the national electronic med-
ical records movement."
AHCA, the state agency chosen to
administer the grant funds, awarded the
Pinellas County Health Department
$110,985 in Category 1 (Planning) funds to
develop an action plan for the proposed
Pinellas Regional Health Information
Organization: Diabetes and Pediatric
Asthma Health Information Exchange
(Pinellas RHIO).
Pinellas RHIO is one of 13 Pilot
Projects identified by the state and listed on
the FHIN web site:
http://ahca.myflorida.com/dhit/pilot pro-
jects.shtml A total of $1.5 million in
matching funds was provided by the state-
legislature in response to initiatives by both
President George W. Bush and Florida
Governor Jeb Bush to develop and imple-
ment a strategy for the adoption and use of
electronic health records.
Pinellas RHIO will be administered
through the Pinellas County Health
Department's Information Technology (IT)
Division, under the supervision of Assistant
Health Director Claude M. Dharamraj,
M.D., M.P.H. and FHIN Project Director
Marisa Pfalzgraf.
Declaring an overall goal to reduce the
incidence and economic burden of diabetes
and pediatric asthina, Pinellas RHIO will
strive to create an action plan with two main
components:


1.To supply clinical and public health
chronic disease information/data currently
missing from FHIN pilot health information
exchanges (HIEs) now developing under
the Tampa Bay RHIO umbrella (Tampa Bay
Partnership Foundation and USF/ACH).
2.To demonstrate how public health
information/data can be utilized to provide
critical health outcomes and patient health
quality data in the evaluation of target HIEs.
The grant provides for a 19-person
Pinellas RHIO Advisory & Planning Board
which includes many of the important
healthcare stakeholders in Pinellas County.
The Pinellas RHIO also includes a sec-
ond component which has not yet been
funded. The Pinellas Injury Surveillance
Exchange (PISE) seeks to reduce the burden
of injury in Pinellas County by creating a
countywide injury surveillance system that
interacts with existing infrastructures of
bioterrorism, EMT and other electronic
mortality/morbidity databases.
"We are confident we will find the
funds to support this project, as well," said
Pinellas County Health Department
Assistant Health Director Claude M.
Dharamraj, M.D., M.P.H.
Lt. Gov. Jennings also announced that
Gov. Bush has asked the legislature for $5
million in FHIN monies in his next state
budget. Another round of (legislature-fund-
ed) FHIN grant initiatives will be
announced in March.


Ikebana exhibition brings
"Dancing Flowers" to life
The St. Petersburg chapter of Ikebana
International showcases the ancient
Japanese art of flower arranging at Pinellas
County Extension during its annual exhibi-
tion on Saturday and Sunday, Jan. 21-22.
Hana no Odori ("Dancing Flowers" in
Japanese) is the theme for the group's 44th
Ikebana exhibition. More than 90 arrange-
ments will be on display during the exhibi-
tion. Society members will also be on hand
to answer questions about Ikebana and to
demonstrate this beautiful art that dates
back to the 6th century. During the event,
visitors will also' have the opportunity to
sign up'for Ikebana classes during the exhi-
bition as well as for workshops coming up
in February.
On Jan. 21, event hours are 9 a.m.-5
p.m. and demonstrations are scheduled at 11
a.m., 2 p.m. and 3:30 p.m. Jan. 22 hours are
S11 a.m.-4 p.m. with a demonstration at
noon. Ikebana classes will be held on Jan.
21 at 1 p.m. and 3 p.m. and at 2 p.in. on Jan.
22. The cost per class is $15. Visitors inter-
ested in signing up for the classes should
call (727) 510-2490 to reserve a space;
those attending either class.should bring
their own garden shears.

arrangements, books and posters on Ikebana
during January.

QUASI-JUDICIAL
The BOARD OF ADJUSTMENT of the City of Pinellas Park
will hold a QUASI-JUDICIAL PUBLIC HEARING at 7:30 p.m.
in City Council Chambers of City Hall, 5141 78th Avenue North,
Pinellas Park, Florida, on January 24, 2006. At this time, the
Board of Adjustment will entertain all public comment regarding
any item on their agenda. All case files are available for review

proceeding. Written communication received eight (8) days prior
to the hearing by the Board of Adjustment will be included in the
material sent to the Board of Adjustment. The Board of
Adjustment may, in its discretion, allow other written communi-
cation to be presented at the quasi-judicial hearing where (i) it is
desirable to do so because of the consideration of law, equity or
fairness; and (ii) the written communication could not reasonably
have been submitted in time to be included in the material sent by
staff to the Board of Adjustment.
Any person who decides to appeal any decision of the
Board of Adjustment with respect to any matter considered at
this meeting will need a record of the proceedings, and for such
purpose, may need to ensure that a verbatim record of the pro-
ceedings is made, which record includes the testimony and evi-
dence upon which the appeal is to be based. The City maintains
a tape recording of all Public Hearings. In the event that you
wish to appeal a decision, the tape may or may not adequately
insure the verbatim record of the proceedings, therefore, you may
wish to provide a court reporter at your expense.
FOR THE HEARING IMPAIRED An interpreter for
individuals with hearing impairment will be made available upon
requests made at least 72 hours in advance. Also, an Assistive
