Vickers discusses hurricanes

as the season ends

By Irena Milasinovic
Staff Writer
Charley. Francis, Ian.
Jeannie. Katrina, Wilma. Alpha
and Gamma are just a few of the
hurricanes, that had passed
through Florida in the past year.
What do we do? Are 1we
prepared? What can be fixed?
Those were just few of the
quesuons a cro\d of 50 asked
Pinellas County Emergency
Services Director Garn Vickers
at the St. Petersburg Yacht Club
on Tuesday. Nov. 22 The e\ent.
sponsored by the Suncoast Tiger
Ba\ Club. just comes days
before the Nov. 30, the official
last day of a hurricane season.
This season \was the k orst on the
record in Florida.
The aftermath of Katrina
has brought to light the short-
falls of the nation's emergency
management planning and put
the spotlight on the agencies
responsible. With Tampa Ba)
dodging yet another hurricane.
Vickers discussed what would
happen if hurricane finally hit
the area. and what is being done
to prepare for such ordeal.
"The worst case scenario is
hurricane Category 5." said
Vickers.
"We would have tens of bil-
lions of dollars in damages. A

valuable real-estate and infra-
structure that took decades to
built would disappear."
With Categor) 5 hurricane
over half of the county's popula-
tion would have to evacuate.
Vickers said that \ith that kind
of hurricane, the county would
be in need to have shelter space
for at least 140.000 individuals
Currently shelters can house
about 70.001) peo-

Vickers gave

Count\."

densely populated
county in Florida.

Gar

areas," said Vickers. There are
272.000 people o\er the age of
65. About 100.000 individuals
are belo\ the potenrt leel. Ten
percent of households don't own
a car. There are 16 hospitals and
79 nursing homes. Over 49,000
mobile homes are situated in the
county.
"These are the issues that
need to be taken into considera-
tion," said Vickers.
The position of the county
creates problems with the evacu-

action.
"We are peninsula on a
peninsula." said Vickers. "We
have limited routes to get out
and limited routes to get
resources in."
He defined the shelter as a
"place of safety for people who
ha\e nowhere else to go."
Vickers said that there are
few things that could be done
He said
that the leg-
isl nature
needs to
form a pre-
dis'aster mit-
igation as
one of the
priorities.
On personal
level, the
pre-mitiga-
ry Vickers tion would
press the needs of individuals to
protect their own. including
proofing their houses, preparing
all dithe necessary items in case of
the hurricane and having an
evacuation plan.
It would d focus on infra-
structure as \etll.
"We need to builder smarter
as we turn o\er and build new
infrastructure. said Vickers.
"It is much cheaper to rmti-
gate what needs to be done
before the disaster hits then to

deal with all the stuff after the
damage is already done," said
Vickers. He also proposed to
have funding for all the schools
so they would be able to serve as
shelters. He-isked to have gener-
ators in the public shelters.
"It is a common misconcep-
tion that all public shelters have
generators."
He praised the coordination
between the municipalities and
the counties, and their leadership
abilities.
"The most important thing
is to minimize suffering and/or
death of our residents," Vickers
said. "It is important never to
turn it over to the FEMA and just
say we can't to do this, take it
over."
When asked whether the
county was prepared for a direct
hit from hurricane Charley as it
was anticipated, Vickers
explained that even though peo-
ple had enough time to evacuate.
many ignored the alert. He went
on to describe the hurricane
Charley's course as a text book
case. Only 8,000, individuals
showed up ,at the shelters.
"People didn't take it seriously,"
he said "Those people who
waited till last minute to go to
the shelter if Charlie hit would
be dead now.'"
He was asked what he

would do differently if he was in
the charge of the New Orleans
response team. He said that he
would make more contact with
the public.
"Whoever was running the
operation, he should have been
in front of the media more to let
the public know what was going
on.
"And I would not let those
people die. When you put people
m refugee, you take responsibil-
ity of them. You just don't look
at the problem and say it is now
the state and federal issue."
Vickers said that the pres-
ence of the organization wasn't
good, and the portray of the
operation wasn't adequate.
"I had no idea what was
going on," he said.
He concluded that the cate-
gory 3 through 5 hurricanes that
directly hit the area will have a
significant impact on the com-
munity changing it forever.
"We will lose historical
buildings, which are irreplace-
able; We willlose people which
we know," Vickers said. "We
need, to build smarter and
stronger but it will never be the
same Pinellas County we now
know," said Vickers referring to
a possible catastrophic hurricane
hit on the county.
"That's just the reality."

Law enforcement prepares for
holiday traffic: Click It or

Law enforcement agencies throughout
the state are participating in the
- Thanksgiving Click It or Ticket Florida hol-
iday campaign to heighten safety belt use*
S awareness during one of the busiest travel
times in the U.S. The mobilization con-
ducted by the Florida Highway Patrol and
local law enforcement agencies throughout
Florida will run from November 18th to
November 30th to coincide with the
SThanksgiving holiday.
f The National Highway Traffic Safety
S Administration (NHTSA) projects there
S could be as many as 567 highway related
S deaths over the 2005 Thanksgiving holiday
weekend. Last year in Florida alone, during
the same 13 day campaign period, 77 people
died in motor vehicle related crashes, over
half of these individuals were not using
safety belts.
"It is important that motorists under-
stand the importance of buckling up every
time they get into their vehicle," said Carla
Sims, Florida Department of Transportation
Traffic Safety Administrator. "The simplest
and most effective action a motor vehicle
driver or occupant can take to save their life
is to spend a few seconds buckling their
safety belt."
Law enforcement officers throughout
'Florida are; doing a great job saving lives
through safety belt enforcement. The
Thanksgiving holiday kicks off one of the
nation's busiest travel seasons of the year so
law enforcement agencies will be increasing
their visibility and will have more patrol
units out on the road protecting motorists.
"Law enforcement agencies in Florida
enforce the safety belt law every day," said
s Traffic Safety Administrator Sims.
S "However, with the holiday season fast
approaching, this Thanksgiving Click It.or

needed awareness to the importance of
using your safety belt during a time of the

together to remind everyone this holiday

ing about chicken and poultry consumption.

Keep raw meat and poultry apart from
cooked foods.
Wash hands, utensils, and kitchen sur-
faces with hot soapy water after they touch
raw meat or poultry.
Cook poultry and eggs thoroughly.
Eat cooked food promnptly and refriger-
ate leftovers within 2 hours after cooking.
t's important to practice safe food han-
dling and preparation because millions of
people get sick from dangerous bacteria in
food every year. Many people don't link
their illness to food-borne bacteria. They
think they have a case of the flu. An indi-
vidual can become sick anytime from 20
minutes to 6 weeks after eating food with
some types of harmful bacteria. Infants and
young children, pregnant women, and older
adults are at greatest risk for food borne ill-
ness.
