Thousands of people turned out this past Saturday for the 13th
annual St. Petersburg Times Festival of Reading, held for the first
time on the University of South Florida St. Petersburg campus.
Crowds created long lines to get their books signed by authors such
as R.L Shrine and Carl Hiaasen. Panel discussions hosted by Rona
Jaffe and Candace Bushnell attracted large crowds in midafternoon,
and bargain books stands were a popular fixture throughout the day.

When Stuart Sternberg
became the Tampa Bay Devil
Rays new managing general
partner a few weeks ago, the
organization began stressing the
idea that the franchise is "under
construction."
Those two words have
become the rallying cry for the
club this offseason and in an
attempt to prove to fans of our
local boys of summer that a
bright future lies .ahead,
Sternberg and the team's execu-
tives have been going to great
lengths in order to demonstrate
that the organization is headed in
a new direction.
The decisions that there will
be no charge to park at Rays
home games next season and
that fans may bring their own
food into Tropicana Field are
certainly generous concessions,
and without question, will
enhance the fan experience next
year.
Presently, the entire Rays
staff deserves a thumbs-up for
their efforts.
There is much work to be
done. hugueoer, especially~ v.ib
respect to on the field matters.
Thankfully, attention to those


issues began to be paid this
week when the club announced
Tuesday that it will retain its
bullpen ace Danys Baez and the
team's inost outwardly passion-
ate player, shortstop Julio Lugo
for the 2006 season.
It was nice to see that the
phrase "under construction"
doesn't necessarily imply struc-
tural replacement. Baez and
Lugo have been two of the
team's strongest pillars the past
couple of summers and are part
of the team's core right now,
even if the team isn't all that
great.
In order to help create a
winner, the Rays, as of
Wednesday evening, were
expected to call -on Gerry
Hunsicker to be the team's new
general manager. Hunsicker
spent nine seasons as general-
manager of the Houston Astros
and played an integral role in
building the, squad that reached
this, year's World Series even
though he resigned his position
after the 2004 season for undis-
closed reasons.
Should Hunsicker be hired,
entrenched in the adage "under
construction" will certainly be
the concept of reincarnation,
both for Hunsicker aiid the Riays
organizanon as a whole.
Considering that the period


since the inception of the fran-
chise has been so rough, a
rebirth surely would be ideal.
After the addition of
Hunsicker, the organization will
choose from a list of three candi-
dates, the team's new manager.
Rays bench-coach John
McLaren, Anaheim Angels
bench coach Joe Madden and
former Texas Rangers and New
York Mets manager Bobby
Valentine are the three finalists
to replace Lou Piniella.
Once appointed, it'll be the
new manager's job to elicit more
efficient production and see to it
that the Rays players, whoever
they may be and, however much,
they might cost, reach their
potential.
The road won't- be easy but
with a little success. it'll certain-
ly be a road that hasn't been trav-
eled on by the Rays in the past.
While it's too early to tell if
acting under the motto of "under
construction" will really pay
,dividends, it appears that under
Sternberg. the franchise is at
least ,"avoiding destruction",
which is rather commendable
considering that it seemed des-
tined for doom under the guid-
ance of Vince Naimoli.

Virginia Littrell's pursuit for
the District 4 St, Petersburg .City
Council seat is a repeat from
four years ago, at least to this
point of the race.
Incumbent Littrell lost' to
challenger Leslie Curran in the
primaries by 17 votes. In the
2001 election, Littrell ,didn't
carry the district in the primary
and lost to her then opponent.
She came out on top in the
city wide general election then.
She hopes that his-
tory will repeat
itself.
She credits her,
campaign team for
the 2001 win, and
relies on them again
in this election.

tion and have Virgin
already been reward-
ed with a hard working volun-
teer base and good fundraising,"
said Littrell.
Curran, a twice elected
chairwoman, is trying to unseat
Littrell in the Nov. 8 election.
Both candidates have much in
common. They are both born in
St. Petersburg, involved in the
community, land they both
served on the city council.
And they both agree on
many issues. They support con-
tinued business development,
community policing and are
calling for more affordable
housing.
District 4 includes part of
downtown, Old Northeast,
Crescent Lake and Allendale.
Council member serves a four-
year term at an annual salary of
$24,758.
While most council mem-


bers have other jobs, Littrell is a
full time council member with
no other employment duties.
If elected, Littrell says, that
she will finish work she started
on affordable housing, continue
to work on strategies to fight
homelessness, ensure adequate
funding for the future of the
Albert Whittedlairport and cre-
ate new parks.
One of Littrell's main pro-
jects is Vision 2005, a citizen
based initiative to suit resident's
needs and wants for the city.
Littrell said she is the only can-
didate running in
'city council elec-
tions this year who

throughout the
entire process.
"Leadership of
the council and
mayor has provided
unprecedented
progress in every
area of the city,"
a Littrell said Littrell.
The city has just
reached a $1 billion mark in
building permits this year. All
downtown museums relocated
to bigger facilities or are under-

St. Peterslurg campus is build-
ing its first student residential
hall.
Littrell considers herself
part of the team.
She credits to herself the
construction of the new North
Shore pool and its, expanding
possibility to bring national
aquatics events to the city. She
has helped with the development
of Roberts Recreation Center,
which has both youth and senior
centers that provide inter gener-
ational experiences.
She has gone with police
officers on prostitution raids and

11/21/05 Children whose parents are serving in the military
will be getting some toys from a vehicle other than Santa's sled this
year.
Thanks to the 4-H Operation Military Kids effort, Fill a Tank
With Toys is seeking to fill a real Bradley Fighting Vehicle with
new, unwrapped toys for children of all ages beginning the week of
Nov. 21 at the Pinellas Extension office, 12520 Ulmerton Road,

Toys can also be dropped off from noon until 8 p.m. during
Dec. 3's Seasonal Sensations event at the Florida Botanical

11/05/05 The Art Arbor Festival returns to Boyd Hill Nature
Park, 1101 Country Club Way S., on November 5 and 6 from 9 a.m.
to 5 p.m. The annual autumn festival features more than 70 arts and
crafts vendors, environmental exhibits, free guided tours of the
nature park, a food court and a variety of programs highlighting
birds, reptiles and animals found at Boyd Hill. Entertainment from
top local bands and performers include Patrick Foy (trop rock),
Gypsy Wind (acoustic newgrass), Rebekah Pulley Band (folk rock),
Barnabas (folk gospel), and the Surfin' Racoons (classic rock).
Children's activities include a kid's craft area, graffiti wall, scav-
enger hunts and a bicycle raffle. Winners of the Annual Boyd Hill
Nature Park Photo Contest will be announced during the Festival at
10 a.m. on Saturday. A donation of $2 for adults and $1 for children
is appreciated and benefits the Friends of Boyd Hill Nature Park.

Tarpon Springs
11/12/05 November's Second Saturday event for the mer-
chants in Historic Downtown Tarpon Springs will support the Stone
Soup Project fund-raiser sponsored by The Artists of 34689 for the
Shepherd Center. The artists are hosting a silent auction with dona-
tions of nearly 100 pieces of original art. The auction will be held
at The Sullivan Gallery at 17 Safford Avenue, beginning at 3:00 and
ending at 7:30 pm.
The downtown event will also include food from local restau-
rants, wine and entertainment, beginning at 5:00. In support of the
Fire Department, the Downtown Merchants will continue to collect
unwrapped toys and non-perishable food throughout the day. The
stores will be open until 8:00 pm with refreshments and special dis-
counts for the Stone Soup Project. Restaurants and lounges will
remain open later.
As well, visitors will enjoy the opening of the new Blue Moon
Gallery on Tarpon Avenue'at Safford and the Harvest Moon party
and Corvette show at the Tarpon Springs Castle Winery from 11:00
am to 3:00 pm.

Clearwater

,11/13/05 ~ Fluffy Puppies presents its first annual doggie art
show to benefit the SPCA Tampa Bay. The theme, "Who Let The
Dogs Art?," was inspired by the original art of local artist Sandy
Snider. Art will be on display from 10AM 5PM, at the corner of
Belleview and Fort Harrison in Clearwater. The show is free and
open to the public. Guests are encouraged to bring their dogs on a
leash. Plenty of free parking will be available A commemorative
poster and t-shirt of the artwork will be on sale the day of the show.
Local and national artists will display works in a range of artis-
tic forms, from original paintings, drawings and photography, to
sculpture, pottery and various decorative items. Several artists will
be on hand to sketch patron's dogs. Artists will donate 10% of sales
the day of the show to the SPCA Tampa Bay.

11/07-11/09/05 A festival of poetry, music and film comes to
Tampa Nov. 7 to. 9 in a "Celebraci6n Cultural del Idioma
EspaiiollCultural Celebration of the Spanish Language," presented
by the Institute for the Study of Latin America and the Caribbean
(ISLAC) at the University of South Florida. Admission is free and


open to the public. The festival features bilingual poetry readings,
film viewings, musical performances and a reception honoring
one of Tampa's leading advocates of Latin American literature.

Military News


Navy Seaman Aaron L. Gregory, son of Erna Gregory of San
Miguel, Calif. and Ronald L. Gregory of St. Petersburg, Fla.,
recently completed U.S. Navy basic training at Recruit Training
Command, Great Lakes, Ill.
During the eight-week program, Gregory completed a variety
of training which included classroom study and practical instruc-
tion on naval customs, first aid, firefighting, water safety and sur-
vival, and shipboard and aircraft safety. An emphasis was also
placed on physical fitness.
The capstone event of boot camp is "Battle Stations". This
exercise gives recruits the skills and confidence they need to suc-
ceed in the fleet. "Battle Stations" is designed to galvanize the basic
warrior attributes of sacrifice, dedication, teamwork and endurance'
in each recruit through the practical application of basic Navy skills
and the core values of Honor, Courage and Commitment. Its dis-
tinctly "Navy" flavor was designed to take into account what it
means to be a Sailor.
Gregory is a 2005 graduate of Gibbs High School of St.
Petersburg, Fla.

and Fred W. Casebolt of Palm Harbor, Fla., recently completed U.S.

Pinellas property tax bills are
in the mail
"We've mailed out roughly one-half
million tax bills and another 140,000 regis-
tration renewal notices", says Pinellas
County Tax Collector Diane Nelson.
Pinellas County Tax Collector Diane
Nelson reminds property owners that all
2005 Pinellas Real Property Taxes and
Personal Property Taxes are open for pay-
ment, starting on Tuesday, November 1,
2005. Taxpayers are encouraged to take
advantage of the early payment discounts of
4% for November payment, 3% for
December payment, 2% for January pay-
ment, and 1% for February payment. The
regular amount is collected in March, with
bills becoming delinquent on April 1, 2006.
"We've mailed out roughly one-half
million tax bills and another 140,000 regis-
tration renewal notices, so we expect almost
4,000 calls per day up from the usual 1,800
per day. We'll still answer our phones with
real people at our award-winning e-Service
Center, but we encourage the use of our
website at www.taxcollect.com or the
option of leaving a local phone number for
call-back service if the wait time you expe-
rience is temporarily longer than usual",
said Diane Nelson.
Laurel Whitney, Director of e-Services
for Nelson, advises: "We ask everyone's
patience when they contact us by phone, and
recommend having pen and paper handy,
along with any information that may help us
locate your record, such as your Florida
license plate, driver license, property tax
parcel or personal property account num-
ber."
Motorists who need routine registration
renewal services are especially encouraged
to "Just Click---It's Quickl" and use the Tax

Nelson rolled out a redesign of the website
this summer that offers faster downloads,
improved navigation, auto-centering within
browser windows, and improved compli-
ance with Americans with Disabilities Act
(ADA) requirements.
The envelopes for this year's mailout
contains the normal written information
about convenient methods to pay 2005
Property Taxes, and a separate insert for
Rental Property Owners that answers fre-
quently asked questions about the Tourist
Development Tax. Effective, December 1,
2005, the Tourist Development Tax will
increase from 4% to 5%. The Tourist
Development Tax is collected in addition to
the 7% sales and use tax when accommoda-
tions are rented for a period of six months or
less. The Board of County Commissioners
approved the 1% increase to promote and
advertise tourism in the State of Florida,
nationally and internationally.
Pinellas County welcomes seasonal
residents and other tourists: at an increased
volume during the winter months, and the
additional flyer gives handy contact infor-
ination for questions and answers on the


Tourist Development Tax.


Tampa Bay area, unfriendly to
pedestrians
The day after Daylight Saving Time
ends has been designated Pedestrian Safety
Awareness Day by the Pedestrian
Transportation Advisory* Committee
(PTAC) to spotlight safety on our roads. The
five most dangerous large metro areas for
pedestrians are: Orlando, Tampa-St.


Petersburg-Clearwater, West Palm Beach-
Boca Raton Miami-Fort Lauderdale, and
Memphis
Transportation safety is a vital concern
in Pinellas because the Tampa Bay area
ranks as the nation's second most dangerous
large metropolitan area, according to the
Surface Transportation Policy Project. (Four
Florida areas made the top five.) This
nationwide network of more than 800 orga-
nizations, devoted to improving the nation's
transportation system publishes the annual'
Mean Streets report that looks at pedestrian
safety.
For the past several years, PTAC, an
advisory committee to the MPO, had advo-
cated to select the day after Daylight Saving
Time as the opportunity to highlight pedes-
trian safety. This year, the day selected coin-
cided with Halloween, a time when families
are out after dark trick-or-treating.

Retail stores and restaurants are joining
forces with the Children's Dream Fund for
this year's "Dream Card," allowing Tampa
Bay shoppers to receive a 20 percent dis-
count at many of their favorite places. For

ed price and have the satisfaction of helping
to make dreams come true for children with
life-threthening illnesses.

on calls with Fire and Rescue. Littrell said
she has marched with neighbors to rid the
city of drugs and prostitution and is a strong
advocate for community police.
Littrell said she promises to make the
city's lack of affordable housing a priority if
re-elected.
Littrell, born and raised in St.
Petersburg, has strong ties to the city. A
University of South Florida graduate, Littrell
is writing a book on the dynamics that form
municipal public policy, she said.
Public service runs in her family. Her
grandfather served on the council in 1920s.
Her great grandfather was an elected Justice
of the Peace in St. Petersburg. She has served
as a chairwoman of the city's Planning
Commission and Historic Preservation
Commission.
Littrell's opponent has a political back-
ground as well.
Curran served two terms on the Council
in the 1990's until term limits forced her out
in 1997. She was twice elected chairwoman
and once elected vice chairwoman. She
helped organize the Historic Kenwood


Neighborhood Association, the Youthbuild
job-training program and started the First
Night St. Petersburg New Year's Eve celebra-
tion. In 1996, Curran was named the
YWCA's Woman of the Year.
The owner of a Central Avenue gallery
and frame shop, Curran said she is'wants to
see continued redevelopment with input from
across the city. Years ago, she drew criticism
for supporting the Bay Plaza project, the dis-
astrous forerunner to BayWalk. If elected,
she said she will push for community polic-
.ing and the expansion of cultural opportuni-
ties.
Littrell says that the best parts of her job
is listening and try to fulfill residents'
requests.
"It is always exciting to vote on the large
issues which come before council, but it is far
more personally fulfilling to be able to get a
sidewalk repaired so an elderly person does-
n't have to walk in the street, or create a safe
neighborhood playground so that children
don't have to cross a busy street to reach a
place to play after school."


Florida's population growth little affected by last

Animals hosted its 15th Annual Paws on

research shows that the dev-
astating 2004 hurricane sea-
son had little or no effect on
Florida's 2004-2005 popula-
tion growth.
"Florida's population
grew by more than 400,000
last year," said Stanley
Smith, director of UF's
Bureau of Economic and
Business Research. "This is
one Jof the largest increases
in Florida's history."
The Bureau will release
its April 1, 2005, population
estimates for all Florida
cities and counties Tuesday
(Nov. 1).
The Bureau bases its
population estimates on
building permit and electric
customer data, combined
with data from the 2000
Census. This year it supple-
mented its data by conduct-
ing 11,560 telephone inter-
view s with residents in the'
13 counties most heavily
affected b\ the hurricanes.
,"If the 2004 hurricanes
had any significant effects
on Florida's population
grow th. it would be in the
area covered by these 13
counties." said Chris
McCarty. director of the
Bureau's survey program.
The hurricanes damaged
32 percent of the housing
units for the state as a whole
but 74 percent of the units in
the 13-county aiea. Many
residents were forced from
their homes by structural
damage and the loss of utili-
ties.
"About 21 percent of the


year's hurricanes
residents of these counties
were forced to move out of
their homes, at least tem-
porarily," Smith said. "Most
were away for only a few
days or weeks, but others

months and some still have
not returned."
By the time the surveys
were conducted in March
through June 2005, 82 per-
cent of those having to leave
had returned.
Although the hurricanes
had little effect on overall'
population growth for the
state, they had a significant
impact in several counties.
The 2005 population esti-
mates show one-year
declines of 3,603 for
Escambia; 2,955 for
Charlotte; 1,499 for DeSoto;
454 for Hardee; and 239 for
Okeechobee.
"The surveys found
,these counties to ha\e expe-
rienced .heavy hurricane'
dauniiae." Smith said. "Since
the\ had been growing in
previous years and the'state
as a whole grew\ rapidly last
year, these declines were
clearly caused by the hurri-
canes."'
Smith and McCarry do
not believe the 2004 hur-d-
canes w ill have a long-term
impact on population growth
in Florida. "Despite anec-
dotes of people tiring of hur-
ricanes and wanting to leave.
our prediction is that last
year's hurricanes won't ha\e
any effect on long-term
growth." Smith said. "Most
people just accept hurricanes
as part of the price of li ing
in Florida. along \with heat,
humidity. mosquitoes and
alligators. Some people will
certainly move a'\ay. but
they \ ill be replaced by oth-


ers moving in."
Hurricanes have had lit-
tle effect on the rapid pace of
U.S. coastal development
during the past 50-years,
Smith said. A previous
Bureau survey showed that
while population growth in
Miami-Dade County slowed
the first year after Hurricane
Andrew, it later rebounded
to even higher levels. "It
may take several years for
the most heavily' damaged,
areas to recover, but we
believe, they will continue to
grow," Smith said.
People are attracted to
Florida by its warm winters,
sandy beaches, low taxes
and rapid job growth. Smith
said.' "An occasional bad
hurricane year, won't over-
ride all Florida's advan-
tages," he said. "If we had a
number of bad years in a
row. however, it could start
to have an impact."
Smith and McCarty
believe the effects of
Hurricane Katrina will be
quite different than the
effects of hurricanes in
Florida.
"Katrina \was much
more destructive, destroying
more homes and forcing
more people to move aw\ay
than last year's hurricanes in
Florida." Smith said. "Many
people lost their jobs as \well
as their homes and moved
hundreds or even thousands.
of miles aw\a\."
"We expect most of the
Gulf Coast to follow the
Florida model. \ ith substan-
tial shoit-term population
declines but long-term popu-
lation growth." he said. "But
New Orleans \will recover
much more slowly and may
never again reach its pre-
hurricane population size."


University of Florida
researchers have identified a bio-
chemical code that a forn of HIV
uses to access immune system cells,
and trn them into virus-making fac-
tori ..
New\ targets for HIV treatment
might be found bN decoding the
genetic makeup of this virulent 'er-
sion of the \irus. \which can pick a
biochemical lock and break into
cells called macrophages. UF scien-
tists report this month in the Journal
of Virology. Researchers had set out
to identify genetic biomarkers; of
, HIV-1. which, emerges in the later
stages of the disease.
"Most times when people think
about HIV, they think about it infect-
ing the T cells, the lymphocytes."
said Maureen Goodeno\, the stud)'s
:senior author and the Stephany W.
SHollo\%wa University Chair in AIDS
Research at the UF College of
Medicine. "When HIV enters the
macrophage. it doesn't kill the cell, it
uses it to create more virus. If we can
stop that. we can stop the irus. Not
'kill it directly. but stop it from get-
ting what it needs to complete its life
cycle, a cell."
.uity Ghaffari. the study's lead
author and an assistant professor in
pediatrics at UF's College of
Medicine, said specific forinss of
HIV-1 develop in late-stage AIDS.
"With the biomarker, we can


predict the virus's emergence over.
time," Ghaffari said. "A long-term
goal is to use this genetic informa-
tion to design a vaccinee that doctors
can use in combination with anti-
Sretroviral medications."
All strains of HIV-1 can invade
T cells,;the bod\'s infection-fighting
cells also known as Ilmphocytes.
But they vary in their ability to enter
macrophages, the long-living white
blood cells often considered the
scavengers of the immune.system.
The HIV-1 viruses that can infect
both t)pes of immune cells share a
genetic lineage that allows them to
chemically access macrophages
through a' series of ordered interac-
tions at the virus's outer .coating,
called its envelope, the researchers
noted.
To identify how HIV-1 can enter
macrophages, UF researchers took
RNA and DNA samples from a
group of .50 HIV-1 infected children
'and, through a series of steps,
sequenced the DNA and analyzed
the genetic makeup.
They found that a region on the
surface of the irus, glycoprotein
120,. dictates howl viruses get into
. macrophages. To enter, the virus
requires the presence of,a molecule
called CD4 and certain co-receptors,
or "locks, CCR5 or CXCR4, on the
macrophages' outer cell wall.
If the CD4 molecule is present,


this type of HIV-I virus can use it
like'a key to open the locks and enter
the cell,' said Goodenow, a professor
and co-director of experimental
pathology in the' department of
pathology, immunology and labora-
torN medicine.
"As it turis out, in contrast to
getting into lymphocytes. gentiig
into macrophages is relatively an
incredibly complex interaction, and
in some ay s that is good because if
it were a very .simple interaction,,
you'd have only one shot to break
that up But in this case you canhave
lots and lots of targets, interactions
that perhaps scientists will be able to
block," Goodenow said.
Goodenow said the problem
with HIV is that it mutates so'much.
"If you block one interaction,
the. virus goes around it and uses
some other kind of interaction,"
Goodenow said. "So if you can
select for multiple interactions
simultaneously, the idea is you can
shut down the virus. And that is one
of the overall treatment strategies,
because drugs have been very effec-
tive, but the virus develops a resis-
tance.. So the more classes of drugs
you can put together with a vaccine,
the hope is that we can really inter-
fere with the virus life cycle to con-
trol viral mutation."
