Meteorologists predict Hurricane Wilma will hit Florida over the weekend. As of 5 p.m. Wednesday, the
storm was at 17.7 N and 83.7 W. Maximum sustained winds were down slightly to 160 mph. Wilma, the
strongest hurricane ever recorded in the Atlantic Basin, was moving west-northwest at 7 mph. The official
track showed a landfall on Saturday south of Naples. On Friday, Oct. 14, Governor Jeb Bush visited the
Bay area to attend an emergency response management summit at the Moffit Cancer Center in Tampa.

Governor Jeb Bush said that
disaster planning is his most
important job.
"I didn't realize ihi s i going
to bemy number one priority in
life," he said, "but it is."
During an emergency
response management forum
held last Friday at the Moffitt
Cancer Center in Tampa, Bush
said that Florida has the best
emergency response team in the
country but that it needs to get
better.
Bush said Floridians need
to strengthen their homes
because it is physically impossi-
ble to evacuate everyone. He
added that we need to raise the
culture of preparedness.
The meeting was an oppor-
tunity for the emergency man-
agement directors from around
the state to present plans and
wish lists for their respective
areas.

Ad'am Putnam, Jim Davis,
Katherine Harris and Ginny
Brown-Waite hosted the Oct. 14
forum.

Management Director Craig
Fugate and Scott Morris, the top
Florida official from the Federal
Emergency Management
Agency, joined the delegation.
Bush proposed a national
catastrophe fund which would
help areas offset wildfires, hurri-
canes, earthquakes and other
disasters. Under Bush's plan,
eligible states would create their
own funds, strengthen building
codes and employ tested disaster
plans. Bush said Florida already
has met all three of these
requirements.
"We have the best state
emergency response team in the
country and the best National
Guard, and I am proud to be the
governor of a state that is as
responsible as Florida," Bush
said.
For now, The Florida
Hurricane Catastrophe Fund is
financed by insurers under state
law reimbursing victims after
major hurricanes.
Those gathered at the meet-
ing heard local emergency man-
agers discuss lists of problem
areas and their wishes .for
improving hurricane prepared-
ness and response.

Gispert and Pinellas County
Emergency Director Gary
Vickers agreed that both of their
counties need more shelters.
In a Category 5 storm,
Hillsborough could have as
many as 480,000 evacuees with
shelter for only 150,000, and
Pinellas could total 546,000
with shelter space for only
35,000.
"We prepare for the worst
and hope for the best," Vickers
said.
Gispert said that school dis-
tricts need more money to build
storm-safe shelters. Vickers
argued that legislation should
require school districts to have
generators and allow pets in
some storm shelters. He also
asked state officials to oppose a
bill to create a shelter for sexual
offenders and predators.
Although shelters are con-
sidered 'the last resort' by local
emergency officials for escaping
a hurricane's wrath, representa-
ti\e's from five Bay area coun-
ties expressed a desire at the
meeting for more of them.
"The biggest need is more
shelter space," said Vickers.

U.S. Sen. Bill Nelson out-
lined his efforts to keep gas and
oil rigs out of the eastern Gulf of
Mexico and talked about the
FEMA's relief team during a
talk to members of the Suncoast
Tiger Bay Club in St. Petersburg
last Friday, Oct 14.
"The FEMA's first response
was pretty good," said Nelson
referring to the four hurricanes
last year that hit Florida "The
hard reality of lack of leadership
and poor management set in
later."
A Senate committee did an
investigation and held a hearing
discussing FEMA's bad man-
agement response to the after-
math of Florida's four hurri-
canes.
"The committee issued a
blistering report but administra-
tion didn't do anything about it,"
said Nelson. "Sadly it took the
tragedy of Katrina to expose
fault lines and the lack of lead-
ership [of FEMA]."
Nelson, a Florida.native, is
running for re-election in 2006.
He said that the free airtime
provided by broadcasters and
campaigns financed by the gov-
ernment would help candidates
.and make the process more fair.
"My race is going to cost
$22-million," said Nelson. "That
is. an obscene amount of money,
but it is driven by the size of the
state and the costs of television."
Nelson talked in great detail
about the threat of oil and gas
rigs drilling off the coast of
Florida in the Gulf of Mexico.
Nelson, who opposes oil
drilling off Florida's shores,
sponsored legislation to prevent
additional oil exploration in the
eastern Gulf of Mexico. It was
overpowered by the senators
from the oil-producing states.
"It was hurricane Katrina
that put a scare into this nation's
psyche....if hurricanes disrupt
oil and gas supply....we need to
drill more," said Nelson,
explaining his opponents rea-
soning.
Earlier this year, Gov. Jeb
Bush struck a compromise with
the oil industry that it could drill
in a million and half acres in the
Gulf but not cross the dividing


line between Florida an

St. Petersburg officials tout


city's progress in development

Mayor Rick Baker
announced Wednesday that the
city had set a new record for the
value of development in the last
fiscal year, which began on
Oct.1, 2004 and ended Sept. 30,
2005.
Year-end figures for Fiscal
Year 2005 showed that the city
issued permits for more than
$400 million in new construc-
tion projects over the last 12
months.
"There is currently more


than one billion dollars in new
development underway in down-
town St. Petersburg," said Baker
at a press conference held in
front of Janus Landing in St.
Petersburg.
"This city is on a roll, and
the momentum is building,"
Baker said. He added that this is
the most construction the city
has ever had.
New .developments are
occurring in every sector of the
community.
Downtown projects accu-
mulated to $1.2 billion including
commercial developments such


as Progress Energy's new head-
quarters, a new Marriot Hotel at
the site of historic Pennsylvania
Hotel on Fourth Street, mixed-
use developments such as
Parkshore Plaza, 400 Beach
Drive, and the Grand Bohemian
hotel and condominiums.
City Councilor Virginia
Littrell of District 4, which is
experiencing the most develop-
ment, called St. Petersburg a
"cultural Mecca."

USF St. Petersburg to host St.
Petersburg Times Festival of
Reading
The 13th Annual St. Petersburg Times
Festival of Reading, scheduled for Sat., Oct:
29 from 10 a.m. to 5 p.m., at its new loca-
tion the University of South Florida St.
Petersburg (140 7th Avenue S.) -will feature
over 60 celebrated authors including best-
sellers Carl Hiaasen, Doris Kearns
Goodwin, Candace Bushnell, R.L. Stine,
Sue Ellen Cooper, and Jim & Kate Lehrer.
The free festival, which annually
attracts thousands of book lovers, will be
staged in several University buildings,
including the Campus Activities Center,
Davis Hall, the Florida Center for Teachers,
the nearby Fish & Wildlife Research
Institute and Poynter-Institute.
In addition to the author talks there will
be celebrity readings, a variety of entertain-
ment and poetry readings, an extensive
Book Market, food and drink concessions, a
Publix Storyland area offering many chil-
dren's activities including arts and crafts,
interactive games, costumed story-book
characters, a Halloween costume contest
and an appearance by SPOT the News
hound the Times' literacy mascot.
The first 500 persons who donate a new
children's book at the "Publix Books-for-
Kids Tent" will receive a voucher for two
tickets to the Tampa Bay vs. Carolina hock-
ey game on Dec. 26 at the St. Pete Times
Forum courtesy of the St. Petersburg Times.
The donated books will be given to the
YWCA Family Village and Community
Pride Child Care Inc.
Visitors to this year's Festival should be
prepared to see a sea of red hats at the ses-
sion featuring Red Hat Society founder Sue
Ellen Cooper who will be presenting The
Red Hat Society: Fun and Friendship After
Fifty.
Other headliners are Candace Bushnell,
whose novel, Sex and the City, launched a
television phenomenon (she'll talk about her
next novel, Lipstick Jungle); Ca-l Hiaasen,
who will present his second children's book,
Flush; and Doris Kearns Goodwin (Team of
Rivals: The Political Genius of Abraham
Lincoln).
Other novelists attending include
American Book Award-winner Ana Castillo
(Water Women/Opaque Men),
PEN/Hemingway Award-winner Bobbie
Ann Mason (An Atomic Romance), novelist

Clearwater adopts public art
ordinance
The City of Clearwater has recently
adopted a Public Art and Design Ordinance
affecting construction projects starting in
October 2006. The ordinance provides that
1 percent of the construction budget of eli-
gible City capital improvement projects b.e
allocated for public art. Typical eligible con-
struction will include buildings, greenways,
parking facilities and other above ground
projects.
The City of Clearwater joins more than
350 communities across the country that
have established public art programs to
enhance their appearance and increase their
liveability. Nancy Loehr, Clearwater Arts
Foundation President said, "Today, the arts
are part of the quality of life expected by our
citizens. The Public Art Ordinance will
increase Clearwater's appeal as a place to
live, work, and visit."
Private developers may either allocate
1 percent of their construction costs for an
on-site public art project or they may con-
tribute .75 percent to a City Public Art Fund.

entryways, gates, doors, floors and seating
that are created by an artist can qualify as
public art. This design approach produces
quality public spaces and enhanced facilities
with little added cost.
The City of Clearwater's Cultural
Affairs Manager, Margo Walbolt, who will
oversee the program along with a City
Council-appointed committee said,
"Professional artists will create and inte-
grate exciting public art projects into the
fabric of our community. Public art will
enhance our public spaces and create mem-
orable experiences for our visitors and resi-
dents in the years to come."

million dollars go to Pinellas
teachers for classroom
projects.
More than $250,000 is being awarded
to more than 100 Pinellas County public
school teachers to fund classroom projects
designed to promote student achievement
Teach for Excellence Classroom Grant
Program another grant programs spon-
sored by the Pinellas Education Foundation.
The grants were presented on Thursday,
October 20 at a special awards reception at
the Stavros Institute in Largo.
These annual grants encourage teachers
to develop creative classroom.projects that
engage and excite children and have a direct
impact on student achievement. Pinellas
County Public School classroom teachers
were eligible to apply for the grants over the
summer. The applications were reviewed
and scored by business leaders, educators
and community representatives.
