'Zero tolerance'

in schools,

justified or too harsh?

Hillsborough Public Defender Robert Gardner, Hillsborough Assistant State Attorney Patti Pieri and
Theda James, chief of the juvenile division for the Hillsborough Public Defender's Office (to the right)
discussed school discipline polices at a public forum in St. Petersburg on Tuesday. The meeting focused
on increasingly harsh school discipline policies that some believe are aimed mostly at African-American
students. Seven parents gave personal accounts of school actions they thought were too extreme in the

disciplining of their children.

'A forum to discuss disci-
pline policies in Pinellas County
and Hillsborough County public
schools took place Tuesday
evening at the Enoch Da\is
Center in St Petersburg. It was
the first of five public hearings
scheduled this month throughout
the state to discuss school disci-
pline techniques.
More than 100 parents, stu-
dents. school officials and la%\
enforcement officers attended
the meeting organized by the
NAACP.
The meeting focused on an
increasingly harsh school disci-
pline policies that some believe
are aimed mostly at African-
American students.
The forum supported by the
Florida Branches of NAACP
and co-sponsored by the
NAACP Legal Defense and
Education Fund and the
Advancement Project, took
another look at the connection
between disparities in the school
system and its discipline poli-
cies.
Many attendees worried
that schools rely too much on
law enforcement and put harsh
punishment on students. The
groups emphasized statistics that
show that black students are sus-
pended, expelled and arrested
much more frequently than
w white children.
Blacks make up 18.1 per-
cent of the students in Pinellas
County but account for nearly 44
percent of all out-of-school sus-
pensions, according to NAACP
Legal Defense and Educational
Fund study. Arrests were also
lugh for black students.
"This is an issue that got
you to this room." said Judy
Browne witth the Adancment
Project, a ci\il rights law firm
based in Washington.
"We are here to understand
and \%ork to\\ard the solution.
We are here to correct the prob-
lem. Our children are too pre-
cious to lose them to the sys-
tem."
"The purpose of the meeting
is to gather the evidence, hear
the stories and understand what
is going on." Brow ne said.
"Solution must come from this
community."

Hillsborough parents told their
stories. They gave testimonies of
their children being mistreated
by the school system and sub-
jected to criminal charges.
Latrell Brassfield, a mother
of a fourth-grader 'who was
arrested for disruptive beha% ior,
told of her son's arrest. She,
called the school sy stem "pathet-
ic" and said she doesn't feel safe.
"Where can I send mN
child?" I don't feel
safe to send my '
child to the public S
school system
anymore.
It was an
emotional night
for both Brassfield
and her son Zane.
The 10-year-
old broke down TH
while his emotional mother
recounted what happened. She
said that Zane has been
depressed and angry since the
incident.
"He doesn't trust an.mone."
she said. "Sometimes he can't
e'en trust me. He thinks e'ert-
one's against him."
The father of a Pinellas
County fifth-grader described
his daughter's suspension for
pushing back hen another child
shoved her. The father. Alan
Wilson. said that there's a differ-
ent treatment of blacks and other
minority\ students in the schools.
"V\hen it comes to African-
American students, instructor's
fuses are very short." Wilson
said. "There are different treat-
ments and different rules "
Retired Hillsborough coun-
ty teacher Dennis Segall said he
witnessed many harsher than:
necessary treatments toward stu-
dents He said that students who.
end up in the juvenile program
will spend their \ hole juvenile
life in the system \with no hope
of a solid future. He recalled a
19-year-old student who has
been in the juvenile program for
the past 5 years.
"His life is ruined," Segall
said. "He has been emotionally
abused."
"I am speaking against
teachers, police or anyone else
in the system who was given a
rtght to abuse the unprivileged,"
said Segall.
Theda James. chief of the
iuvenile division fnr the

Several Pinellas and Hillsborough Public Defender's

Office, said that the 'zero toler-
ance' policy needs to be read-
justed. It was first introduced to
address issues such as weapons
dn campus and bomb threats.
James said that schools rel\ too
much on the policy and use it to
punish fights and lesser offens-
es.
"It has been pushed beyond
the limits." she said. "We need to
go back and re-address our 'zero
tolerance' poli-

St. Petersburg was chosen
as the site for the state's first dis-
cipline hearing in part because
of several "egregious incidents"
that have occurred in the city
and the county, said Damon
Hew itt, assistant counsel for the
Legal Defense Fund.
A 35-second video of a St.
Petersburg 5-year-old being
handcuffed on March 14 at
Fairmount Park Elementary
School gained national head-
lines and forced state education
leaders to hold a public hearing
on the matter. Her attorney \as
present at the forum.
Attorney C.K. Hoffler from
the Law Firm of Gary, Wilhams
& Parent. described what hap-
pened to her 5-year-old client
hours after the arrest. She said
that the child was left in a police
car for over three hours with
shackles on her legs, whichr
prompted gasps from the audi-.
ence. She said that police offi-
cers wanted. to have the child
arrested for the assault and bat-
tery charges as well to have her
institutionalized.
"This was a police brutality
in the worst of ways," she said.
The Pinellas County School
District has since changed its
discipline policy and has said
that it has.increased its training
of staff members about how to
handle students before more
problems escalate.

Darden Rice always
worked to change politics and
politicians. She has never been
a politician herself.
That changed when the
Sierra Club organizer and envi-
ronmental activist Rice ran for
the City Council District 6 seat
in St. Petersburg. She out polled
incumbent Earnest Williams by
19 votes in this year's primary
and will face him in the general
election on Nov. 8.
"I represent
ordinary people
who love this city
and want a good
and better commu-
nity but not at
expense of lower-
ing our.communi-
ty standards," said
Rice.
If elected,
Rice said she will
focus on dealing DAR
with the high cost
of housing, neighborhood secu-
rity, and Midtown development.
One of Rice's platforms is
the city's increase of the number
of the community police offi-
cers. Rice says that ha' ing more
community police officers is
important for District 6 neigh-
borhoods known for higher
crime rates. With a larger conm-
munity police force, officers can
build aPtapport 'with the people
in the community and replace
the existing fear and hostility in
those neighborhoods "vith opti-
mism and cooperation, she said-
"Community police officers
can effectively turn our neigh-
borhoods around." Rice said.
The officers. "ho live in
the neighborhoods they work in
can reach out to the residents
and troubled teens because they
knotw the neighborhood.
"They know w ho these peo-
ple are." Rice said. "And people
know them. They are their
neighbors."
St. Petersburg. being a hot
real estate commodity, has a
price.
Rice said the city is at a
crossroads of whether down-
tow n "will become a city of v all-
to-wall high-rises or a city of
mixed-use development. She
suggests using city codes to
effectively manage and shape
ho" development goes into the
city. Rice calls the city
"vibrant," and says it attracts
both businesses and families.
"The city's growth cannot
be at the expense of our schools,
neighborhoods. parks." Rice
said.
"Every person deserves a
right to the American dream of
home ownership," said Rice.
She added that it is becoming
impossible to find decent, safe,
middle-income homes or. rentals
in the ever-groming real estate
market.
Rice believes too many
mobile home residents have the
land sold out from underneath
losing a chance for a permanent
residence, and the apartment
buildings are turning into high-
priced condos.
Rice proposes an exclu-
sionary zoning which requires
building projects. to include
houses set aside for middle
income families.
She also said that the city
needs to set aside money for
affordable housing and issues

dealing with homelessness. She
applauded District 4 and
District 7 council persons
Virginia Littrell and Rene
Flowers, respectively, for their
work on those issues in St.
Petersburg.
Rice, however, didn't have
kind words for her opponent,
District 6 incumbent Williams.
"He has done very little for
his district," said Rice.
There has been controversy
regarding Rice being the only
white in a mainly African-
A m e r i c a n
District 6. Her
sexual prefer-
ence has also
been called into
question.
Rice's race
to the primary
election turned
ugly during a
to%\n hall meet-
ing earlier this
fall.

DEN RICE

During a
question-and-

answer session at the Enoch
Davis Center. an outspoken city
activist Theresa Lassiter asked
Rice if she %\as gay. When Rice
replied that she is. Lassiter
stormed out.
"I reject that type of ugli-
ness." Rice said regarding all
the controversy that has been
surrounding her candidacy.
"There' a lot of good people
out there who care -about the
same issues as I do." Rice said.
"About 65 percent of people
voted against Williams."
Precinct-by-precinct elec-
tion results in September
showed that the candidates
picked up support in different
areas of the district..
Rice earned tx ice as many
votes than incumbent Williams
in Coquina Key and three times
more in the Old Southeast area.
her home precinct. Williams
dominated in the Campbell Park
area. a mainly black district.
"I love St. Petersburg." said
Rice. "NMy roots are here, my
family is here."
Rice bought a home in the
Old Southeast neighborhood 10
years ago "because of the racial
and cultural diversity in the
community."
She has strong family ies
to Florida. Her grandmother
taught at Southside Middle
School before joining the math-
ematics faculty at St. Petersburg
Junior College.
Her great-great-grandfather
was one of the "barefoot post-
men" who delivered mail on
horseback across the Peace
River.
The race for the general
election is heating up. Rice
opened her campaign headquar-
ters in mid-October.
Candidates have been busy
raising money to start sending
absentee ballots to supporters.
Mass mailings, newspaper
advertisement and television
commercials will follow.
Rice is not taking the race
for granted. She said that she is
visiting neighborhoods and lis-
tening to people's concerns.
Her staff consists of a man-
ager, seven advisors and 75 vol-
unteers. She said the decision is
with the voters.
"My record speaks for
itself," she.said. "I trust voters to
decide what's best for them."

Navy Petty Officer 3rd Class Irene E. Claudio, daughter of
Eileen Fries of Norfolk, Va. and Anthony Claudio of St. Petersburg,
Fla., and her fellow shipmates returned from a scheduled deploy-
ment while assigned to the amphibious assault ship USS Kearsarge
homeported in Norfolk, Va.
Claudio's unit conducted Maritime Security Operations (MSO)
for the U.S. 5\\fsl6\upl2 th\ Fleet and Theater Security
Cooperation for the U.S. 6\\fsl6\upl2 th\ Fleet while assigned to
the Kearsarge Expeditionary Strike Group.
MSO sets the conditions for security and stability in the mar-
itime environment and complements the counter-terrorism and
security efforts of regional nations. It further denies international
terrorists use of the maritime environment as venue for attack or to
transport personnel, weapons or other material. These operations
pressurize the maritime environment by using coalition ships to
detect, deter and deny illegal use of high seas.
USS Kearsarge supports amphibious assault operations using
landing Craft Air cushions, which are specially-designed
Hovercraft that travel above land and sea surfaces to deliver vehi-
cles and equipment. The ship also has conventional landing craft
and helicopters embarked, and is equipped with medical facilities
staffed by Navy dentists, nurses and corpsmen.
Claudio is a 1999 graduate of Woodside High School of
Newport News, Va. and joined the Navy in August 1999.

Clearwater Gas Supervisor
named "Operating person of
the Year"
Clearwater Gas Supervisor, Ed
Shannahan, was named the Donald L.
Napier 2005 Natural Gas Operating Person
of the Year during the Florida Natural Gas
Association's (FNGA) Annual Marketing
Conference in Orlando.
The award is presented annually to a
gas industry employee who exemplifies
exceptional customer service and a can-do
attitude to go above and beyond the usual
job tasks.
Shannahan is a 28-year employee of
Clearwater Gas System. He is currently a
Supervisor in the Maintenance Distribution
area. He supervises seven gas specialists
and technicians who complete maintenance,
distribution and line spotting tasks.
"Ed is dedicated to providing outstand-
ing and responsive customer service", says
Tom Sewell, Operations Director. This is the
third consecutive year and the sixth time
overall that a Clearwater Gas employee has
won this award.
Clearwater Gas System is the 4th
largest municipal gas system in Florida and
ranks 40th out of nearly 1,000 public gas
systems in the United States.

Weedon Island offers
weekend classes to explore
watershed
The Pinellas County Department of
Environmental Management is hosting a
Weekend In My Watershed program at
Weedon Island Preserve on Friday, Oct. 14
and Saturday, Oct. 15. Friday activities
begin at 4 p.m. and conclude at 9:30 p.m.,
and Saturday's daylong program starts at 7
a.m. and concludes at 4:30 p.m.
The water that surrounds Pinellas
County on three sides offers an abundance
of recreational opportunities and provides a
habitat for a variety of wildlife. These
resources enhance the quality of life for all
who visit or live in the Tampa Bay area.
However, daily changes to the environ-
ment can have tremendous short- and long-
term impact on this ecologically sensitive
area. ,
Citizens and community leaders can
offer input in the decision-making process
and make a difference in our environment
by protecting our natural resources through
participation in the Weekend In My
Watershed program. Classroom and hands-
on field activities will include a variety of
experiences: collecting relevant data, rules
and regulations governing our environment,
and working with project managers, local
governments and permitting agencies on
project development teams.
The hands-on approach to theprogram
limits class size to 40 participants. Meals,
refreshments. and program materials are
included in the $50 registration fee. A limit-
ed number of $25 scholarships are available.

Pinellas Trail celebrates 15
years of recreation
The culmination of Pinellas County's
Blueways, Greenways and Trails Month is
an event not to miss the 15th Anniversary
of the Fred Marquis Pinellas Trail on
Saturday, Oct. 29. It all begins at 9 a.m. at

John S. Taylor Park, 1100 8th Ave. SW in
Largo.
Bike, skate, walk or jog to celebrate one
of the most renowned trails in the country.
Live music, food, amusement games and
rides are all part of the festivities. A safe
kids display, firetrucks and an antique bike
exhibit are added highlights. Decorate your
bike and enter the bike parade.
The Fred E. Marquis Pinellas Trail is a
linear park and recreation trail currently
extending from the northernmost edge of
the county to the southern end of the county
- from Tarpon Springs to St. Petersburg -
offering Pinellas County citizens a diversi-
fied recreational facility. The trail provides a
unique, protected greenspace for walking,
jogging, skating and biking. An average of
90,000 persons use the Trail each month.
History of the Trail
Pinellas County Metropolitan Planning
Organization (MPO) formed its Bicycle
Advisory Committee in 1983 when a man
.whose son was killed in a biking accident
was looking to help establish a safe place
for bicycle riding, strolling or jogging. This
committee joined forces with the MPO's
Pedestrian Safety Committee and began
exploring possible uses of the county's 47-
mile corridor of abandoned CSX railroad
right-of-way.
Building on this former railroad right-
of-way, the dream of the two committees
became a reality in 1990 with the grand
opening of the first 5-mile stretch from
Seminole City Park to Taylor Park in Largo.
Since then, three other sections of the trail
have been completed: from St. Petersburg to
Seminole; from Largo to Dunedin; and from
Dunedin to Tarpon Springs. The trail now
features amenities such as benches, water
fountains and rest areas.

cipitation for much of the country.
"Even though the average temperature
over the three-month winter season is fore-
cast to be above normal in much of the coun-
try, there still will be bouts of winter weath-
er with cold temperatures and frozen precip-
itation," said retired Navy Vice Admiral
Conrad C. Lautenbacher, Jr., Ph.D., under-
secretary of commerce for oceans and
atmosphere and NOAA administrator.
NOAA does not expect La Nifia and El
Nifio/Southern Oscillation (ENSO) to play a
role in this winter's forecast. Without ENSO,
forecasters look to other short-term climate
factors, like the North Atlantic Oscillation,
in determining the overall winter patterns.
Under these conditions there tends to be
more variability in winter weather patterns
across the nation, especially in the Great
Lakes region and the northeast U.S.

The Outlook

The 2005-2006 U.S. Winter Outlook
calls for warmer-than-normal temperatures
across much of the central and western
United States, including Alaska and Hawaii.
The Midwest, the Southern Californian
coast and the East Coast have equal chances
of warmer, cooler or near-normal tempera-
tures this winter.

The precipitation outlook calls for wet-
ter-than-normal conditions across most of
Arkansas, Louisiana, Oklahoma, and north-
eastern Texas. Drier-than-normal conditions
are expected across the Southwest from
Arizona to New Mexico.
As winter approaches, nearly 20 percent
of the nation is in some level of drought
compared to around 30 percent of the coun-
try this time last year as defined by the U.S.
Drought Monitor. For the sixth year in a row,
drought remains a concern for parts of the
Northwest and northern Rockies. Wet or dry
conditions during the winter typically have a
significant impact on drought conditions.
Winter-spring snow pack is particularly
important in the West, as much of the annu-
al water supply comes from the springtime
snow melt. NOAA cautions it would take a
number of significant winter snowstorms to
end the drought in the Pacific Northwest and
northern Rockies.

What Could Drive This Winter's
Weather?

Since early 2005 sea-surface tempera-
tures in the central-equatorial Pacific Ocean
have been near normal. Near normal sea-sur-
face temperatures in the central-equatorial
Pacific Ocean are expected to continue for
the next three to six months. Therefore, it is
unlikely that either the El Nifio or La Nifia
phases of the El Nifio/Souther Oscillation
(ENSO) cycle will be present during the
upcoming winter. As a result, one key cli-
mate feature that could have a particularly
large impact in U.S. winter weather, espe-

cially along the East Coast, is the North
Atlantic Oscillation or NAO.
The North Atlantic Oscillation often
changes its phase from week-to-week.
During the positive phase, the jet stream
shifts to the north of its usual position and
the winter weather features relatively warm
days over much of the contiguous U.S. In
contrast, during the negative phase the jet
stream shifts to the south of its usual posi-
tion. The negative phase of the NAO fea-
tures more Nor'easters and more frequent
cold air outbreaks and snowstorms, especial-
ly along the East Coast. Currently, the phase
of the NAO is difficult to anticipate more
than one to two weeks in advance.
Recognizing the demand to have more
precision with seasonal outlooks, the NOAA
Climate Prediction Center has formed a
Climate Test Bed. The Climate Test Bed is a
collaborative scientific effort among the
operational, academic and research commu-
nities. The mission of the Climate Test Bed
is to accelerate the transfer of atmospheric
and oceanic research and development into
operational climate forecasts, products and
applications. At present the Climate Test
Bed is focused on maximizing the use of the
NOAA Climate Forecast System model in
combination with other climate forecast
tools to improve U.S. seasonal precipitation
and temperature outlooks.
NOAA will publish updates to the 2005-
2006 U.S. Winter Outlook via the Web Oct.
20, and Nov. 17. Meteorological winter
begins Dec. 1 while astronomical winter
begins Dec. 21.

Middle school girls catching up

to boys in delinquency

By Cathy Keen
UF
The gender gap for bad
behavior in middle school is nar-
rowing. with girls displaying
more delinquency and aggres-
sion than their male classmates,
a new University of Florida
study finds.
"It's always been the case
that we expect rates of aggres-
sion and delinquency to increase
for boys, while girls were con-
sidered somewhat protected,"
said Julia Graber, a UF psychol-
ogist who did the research. "In
this study, it's clear that the dif-
ferences between girls and boys
are diminishing."
Unlike boys, girls in the
study reported feeling increasing
amounts of anger between sixth
and seventh grades, she said.
Both groups reported a decline
in self-control.
"I think it's alarming that
anger is increasing at a time
when self-control is decreasing,"
said Graber, an expert on puber-
ty. "Instead of this being a time
when girls are building skills,
they're feeling less able to con-
trol themselves in challenging
situations."
The study of 1,229 students
at 22 public and parochial
schools in New York City found
that the proportion of girls com-
mitting five or more aggressive
acts in a month, such as "hitting
someone" or ", shing or shov-

ing someone on purpose"
jumped from 64 percent to 81
percent between sixth and sev-
enth grades. For boys, it rose
from 69 percent to 78 percent.
The share of girls commit-
ting a delinquent act during the
year, such as "taking something
from a store when the clerk was-
n't looking" or "throwing objects
such as rocks or bottles at cars or
people" increased from 66 per-
cent to 78 percent between sixth
and seventh grades, compared
with a jump from 76 percent to
80 percent for boys, the'study
found.
"Girls' entry into adoles-
cence is generally thought of as
a vulnerable time for depression,
and studies tend to focus on
girls' emotional experiences
with sadness and depressed
moods," Graber said. "What's
interesting about this study is
that we see an increase in a dif-
ferent negative emotional expe-
rience, and that's anger."
A source of girls' hostility
may be the stress of dealing with
peer pressure, Graber said. The
middle school years tend to be
extremely clique oriented, and
membership in social groups
often changes rapidly, with some
kids being excluded unexpected-
ly, she said.
"Girls tend to internalize the
stresses of peer relationships
more so than their male counter-
parts, perhaps because of how
we socialize women to be more

relationship focused and caring
about others," she said.
The results underscore the
need for prevention programs
that target broader definitions of
aggression among females,
Graber said. Because social
skills appear to be important pre-
dictors of delinquency and
aggression, programs that
emphasize developing these
kinds of skills in addition toO
anger management would be.
useful, she said.
Intervention efforts may, be
particularly important as stu-
dents progress through the first
year of middle school, Graber
said. Initially, sixth-grade teach-
ers often provide extra support,
to make the transition from ele-
mentary to middle school easier,
but as students are expected to
become increasingly self-suffi-
cient they may find it difficultto
adjust, she said.
"There's also the sense that
once you're in seventh grade
you're more exposed to older
peers, perhaps even interacting
with those who may already be
engaging in problem behaviors,"
she said.
Graber said it is possible the
earlier onset of puberty for girls
compared with boys might help
explain why girls experienced
such a large increase in anger
between sixth and seventh
grades. Further studies are need-
ed to determine whether boys'
anger levels spike as they under-

go physical and psychological
changes, she said.
"We need to find out what
happens that leads to this hostile
emotion that kids report as
almost an average experience for
them," she, said. "Is it that the
environment in middle school
and the changes in family and
peer interaction are just so
stressful that kids are angry dur-
ing more of their day?"
: The UF study, which has
been accepted for publication in
the., Journal of. Applied
Developmental Psychology, also
'foinid that delinquent behavior -
:,though not aggression rose for
students who experienced some
.type of family disruption upon
entering middle school, such as
a change in household structure.
Geiterally, delinquency at this
age might involve smaller
'crimes such as vandalism or
shoplifting, which usually drop
off fairly quickly, she said.
Patrick Tolan, director of
the Institute for Juvenile
Research and a psychiatry pro-
fessor at the University of
Illinois at Chicago, said Graber's
research is important in. part
because it shows that as gender
distinctions lessen, gender dif-
ferences in behavior can change.
"We are seeing that delinquency
and violence are not just prob-
lems of young men anymore,"
he said.

UF robot car, though

not a winner, turns in

exciting performance

By Aaron Hoover
UF
A University of Florida-
built robot car drove at least 23
miles in a $2 million race across
the desert Saturday before turn-
ing off a road and stopping for
unknown reasons.
NaviGATOR, a 4,300-
pound fully robotic off-road
vehicle built by UF and two cor-
porate team members, traveled
more than 20 times the distance
of the car that UF entered in last
year's race, called the Defense
Advanced Research Projects
Agency, or DARPA, Grand
Challenge. However, the car
ultimately ranked 18th among
23 finalists in total distance trav-
eled in the 131.6-mile race
across the desert near this small
city on the California-Nevada
border.
Stanford University's con-
verted Volkwagen sport utility
vehicle named Stanley was
declared the race winner on
Sunday. It completed the course
in 6 hours, 53 minutes and 58
seconds.
"I'm disappointed to some
extent. I know we could have
gone farther," said Dave
Armstrong, project manager for
Team CIMAR, the UF Center
for Intelligent Machines and
Robotics group that built the car.
"I feel like, if we had another
,couple weeks of testing in the
desert, I feel like we could have.
finished it."
The UF car's demise, which
occurred just before 12:30 p.m.,
capped a dramatic morning that
began at 3:30 a.m. when team
members backed NaviGATOR
out of its trailer and began final
preparations for the race.
DARPA kept the route a
closely guarded secret, giving'
teams CD-Roms containing lati-
tude and longitude coordinates
only hours before the race.
Team CIMAR, scheduled as
-the 18th car out of the chute.
received its CD-Rom shortlI
after 5 a.m. That set off a blur of
activity in the team's trailer as
members sought to plan the
NaviGATOR's path and speeds
using several laptops.
Contrary to expectations,
the course looped and doubled
back on itself, looking more like
a child's scribble than a tradi-
tional race course.
"It looks insane," said Carl
Crane, team leader and UF pro-
fessor of mechanical engineer-
ing.
SThe team used software that
depicted the terrain ini three-
dimensional images to plot the
route, slowing NaviGATOR
in a mountain pass and other
tricky sections and accelerating
it on straightaways.
There was no advance
knowledge of potential obsta-
cles, which were said to include
three tank traps and other haz-
ards. Like other competitors,
NaviGATOR was equipped with
sensors and computers designed
to help it see and avoid those
potential race-enders. In.
NaviGATOR's case, that equip-
ment included 10 mainframe
computers, three laser range
scanners and two global' posi-
tioning or GPS units.
At one point in the plan-
ning, Armstrong had the sched-
uled trip down to eight hours, 18
minutes, well within the 10-hour
window. That would require
NaviGATOR to reach speeds of
24 mph in some areas, exceed-
ing the car's reliable speeds but
also giving it the best chance to
win, he said. That high speed

may have contributed to the
car's problems, but Armstrong
said later he made the right deci-
sion.
"We could have gone 16
mph the whole way and maybe
we would have finished it, but I
didn't want to go to the line
knowing we weren't going to
win," he said.
Carnegie Mellon
University's "Red Team Too"
was the first across the line at
6:40 a.m. with Highlander, one
of two enormous red vehicles
entered by the university.
Hundreds of people in bleachers
cheered as the Humvee-like
vehicle made its way across a
dirt field, turned and headed out
into the desert, followed by a
DARPA chase vehicle. Other
cars, each tailed by a'chase truck
equipped with a.kill switch,.fol-
lowed in regular intervals.
Shortly after 9 a.m., 'UF
doctoral student Danny Kent led
team members and several visit-
ing family members in the
stands in the Gator fight song.
NaviGATOR launched at 9:10
a.m., making a flawless exit into
the desert.
"We did everything we
could. She's as good as she's
going to. get," said Steve Velat,
the team's only undergraduate
member.
The course required the cars
to loop around and traverse a
road by a nearby embankment,
and Team CIMAR members
headed over to await
NaviGATOR's return. As they
waited, the California Institute
of Technology's van, launched
just before NaviGATOR, drove
along the road and then sudden-
ly made a right-hand turn into a
concrete barrier. The van
,knocked the barrier over and
began climbing the embankment
toward an area set aside for
media observers, stopping just a
few feet short of a chain link
fence and assembled reporters
and photographers.
Race officials paused
NaviGATOR and the other cars
'in the race until the v'an was
towed off. NaviGATOR then
roared past the embankment and
headed out into the desert again.
After following the road for
awhile, it stopped and did a cou-
ple of nerve-wracking loops in
the dirt before returning to the
road much to team members'
delight.
NaviGATOR next flawless-
ly traversed a bridge over a rail-
road track, disappearing from
sight at about 10:30 a.m.
Everyone headed ;over, to .an
enormous tent where contestants
monitored the, race, on flat-
screen televisions. At about
10:45, race members'got a call
that NaviGATOR had run about
10 feet off the road and was
stalled in front of a bush.
Although the car managed
to get back on the road, it trav-
eled only a short distance in the
next hour and a half before stop-
ping for good.
Team members said they
anticipated the car's computers
would reveal the cause of its
problems. Whatever the case,
they said were glad they had
been a part. of. the project not
the least because it would form
the backbone for several doctor-
al dissertations.
"Where else do you find a
lab like this?" said mechanical
engineering student Bob
Touchton. "For all of the stu-
dents, involved, this is like night
and day with what we could
have contrived in a laboratory."

AirFest invades St. Pete

- -

The third annual Suncoast Airfest was held this past weekend in
St. Petersburg. The event was hosted by the Albert Whitted Airport
Preservation Society. The three-time world aerobatic champion Patty
Wagstaff was the featured flyer.
The Suncoast Airfest also included national air show pilots Otto the
Copter, John Mohr, Jim "Fang" Maroney and Bob Cox, plus World War
II vintage aircraft formation flights. It showcased USMC v-22 Osprey,
Mohr's Stearman PT-17, Super Chipmunk and Otto the Helicopter. On
the ground, the display included air crafts and antique cars.
Much of the net proceeds from the AirFest show went to the Albert
Whitted Airport Preservation Society for the preservation and
enhancement of the Albert Whitted Airport.Other proceeds of the
proceeds went to the All Children's Hospital building fund.

Bucs Notes

Bryant shines
K Matt Bryant made all four of his field goal attempts on
Sunday against the New York Jets and accounted for all of the
Bucs' points in the team's 14-12 loss. He was successful from 30,
35, 36 and 43 yards. Overall, Bryant has connected on eight of
nine field goal tries this season.
Barber fined
CB Ronde Barber was fined $30,000 fine by the NFL on
Wednesday for punching an official during Sunday's game.
Barber accidentally hit umpire Butch Hannah in the face during a
confrontation with the Jets' Kevin Mawae in the second quarter.
Although Barber could have been ejected from the game for mak-
ing contact with an official, the officials allowed him to remain in
the game and charged him with a 15 yard unsportsmanlike con-
duct penalty.
Becht returns
Former Jet TE Anthony Becht had two catches for six yards
in his return to New York. Rookie TE Alex Smith meanwhile
caught five passes for 46 yards, the second best receiving perfor-
mance of the day for the Bucs.
Galloway hot again
WR Joey Galloway had another productive game with five
catches for 87 yards against the Jets. He is averaging 18.3 yards
per catch on the season.
Clayton's streak ends
WR Michael Clayton's consecutive games streak with at least
one catch has ended at 20. Clayton did not catch a ball on Sunday
and saw few passes thrown in his direction.
The good
The run defense was impressive once again on Sunday as it
limited Jets All-Pro RB Curtis Martin to just 59 yards on 23 car-
ries. Overall, the Bucs defense is tops in the NFL, holding oppo-
nents to 218.6 yards per game, 43 yards less than the second place
Baltimore Ravens defense.
The bad
The passing offense is struggling. It ranks 24th in the NFL
averaging just 188.6 yards per game. QB Brian Griese has been
inconsistent the past two games and for the season has thrown six
touchdowns and seven interceptions.
The ugly
It's getting redundant at this point but "ugly" may just be the
perfect word to describe the Bucs' special team's play. They have
been penalized repeatedly throughout the season, particularly on
akck returns Lately. return man Torrie Cox has struggled fielding
the ball and he may be replaced in Sunday's game against the
Miami Dolphins.

Naimoli out, Sternberg in

as head of Devil Rays

QB Brian Griese has struggled recently. In the last two games,
Griese has thrown four interceptions and has been sacked six times.
His QB rating has dropped to 75.8, 22nd in the NFL.

The Tampa Bay Devil Rays announced last Thursday, Oct. 6, that principal owner Stuart Sternberg (pictured above) has taken control of the
organization and that former managing general partner Vince Naimoli, the man responsible for bringing a Major League team to the Bay area,
will now serve as the club's chairman. Sternberg said the Rays will offer free parking for all home games during the 2006 season.
