All Children's Hospital kicked off the construction
of their new hospital on Monday, May 17 with "Lend a
Hand" celebration. Community leaders, patients, fami-
lies and staff placed colorful handprints on the construc-
tion fence as part of a Construction Kick-Off Celebra-
tion .. .
The new hospital is expected to be completed in
2008 with an estimated cost of $294 million. That is the
largest ongoing project in the state of Florida in terms of
money and biggest overall in the last ten years.
"Last year St. Petersburg set a record for construc-
tion in the city with $311 million," said St. Petersburg
Mayor, Rick Baker. "This project alone is $300 million.
It's pretty safe to say we will break that record again this
year."
The "Lend a Hand" celebration kicks off the begin-
ning of a long process that began 18 months ago. Vari-
ous members of the Parent Advisory Group and the
Patient Design Group contributed their input and sug-
gestions, as did the All Children's Board members,
physicians and staff.
The plans for the new hospital were on display at
the site, which.is located at the corner of Sixth Street and
Sixth Avenue South in St. Petersburg. The hospital is
expected,to be nine stories high.with an adjacent Outpa-
tient Care Center to hold a full array of outpatient diag-
nostics, rehab and therapy services as well as doctors'
offices for outpatient visits. There will be an adjoining
parking garage between the hospital and outpatient cen-
ter that will hold 1,000 vehicles.
The new addition will also create more opportuni-
ties for work for the people of the bay area.


"The hospital is also an economic drive
community," said Baker. "It will provide c

Other features of the new hospital include

A district tally shows 513
seniors failed the reading protion of
the FCAT, and 266 failed the math
portion. More than 40 students each
at four Pinellas County high schools
failed the reading portion alone.
The FCAT is administrated to
students in grades 3-10 and contains
two basic components: criterion-ref-
erenced tests in mathematics, read-
ing, science and writing and norm-
referenced tests in reading and math
measuring individual student perfor-
mance. Most of the questions are
mutliple choice, but some ask for a
short, written aswer and a few ask
for a more detailed or extended
answer both' in mathematical and
reading parts.
Approximately 1.6 million pub-
lic school students in grades 3-10
participated in the 2003 administra-
tion of the FCAT. The tenth-grade
FCAT has been administrated three
times a year since the 2001-2002
school year. Florida's previous grad-
uation test, the High School Compe-
tency Test, was replaced by the
FCAT in the 2002-2003 school year
as the requirement for graduation
The FCAT is the state assess-
ment given to measure achievement
of the Sunshine State Standards, and
it affects the public schools and all
students in Grades 3-10. Students
can retake the tenth-grade FCAT in
October, March and June.
High school students who did

Educational Development Exit

The hurricane season is forecast, to be above normal. It
will repeat the past hurricane season when four storms
slammed the Florida coast in six weeks.
The annual forecast from the National Oceanic and Atmo-
spheric Administration predicted for the 2005 Atlantic hurri-
cane season up to 15 tropical storms with seven to nine hurri-
canes. The hurricane season begins June 1 and ends November
30. Three to five hurricanes are expected to be major storms
ranked Category 3 or higher on the Saffir-Simpson scale of
hurricane strength. The Category 3 has winds of 111 mph to
130 mph.
Announced on May 16, NOAA's 2005 Atlantic hurricane
season outlook indicates a 70 percent chance of an above-nor-
mal hurricane season, a 20 percent chance of a near-normal
season, and only a 10 percent chance of a below-normal sea-
son.
The predicted 2005 activity reflects an expected continua-
tion of conditions, associated with the tropics-wide multi-
decadal signal, and an expected continuation of warmer sea
surface temperatures in the tropical Atlantic Ocean than can be
accounted for by the multi-decadal signal alone. The minimum
water temperature needs to be 80 degrees in order to be asso-
ciated wit4 the development of the hurricane. Currently, water
tempature in Tampa Bay cost is about 80 degrees.
In 2004, four hurricanes hit Florida directly, leaving scores
of deaths in heir paths. It is believed that four storms caused


more than $40 billion in damages. Charley hit Punta Gorda on
Aug. 13. Then Frances slammed the Florida's east coast near
Stuart Sept. 5. On Sept. 16, Ivan pummeled the Florida Pan-
handle and Gulf Coast states. Jeanne hit on Sept. 25.
"I don't know if people can be prepared for a storm like
Hurricane Andrew, but people see how bad it can get," said
Charlie Paxtal, science and operation officer of National
Weather Service Office of NOAA. "It can always get worse."
Paxtal said that people are definitely more prepared this year
than last year when four tropical storms slammed Florida in
matter of weeks.
"People saw what could have happened,", Paxtal said.
Pinellas County residents avoided the impact of hurricane
Charley, when it made an unexpected turn and hit Punta Gorda
on Aug. 13.
Paxtal said that there were about 32 people directly killed
as a result of hurricanes Charley, Frances, Ivan and Jeanne but
many more died indirectly trying to clean after the storm. Pax-
tal said that about 100 people died in Florida in chain car acci-
dents, carbon monoxide poising, and in home fires caused by
the lit candles.
These are the things that people don't know. It is also one
of the topics discussed during Hurricane Preparedness Week
held from May 15 to May 21.
The purpose of the Hurricane Preparedness Weeks was to
teach citizens about the hazards of hurricanes and what they
can do to help protect themselves, their family, and their prop-
erty.
Many citizens aren't prepared for a hurricane and lack a


plan to deal with the aftermath of the storms, according to the
Emergency Preparedness Educational Institute. EPEI found
that only 11 percent of residents and businesses have even the
most basic plans to deal with the aftermath of a storm. Based
upon research conducted following hurricanes Charley,
Frances, Jeanne, and Ivan, only 25 percent of individuals and
businesses have begun the most basic plans for hurricane sea-
son. Even* smaller percentage has a plan for the aftermaths of
the storm.
Progress Energy Florida completed preparations for the
2005 hurricane season by conducting its annual storm drill on
May 12 at the company's new storm facility in Winter Garden.
David McDonald, Progress Energy Florida's system storm
coordinator said in a press release that Progress Energy will
improve our storm response and restore power as soon as pos-
sible after severe weather. The storm center will relocate from
Lake Mary to Winter Garden Training Center, which offers
more space and phone capacity. Progress Energy will also
increase communication with customers regarding tree-trim-
ming and debris removal before the storms, improve identifi-
cation of special-needs customers and technology and software
improvement during the hurricane season.
An updated Atlantic hurricane outlook will be issued in
early August. Worldwide Tropical Cyclone Names for 2005
are Arlene, Bret, Cindy, Dennis, Emily, Franklin, Gert, Harvey,
Irene, Jose, Katrina, Lee, Maria, Nate, Ophelia, Phillippe, Rita,
Stan, Tammy, Vince and Wilma.

City experiences low reclaimed
water pressure
The St. Petersburg Water Resources Depart-
ment has begun to experience low pressure con-
ditions due to reclaimed water demand exceeding
available supply. During the dry spring season,
the city reminds reclaimed water customers of the
voluntary water restrictions limiting reclaimed
water use.
Even numbered addresses may irrigate on
Tuesday, Thursday, and Saturday; odd numbered
addresses may irrigate on Wednesday, Friday, and
Sunday. Since irrigating during the heat of the day
is inefficient due to water loss from wind drift and
evaporation, irrigation is suggested prior to 9 a.m.
and after 7 p.m. If conditions continue or wors-
en, Mayor Rick Baker has the authority to insti-
tute mandatory restrictions limiting reclaimed
water use.
Mandatory restrictions are still in effect for
customers using potable (city) water, water from
private wells, or private connections to surface
water sources for irrigation. Customers with
address numbers ending in an even number or the
letters A through M may irrigate on Tuesday and
Saturday only. Customers with address numbers
ending in an odd number or the letters N through
Z, or at locations with no address, may irrigate on
Wednesday and, Sunday only. Irrigation is
allowed 5 to 9 a.m. and 7 to 11 p.m. on these
assigned days.

2005 City beautiful award
nominations
St. Petersburg, Fla. (May 12, 2005) The
City Beautiful Commission is now accepting
nominations for the 39th annual City Beautiful
Awards. The Commission recognizes outstanding
achievement by commercial property owners in
landscaping, building design and maintenance.
Properties must be within St. Petersburg city lim-
its and landscaping must be in place for one full
year. The deadline for nominations is Friday, July
1, 2005. Nomination forms are available from the
St. Petersburg Parks Department, City Hall, City
Hall in the Mall at Tyrone Square and also online
at www.stpete.org/cb. Winners will be invited to
an awards presentation on October 11. For more

The City Beautiful Commission was formed
in 1961 to assist and promote the beautification of
the city of St. Petersburg. In addition to the annu-
al awards program, the City Beautiful Commis-
sion assists with the enforcement of city statutes
concerned with property maintenance and facility
signage, supervises "the city's Gift Tree and
Paving the Future (brick) programs. and, together
withflthe city'ss parks department, helps sponsor
and maintain the Gizella Kopsick Palm Arbore-
tum. The adjunct commission is comprised of 15
non-partisan members appointed by St. Peters-
burg City Council. Meetings are held on the sec-
ond Monday of each month.

Restoration project to temporarily
lower lake level
A Lake Seminole R & R (Restoration and
Recovery) Community Connection meeting is
scheduled for Wednesday, May 25, from 5 to 7
p.m. at the Seminole Recreation Center Auditori-
um, 9100 113th St. in Seminole.
"Lake Seminole needs some R and R -
restoration and recovery," explained Kelli Ham-
mer Levy, environmental program manager for
Pinellas County's Environmental Management
Department. "An abundance of phosphate in the


lake has led to poor water quality that is
unhealthy for plants and wildlife. Without drastic
intervention, the lake will only get worse."
Phosphate largely comes from fertilizer
washing into the lake from surrounding lawns.
So, the county plans to construct several
stormwater improvement areas to remove the
phosphate.
The project's biggest impact on lakefront res-
idents and recreational users will be the lowering
of the lake level from five feet to two and a half
feet in early January 2006. Work is expected to be
complete by the end of March 2006.
Another part of the project calls for restoring
the aquatic fisheries habitat around the lake. "If
the sediment quality is poor, plant life and fish
cannot thrive," Levy explained. "The project will
provide the best possible environment for the
wildlife in and around the lake."
The Community Connection meeting will
allow citizens to view maps and artists' renditions
of the stormwater improvement areas as well as
the aquatic habitat restoration. Environmentally
friendly fertilizers will also be displayed.
Citizens can meet with county staff from the
Department of Environmental Management to
learn more about the project and its impact. Coun-
ty staff will also be on hand to explain the permit
process for any lakefront construction work resi-
dents may choose to schedule while the lake level
is lowered.
Assistant director of Economic
Development & Housing named
Director of Economic Development & Hous-
ing Geri Campos announces the appointment of
Joel Smiley to the position of Assistant Director
of Economic Development & Housing for the
City of Clearwater.
In his new position, Smiley will be responsi-
ble for assisting the director in implementing eco-
nomic development and redevelopment initia-
tives for the city. He will concentrate on improv-
ing business relationships and attracting high
wage jobs to the city.
Smiley comes to Clearwater from St. Louis,
MO where he was Executive Director of the
Chesterfield Community Development Corpora-
tion and gained extensive experience in econom-
ic development. Prior to that he served as Assis-
tant to the City Manager for the City of Hazel-
wood, MO.
Smiley holds a Bachelor of Arts Delree from
Colorado State University and a Master's in Pub-
lic Administration from the University of Col-
orado's Graduate School of Public Affairs. He can

The 13th Annual St. Petersburg Times Fes-
tival of Reading has been scheduled for Saturday,
October 29 from 10 a.m. to 5 p.m. at the Univer-
sity of South Florida St. Petersburg a new
location. The free Festival is an annual celebra-
tion of literacy, featuring nationally known author
talks, book signing, panel discussions, work-
shops, and a variety of entertainment;
USF St. Petersburg was selected as the new
Festival of Reading venue for several reasons.
Firstly, the campus facilities will enable much
larger audiences to hear the most popular authors.
Secondly, the downtown St. Petersburg location
puts the Festival in the heart of what has become
a bustling urban center, adjacent to the cruise port
and airport, and blocks from BayWalk and the
Pier. And thirdly, the date coincides with several
other downtown events and activities, which is
expected to increase attendance at the Festival of
Reading.

Ray-ging rookie
Heading into Wednesday's game against the Detroit Tigers rookie
Damon Hollins started 13 of 15 games since being called up from AAA on
May 2. His .326 batting average in that span is fourth among Major League
rookies this month and second among American League rookies. At 30 years
old, Hollins is the second oldest rookie to play for the Rays. The oldest Rays'
rookie to ever play for the team is pitcher Jim Morris, whom Disney made a
movie called The Rookie, telling the story of the 35-year-old pitcher and his
journey to the big leagues in 1999.

Cleanup spot
On Tuesday against the Tigers, DH Josh Phelps gave the Rays their first
homerun of the season from the cleanup spot. They had gone 39 games with-
out one.

Pitchers popped
The Rays' pitchers gave up 75 earned runs heading into Wednesday's
game. They didn't allow that many last year until June 9.

Semi-slump
The Rays were batting .242 in their last 10 games heading into Wednes-
day's game. Despite the slump, the Rays were still fourth in the Major
League in batting.

Bell for McClung
On May 14, the Rays placed RHP Rob Bell on the 15-day disabled list
for personal reasons and recalled RHP Seth McClung from Triple-A Durham.
McClung came into the game on Tuesday night against the Tigers, pitching
two shutout innings while recording five strikeouts.

Shining Ray of the week: Ray Sanchez
Sanchez was batting .385 in May as-of Wednesday. This was second in
the American League behind the Boston Red Sox's Trot Nixon. He was one
of four American Leaguers with 20 plus hits this month.

Slumping Ray of the week: Aubrey Huff
Heading into Wednesday's game, Huff was 1 for 16 in his last 10 games
with only two RBI. Huff is batting only .245 on the season with only two
hbmeruns.



Will Ferrell provides a few


kicks and screams

Any sports movie, particularly one for kids, will almost always be criti-
cized for being too cliche and played out. The recently release soccer com-
edy "Kicking and Screaming" starring Will Ferrell, is no exception. But real-
ly, how much more can a movie do to make a kid learn a valuable lesson of
;portsmanship without having the very predictable plot of an underdog over-
:oming adversity while the adults learn an even bigger lesson in life? So
beforee criticizing the movie itself, one must know what they are dealing with
rom the start.
You have your typical father, Phil Weston (Ferrell) dealing with his life's
problemm of living up to his father's competitive and winning behavior. There
s his son Sam Weston (Dylan McLaughlin) who sits the bench until called
ipon to be the hero at the end of the movie. When the team is struggling the
coachess usually turn to some hero, or in this case heroes, to help turn the team
around. The two Italian soccer pros in which Ferrell turns for help are Gian
?iero (Francesco Liotti) and Massimo (Alessandro Ruggiero) who help over-
:ome the teams losing record before bowing out for the rest of the team to
;how they are winners too, in the championship game. Throw.in Byong Sun
Elliot Cho) a cute little kid to warm the hearts of the audience, along with
in extensive cameo by a hall of fame athlete or coach in Mike Ditka, and you
lave the mix of your typical sports movie for kids.
The appeal of the movie doesn't come from the typical sports plot, how-
:ver, but rather the characters that it is applied to. Ferrell's raunchy humor is
oned down a bit in this movie but his wackiness.is in full swing. From his
growing addiction to coffee to his eventual hunger to win, Ferrell's ability to
:apture an audience, or in this case, keep their attention, is never ending.
The distinction between this movie and many sports movies like it is the
interaction between Ferrell and his dad, played by Robert Duvall. Ferrell's
:hildlike attitude blends well with his dads super-jock mentality. Throw in
Duvall's rival next door neighbor, Ditka, who helps Ferrell coach out of spite
owards Duvall, and the three create an on-screen mix that helps add adult
tumor to what is an overall children's movie. Of course Ditka's acting is no
scar winning performance, but he doesn't have to stretch his ability too far
;ince he plays a competitive coach for most of the movie.
Those looking for the typical Ferrell movie will probably be a little dis-
ippointed, but will find he has his goofy moments along with a heart warm-
ng feel to his character. The critics will say the plot is watered down and
-ightfulfy so. They will just have to sit back and wait for the next movie of
ts kind to come along so they can cut and paste their review of. this movie,
killing in different cast members when necessary.
If you are looking for an unpredictable comedy, "Kicking and Scream-
ng" will have you doing just that, but if you are seeking characters that will
ceep you and your family entertained, it's worth a shot. Grade B-
