Cross Bayou Elementary has been empty since Monday March 28. The
students have been moved to other schools until the Schiavo fiasco settles
down. Cross Bayou is located next door to the Woodside Hospice where Terri
Schiavo has been staying. The move was made because police were concerned
for the student's safety. Multiple police agencies have been working long hours
to help keep the area surrounding the hospice safe. Pinellas Park police
officers, for Instance, have been working 12 hour shifts.


City to beautify 4th Street Corridor

The City of St. Petersburg held a public forum to
discuss the final plans for beautification of the Fourth
Street Corridor on March 28. The meeting was the result
of the two prior forums where city staff members
answered questions andreceived input from the com-
munity and property owners. The design of the Fourth
Street Corridor, which covers Fifth to 30th avenues, is
still in the works, city officials said at the forum.
"A lot of people have been working on this project
for about seven years," said District 4 Council Member
Virginia Littrell. "It has been going on for seven years.
And we will recount the activity for you," said Deputy
Mayor from Neighborhood Services Mike Dove to more
than 20 people who attended the forum.
The forum addressed design guidelines for Fourth
Street Corridor streetscape improvements ranging from
the new sidewalks and ramps to the street lighting and
banners.
The guidelines, set to establish design implementa-
tion limits, are based on the conformance with the cur-
rent Florida Department of Transportation design stan-
dards.
The Corridor will be named the "Fourth Street Gar-
den District," and its name and theme will be displayed
on the banners mounted on new poles and bracket
attachments.
The sidewalks along the district scheduled to be
replaced will be a minimum of six feet wide and con-
structed of 3,000 psi concrete with a hexagon block
imprint accents in red, gray or brown, or with an integral
color mixed into the concrete.
The city and the property owners along the corridor
still haven't claimed ownership for 15 sections of side-
walks. These sections will remain in their current condi-
tions and will not be fixed, said John Green, director of
capital improvements department and leisure services.
"They will stick out as a sore thumb," he said.
The landscape palette selected for the Fourth Street
district is based on the utilization of aesthetically appeal-
ing and low maintenance material that are both drought
and cold tolerant, Green said. At the meeting some prop-
erty owners expressed their concerns with the business
signage being covered by trees. Various shrubs and
groundcover will be planted along the sidewalks and in
the proposed medians.
They need to be a minimum of 13" wide from each
end of the outside curb. The first medians will be
installed at the Fifth and 29th avenues, and additional
median locations still need to announced.
Director of Transportation Planning and Parking
Management Joe Kubicki said that he medians will be
consistent in size, shape and texture, and that occasion-
al medians would only create confusion for the drivers.
It was decided at the last meeting that medians will be
installed across the alleys, restricting entrance from the
main road to the alleys.
It was also proposed that the existing parallel park-
ing spaces will remain alongside the corridor, unless vis-
ibility and safety concerns require otherwise.

markings designating the crosswalk to ensure pedestrian
safety, said Green. Additional marked crosswalks are
proposed to intersect new roadway medians between
Fifth and Ninth streets, in front of Sunken Gardens
located at Fourth Street and 14th Avenue, and at Fire
Station No. 4, where current caution signal will be
turned into the pedestrian crosswalk signal.
"The Fourth Street is a state highway, and there are
rules and regulations that we have to work with as we
continue this project," Kubicki said.
Traffic mast arms will be' installed at the intersec-
tion of Fifth and 22nd Avenues North, and the existing
mast arm at Ninth Avenue North will be painted to
match the news mast arms.
The lighting on the both sides of the corridor from
Fifth to Ninth avenues is slated for completion in
September 2007. The design for the signal and median
improvements on the Fourth Street and Fifth Avenue has
been completed and gone to the bid, and construction is
expected to begin this June and last through June of the
following year.
The corridor from Fifth Avenue to 30th Avenue is
slated for completion in December of 2007. The project
still needs to secure FDOT funding, expected in June
2006, and the construction is scheduled to commence in
July 2006. "It seems that we are on the track time wise
and dollar-wise," said Kubicki.
.The city proposed $1,375,000 budget till 2007. The
city council has appropriated $290,000 for benches and
trash receptacles, and lights in this fiscal year. The coun-
cil needs to approve funding for each fiscal year. The
FDOT placed and committed $280,000 for this fiscal
year, and committed total of $1,185,000 for the entire
project.
"This is a worthy project," Littrell said. "We will get
there and we will have a beautiful corner."


St.Pete/Clearwater Airport suffering jet lag

ATA has been St. Petersburg-Clearwater's main financial
supporter in terms of commercial flights since 1991. The airline
will officially end its operations there on April 11, leaving the
airport without 50 percent of its commercial passengers.

Noah Lagos, director of St. Petersburg-Clearwater Inter-
national Airport, spoke to the members of the Suncoast Tiger
Bay Club on Tuesday March 29. The airport has been literal-
ly jet lagged over the past few months, losing three airlines
and now trying to prevent bankruptcy and a shut down. Lagos
was on hand to express the airport's future plans and the pos-
sible troubles it faces..
"This past year can be summed up by saying, 'it was the
best of times, it was the worst of times,"' said Lagos. "At the
start of 2004 the airport set records for the most passengers
ever at 1.33 million. Since then, it has declined tremendously.
We lost three airlines in about 90 days."
It all began on November 30 when Southeast Airlines


pulled out. Southeast comprised 22 percent of the airport's
commercial passenger flights.
Following Southeast was ATA. It announced on January 26
that it would be leaving. ATA has been the core for domestic
flights out of St. Pete-Clearwater Airport since 1991. Most
recently, it has accounted for 50 percent of the airport's passen-
ger flights. It will officially cease operations there on April 11.
The most recent airline to pull out was the Canadian airline,
Jetsgo, which halted all of its flights, further diminishing the
airport's traffic by 5 percent. In just a few short months, nearly
80 percent of all the commercial flights at the airport have been
lost.
"We went from being the fastest growing airport in the
country (two years ago) to the fastest shrinking airport in the
country," said Lagos. "Our main focus is to get back financial
stability."
That financial support won't come by means of the county.
The airport receives no tax support for its operations, which
means the airport ;s mostly self-sufficient. They do receive cer-
tain funding through grants and user fees.
According to Lagos, those funds will be cut in half at the
beginning of the new fiscal year starting in October. The pro-
jected number of passengers for this year is expected to fall in
the range between 500,000 and 550,000. The budget is set to
support about 462,000.
Many feel that the airport could cease to exist with the loss
of 80 percent of commercial passenger airlines and the loss of
significant funds. The FAA, however, says the airport will not
close due to a $35 million grant it just received.
Despite the lack of revenue coming in, Lagos plans to go
ahead with-the extension of the runway that the county commis-
sion approved months before the losses of the three airlines.
The airport will also make feasible terminal changes.
"We are moving forward with the conceptual plan," he said.
"We will continue the extension of the runway (set to be com-
plete September 2006) and we will make appropriate changes to
the terminal. As the traffic comes back, we will phase our
improvements."
The airport will also continue trying to attract new and
smaller airUnes. With the addition of the runway extension,


Lagos hopes to allure European airlines as well.
Another way to help increase revenue and attract more pas-
sengers is to develop the properties surrounding the airport.
There are plans to re-develop the nearby AIRCO golf course; a
new Cracker Barrel restaurant is being built, and a new hotel is
being constructed as well. The airport's hope is that an expan-
sion in business surrounding the area will lead to more tourists
which might increase traffic to the already low cost airport.
"Developing new revenue sources will help develop stabil-
ity," Lagos said. "Our airport has many good things going for it
such as, low costs, short wait times and convenience."
The airport also would like to eventually increase the num-
ber of its airline flights to small cities that larger airports do not
cater to. The airport has already begun this step by adding
Lehigh Valley Airlines, which travels to Allentown, Pennsylva-
nia.
"We are optimistic that overtime there will be a pick up of
service...stay tuned," Lagos said. "There will be more to
come."


The halls of the St Petersburg/Clearwater airport are quickly
becoming less full. After a record 1.3 million people passed
through the terminal less than two years ago, airport officials
estimate fewer than half that number will use the airport this year.

Rapid tax refunds not always
what they appear
Now's the time to think about filing your
income tax return; the deadline to file is April 15.
The Pinellas County Department of Justice &
Consumer Services urges consumers to be leery
of ads promising rapid refunds.
SNot having to wait weeks for your tax refund
may sound great, but some consumers may not
know that rapid refunds are not free. Consumers
are actually getting Refund Anticipation Loans
(RALs) when they sign up to get their refunds
faster.
For the typical RAL, you can expect to pay
lender fees of $35 to $100, depending on the size
of the loan. These fees can translate into annual
percentage rates (APRs) from 60 percent to 650
percent or more. These rates are far above what
you'd be willing to pay for other loans. Before
signing up to get your refund quicker, always read
the fine print to determine how much you are
actually paying to receive the fast cash.
RALs can have different names, but look for
words such as tax refund advance, instant tax
refund, rapid refund, quick tax refund or refund
anticipation loan in advertisements before signing
up to get your funds faster.

New contractor classifications in
effect for Pinellas county
Browse through most home improvement or.
advertising booklets and you're bound to see ads
touting spectacular new kitchen cabinets, shiny
appliances and a variety of flooring solutions.
Though these ads may be tempting to those who
are remodeling their home, consumers should be
aware that the Pinellas County Construction
Licensing Board requires that these installers
have competency licenses. Since June 2003, sev-
eral new license classifications that govern those
who work in Pinellas County have become effec-
tive.
One new license classification requires that
those who install cabinets must possess a Cabinet
Contractor's license. Before remodeling a
kitchen, consumers should make sure that the
contractor has the proper license which can also
include a residential, building or general contrac-
tor's license. In a criminal investigation conduct-
ed by the Department of Justice and Consumer
Services, the State Attorney's office successfully
prosecuted an individual for operating outside of
the licensing requirements. The contract prices in
these cases ranged from $10,000 to as much as
$50,000. This individual was sentenced to five
years in prison, followed by 10 years of proba-
tion, and was ordered to pay more than $300,000
in restitution to his victims.
In addition, contractors installing wood trim
or wood flooring, including laminate flooring,
must have a Finish Carpentry license. Those who
engage in the installation, replacement or servic-
ing of screen enclosures and similar structures,.
including the installation of the screening itself,
are required to be licensed as a Specialty Struc-
ture Contractor or an Aluminum Contractor.
Consumers are encouraged to verify licenses
before entering into an agreement with a compa-
ny or individual to perform contracting work.

Pinellas County to receive
National Conservation Award
Pinellas County received a prestigious award
for County Leadership in Conservation from the
Trust for Public Land (TPL) and the National
Association of Counties (NACo). Commissioner
Susan Latvala accepted the award during a recog-
nition luncheon at the NACo Legislative Confer-
ence in Washington, D.C.
Pinellas County is one of six winners nation-
wide. The inaugural award recognizes leadership,
innovation, and successful implementation of
park, recreational and conservation lands invest-
ment by county leaders across America.
Pinellas County's conservation and environ-
mental activities, along with its award-winning
parks and spectacular preserves, were cited for
the award. The county's Fort DeSoto is the num-
ber-one ranked beach in the continental United
States. Pinellas County boasts 47 miles of urban
trail, 4,200 acres of park and 14,000 acres of pre-
serves.
"Balancing growth while preserving our
environment is always a challenge, but Pinellas
County leadership is committed to preserving our
quality of life for future generations," said Jake
Stowers, assistant county administrator. "Receiv-
ing this award is a testament that we are doing
that and doing it well."
Since 1948, the Pinellas County Park Depart-
ment (now the Parks and Recreation Department)
has acquired park and environmentally sensitive
land. In 1972, citizens passed a tax referendum to
fund land acquisitions. Through 1999 more than
$166 million was spent on park and preserve land
in Pinellas County, including the acquisition of
Brooker Creek Preserve. All but one of 162 red-
flagged areas of critical ecological concern are
now protected.
The county's partnerships with the school
district to establish environmental education cen-
ters, with the National Fish and Wildlife Founda-
tion to establish the Pinellas County Environmen-
tal Fund, and with Southwest Florida Water Man-
agement District, are all examples of the county's
commitment to environmental conservation.

Emergency energy assistance
available for seniors
Pinellas County Human Services is provid-
ing emergency energy assistance of up to $300 to
senior citizens unable to pay their power bills.
Funds from the Area Agency on Aging of
Pasco/Pinellas Inc. can help residents 60 and
older in danger of having their power disconnect-
ed during the prime heating and cooling seasons
when demand-and bills-are higher than nor-
mal. Eligible seniors receive assistance as well as
a voucher for a blanket or heater in the heating
season or a fan in the cooling season. The cooling
season program begins April 1, 2005.
Eligible seniors can receive help up to twice
a year during each high-demand season. As much
as $300.is available to keep power bills current.
Human Services staff members will screen those
seeking assistance to determine if they meet
income limits. The annual income limit is 150
percent of the Federal Poverty Level. For a house-
hold of one, the limit is $14,355 a year. For two
people, the income limit is $19,245; and adding


$4,890 for each additional person per household.
Prospective clients can either stop by a
Human Services office or request a home visit.
Human Services offices are located at 1100
Cleveland St., 12th floor, in Clearwater; and at
647 First Ave. N., in St. Petersburg. For informa-

Change your clocks: Change your
smoke alarm batteries
Smoke alarms are the most effective early
fire warning devices available. Though nearly all
U.S. homes have smoke alarms, one of every five
homes has devices that don't work.
"A popular method for keeping your smoke
detectors in good working condition is to develop
the habit of replacing your smoke alarm batteries
when you change your clocks in the spring and
fall," says Clearwater Fire and Rescue Public
Information Specialist, Jeffrey Camden.
Most home fire deaths and injuries can be
prevented through early warning and quick
response that includes an evacuation plan with at
least two ways out. Fully powered smoke alarms
can and sometimes do save lives when fire
strikes. When coupled with a comprehensive
home fire safety plan, the chances of survival sig-
nificantly increase. Practicing fire drills and test-
ing your smoke alarms regularly helps keep them
and you in top condition.
Every home needs smoke alarm protection.
The National Fire Protectiori Agency offers the
following for installing and maintaining house-
hold fire warning equipment:

Install smoke alarms on each level, includ-
ing the basement and outside each sleeping area.
Smoke rises, so mount smoke alarms on
ceilings or high on walls.
Test smoke alarms every month, and clean
them regularly following the manufacturer's
directions.
Lithium-powered ("long-life") smoke
alarms that "chirp" or don't respond to testing
should be replaced with new alarms.
Smoke alarms won't last forever, so auto-
matically replace those older than 10 years.
Be ready to respond if your smoke alarms
signal.
Plan and practice a home fire escape drill.

Clearwater Fire & Rescue recommends the
year-round use of smoke alarms and is committed
to providing education and promoting their use.

smoke alarm program and will install them if

287.055, FLORIDA STATUTES

The Board of County Commissioners of Pinellas County will receive
Statements of Qualification for an architectural, engineering and planning
firm(s) to prepare a Master Plan for the redevelopment of the
unincorporated community of Central Lealman.

The following services, at a minimum, shall be required for this
project: assess regulation obstacles to redevelopment, architectural and
landscape design studies; develop a master concept plan for review by the
Board of County Commissioners; develop a final master conceptual plan
including a recommended listing of projects, mapping, visual renderings.
project cost estimates, identification of financial resources for project
development, a timeline for project implementation and determining the
feasibility of designating the Central Lealman area as a Commercial
Redevelopment District (CRD).

Background: Central Lealman is an area of unincorporated Pinellas
County bound by the City of Pinellas Park to the north, the City of St.
Petersburg to the south, the principal arterial, 34th Street (U.S. Highway
19), to the east and 49th Street, a minor arterial to the west. Another
minor arterial, 54th Avenue North, runs east/west in the middle of Central
Lealman. Encompassing almost 750 acres, Central Lealman is a
community of nearly 8,000 people, and has been designated as a Target
Area in unincorporated Pinellas County.

Single-family detached homes make up 50 percent of the housing in
Central Lealman. The remaining residential developments are 7 percent
mobile homes and II percent duplexes, triplexes or multi-family. This
combines for 68 percent of total development in the area. Almost 10
percent of the area is developed with commercial and industrial uses and
occur along the arterial roadways of 34th, 49th, and 54th. The remaining
uses in Central Lealman are 10 percent Public/Semi Public. 8 percent
Vacant Land, 3 percent Conservation/rvatioservation and less than I percent
for Recreation/Open Space.

The Pinellas County Planning and Community Development
Departments have been working with residents for the past 5 years
building relationships and consensus on a proposed direction for Central
Lealman. As a result, the Board of County Commissioners approved and
adopted A Neighborhood Revitalization Plan for the Lealman Community
on July 17, 2001. Along with the others, the following projects were
identified in the Plan as ways to improve and revitalize Central Lealman:
construction of a new facility for the Lealman Family Center,
development of the Joe's Creek Grenway Park for recreation, and
implementation of a unified trash collection service for improved
appearance of the area.

All parties interested in providing these services should submit seven
(7) copies of a Statement of Qualifications to:

The Board of County Commissioners of Pinellas County is seeking
qualified consultants to provide professional engineering services for the
Pinellas County Brownfields Program. Pinellas County Economic
Development (PCED) has been awarded an Environmental Protection
Agency (EPA) grant for Phase I and Phase II environmental assessments
for the Pinellas County Brownfields Program. The areas within which
assessment and characterization activities will be conducted are Lealman
and the Cross Bayou watershed.

Consultants will be required to provide environmental site assessment
and related services on a continuing contract basis for the Pinellas County
Brownfields Program. Respondents to the request for qualifications must
be prepared to meet all federal requirements for work funded by an EPA

The movie Guess Who starring Ashton Kutcher and
BernieMac is a hip rendition of the 1967 classic Guess W
Coming To Dinner with a dab of Meet the Parents. The 1
comedy starred Katharine Hepburn and Spencer Tracy fa(
the same problem as the 2005 version of Guess Who. The
roles are flip-flopped in each picture, however. In the 60'
classic the parents are concerned over their daughter datit
African-American boy. In the newly released film, There
Jones (Zoe Saldana) is an African-American, bringing hoi

Report's rankings

Florida State University College of Law has
jumped 11 slots in the latest edition of the influen-
tial national rankings of law schools by U.S. News
& World Report. The magazine's 2006 edition of
America's Best Graduate Schools also ranks the
College of Law as one of the most diverse in the
country.
Compared to last year, Florida State's law
school increased its standing in a number of ways.
Its reputational rankings increased, both among
judges and lawyers and among academics. The fig-
ures also reflect a much stronger entering class, an
improved student-faculty ratio, and an increased
job placement rate.
U.S. News' ranking of 179 accredited law
schools lists only three of Florida's law schools in
the top 100: the University of Florida at 41, Flori-
da State University at 56 and the University of
Miami at 73.
"We are thrilled that the outside world recog-
nizes that we have made great strides, but we also
believe that the rankings still understate the level
of our excellence," said law Dean Don Weidner.
Lawrence G Abele, provost and executive
vice president for Academic Affairs, said ,"Our
law school is, by many measures, among the best
in the nation, and, because reputation often lags
behind performance, we expect that this is only the
beginning of the national recognition of the quali-
ty of our faculty and students."

$16.5 billion

A study released Wednesday by the Florida Forestry Association and the
University of Florida Institute of Food and Agricultural Sciences reveals that
Florida's forests and forest products industry are among the largest agricul-
tural commodities in the state, with total output above $16.5 billion. The
findings were announced by Agriculture Commissioner Charles Bronson and
the Florida Forestry Association.
Titled, "Economic Impacts of the Forest Industry in Florida," the land-
mark study also shows that the industry supplied Florida with over 133,000
jobs in 2003. In addition to providing jobs, Florida's forestry community
manages forests that provide wildlife habitat, clean air, clean water, recre-
ation and more than 5,000 products that we use daily.
'The report confirms what those in the agricultural industry have always
known that our forests and products derived from them have a tremendous ,
economic benefit to Florida," Bronson said. "And the recreational value they
provide, as well as the clean water and air, make the millions of acres of
forests in Florida one of the state's most treasured resources."
The forest industry continues to grow in Florida. Yesterday, Georgia-
Pacific Corporation announced it expects to open its newest oriented strand
board (OSB) mill in Hosford, Florida, this summer. The operation will
employ more than 100 people and will bring more revenue to Liberty Coun-
ty through taxes, utilities and local businesses. Keeping a healthy forest prod-
ucts market is essential to keeping Florida green. Florida's forest industry
constantly works to sustain the state's forests, ensuring that the resource stays
abundant for years to, come.
'The Nature Conservancy has always recognized the important ecologi-
cal value of Florida's managed forests," said Vicki Tschinkel, The Nature
Conservancy's Florida director. "This study confirms the economic benefits
of those ecological values, which are best maintained by preserving produc-
tive forest lands for future generations."
Forests also have a significant impact on tourism and recreation in Flori-
da. Over half of all Florida visitors engage in some type of nature-based
activity during their visits, with most of these activities taking place in Flori-
da's forests. Outdoor recreation in Florida has a total economic impact of
over $22 billion, with $6 billion directly tied to forest-related activity.
The Florida Forestry Association is the only statewide non-profit trade
organization representing the interests of landowners, loggers, foresters and
