A circus of reporters and gather outside the Woodside Hospice in Pinellas Park. Terri Schaivo's feeding tube was
removed there last Friday, causing a media blitz on the city.

By Scott Afasano
Columnist

Reporters and cameramen and photographers, a
growing populace of hungry media outlets making their
way into the bay area. Their focus...the Terri Schiavo
'saga.
What started as a routine right to die case in Pinel-'"
las Park, Florida, has rapidly flourished into a national,
and even international debate. Terri Schiavo, 41, col-
lapsed in her home in 1990, suffering from heart failure,
caused by problems from bulimia, which led to severe
brain damage and eventual diagnosis of "persistent veg-
etative state." She has resided at multiple medical facil-
ities during the past decade and a half while her husband
and parents have fought in court to decide her fate. She
has been cared for at Woodside Hospice in Pinellas Park
for the past several months.
In that period of 15 years there has been an ongoing
legal battle between Terri's parents Bob and Mary
Schindler and Terri's,husband Michael Schiavo. Her
parents want to keep her feeding tube on, while Michael
believes he is fulfilling Terri's wishes by having it
removed.
Michael got his wish last week when Pinellas Cir-
cuit Judge George Greer refused a request from U.S.
House attorneys to delay the removal. With one stroke
of the pen by the judge, the tube was removed and the
media was on the move.
When you begin to drive down 102nd Avenue, just
off of 66th Street where Woodside Hospice is located,
there is a deceiving look of major construction on that
road. There are orange colored temporary fences, a
plethora of vans, a few'roadblock signs, and herds of
people. As you get closer, however, those orange fences
turn into crowd barriers, the vans begin to show the
words Action, Fox, and News and the herds of people:
are not holding hammers and nails, they are toting cam-
eras and microphones.
For every cop, protestor, and preacher on the left
side of the road, there is a person of the media on the
right side of the road, all of whom are trying to speak for
the silent woman who lies behind it all. The abundant

coverage spreads from local news outlets to the national
media such as CNN to the international media like the
Vatican News.
Our office at the Pinellas News has been inundated
with calls from across the country regarding the Schiavo
case. Calls that would normally be received by the daily
papers are being spilled over into our office.
One woman from Idaho expressed her feelings
toward the case with her own personal experience of a
similar situation. Her daughter has been on life support
for 14 years after a car crash left her brain dead. She
contacted the Pinellas News with her belief that Schiavo
should be kept alive because she shows similar signs of
movement in that of her daughter.
There have been similar calls from Michigan, Penn-
sylvania, South Carolina, Texas and New York. One of
the biggest news stories of the past few years is right in
our own backyard.
It has been the lead story on NBC's Nightly News
with Tom Brokaw. Shock-jock Howard Stern has talked
about it. Almost everybody involved in the'case has
made at least one appearance on Larry King Live on
CNN. Just about every newspaper in the country has the
woman from Pinellas Park pinpointed for their front-
page story.
Because of the enormous national attention of this
story, Pinellas Park Police officers have been keeping
an eye on the media as well as the profestors. Police
have arrested people trying to go into Woodside Hospice
to see Terri. And while I was trying to get a better pic-
ture for this story, a cop told me to clear out of the area
I was in or he would have me arrested for trespassing.
All eyes are on our area. Some are here to support
Terri; some are here to cover every aspect of that support
and some are here to protect everyone. So after dodging,
arrests, protesters, media members and the curious alike,
I headed out of the wild jungle\ that surrounds the Terri
Schiavo case to try and write about those various eyes.
Eventually, the spotlight on Pinellas Park will fade
and the media will turn their attention elsewhere. This
week, however, the eyes of a nation are on Schiavo and
Tampa Bay.

Rapid tax refunds not always
what they appear
Now's the time to think about filing your
income tax return; the deadline to file is April 15.
The Pinellas County Department of Justice &
Consumer Services urges consumers to be leery
of ads promising rapid refunds.
Not having to wait weeks for your tax refund
may sound great, but some consumers may not
know that rapid refunds are not free. Consumers
are actually getting Refund Anticipation Loans
(RALs) when they sign up to get their refunds
faster.
For the typical RAL, you can expect to pay
lender fees of $35 to $100, depending on the size
of the loan. These fees can translate into annual
percentage rates (APRs) from 60 percent to 650
percent or more. These rates are far above what
you'd be willing to pay for other loans. Before
signing up to get your refund quicker, always read
the fine print to determine how much you are
actually paying to receive the fast cash.
RALs can have different names, but look for
words such as tax refund advance, instant tax
refund, rapid refund, quick tax refund or refund
anticipation loan in advertisements before signing
up to get your funds faster.
For information on consumer issues, call the
Pinellas County Department of Justice and Con-
sumer Services at (727) 464-6200. Visit

complaint forms or for more information about
your rights as a consumer. Watch Your Consumer
Protection, which airs on Pinellas 18. For show

Automotive history highlights
antique car show
It's the event that features more than 100 pre-
1959 original or restored automobiles, and this
year, the classics won't be the only showpieces.
The St. Petersburg Grand Prix show car will be
featured at this year's event an added bonus for
car enthusiasts.
Members of the Pin-Mar Antique Car Club
will be starting their engines at this year's PinMar
Antique Car Show on Saturday, March 26 from
10 a.m. until 4 p.m. at Heritage Village, 11909
125th St. N. in Largo.
Antique cars and one of their modern rac-
ing counterparts are just part of the fun. Vintage
motorcycles as well as a display of historic
license plates will be on hand, and visitors are
invited to design their own. The kids can make
their own Easter bonnets and participate in an
old-fashioned candy walk. Delicious food and
lively music will round out the day's activities.
Free parking and shuttle to the event entrance
is available on 119th Street, between Ulmerton
and Walsingham roads, and admission to the
event is free.

In the Eye of the Storm: Hurricane
preparedness seminar at Main
Library
Hurricane season will be here soon and to
help you prepare, the Clearwater Main Library,
100 N. Osceola Ave., presents an educational
seminar at 2 p.m., Wednesday, March 30, in the
library's first floor meeting room.
National Oceanic and Atmospheric Adminis-
tration (NOAA) hurricane hunter Lt. Devin
Brakob shares storm stories, forecasting facts and
other interesting information. Lt. Brakob is the
Instructor Navigator for the NOAA Aircraft Oper-
ations Center (AOC) and also serves as a training
officer. The AOC is located at MacDill Air Force
Base in Tampa.

President Nixon established NOAA in 1970
to unify the nation's scientific efforts under one
agency. NOAA's mission is to describe and pre-
dict changes in the Earth's environment, including
the oceans, atmosphere and living marine
resources and to conserve and manage the
nation's coastal and marine resources. Other gov-
ernment agencies, the research community, pri-
vate industry and the general public would share
the data gathered by NOAA. To learn more about
NOAA, hurricanes and other weather events, visit
www.noaa.gov.
In addition to Lt. Brakob's slide lecture,
Pinellas County's Office of Emergency Manage-
ment will provide hurricane preparedness litera-
ture and a display. A representative will be avail-
able to answer questions and look up evacuation
zones and other information. Hurricane resources
will also be provided for business owners.
The Clearwater Main Library's Hurricane
Preparedness Seminar is free and open to the
public. For information, call (727)562-4970

New contractor classifications in
effect for Pinellas county
Browse through most home improvement or
advertising booklets and you're bound to see ads
touting spectacular new kitchen cabinets, shiny
appliances and a variety of flooring solutions.
Though these ads may be tempting to those who
are remodeling their home, consumers should be
aware that the Pinellas County Construction
Licensing Board requires that these installers
have competency licenses. Since June 2003, sev-
eral new license classifications that govern those
who work in Pinellas County have become effec-
tive.
One new license classification requires that
those who install cabinets must possess a Cabinet
Contractor's license. Before remodeling a
kitchen, consumers should make sure that the
contractor has the proper license which can also
include a residential, building or general contrac-

tor's license. In a criminal investigation conduct-
ed by the Department of Justice and Consumer
Services, the State Attorney's office successfully
prosecuted an individual for operating outside of
the licensing requirements. The contract prices in
these cases ranged from $10,000 to as much as
$50,000. This individual was sentenced to five
years in prison, followed by 10 years of proba-
tion, and was ordered to pay more than $300,000
in restitution to his victims.
In addition, contractors installing wood trim
or wood flooring, including laminate flooring,
must have a Finish Carpentry license. Those who
engage in the installation, replacement or servic-
ing of screen enclosures and similar structures,
including the installation of the screening itself,
are required to be licensed as a Specialty Struc-
ture Contractor or an Aluminum Contractor.
Consumers are encouraged to verify licenses
before entering into an agreement with a compa-
ny or individual to perform contracting work.
Call the Pinellas County Construction Licensing
Board at (727) 536-4720 to check the status of a
license.

Childhood obesity in the spotlight
during Pinellas 18's Fit Kids For
Life program
Is my child overweight? Is a 10-year-old too
young to be on a diet? How much exercise do
middle-schoolers need? These are the types of
questions you may hear during a live, interactive
cable TV program about childhood obesity sched-
uled to air on Pinellas 18 this month.
Fit Kids for Life brings a panel of experts in
nutrition, exercise, self-esteem and life choices
together for a live question-and-answer show
designed to appeal to kids and their parents. Fit
Kids for Life airs on Pinellas 18 at 7 p.m. on
Monday, March 28. Pinellas County's govern-
ment station is carried on cable systems Bright
House and Knology at channel 18 and webcasts
live at www.pinellascounty.org.
A study released this week by the New Eng-
land Journal of Medicine called childhood obesi-
ty, which has tripled in the past two decades, a cri-
sis that could shorten U.S. life expectancy by two
to five years as obese children reach adulthood..T
Fit Kids for Life was created to give parents
and children the education and resources to
reverse the trend. The fun format includes a live
studio audience consisting of parents and elemen-
tary school students and a visit to a Pinellas
County elementary school where salads, fruits
and low-fat entrees have taken the place of fatty
meals.
Fit Kids for Life, a partnership between
Pinellas County, YMCA of Greater St. Peters-
burg, All Children's Hospital and Steps for a
Healthy Pinellas, aims to help parents discover
the benefits that a healthful diet and exercise can
make in their children's self-esteem, ability to
learn and motivation to succeed. A panel of local
experts in nutrition, exercise and child psycholo-
gy will provide tips on how to lose weight the
healthy way; guiding.kids to make better food
choices at home and school; making physical
activity a family effort and understanding the
self-esteem issues-including bullying and
depression-that overweight kids and teens face
each day.

County Communications Department at (727)

This Resolution is available for review, in the City Clerk's Depart-
ment. Interested parties are invited to attend this meeting and be heard.
Any person who decides to appeal any decision of the City Council,
City Board, or City Commission, with respect to any matter considered
at this meeting will need a record of the proceedings, and for such pur-
pose, may need to ensure that a verbatim record of the proceedings is
made, which record includes the testimony and evidence'upon which the
appeal is to be based.
The City maintains a tape recording of all public hearings. In the event
that you wish to appeal a decision, the tape may or may not adequately
insure a verbatim record of the proceedings, therefore, you may wish to
provide a court reporter at your expense.
FOR THE HEARING IMPAIRED An interpreter for individuals
with hearing impairment will be made available upon requests made at
least 72 hours in advance. Also, an Assistive Hearing Device (MAGNI-
FIER) is available from the City Clerk for use in Council Chambers and
all meeting rooms throughout the City. This document is available in the
following accessible formats: Braille, Large Print, Audio Tape, and Elec-
tronic File on Computer Disks.

Evolution of horses

more complex than

originally thought

GAINESVILLE, Fla. --- University of Florida paleontologist Bruce MacFadden
momentarily turns his attention away from a prehistoric horse skeleton on
Tuesday, March 15, that is on display at the Florida Museum of Natural History
on the UF campus. Conventional notions about how horses evolved are now
outmoded, said MacFadden, who describes these changes in an article in the
March 18 Science magazine. Horses did not uniformly get progressively larger
over time, nor did they make a smooth transition from nibbling on shrubs to
eating grass on the open plain, he said.

GAINESVILLE, Fla. --- The old gray mare, she ain't what she used to
be, says a University of Florida researcher whose findings show that the evo-
lution of horses had more twists and turns than previously thought.
According to conventional notions, horses simply became bigger over
time and switched from being diminutive shrub nibblers to the statuesque,
grass-eating masters of the open plains, said Bruce MacFadden, a UF pale-
ontologist whose article appears in this week's issue of the journal Science.
But the new horse sense is that the equine animals are adaptable critters
whose size, diet and range depended on geography and climate, he said.
"The old ideas about how horses evolved made for a fairly simple and
tidy story," said MacFadden, whose 1992 book "Fossil Horses" is consid-
ered the definitive work on the subject. "But many of the concepts about
horse evolution that came into being during the 20th century are now out-
moded, giving way to an understanding of the fossil horse sequence that is
much more complex."
Because horses have been around a long time, learning about their evo-
lution provides unusual insight into the patterns of evolution in general, said
MacFadden, who works atUF's Florida Museum of Natural History. "Hors-

es are a very good example because there is a long, continuous fossil
sequence of horses extending 55 million years in North America, providing
the tangible evidence to trace individual steps or changes in evolution over
a prolonged period of time," he said.
MacFadden said horses are credited with shaping human history more
than any other domesticated animal. However, it behooves us to be cautious
when accepting other beliefs about the popular animals, he said.
Children often learn in social studies classes how the Spaniards brought
horses to the New World in the 1500s, eventually producing vast herds of
wild horses on the prairies and helping to create America's legendary cow-
boys, MacFadden said. But the fossil record shows horses actually originat-
ed in North America at least 55 million years ago and roamed the continent
before becoming extinct at the end of the last Ice Age, about 10,000 years
ago, he said.
Scientists once universally thought the more primitive horses, which
lived from about 55 million to 20 million years ago, were primarily leaf-eat-
ing browsers, only becoming grass eaters as the prairie grasslands began to
spread rapidly across North America during the Miocene Epoch about 20
million years ago, MacFadden said.
,The reality is not so clear cut, MacFadden said. Actually, during times
of transition, some groups of horses actually became mixed feeders' eating
both grasses and leafy material, he said.
MacFadden analyzed the chemistry of fossilized teeth to determine
horse diets. Animals incorporate into their skeletons and teeth the carbon
content of the plants they eat, he said, and grasses photosynthesize carbon
differently than do leaves, shrubs or trees.
SJohn Flynn, Frick Curator of fossil mammals at the American Museum
of Natural History, said MacFadden's findings are important because the his-
tory of horses has been one of the mainstays of evolutionary studies, biolo-
gy textbooks and museum exhibits since the 1800s. "Bruce MacFadden's
Science 'Perspective' on horse evolution elegantly summarizes the latest
information on their fossil record, and the knowledge that continues to arise
from a wide variety of analyses of both new discoveries and existing fos-
sils," Flynn said. "And there's no one better than Dr. MacFadden to provide
this synthesis, since Bruce has long been a world leader in understanding
horses, past and present."
Although modem hprses are primarily grazers, they will feed on fruits
and leaves when grass is in short supply, MacFadden said. "Horses are high-
ly adaptable," he said. "They can exploit different food resources when they
have to and are able to withstand a wide range of climates. They live in the
tropics. They extend all the way up to the Arctic."
Just as the scientific knowledge about whether horses were browsersor
grazers has changed, so have ideas about the evolution of body size, he said.
The preconceived notion that the horse was once as small as a dog but
progressively grew to its present stature now can be proven to be incorrect,
MacFadden said.
About 20 million years ago during the Miocene Epoch, horses diversi-
fied in size rather than just becoming larger, MacFadden said. While some
grew larger, others became smaller or remained the same size, he said.
MacFadden, who was able to estimate the body size of various species
of fossil horses by measuring their teeth because they are proportional to the
rest of the body, said the old idea was based on the research of 19th-century
paleontologist Edward Drinker Cope. Cope's Law states that within any
group of animals there is a tendency for the descendants of a species to grow
increasingly larger.
"But there are so many exceptions where you go from small to large and
back to small again that you have to ask how many exceptions to the rule
you can accept before the central concept is no longer correct, he said.
What scientists learn about fossil horses has implications for under-
standing other animals because they are one of the classic textbook exam-
ples of evolution, MacFadden said. Descriptions of evolution in college
textbooks often show family trees depicting the lineage of the horse, he said.

Gas, from 1
much of an affect on tourism when the price of gas rose to a yearly high of
$2.00 a gallon. Time will tell if the nearly 14 cent increase this year will have
some sort of impact.
Regardless of cost, many consumers will have to buy fuel in order to get
where they are going. There will always be some sort of demand for people
that need their vehicles for their daily routines.
"There is really nothing I can do about the gas prices," said 21-year-old
consumer Erin Varner. "I don't like the ridiculous gas prices, but I need fuel
to get to work and school. I really don't know how much higher the price
can go before I stop buying gas. I hope not too high."
Florida consumers should feel a bit lucky. On the pacific coast the aver-
age price for regular unleaded gas is $2.29. The highest price for gas this past
week was in Honolulu, Hawaii where fuel rose to $2.34.
