Youth, elderly to share future rec center

Director of capital improvements for St. Petersburg, John
Green, hosted a meeting Tuesday night (March 9) about the
reconstruction of Roberts Community Center, 2201 58th St. N.
The almost 50-year-old building is to be replaced at the end of
this year. The tentative completion date is December 2006.
The new building is expected to bridge the gab between
generations, integrating the adult and youth centers into one
building. The adult and youth centers currently sit on the same


lot in different buildings.
"We want to take the idea from a
couple of cities in Colorado and Ari,
zona," said City Council member Vir-
ginia Littrell. "[Roberts] will be the
only recreation center in the city to
combine the young and the elderly."
Roberts Community Center is
currently located on the smallest land
area for a rec center in the city. In
order to combine both the youth and
adult centers, the city wants to make
the new building two stories.
"We were given $255,000 from
the city to design the new rec center,"
Green said. "The design is to have the
center be two stories that way we will
have more space for the park and we
will save more money."
The city is unaware at this time
how much the actual project will cost.
The new fiscal period for the city bud-
get begins in October. By then the city
will know the cost of the project and
how much they will need.
The city hired Wannemacher Rus-
sell Architects to lay out the possible
design for the new facility. The new


building will be much larger than the current one. The pro-
jected square footage for the new building is 27,500 while the
present youth building is 12,500 square feet. The youth center
will be on the first floor and the adult center on the second.
Downstairs will have a warming kitchen, a game room, art
rooms, multi-purpose rooms, a front desk area, meeting rooms,
storage rooms, a gymnasium and a covered patio.
The second floor will have three acoustically-treated
music rooms, art room, dance room, a smaller kitchen, addi-
tional storage rooms and a reception area. There will be an ele-
vator as well as stairs. There will also be a balcony overlook-


ing the court and the rooms will overlook the park.
"A lot of adult centers you go into are so enclosed and
once you're in you're in," said Wannemacher Russell Architect
Jason Jensen. "We wanted to make it more open."
The designers also paid close attention to parking and the
environment when mapping out the construction. At previous
public forums, parking and heavy traffic was a concern.
"We wanted to spread the parking around so that it isn't all
condensed to one street," said Jensen. "There will be two
entrances to the parking lot to help the traffic problem. There
will also be some grass parking to be more environmentally


friendly. We will- also
be able to save just
about every tree in the
park."
The park will have
two basketball courts.

tion, the youth and

"The plan is to
start construction in 11
months, blocking off
the construction next to
the current building for
safety purposes," said
Green. "Once the new
building is built, we
will tear down the old
center."


Shall we dance? March Madness begin

It's the hometwCoiing before the prom a chance to prove that you
belong on the dance floor and not by the punch bowl. But, leave those
dancing shoes and tuxedos at home because the dance I'm referring to is the
one that requires a hardwood floor, a pair of Nikes, a couple of hoops and a
whole lot of mayhem.
College basketball conference tournaments are underway this week,
kicking off another year of March Madness. Sixty-four teams will make it
to the big dance. One will come out on top.
Here is a look at the eligible Florida teams and their.chances of making
it to the big dance.
Five Florida schools have, a chance to make it into the NCAA
tournament beginning March 17. Two of those schools are guaranteed an
invite. The University of Central Florida has secured their bid by winning
the Atlantic Sun Conference tournament. The Knights, who will join the
Conference USA next year, cruised through the regular season with a 24-8
record, capped off by a 63-54 win against Gardner-Webb.
The University of Florida Gators will also make it to the NCAA
tournament. The Gators finished the regular season second in the eastern
division of the South Eastern Conference behind the third best team in the
country the University of Kentucky. The Gators beat the dominant
Kentucky team, however, in the regular season finale which should give
them a solid seed for the tournament.
The remaining eligible Florida schools need conference tournament
wins along with a few miracles. Miami, Florida State and South Florida
play in conferences full of sharks and they have no room for error.
UM and FSU play in the Atlantic Coast Conference (ACC), arguably
the toughest conference in the country. The ACC has three teams that rank
in the top five in the country: Wake Forest, Duke, and regular season
champions UNC-Chapel Hill.
The rest of the conference teams are fighting for air and hoping their
tournament bubble won't burst. Miami, N.C. State, Georgia Tech, Virginia
Tech and Maryland all have to make impressive runs in the ACC tournament
to convince the selection committee they're worthy of an invite.
Miami has lost four of its last five games and will probably need to win


its conference tournament outright to make the NCAA tournament. They
finished the season 16-11 overall but had a losing record within their
conference of 7-9.
FSU has about as much chance of winning the ACC tournament as the
Devil Ray's have of winning baseball's American League East division.
They finished the season last in the .conference standings with an overall
record of 12-18 and a conference record of 4-12.
In the end, Maryland and Georgia Tech will most likely make it to the
NCAA tournament along with the other top ACC teams aforementioned.
Maryland has. already beaten Duke twice this year and Georgia Tech's
performance in last year's championship game will clinch them a spot.
USF needs to win their Conference.USA tournament to make it to the
big dance.
South Florida is leaving Conference USA for the Big East next year,
and the Bulls would like nothing more than to leave on a high note. USF
finished the season with a 12-15 record with a 5-11 conference record. They
proved they could contend with the top teams in the conference by crushing
division foe and the nationally-ranked number 18 team, the Charlotte 49ers.
Charlotte has the second best record in Conference USA. It will be a tough
task, but the Bulls have the weapons and talent to be competitive.
The Big East looks like it may have as many as eight teams make it into
the NCAA tournament, which would be an NCAA record.
However, I see only seven making it in. Boston College and
Connecticut are the top teams in the conference and are sure locks for top
seeds, regardless of their performance in the Big East. The other five teams
making it in will be Syracuse, Pittsburgh, West Virginia, Notre Dame and
Villanova. If Georgetown can make a deep run in the Big East tournament
and if Notre Dame doesn't fare well, the Hoyas could slip past the Irish for
the final spot.
Teams that have secured an NCAA tournament spot with conference
wins include Central Florida, Winthrop, Old Dominion, Wisconsin-
Milwaukee, Penn, Niagara, Oakland, Creighton, Eastern Kentucky,
Chattanooga, Louisiana-Lafayette and Gonzaga.
Nineteen other conference tournaments will be played and decided by
this Sunday, before the.selection committee selects the field of 64.
Who will be dancing? Who will be this year's Cinderella? And who
will eventually be crowned king of the dance? Let the madness begin.

installed 17 tons of fossilized oyster shell. The Tarpon Key National
Wildlife Refuge is part of the Pinellas National Wildlife Refuge, which is
one of three refuges in Tampa Bay.
Volunteers arrived at Fort De Soto boat ramp ready to shovel 17 tons of
oyster shell into mesh bags. The shell bags were then transported by volun-
teer and agency boats to an eroding shoreline on Tarpon Key. Additional
volunteers then set the bags out along the shoreline to mimic a natural oys-
ter bar.
In the Tampa Bay area, massive development, over-harvesting and the
use of shell for construction has resulted in widespread declines of oyster


reefs.
Historically, oyster communities in Tampa Bay provided an important
food source and habitat for fish and wildlife as well as Native Americans
and early colonists. Oysters are also critically important for improving water
quality by filtering nutrients and algae from the bay. Additionally, oyster
ecosystems stabilize shoreline and bottom sediments and provide valuable
recreational fishing resources in Tampa Bay.
In a multi-year partnership with US Fish and Wildlife Service, the first
oyster restoration efforts at Tarpon Key first took place on Feb. 18 and 19,
when over 85 community volunteers placed 17 tons of oyster shell and con-
structed 255 feet of new habitat.
When the Tarpon Key project is completed in 2006, 48 tons of fos-
silized oyster shell will provide 750 feet of oyster habitat.
In all, Tampa Bay Watch has created over 3,000 linear feet (200 tons)
of new oyster bar habitat in Tampa Bay and engaged approximately 1,000
volunteers since the program began in 2001.
The oyster bar restoration event at Tarpon Key National Wildlife
Refuge is a part of Tampa Bay Watch's Community Oyster Reef Enhance-
ment Program (CORE) sponsored by NOAA Fisheries, US. Fish and
Wildlife Service, GE Foundation (ELFUN), Restore America's Estuaries
and in cooperation with Fort De Soto County Park. Volunteer support was
piuvided in groups by US Geological Survey, Ocean Conservancy, Krewe
of the Nautilus, Florida Environmental Research Institute and Camden
Cares Employees.

Pinellas County receives National
Conservation Award
Pinellas County received a prestigious award
for County Leadership in Conservation last week
from the Trust for Public Land (TPL) and the
National Association of Counties (NACo).
Commissioner Susan Latvala accepted the award
during a recognition luncheon at the NACo
Legislative Conference in Washington, D.C.
Pinellas County was one of six winners
announced. The inaugural award recognizes
leadership, innovation, and successful
implementation of park, recreational and
conservation lands investment by county leaders
across America.
Pinellas County's conservation and
environmental activities, along with its award-
winning parks and spectacular preserves, were
cited for the award. The county's Fort DeSoto is
the number-one ranked beach in the continental
United States. Pinellas County boasts 47 miles of
urban trail, 4,200 acres of park and 14,000 acres
of preserves.
"Balancing growth while preserving our
environment is always a challenge, but Pinellas
County leadership is committed to preserving our
quality of life for future generations," said Jake
Stowers, assistant county administrator.
"Receiving this award is a testament that we are
doing that and doing it well."
Since 1948, the Pinellas County Park
Department (now the Parks and Recreation
Department) has acquired park and
environmentally sensitive land. In 1972, citizens
passed a tax referendum to fund land acquisitions.
Through 1999 more than $166 million was spent
on park and preserve land in Pinellas County,
including the acquisition of Brooker Creek
Preserve. All but one of 162 red-flagged areas of
critical ecological concern are now protected.
The county's partnerships with the school
district to establish environmental education
centers, with the National Fish and Wildlife
Foundation to establish the Pinellas County
Environmental Fund, and with Southwest Florida
Water Management District, are all examples of
the county's commitment to environmental
conservation.

YWCA General Secretary will be the guest
Speaker at a special breakfast held from 7:30

and trainer on a variety of issues affecting the
lives of women. She has authored more than 100
published articles and nine books.
As General Secretary of the World YWCA, a
global movement of 25 million women and girls
in 109 countries, her task is to sustain the vision
and mission of the YWCA. Musimbi is actively
involved in the promotion of peace issues, just
and sustainable development, and advocating for
human rights, especially those of children,
women and. minorities.
