DCF hopes to 'cause

Florida's new secretary for the Department of
Children and Families Lucy Hadi spoke Wednesday
(March 2) for members of the Suncoast Tiger Bay Club
at the Vinoy Golf Club in St. Petersburg.
Hadi was officially appointed in December 2004 by
Gov. Jeb Bush to attack key problems and make
appropriate changes to the department. She has been
interim secretary since Sept. 15..
Her speech intended to answer two frequently asked
questions: Why not abolish the department altogether?
And why does she feel she can make a difference as the
new secretary? She also discussed what the department
hopes to change..
"It's sad but true, but children and adults need all
kinds of protection," she said: "As long as there.are
people in need, we won't stop trying to assist them."
Their mission is to protect the vulnerable,
strengthen families and protect personal and economic
self-sufficiency.
Hadi also explained some of the positive things that
DCF has done over the past year. Over 3.2 million
people in Florida have received help from DCF.
Twenty-nine thousand homeless individuals have been
given a place to stay with funding from the department.
Adoption rates are on the rise and children are being
reunited with their birth parents now more, than ever.
Caseloads have been reduced and family cases closed.
SDCF has also reduced its staff by 30 percent to cut costs,
and has improved its quality service.
Hadi also mentioned her plans for the department
under her leadership.
DFC would like to implement a performance
dashboard for the public.
"The performance dashboard will allow the public


something to happen'
to tell us how we are doing. How quickly we respond,
how well we perform, and how effective our services
are," said Hadi. "We are going to use the red light,
yellow light, green light system to show the approval or
disapproval. This will make it easier for us to correct
our problems and better assist the'public."
According to Hadi, the DCF also has to mine more
talent and cultivate connections. They also want to
establish new partnerships as well as rekindle old ones.
"People who need us need us now," she explained.
"We've pushed away people that share our beliefs in the
past because of various differences. We have to earn our
credibility back to some partners and join together."
Hadi said that bridging the gap between families
and children will require better communication in the
near future.
"In 60 to 90 days there will be partner centers,
consolidated to help people access our services through
their (partners) places." Hadi said. "We want their front
door to be our front door, throughout the state."
Internal and external consolidation means hiring
people that have a broad base of knowledge in order to
expand services.
"It is important to have people who both care and
share our beliefs, but also have a variety of talents,
which will make it easier to get things done," she said.
Hadi believes that she can make a difference in the
department. She expressed this by invoking the
powerful slogan by hall of fame football coach Bear
Bryant.
"Cause something to happen," she.stated. "I know
this state, I know this department, I can make a
difference. People need assistance and I'll do my best to
see that they get it. Public service is a privilege and a
sacred trust. I'll use my knowledge and strength God
gives me to make my home state better."

No plans for spring break? Pinellas County offers finest and lesser
paradise in your own back yard. Sailing, beaches, known attractions.
and nature walks are just a taste. aonsidere by

beach in the continental United States, Fort DeSoto is also the largest park
in the Pinellas County park system. The park consists of two main
swimming areas, two fishing.piers, 238-site family camping areas, an
historic fort and seven miles of waterfront. Two nature trails and.a 6.8 mile
asphalt trail for biking and rollerblading round out Fort DeSoto as a perfect
place for beach bums or more active visitors. The cost of visiting one of
the country's best beaches is minimal gas, tolls, and food are the minor
expenses.
If Fort DeSoto is a little too peaceful, head a few miles down the road
to the more developed St. Petersburg Beach. There are about 30
hotels/lodges on St. Pete Beach, including the famous Don Cesar. Obvious
tourist activities include parasailing, waverunning, snorkeling, shopping,
or visiting then-many restaurants and bars.
If you want to delve into something new, try visiting Dolphin
Landings on Gulf Blvd. for atrip to Shell Key, a dolphin watch sailing
cruise or a sunset sail. Shell Key is one of a few undeveloped islands left
in the Gulf of Mexico. A great stopping place for picnickers, anglers and
boaters, the small island is also a spectacular place to catch a glimpse of
our rare feathered friends. Two-hour sunset sails take visitors into the Gulf
for an unobstructed view of the sunset.
You can also learn how to cruise around the Bay on your own at the
Annapolis Sailing School in downtown St. Petersburg.
If sea sickness kicks in, St. Pete Beach is also an excellent place for
biking. Bike rentals are reasonably priced at the Beach Cyclist located at
the northern end of.St. Pete Beach.
For a break from the beach, take your bike or feet to one of St..
Petersburg's many other trails, such as the Pinellas Trail, Weedon Island,
or Boyd Hill Nature Park. Boyd Hill also offers night hikes for a glimpse
of city's nocturnal creatures.
S Downtown St. Petersburg offers museums, the Pier, Baywalk, Jannus
Landing, the Mahaffey Theater, Sunken Gardens and Tropicana Field.
Outside the Trop you can find the Tampa Bay Walk of Fame, located
near the west entrance. The Walk of Fame honors sports legends who hail
from the 1 -county Tampa Bay area, including Tampa Bay Bucs great Lee
Roy Selmon, baseball all-star Wade Boggs, Babe Zaharias, arguably the
greatest women's golfer of all time, and Olympic and world champion
swimmer Nicole Haislett.
While checking out the Devil Rays at Progress Energy Park for spring
training, check out the lesser known Baseball Boulevard. Long before the
Rays' arrival in 1998, St. Petersburg was a hotspot for spring training.
Baseball Boulevard tells of the 90-year history of St. Petersburg's love
affair with baseball through a series of home-plate plaques. The sidewalk
plaques lead from Progress Energy Park to Tropicana Field, mostly along
the south side of Central Ave.
While strolling down Central Ave., stop in. to one of the many
restaurants and shops. Restaurant franchises such as Bonefish Grill,
Durango's Steakhouse and Hooters originated in Pinellas County.
Chattaways, Coney Island and El Cap rank among St. Pete's best non-
franchised landmark joints, known for their award-winning burgers and
hot dogs.
Nightlife is more than just BayWalk in St. Petersburg. Jannus
Landing, Straub Park, and Vinoy Park host concerts of various genres.
The Get Down Town/First Friday series takes place on the first Friday
of each month. Central Avenue, between Second and Third Street, closes
to traffic, creating a block party complete with legal outdoor drinking and
live entertainment.
Upcoming spring break events include the St. Pete Grand Prix and
SPIFFS 30th annual International Folk Fair.
The Grand Prix will be held Apr. 1-3 and runs through St. Petersburg's
downtown waterfront, along Bayshore Dr. S. and First St. S. St. Petersburg
will also play host to the Indy Car Racing League Series' first street race
and third race of their 2005 season.
Experience cultures from around the world during St. Petersburg's
International Folk Fair March 18-20 at Tropicana Field. Enjoy non-stop
entertainment, demonstrations, crafts and traditional cuisine from 40
different countries.
If you are still not convinced that your home of St., Petersburg is the
place to be for Spring Break, paradise can still be just a drive away in
Clearwater, or Orlando, or Daytona, or Cocoa Beach, or Panama City...or
one of Florida's many tourist zones.

Palm Harbor First Friday to salute
firefighters
Old Palm Harbor Main Street invites the
public to attend the next First Friday celebration
on the THIRD Friday this month: March 18th,
.2005 starting at 7pm. This community-oriented
block party, held on Florida Avenue in Downtown
Palm Harbor, will feature That '70's Band, as
well as food from local restaurants and other
vendors. Attendees are encouraged to bring their
own chairs.
The First Friday celebration in March was
moved to the 3rd Friday (March 18th) to coincide
with the Palm Harbor Fire Rescue's hosting of the
2005 Southeast Regional Extrication Challenge
and Learning Symposium. This celebration will
have a St. Patrick's Day theme and will be a
tribute to our Firefighters. We will be toasting
them with green beer!
First Fridays are sponsored by local
businesses like The Simple Gourmet, Thirsty
Marlin and Eric's Hot Corer in partnership with
Old Palm Harbor Main Street. First Fridays are

Stetson presents free People's
Law School sessions
Stetson University College of Law's People's
Law School will present three free programs in
March and April at its Tampa Law Center, 1700
N. Tampa St., on timely legal issues.
March 8, 6 p.m., "Basic business
organizations: What consumers and business
owners need to know," Professor Joseph
Morrissey will discuss the basic types of
businesses: sole proprietorships, general
partnerships, limited partnerships, limited
liability companies and corporations. The
discussion will focus on the fundamental
concepts of limitation of personal liability and
limiting tax exposure.
March 31, 6 p.m., "How to do free legal
research on the Internet," Professor Sally Waters
will discus how to find free legal information
such as cases, statutes, regulations and
government information for the federal and state
levels. She will cover the best legal Web sites and
demonstrate how to use them.
April 14, 6 p.m., "Harassment and
discrimination in the workplace," Professor
Michael Finch will provide an overview of law
governing sexual harassment and discrimination
in the workplace, including what is permitted and
what is prohibited in the workplace and the
process of raising complaints.
The People's Law School .is a continuing
series of free programs to provide information
about legal issues of general interest. The series is
not intended to offer legal advice to individuals or
groups, or to substitute for legal counsel provided
by a personal attorney.

Spring Fling offers prospective
USF students an inside look at
campus life
Instead of spending their College Day at the
beach, prospective college students are invited to
spend a day on the waterfront at USF St.
Petersburg's annual Spring Fling Monday, March
7 from 10 am to 2 pm.
Prospective students can talk to students and
faculty about why they enjoy USF St. Petersburg,
including the big university experience with a
small campus feel. Recruiters will also be on-
hand to answer questions about admissions
requirements, majpr fields of study, financial aid
and scholarship opportunities that are available to
only USF St. Petersburg students.
During Spring Fling, similar to a fall
homecoming event, prospective students can
compete with university students in jousting and
basketball contests and enjoy a free barbecue
lunch and ice cream sundaes.
"This is a great opportunity for prospective
students to really get an inside look at a university
and meet other college students," said John
Vassel, director of prospective student outreach.
"This informal setting makes it more comfortable
to find out about a university."

USF College of Marine Science
holds Oceanography Camp for
Girls
The University of South Florida College of
Marine Science will hold its Oceanography Camp
for Girls May 23 to June 10 from 8 a.m. to 4 p.m.
daily. The camp is open to all girls in Pinellas
County who are completing the 8th grade and
want to learn science while having fun
experiencing the Ocean World.
The program is free and limited to 30
students. Campers must provide daily
transportation to and from camp. The deadline for
applications is March 2. Applications are
available at www.marine.usf.edu/girlscamp or
from 8th grade offices or teachers. Successful
applicants will be notified by mail the week of

Honor the Greatest Generation at
the World War II Salute,
A World War II Salute takes place at Heritage
Village from 10 a.m. until 4 p.m. on March 12.
You'll feel like you've been transported back to
the 1940s as you'll see vintage cars, make your
way along a military obstacle course and play a
game of plane spotting. A portrayal of President
Franklin Delano Roosevelt will make you feel as
if you are tuning in one of his Fireside Chats on
the family radio.

Productions or kick up your heels with the swing
dancers from Strictly Swing Entertainment. You
can even roll up your sleeve and donate at the
Florida Blood Services' Blood Mobile or bring
nonperishable foods to support the food drive for
local charities. Stop by the victory garden to see
how residents grew their own food to supplement
their food rations and smell the war cake baking
at the Moore House.
Axis and Allied re-enactors will be.on hand
with authentic restored military vehicles, displays
of memorabilia and uniforms. The exhibit Some
Gave All African Americans in World War II,
created by the Pinellas County African American
History Museum, will be featured. The Armed
Forces Mobile Military Museum and Mobile
Military Display will also be on site with an
extensive display of wartime era items.
Also participating will be Holocaust survivor
Phil Gans and a special Florida Humanities
Council program based on three women authors
who will give their view of the War: Willa Cather,
Marjorie Kinnan Rawlings and Gertrude Stein.
This event will also mark the 60th anniversary of
the end of the war.
Free parking and shuttle to the event entrance
is available on 119th Street, between Ulmerton
and Walsingham roads, and admission to the
event is free.

Easter morning is expected at 6:03 a.m. and
sunrise at 6:26 a.m. Parking lots at The Pier will
open at 5 a.m. Trolleys will begin operating at
5:30 a.m.
Reverend H. Clark Edwards, Senior Minister
of First United Methodist Church, 212 Third
Street North, will officiate at the one-hour non-
denominational service. Among others taking part
are First United's First Light Choir, led by Darrell
Brandimore, and The Salvation Army Band, led
by Bandmaster Durk Warnas.
Reverend Edwards' church will also provide
the 500 chairs that will line the end of the pier,
looking east as the sun emerges to light Tampa
Bay.

benefits Resurrection House, founded by
downtown St. Petersburg churches in 1987. The

Folk Fair celebrates 30th
anniversary
Whether you are a world traveler or have
only just dreamed of traveling the world, you can
do it in a single day. The 30th Annual SPIFFS
Folk Fair takes place at Tropicana Field, March
18-20, celebrating with 40 ethnic groups under
the dome.
Entering the 30th year, SPIFFS has been
widely recognized for its contribution to the
understanding of thousands of young people who
come to the annual fair on school field trips or
groups to see the culture/crafts/food/dance/music
of the worlds. They can see and enjoy real live
people who are proud of being Americans but
want to share the gifts they brought here from
many different cultures of the worlds.
Friday night, Saturday, and Sunday, the Folk
Fair opens its doors at Tropicana Field and grants
fairgoers an opportunity to browse the ethnic
villages, buy metal work from Haiti, carvings
from Peru, and rice candy from China. You can
watch the continuous entertainment onstage from
the different cultures, while sampling the egg
rolls of six different nations to say nothing of
the desserts.

Clearwater student wins Black
History Month essay contest
Austin Brown, a student at Clearwater's Bay
Vista Fundamental School, has won first prize in
the AmSouth Black History Month Essay
Contest. Winning contestants receive a $200
savings bond, and AmSouth Bank will contribute
$500 to his school in honor of his
accomplishment and participation.
In an effort to promote diversity and support
Black History Month activities, AmSouth Bank
sponsored an essay contest for K-12 students
during February. Dependents of AmSouth
employees were eligible to enter. The contest was
designed to be educational for children and
complement the Black History curriculum at local
schools, as well as to encourage, children to
understand and appreciate diversity.
Students K-2nd grade drew pictures that
saluted Black History Month and diversity, and
students 3rd-12th grade were asked to write a
100-200 word essay on an African American
figure from history who inspired them, the
importance of studying Black History Month, or
the value of having diversity in society. Contest
entries were submitted based on grade level and
geographic area, and a panel of AmSouth
employees judged the entries. In each, of
AmSouth's 9 geographic areas, winners were
selected from the following age brackets: K-2, 3-
5, 6-8, and 9-12.
