done on education funds in the 40 largest school districts in the country.

The quality of Florida's education has certainly received its fair share of
criticism in past years. Low test scores and low graduation rates have caused
many to lose faith in the system. The nay-sayers, however, may have to put
a sock in it for a while, at least when it comes to the education effort in
Pinellas County.
A recent study done by Dewey & Associates of Tampa Bay has shown
that the Pinellas Education Foundation is ranked first out of the education
funds in the 40 largest school districts in the country.
The study assessed and compared two aspects of an education
fund/foundation. First is the effectiveness of an education fund/foundation at
generating and sustaining financial resources to serve the students of its
school district.
"The rationale is that the more financial resources a foundation can
generate, the more services and programs it can provide to enhance the
public school experience for students," said Dewey Caruthers, president of
Dewey & Associates.
The study also assessed and compared the effectiveness of distributing
financial resources based on the number of students in its school district.
Dr. J Howard Hinsley and Chairman Emeritus, Dr. Gus A. Stavros
founded the Pinellas Education Foundation in 1986. The mission is to
provide enhanced educational opportunities for students and educators in
Pinellas County Public Schools. Since its inception the Pinellas County
Foundation has raised more than $60 million to support public education in
the county.
The board consists of 40 members representing different companies,
which help fund the non-profit foundation.
"We have a great board," said current foundation president Terry
Boehm. "People are connected and involved in the community. They really
care about the kids."
In the study, Pinellas County ranked second in long-term financial
sustainability, fourth in program expenses distributed per student, fifth in
total grants and scholarships awarded, and first in the number of grants and
scholarships distributed per student.
"There are only a handful of education funds and foundations that raise
more money and have higher program expenditures than Pinellas, like New
York and Philadelphia, but when you take into account the number of
students served in these school districts, the Pinellas Education Foundation
fares very well," said Carithers.
One aspect of the foundation that is important to its successful ranking
is the development of Enterprise Village. Established in 1988 by Stavros,
Enterprise Village plays host to 17,000 fifth-grade students each year.
Students have the opportunity to enter a mini-business world. They can run
a radio station, publish a newspaper, work in a bank or manage a utilities
company.
Enterprise Village, in part, prompted businesses to provide financial
support to the foundation. The idea has attracted companies such as
Progress Energy, Bright House, and the Home Shopping Network.
Enterprise Village has been duplicated in different cities in the country and
the world, from Seattle to Tokyo.
Other programs and scholarships the foundation has developed through
various funding include Scholarships for Adult Vocational Excellence,
Doorway Scholarship Program, and Scholarships for Graduating High
School Students and Teach for Excellence Classroom Grants.
The success of Enterprise Village has also led to Finance Park for eighth
graders and Career Cove for high school students.
"I am excited and thrilled about being number one," said Stavros. "It
just proves what can be done with everyone cooperating for the benefit of
the students."
Despite their new ranking, the foundation doesn't plan to relax. Boehm
and the rest of the foundation want to improve financial assistance to
students and provide as many opportunities as possible.
"We are not going to rest on our laurels," he said. "We don't want to
get too comfortable. We have to keep working hard to help the students in
out community."
Other Florida education foundations that ranked high include the
Hillsborough Education Foundation, which ranked tenth in the nation. The
rankings were for ihe top 10 foundations are as follows:

3. Fund for Public Schools (Kings County, New York)-tied for third

6. Clark County Education Foundation (Clark County, Las Vegas,
Nevada)
7. Schools of the 21 Century (Wayne County, Detroit, Michigan)
8. Chicago Public Education Fund (Cook County, Illinois)
9. Wake Education Partnership (Wake County, Raleigh, North
Carolina)
10. Hillsborough Education Foundation (Hillsborough County, Tampa,
Florida)

auditions for on-air talent.

Low cost and no cost feline
spays in February
February is a prime breeding season for cats.
It is also the month when local shelters and
veterinarians work together to help ease the
problem of unwanted litters. That's why Pinellas
County Animal Services is partnering with four
other organizations to sponsor the 6th Annual
Feline Spay Month in February.
County Animal Services will offer free
spaying of female cats that are owned by anyone.
receiving public assistance such as Medicaid or
food stamps. In addition, Animal Services will
offer low-cost spaying of female cats to all other
cat owners for a reduced fee of $25.

Unwanted cats represent the majority of the
animal overpopulation problem in Pinellas
County. Unfortunately, there are more cats turned
in to shelters than can be adopted. The combined
efforts of Feline Spay Month are a concerted
effort to help reduce the numbers of unwanted
litters.
The Animal Services Animobile is assisting
with the spay effort. The mobile unit will be
located at the Enoch Davis Center, 1111 18th
Avenue South, in St. Petersburg on the following
dates: February 3, 5, 10, 12, 24 and 26. The
Animobile will offer free spaying to those who
meet the financial criteria and will provide $1
rabies vaccines with the purchase or proof of a pet

CASA hosts, program on domestic
violence
Community Action Stops Abuse, (CASA) is
launching an innovative approach to community
education with a new one-hour program to
explore common misconceptions about domestic
violence. CASA hopes to answer one of the most
frequently asked questions, "Why does she stay?"
and inspire a collective shift in thought that
replaces the question with a better question,
"Why Do They Abuse?" The program is ongoing
and free.
One in three women in the U.S.today will be
victims of violence during her lifetime. Domestic
violence, rape, stalking and murder threaten and
destroy women's dreams, their families, and their
lives. It is important that the community
understands the issue so that victims are not
blamed for their abuse.
To get an idea of how many people are
affected in our community, look. at the facts:
More than 500 people run to CASA's
emergency shelter each year, nearly half are
children.
More than 10,000 people receive direct
services from CASA each year.

come to south Pinellas law enforcement each
month, and CASA responds to each victim named
in written reports.
More than 63,000 people are reached though
CASA's community education and professional
training programs.

Help with Spring Break traffic
congestion on the way
To help alleviate spring break traffic
congestion, the City of Clearwater will add an
extra eastbound lane of traffic coming off the
Memorial Causeway Bridge. Parking will be
temporarily removed from the south side of
Cleveland Street to accommodate this extra lane.
As was done the previous two spring break
seasons, Cleveland Street will be re-striped for
three lanes of traffic. The new lane will open Feb.
25 and remain open until May 4.
While Cleveland Street parking spaces are
unavailable, downtown visitors will have access
to free, two-hour parking at the Garden Avenue
Garage, 28 N. Garden Ave., every day. On
weekends, additional free parking is available at
City Hall, 112 S. Osceola Ave., and at the
Municipal 'Services Complex Garage at the
intersection of Park and East. With the help of the
Downtown Development Board, downtown
businesses are providing tokens to customers and
employees for parking in the Sun Trust Garage
and the parking lot behind that building. New
wayfinding signs direct traffic to downtown
parking.

City announces new focus for
economic development
The city of St. Petersburg announced
organizational changes within its City
Development Administration, including the
appointment of David S. Goodwin as the new
economic development director. Mr. Goodwin
was promoted from his previous position as the
assistant director for Development Services.
In addition to managing the city's urban
planning and growth management functions in his
previous position, Mr. Goodwin managed the
city's annexation and development of regional
impact programs. These programs are important
economic development initiatives that have
directly contributed to improving St. Petersburg's
employment and tax bases, and will continue to
be under Mr. Goodwin's direction. Mr. Goodwin
has developed and administered multi-million
dollar annexation agreements that were incentives
to bring, valuable commercial and residential
properties into the city.
Mr. Goodwin holds a bachelor's degree in
urban planning from the University of Cincinnati
and a master of science degree in urban and
regional planning from Florida State University.
He has been employed by the city of St.
Petersburg for nearly 20 years. He is married and
has four children.

USF presents The Meeting
Although Dr. Martin Luther King, Jr. and
Malcolm X had very different ideas about how to
approach a problem, they shared an important
goal to end racism. For Black History Month,
USF St. Petersburg presents a fictional play based
on a meeting of these two great minds
Wednesday, Feb. 23 at 7 p.m. in Davis Hall,
Room 130.
The Meeting is set in a hotel room in 1965
Harlem and emphasizes the famous leaders'
different views about how to achieve freedom.
Writer Jeff Stetson has earned eight NAACP
Theatre Image awards for this play.
"This production is important not only to the
black community, but to the community as a
whole," said Steve Marshall, interim
Multicultural Affairs coordinator. "It is important
for people to be aware of history of all kinds.
People need to see how society has progressed
and is coming together,"

County Commissioners seek Input
on yard parking ordinance
Pinellas County Commissioners are seeking
input from residents of unincorporated
neighborhoods about a proposed ordinance that
would regulate RVs, boats and extra vehicles
parked in front yards.
A series of Voice Your Choice Community
Connection meetings are scheduled for early
March throughout the county to offer citizens the
opportunity to review a variety of parking options
and indicate their preferences. Commissioners
will use the input collected at these meetings to
assist them in determining if any parking code
changes should be made.
County staff have developed a proposed
parking ordinance based on recommendations
from a Code Enforcement Task Force of citizens.
The task force conducted extensive research and
observation.
This proposed parking ordinance will be
presented at the meetings, along with three other
options a less restrictive ordinance, a more
restrictive ordinance or no change in existing
parking codes for unincorporated neighborhoods.

Averting a Rudgetury Shipwreck
A federal budget is like a cargo ship. A ship leaves port loaded with
goods; a budget leaves the White House loaded with goodies. Like a ship,
the budget makes many stops before it reaches its final port. And when it
arrives, it's usually carrying different things than when it started.
That's why caution is in order when it comes to President Bush's
proposed 2006 budget. It's an excellent Step in the right direction. If
implemented, it actually would reduce non-defense discretionary spending
for the first time in years. It also would kill off, or greatly reduce, some 150
wasteful or redundant programs. That alone would save $20 billion next
year.
Plus, it would begin to address the even greater financial problems of
entitlement programs, such as Social Security and Medicaid. At the same
time, the budget would increase spending in critical areas, such as homeland
security and the military. And it would make permanent the pro-growth tax
cuts enacted during President Bush's first term.
But now that this ship is underway, the difficult work of navigating
safely begins.
Liberals lined up to condemn the budget as soon as it was released.
House Minority Leader Nancy Pelosi, D-Calif., for example, claimed it "is
fiscally irresponsible, morally irresponsible and a failure of leadership."
That response was predictable. Yet the president's Republican allies haven't
exactly come out in favor of his budget, either.
House leaders Dennis Hastert, R-Ill., Roy Blunt, R-Mo., and Jim
Nussle, R-Iowa, described the plan as merely a "starting point." As if that
signal wasn't clear enough, Sen. Judd Gregg, R-N.H., of New Hampshire
pointed out that lawmakers may like the "concepts" of the budget, but "we
don't have to follow those programs."
Their message seems to be, "Thank you, Mr. President. We'll take it
from here." But this year, the White House shouldn't let that happen. If it
does, none of the proposed spending cuts are likely to happen. Here's why.
With the usual budget process, the president proposes a spending plan
in February. It goes to Congress, and lawmakers spend months working on
it. Some time in the fall, the compromise budget appears. Congress passes t
-- in recent years, often as a single spending bill. The president has no choice
but to either sign the whole thing (even though it no longer resembles his
original proposal) or veto it and risk another government shutdown.
Unfortunately, every program, no matter how small or wasteful, has at
least one supporter on Capitol Hill. So if the president doesn't fight for his
planned spending cuts, some lawmaker will manage to slip them back into
the budget, one by one.
Consider Amtrak. After years of supporting the railroad through
wasteful federal subsidies, the president finally said, "enough." He
eliminated Amtrak's subsidy.
it's about time. Amtrak has received more than $29 billion in federal
support through the years, including $1.2 billion this year. The railroad loses
money on every route it runs, and it serves only a tiny fraction of our
transportation needs. In fact, it carries less than 1 percent of the intercity
passenger traffic. That's no way to run a railroad.
But Anitrak has staunch supporters in Congress. As the year progresses,
we'll be able to tell if the president's plan is on track by watching the
railroad. If its usual big subsidies end up in the final package, it will signal
that the president's pitch for fiscal responsibility has failed.
Another key program to watch is farm subsidies. The president wants to
trim them by $8 billion over the next decade. That's an excellent idea.
Farm subsidies are little more than corporate welfare. Though presented
as a helping hand for small family farmers, two-thirds of these subsidies
actually go to only 10 percent of the nation's farm operators. Those aren't
families. They're big agribusinesses that don't need federal help to stay in
business.
But on Capitol Hill, the farm lobby already is fighting to keep its share
of the federal pie. As with Amtrak, the amount that Congress eventually
devotes to farm subsidies in the final budget will be a good indication of
whether Presidept Bush got the budget he wanted.
The president needs to pilot the federal budget ship carefully. If he turns
over the wheel to lawmakers, he won't recognize the budget when it comes
back to him.
However, if he stays involved in the process and insists that lawmakers
work with him, there's no reason we can't arrive safely in port with a smaller
federal budget -- and a lower burden on the American taxpayer.
