take care of them.

Gold, silver, diamonds, jewels and... the elderly?
The elderly cannot be measured in currency, and their
stories, contributions and influences are priceless.
However, the value of the elderly has often gone
overlooked. The Florida Health Care Association
(FHCA) hopes to change this pattern by designating
February 15 "Caring for Our State's Treasures Day."
FHCA, a federation of facilities representing long-
. term care providers, encourages society and the
government to invest in the well-being of the elderly,
particularly those in nursing homes and long-term care
facilities.
For FHCA, "Caring for Our State's Treasures Day"
is a way to show the elderly that they are appreciated,
while advocating community involvement in seniors'
lives. The FHCA proclamation, a ith commentary,
follows:

is to acknowledge the
residents that helped
establish our country.
"We need to find
out the stories and
history behind these
residents," said FHCA
assistant director
Deborah Afasano.
"Maybe some of the
residents fought or
were nurses during
World War II. It's time
to seize those
moments and learn
about our residents."


Florida is home to
about 71,500 residents
in nursing homes.
That equates to 71,500 treasures deserving attention and
care.
Whereas, our elders positively influence our quality
of life through their physical and intellectual efforts that
result in innovative advances in the arts and sciences,
medicine, education and transportation;

Of the thousands of seniors in Florida, many of
them have helped create history and some took part in
the major technological developments of the 20th
century.
"With the movie The Aviator out, there could be a
resident somewhere in a facility that worked in the
airline industry during the time of Howard Hughes,"
remarked Afasano. "These people have been through so
much, and there is so much we can learn from them. We
have opportunities to tell their stories."

Condos vs. Hotels: Battle on the beach

presentation was given on the
economic impact of condominium
conversions on the county's
beaches. The study was done by
Wilbur Smith Associates and
hosted by Pinellas County's
Economic Development team at St.
Petersburg College's Digitorium in .
Seminole.
Population growth along with
the geographical makeup of the
county is constantly changing.
Pinellas County's Economic
Development department seeks to
find the best ways to redevelop the .

renovating older commercial/industrial buildings, as
well as residential projects.
The focus of Tuesday's forum was Pinellas
County's coastal properties, particularly old hotels and
motels that could be converted to condos or new hotels.
Among the reasons for conversion are the diminishing
developable land and lower interest rates of the
properties.
More than 35,000 businesses are located in Pinellas
County, with five percent located on the beaches.
Twenty-seven percent of restaurants and lodging in the
county are located on the coastal waters as well. The
study shows the impact of a future of fewer hotel and
motel units. It also shows the possible effects of adding
more condos and the resulting effects on visitor
spending, migration, and capital investment. The model
can also estimate changes in a community's
employment, taxes and economic output.
The findings of the study showed that the overall
financial impact of the county will be minute.
"In the long-run, the economy will not be that
impacted by overall finances, county wide," said Wilbur
Smith Consultant Paula Dowell. "The percentage
changes for the redevelopment of the beaches over the
next 25 years for the county is very small."
The impact may not be significant to the county, but
it could have an effect on the cities with beaches.
The baseline assumptions are that the beaches will
experience a rise in the economy in the beginning of
redevelopment, a decline in about 2015, and a slow rise
back to normalcy by 2030.
"There would be an increase in economic output of
$50 million in 2005 mainly due to construction, and a
decrease of $164 million in 2015," said Mike Meidel,
Director of Pinellas County Economic Development.

possible there will be a loss in tourism because of a loss
,of some hotels."
With the addition of condos, property taxes will
also rise because condos are taxed per unit and area. As
of now, .some of the taxes in the older beach
hotels/motels are low because of their age and size.
"Property tax revenues are expected to increase
anywhere from $9 $60 million in 2015," said Dowell.
"With new hotel replacement and the addition of condo-
hotels construction will improve the employment
outlook for the future."
The construction of the hotel condos raise quality of
life issues such as protection of public beach access,
beach renourishment funded by tourism, planning for
landscaping, and ensuring neighborhood identities.
"I think it's a good idea to reconstruct some of these
beach lodging places," said Indian Rocks resident Jim
Devine. "The baby boomers are starting to retire, and
they need a place to go. Some of these places look like
s-.
The condos will also bring in more tax revenue for
the cities, giving them an opportunity to upgrade public
services, such as parking and police. The study was
conducted to assess how many hotels/motels should be
converted, and also to ensure tourism doesn't drastically
change. New hotels are also a possibility to balance out
the abundance of condos.
The study is the beginning of a long process, and
will require community forums and analysis to find out
the final impact of the aforementioned changes.
"This economic analysis is an important first step,"
said Meidel. "We recognize that the beach communities
will be disproportionately impacted by changes in
employment and quality of life. With the input of our
(community leaders) and citizens we will continue to
study the effects of the conversions." I

Downtown St. Petersburg is becoming increasingly cosmopolitan
every day. High rise condominiums, shopping, restaurants and people
strolling the streets evidence the city's transformation, and, with the
introduction of a world-class art exhibit, the city is certainly coming into its
own.
Daily, lines of people pour into the Museum of Fine Arts to
experience Monet's London: Artists'Reflections on the Thames, 1859-1914.
On weekends, getting into the museum has become quite a challenge, with
large numbers of people from all over the area flocking to the gallery.
The exhibit, which opened Jan. 16 and runs through April 24, has.
attracted thousands of visitors in its first three weeks and has been enjoying
rave reviews from critics and art enthusiasts. In celebration of the MFA's
40th anniversary, curator Jennifer Hardin pulled together 141 pieces
borrowed from museums all over the United States and Europe, with the
majority coming from the Baltimore Museum of Art and the New York
Public Library.
Inspired by the museum's best-known work, Claude Monet's
Houses of Parliament, Effect of Fog, the exhibit reunites the piece with 11
of Monet's masterpieces from one of his most successful shows at the
Durand-Ruel Gallery in Paris in 1904.
While the Parisian-born Monet is best known for his paintings of
French landscapes and water lilies, the famous impressionist crossed the
English Channel at the turn of the 20th century to record his views of
London landscapes. The resulting series of paintings, Vues de la Tamise
(Views of the Thames), includes paintings of London's Houses of
Parliament, Charing Cross Bridge and Waterloo Bridge. In the main room of
the MFA exhibit, the three landscapes portrayed in varying lights and
atmospheres are displayed on each wall.
Although Monet headlines the exhibit, the museum has amassed
over 100 paintings by Monet's contemporaries, including American
expatriate artist James McNeill Whistler, French fauvist painter, Andr6
Derain, Camille Pissarro, James Tissot, Winslow Homer, Jules Bastien-
Lepage, Seymour Hayden, John Thompson, Alvin Langdon Coburn, Childe
Hassam, Frank Boggs, and Joseph Pennell.
Each work features London's main waterway, the Thames River, in
a variety of media, including paintings, prints, watercolors, drawings, and
photographs. Landscapes of the Thames and the surrounding architecture
were favorites of Monet and his fellow artists.
While Monet's works focus on the effects of light, fog, mist and
smog on the river and generally ignore human activity, several of the other
artists chose to display people and boats more centrally in their works. Many
of the artworks depict the river as central to London's identity at a time of
rapid urban development and industrialization. As a leading commercial
center and the capital of the British Empire, London depended on its busy
port and docks along the Thames during this time period, dramatically
altering the face of London and life in the city.
Historical materials, such as photographs, vintage maps and
guidebooks of the time period, are also displayed in the exhibit to enhance
understanding of the time and setting in which the art was created.
The exhibit, the most ambitious project the museum has undertaken
in its history, is expected to draw over 100,000 visitors over the next months.
In conjunction with the exhibit, the museum will hold several
educational programs and events. Monet Family Day will be March 5 from

Establishing democracy or



gaining power?
With Secretary of State Condoleezza Rice warning Iran of possible
military action against them, some may think the world has gone back to the
days of World War I and II days when realism was overly prevalent and
maxirmzing power was the number one goal. To many in the United States,
the war in Iraq and a possible conflict in Iran is simply a means toward
creating a more peaceful world. To others, however. this might not be the
case.
To some Middle Easterners, w.e are a threat, a cancer, and a country in
a race to control thle world. It goes back to the security dilemma theory: If
one country sees another country building up its military and weapon
supply, they, in turn, will build up their own.
The United States has spent billions of dollars attempting to protect
against outside threats. But what seems like protection to Americans may
look more like offensive manipulation to other countries.
For example, former President Ronald Regan spent billions of dollars
on his failed strategic defense initiative, Star Wars. Regan was told that his
country x as susceptible to attacks and became paranoid. He received ad\ ice
from NASA scientists to try and develop satellites and lasers in space that
would shoot down Soviet missiles and bombs. The United States claimed
Star Wars was a defensive measure, bui man. interpreted it as an offensive
strategy, which heightened tensions between the Cold War superpowers.
European philosopher Immanuel Kant said in his democratic peace
theory, that democracies will go to war against authoritarian governments
and authoritarian governments would fight each other, but that democracies
would not fight other democracies. So far. Kant's theory has been correct.
Since the end of the World Wars, no two democracies have gone into major
war against one another.
Kant's theory is valid, if everyone understands the concept of
democracy. The United States is at war with the formerly authoritarian-ruled
Iraq. Central to the conflict has been the U.S.'s desire to spread democracy
to the nation.
Is it possible, however, to force democracy on a country such as Iraq
that lacks the historical building blocks for democracy-building and has
internal conflicts between religious sects'?
It is possible that other nations in the Middle East see the United States
as a threat. The y m see Iraq as a country being occupied, and forced into
doing what the United States wants.
With the recent elections in Iraq being championed as a victory for
democracy.ln Iraq, the world perspective on the outcome is still developing.
Ideally for the U.S. government, the U.S. will be seen as a country defending
freedoms in the %world by establishing a democracy in Iraq. Other Middle
Eastern countries could see this as a positive example and follow suit. Per
contri, the rest of the Middle East. particularly Iran, could reject the ideals
of deniocrac. in Iraq and continue to see America fighting an imperialistic
war to bolster its own power.

gratitude for their contributions to our state and nation;

Not only should their contributions be noted and told, they should also
be cherished and admired by everyone. Feb. 15 is intended to do just that.

Whereas, Florida long-term care providers consist of thousands of
caregivers and health care associates who honor Florida's elders daily
through their commitment to excellence, quality of care, integrity,
compassion and respect;

"It's the nursing and administrative staff along with an interdisciplinary
team made up of dietary, social services, activities, maintenance,
housekeeping, volunteers and a core of dedicated people that have promoted
quality and worked to keep citations down in nursing homes," boasted
Afasano. "I see nurses and so many people that are ready, willing and able
to do what's right for the elder's we treasure. This day is for those people
as well as our elders."

Whereas, the Florida Health Care Association (s a federation
representing long-term care providers who believe the elderly people they
serve are entitled to a supportive environment where professional and
compassionate care is delivered;

FHCA hopes that a day of recognition will foster positive relationships
between providers, residents, families, staff and the community. Afasano,
along with FHCA providers, believes that positive media and a strong base
of community support, can weed out the bad stereotypes nursing homes
sometime receive, and continue to drive quality outcomes.
"We have to influence perception by connecting to our community,
inviting legislators and community liaisons to our facilities, promoting
volunteerism, and connecting to families and residents," said Afasano. "The
strength of what ve do together is so much better than what we do by
ourselves."
Several ideas have been suggested to make "Caring for Our State's
Treasures Day" a catalyst for year-round activities in nursing homes
throughout the state. For example, an "Adopt a Grandparent" program
would have children from community schools adopt a facility and get to
know some of our state's treasures. Facility staff could work with local
schools to coordinate resident visits that promote mutual learning and
intergenerational understanding.
Those ideas became possible when the governor signed the
proclamation last week.

NOW, THEREFORE, I, Jeb Bush, Governor of the State of Florida, do
herby extend greetings and best wishes to all those observing February 15,
2005, as Caring for Our State's Treasures Day.

For now, the new February 15 observation is recognized in Florida only.
FHCA hopes that someday the treasures of our state will also be treasured
throughout the nation.

2005 Festival of States

The Suncoasters of St. Petersburg, Inc., producers
of the annual Festival of States celebration, have
announced the Pinellas County women named to the
Sungoddess Court for the 2005 Progress Energy St.
Petersburg Festival to be held April 1-10.
The 2005 Sungoddess Court members and their
respective schools are: Sarah Bennett, Florida State
University; Brittney Brock, Florida State University;
Christina Casadonte, Emory University; Julie
Cunningham, Florida State University; Sarah Denison,
University of South Florida; Ashlee Dreyer, University
of Kentucky; Kristin Eckert, Florida State University;
Jacqueline Pace, University of Florida; Ashley
Patterson, Boston University; Amelia Rosseter, St.
Petersburg College; Chelsea Silverstein, Boston
University; Allyson Tolbert, University of Florida;
Jaclyn Wier, University of Florida; and Ashlyn Wier,
University of Florida.
The court members, between the ages of 19 and 21,
were chosen by a selection committee of Suncoasters
following a coffee and tea held with 38 candidates this
past December.
They will participate in activities during the
Festival, including the Mariner's Club Illuminated Night
Parade, the annual Kids & Kubs softball game, the
United Banic Coronation Ball and the Festival Day
Parade.


Alicia Billington, a student at the Cornell
University is the reigning Sungoddess, and David
Fischer is the reigning Mr. Sun. The Sungoddess is an
ambassador for St. Petersburg and the Festival of States
at events during the year, in addition to visiting other
festivals.
Thanks to Bayfront Health System, this year's
Sungoddess Program includes a scholarship. The newly
established scholarship includes $2,500.00 from
Bayfront Health System who also agreed to give as
much as $1,000.00 in additional matching donations.
The Downtown St. Petersburg Rotary Club offered
another $1,000.00 bringing the scholarship total to
$4,500.00.
"Bayfront is proud to play a significant role in this
next great development of the Sungoddess tradition,"
spokeswoman Kanika Tomalin said. "Offering a
scholarship that recognizes academic and civic
achievement in the pursuit of academic excellence falls
directly in line with Bayfront's commitment to being a
community partner, working toward a healthier, more
dynamic community." Festival director, Lane Hosmer
said, "Adding the scholarship is another manifestation
of the Festival's guiding principles, which include youth
education."
