With the Iraqi election only two days away, the
world turns its attention to the war-torn nation. On
Sunday (Jan. 30), Iraqis will be voting for a 275-member
Transitional National Assembly. The various political.
parties have submitted lists of candidates. Candidates
must be at least 30. Parties or groups with militias'
cannot run for election, nor can former senior Baathists
or current members of the armed forces.
Voters will select their choice for the 275-member
National Assembly as well as vote for the provincial
legislatures. In the Kurdish areas of northern Iraq, voters
will also select candidates for the self-governing
region's Parliament.
The assembly will elect a presidency council made
up of a president and two deputies. The council in turn
will choose a prime minister who will select ministers.
Most importantly, the assembly will draft a constitution
by Aug. 15, 2005. The permanent government is
scheduled to take over in 2006.
Violence has been rampant in Iraq sinde the
deposenment of Saddam Hussein in 2003. Guerrilla
fighters and Iraqi nationalists opposed to the foreign
presence within their nation have targeted security
forces, police and coalition forces. The resistance
advocates violent and non-violent actions against the
multinational force in Iraq, which are regarded as an
occupation force. They believe that the foreign forces
that ousted Saddam Hussein are not liberators, but are
more interested in the country of Iraq for economic
reasons.
In the lead up to the elections, the violence has
increased, and many have called to postpone elections
until the fighting subsides.
In cities such as Baghdad, Fallujah, Mosul and
Tikrit, areas that are home to almost 40 percent of Iraq's
population, violence has become so widespread that
many fear for their safety at polling sites. On Wednesday
(Jan. 26), the New York Times reported that insurgents
have been distributing leaflets claiming to kill all those
who participate in Sunday's elections. The leaflets state
"To those of you who think you can vote and then run
away we will shadow you and catch you, and we will cut
off your heads and the heads of your children."
Despite the threats, interim Prime Minister lyad
Allawi and U.S. President Bush have insisted that the
elections will take place as planned.

On Monday (Jan. 24) night, members of St.
Petersburg's Housing and Community Development
Department held a forum to help establish priorities in
spending federal funds for affordable housing and
community development.
The forum, held at the Enoch Davis Center in St.
Petersburg, was open to the public. The meeting was led
by director of the Housing and Community
Development Department Joshua Johnson. Johnson is
responsible for budgeting and administering community
development projects with the funds the city receives
through different grants and programs by the state and
federal government.
Attendees at the meeting discussed the past, present
and future of spending for housing development,
particularly for the homeless and low- to moderate-
income families.
"Our first priority is to provide permanent
supportive housing and services for homeless and
special needs populations," said housing development
specialist Paul Stellrecht.
"We.must continue to facilitate and provide funds to
programs that can assist homeless individuals in
becoming economically sufficient while continuing to
fund new housing facilities and shelters," Stellrecht said.
Community members attended Tuesday night,
backing the homeless as well as their neighborhoods.

shelter in Northeast St. Petersburg, voiced their opinions
toward further funding for their program. While doing
so, they also informed people about the need-for more
assistance for the homeless.
"The other night we were packed full of homeless
people because of the cold," explained Outreach
volunteer William McLean. "We have needs both big
and small and we could always use the help through
your department or any way else."
The Community Development Department allots
only 15 percent of its federal funding for community
services and programs like Mid-Pinellas Outreach.
However, this 15 percent does not include assistance
grants that provide direct and indirect funds to help build
shelters and homes for those in need.
"We have a portion of our money that goes towards
assisting these homeless programs," Johnson said. "A
certain portion of the 15 percent goes to various
homeless providers that can assist in job training and
provide basic needs."
Johnson said that another priority is not only
housing the homeless but stabilizing them as well.
"Another major need is to provide economic
development in the city :to create job opportunities and
improve way of life," urged Johnson. "We need to
expand business development and employment
opportunities for (qualified) residents through
revitalization and expansion of current businesses as

voting places will be carried out by the Iraqi,security
forces.
Plans to seal Iraq's land borders for a three-day
period during the elections are intended to limit
violence, and vehicles without permits will not be
allowed onto the roads. Curfews will also be extended,
and cell phones, which have often been used to detonate
bombs, may also be cut off during the election period.
Here is a look at the demographics of Iraq, the
leading figures and the political parties:
The people of Iraq
According to the United Nations, the population of
Iraq is approximately 25.5 million. With a majority Arab
population (about 80 percent), the official language of
Iraq is Arabic. There is a strong presence of Kurds in the
northern regions, who have developed a semi-
autonomous state in which Kurdish is the main
language. English is the most commonly spoken
Western language.
An estimated 60 percent of the population belongs
to the Shia Muslim sect; 20 percent Sunni Muslim; and
approximately 15 percent Kurdish.
The Sunni Muslims have been the main opponents
of the foreign presence in Iraq. Over the past two years,
they have been responsible for most of the attacks on
coalition forces. SunniL are the largest sect of Muslims
worldwide (approximately 70 percent). Although the
minority in Iraq, the Sunnis wielded a considerable
amount of power under Saddam Hussein. With the
overthrow of Saddam and the Baath party, the Sunnis
stand to lose their power under a majority rules system.
Shia Muslims, the majority population of Iraq, are
found in countries throughout the world, and make up
nearly the entire population of neighboring Iran. They
constitute approximately 25-30 percent of Muslims
worldwide.
The difference between Shia and Sunni are not
historical, but theological. The theological differences
are rooted in the question of why someone should
believe in Islam. According to the Shia, a Muslim must
believe in Islam by following,rationality. On the other
hand, according to Sunni theology, a Muslim must
become Muslim because the God and his prophet said
so. The theological difference between Shia and Sunni is
depicted in the fundamentals of Islam. For Shia, the

Last week the Pinellas News interviewed a.professor at the University
of South Florida about the upcoming Iraq elections. This week the Pinellas
News wanted to get a student's perspective as to what he thinks about the
events to come.
We sat down with Mudit Bhatt, a 22 year old student from India. Bhatt
is the student body Vice President, majoring in Management Information
Sciences with a minor in Political Science. Bhatt isn't as optimistic as the
professor was on the election, but still hopes for the best.
Q: To what extent have you followed the Iraq elections? (Compared to
other world.events, inauguration, tsunami, etc)
A: I have not followed the elections extensively, but I have kept up with
the role of the U.S. in the region since before the beginning of the war. I am
\aware of the guerilla fighting taking place in isolated pockets of resistance,
and the inability of the U.S. to build a stable government in the.country.
Q: Do you have an opinion on the election in Iraq?
A: I do not think that a country which has been ruled by aristocrats,
mullahs, and dictators for its entire civilized history is capable of developing
a successful democracy in the short period of time "allocated" by the U.S.
to do so.
Q: What do you think the election means for Iraq along with the Middle
East?
A: This is the first instance of a Muslim nation having democratic
elections, particularly at the behest of a western nation. If successful, the
elections could not only change Iraq but the whole region. If this effort to
democratize Iraq fails, it will slip into civil war and
anarchy, and ultimately become another haven for terrorists. This
election, and Iraq's success as a democracy, could be the make-or-break deal
for the U.S. in the region.
Q: If you've been paying attention to the election, do you feel civil war
will break out over the election and if so is the election a failure?
A: Civil war will break out. It has already broken out, with Shias,
Sunnis, and Kurds already fighting for sovereignty. I do not believe that this
democracy will survive without U.S. military aid, and since the U.S. seems
unlikely to commit for the long term, it is only a matter of time before civil
war breaks out. I don't know enough to call this election a failure, but I
cannot call it a success either at this point.
Q: When do you think the country will be stabilized enough for the
troops to come home? Why do you think that?
A: The country will be stable when the Shia and Kurds stop exacting
revenge on the Sunnis, which could take decades. The possibility of Iraq
being divided into three parts must also be considered, which raises
additional questions as to the types of government, those three nations will

FEMA returns to Pinellas to assist
citizens with hurricane claims
Federal Emergency Management Agency
(FEMA) representatives are returning to Pinellas
County next week to assist citizens in filing for
damages caused by this Atlantic hurricane
season's four major storms and to answer their
questions about the filing process.
FEMA Mobile Disaster Recovery personnel
will be stationed at the parking lot of the former
Jumbo Sports Center, 13355 49th St. N.,
Clearwater from 8 a.m. to 6 p.m. Jan. 24-Feb. 5.
(The site is on the southeast corner of 49th Street
and Ulmerton Road.) Pinellas County's
Government On The Go bus will be stationed
adjacent to FEMA's vehicles to serve as a mobile
office where citizens can complete their claim
forms.
The agency's usual procedure is to require
that citizens register by telephone before meeting
with disaster recovery personnel. To apply for
assistance by phone, call (800) 621-FEMA
.(3362). Speech- or hearing-impaired callers may
dial (TTY) (800) 462-7585. To register online, go
to http://fema.gov/register.shtm. The deadline to
register by telephone has been extended to Feb.

YWCA of Tampa Bay holds yard
sale
The YWCA of Tampa Bay will hold a yard
sale on Saturday, Feb. 12 from 8 a.m. to 2 p.m. at
their corporate headquarters, 655 Second Avenue
South, St. Petersburg.
On sale will be a variety of items including:
bikes, furniture, books, clothing, household
items,.electronics and jewelry all reasonably
priced.
Donations are being accepted for the sale.
All donations may be dropped off at the St.
Petersburg location between the hours of 8:30
a.m. 5:00 p.m., Monday through Friday. For
larger items, pickups can be arranged by calling
Kelly at 727-896-4629 ext. 10.
The YWCA of Tampa Bay is collecting used
cell phones to raise money for various community
based programs. Please bring your used cell
phones to the yard sale and help support the
YWCA.

Registration opens for St.
Anthony's Carillon 5K
Registration has begun for the second annual
St. Anthony's Carillon 5K, presented by Echelon
Development.
The race, on Saturday, March 19, 2005, will
start and finish at the Carillon Outpatient Center
and wind through the Carillon office park. To
register, visit' the race web site at

The event will have something for everyone,
featuring a 5K run, a 5K walk, a 1-mile run/walk


for the less competitive and kids' races. The race
also will offer ChampionChip timing, a USATF
certified course, a post-race party, T-shirts for all
participants, complimentary post-race massage, a
one-day workout pass to the Carillon Wellness
Center and awards to the top three 5K finishers in
each age group.
The proceeds from the event will benefit St.
Anthony's Health Care, a not-for-profit health
care organization committed to improving the
health of the community.

The Bay Area's newest and most exciting
theatrical venue, The James B. White Performing
Arts Theater on the campus of Clearwater Central

include people's choice, best booth and the most
coveted award, "Best Overall Chili." Teams are
required to bring a minimum of five gallons of
chili, but are encouraged to bring 10 gallons or
more to satisfy the crowds.

Fire Station 33, Pinellas Park Library, and City

John Morroni, chairman of the Board of
Pinellas County Commissioners, is the recipient

the Year Award for 2004 from the Gateway

Review: Fishburne cai

Staff Writer
Assault on Precinct 13 is a remake of John
Carpenter's 1975 movie, with a few twists and
mediocre turns. At first glance; the movie seems
awfully familiar. The familiarity, however, isn't
that of Carpenter's classic film.
The movie discreetly marks the comeback of
officer "Jake" played by Ethan Hawke after a
four-year break' following Training Day in 2001
with Denzel Washington. Well...not really. Jake
is back (and alarmingly thin), but not as officer
Jake Hoyt whom Hawke played in Trainitig Day.
Hawke now plays Sergeant Jake Roenick, a
former undercover officer in downtown Detroit.
After a frightening near death drug bust, Roenick
decides to hide behind a desk job in Detroit's
Precinct 13.
On New Year's Eve, a blizzard hits Detroit,
forcing a bus with a ruthless crime boss (Laurence
Fishburne) on board, to be diverted to Roenick's
precinct, until the storm passes. Roenick must
keep a watchful eye on the boss and the three
other criminals: Beck (John Leguizamo), Anna
(Aisha Hinds), and Smiley (Ja Rule). Roenick's
thin crew consists of; his retiring buddy, Jasper
O'Shea (Brian Dennehy); the precinct's secretary,
Iris (Drea de Matteo); and Jake's shrink, Dr. Alex
Sabian (Maria Bello).
The night goes haywire when a group of
heavily armed 'men surround the' precinct
demanding that Bishop iFishburnei be released.
New .Year's Eve quickly turns into a night of
survi al as the criminals in the cell and the
officers on duty join forces to protect their lives
from the rogues.

The acting seems under duress and stale
while the one-liners get increasingly dull as the
action attempts to picks up. Hawke doesn't quite
have the chemistry with Fishburne that he had
with Washington in Training Day.
The rest of the cast, other than Fishburne,
unfortunately follow Hawke's lead. The cast
struggles to convince the audience that they are
viewing a full-length feature film, rather than a
high school play. The character development is
abruptly thrown together as the criminals attempt
to bond with the officers while maintaining their
thuggish styles.
The plot is applaudable with good camera
angles and above average action scenes
coordinated by director Jean-Francois Richet.
Fishburne's onscreen presence help carry the
action as he single-handedly keeps the audience's
attention.
.The plot thickens as the precinct finally is
penetrated by what seems like 100 armed, and
apparently inept men. along with a helicopter. As
the precinct is besieged, the action shifts to, what
I presume to be a newly developed'forest in the
middle of downtown Detroit, where the movie
ends after an hour and forty nine minutes. -
Overall, the plot, directing, and action scenes
are mediocre and not too outlandish. The acting,
on the other hand, is lukewarm and at times
Sunwatchable. Hawke's performance is
comparable'to a heavily watered dow n sequel to
STraining Day. The film is carried by Fishburne's
Malri.r-like demeanor and incredible .screen
presence. Fishburn helps keep moviegoers from
looking at their catchess and heading toward the
.exits in what seems like a torturous assault on
audiences in theater 1. .

consolidated plan to improve the community from
2000-2005 .has been successful, and remain
committed :to' enhancing St. Petersburg's
development.'
'"We are going to continue to provide and
address priority, needs for those with no homes
and those with extremely low to moderate
incomes,"' Johnsonl said. "Whether it's building
new homes, renovating old homes, or improving
and creating city needs we will do our best to help
meet those needs."
According to the. Washington Post those
needs might be harder to reach. The Post reports
that the White House plans to drastically cut the
Department of Housing and .Urban
Development's $8 billion community branch.
The cut could have an enormous negative
impact on Johnson's department and their plans.
The White House's proposal is scheduled to go
into effect next year.

AARP assists lower hicumie families with tax preparation


Free tax preparation and assistance for households with
low to moderate incomes with an emphasis on the elderly,
sponsored by IRS, AARP and in cooperation with the United
Way Prosperity Campaign, begins Feb. 1 and runs through
April 15.
Households that earned less than $34,458 in 2004 may be
eligible for the Earned Income Credit which could pay
taxpayers as much as $4,300 based on the taxpayers earnings
and family situation even if no taxes were deducted during the
year.
Taxpayers must bring social security cards for all persons
listed on their tax returns and all pertinent records such as
W2'S 1099'S, etc. Also bring a copy of last year's return if
available. Important: If the taxpayer is eligible for Earned
Income Tax Credit, he/she must also present a photo ID (such
as driver's license) for positive identification.

guidance, and resurrection while for Sunni, the fundamentals
are the 12 concepts that are related to the ritual of Muslims.
The theological differences between Shi'a and Sunni have
resulted in many differences in terms of rituals and customs,
among others. In the recent conflict, the main difference has
been that the Sunni sect advocates a return to the pure Islam of
the time of the Prophet Mohammed and opposes any foreign
non-Musliminfluence.
Under the former Baathist regime, the Kurds, mainly in the
north, were initially granted limited autonomy and given some
high-level polititAI representation in Baghdad. However, for
various reasons including the siding of some Kurds with
Iranian forces during the Iran-Iraq War in the 1980s, the regime.
became opposed to the Kurds and an effective civil war broke
out. Kurdish regions during the 1990s had de-facto
independence, with fully functioning civil administrations, and
were protected by the U.S.-enforced Iraqi no-fly zone which
stopped Iraqi air attacks.

Interim Prime Minister lyad Allawi is a former exile from
Iraq. He was sworn into his current position in June 2004,
following the handover of power from the former US coalition
authority. Allawi, a secular Shia, is a neurologist, a
businessman and a former Baath party member who left Iraq
after turning against Saddam Hussein in the 1970s. While
living in exile in London, he became a founder member of the
Iraqi National Accord and forged relationships with the British
and US intelligence services. In 1978 he survived an
assassination attempt, allegedly ordered by Saddam Hussein.
Interim president Ghazi Yawer a Sunni businessman and a
tribal leader, was chosen by members of the former US-

appointed Governing Council to fill the post. Yawer ran a
telecommunications business in Saudi Arabia before returning
to Iraq after the fall of Saddam.
Both Allawi and Yawer are expected to retain seats in the
Transitional Assembly.'

Political parties
The' political parties are extremely important in the Iraqi
election. Rather than voting for specific people, the voters will
choose parties. The number of delegates in the national
assembly from each party will be determined by the percentage
of votes nationwide.
The prominent party in Iraq is the United Iraqi Alliance,
which is dominated by Shia Muslims, but which also includes
Christians, Surnis and Kurds. Under'the United Iraqi Alliance,
there are several parties represented, including the Islamic
Daawa party, which was based in Iran during the Saddam era.
Party spokesman Ibrahim Jaafari is one the favorites to be
named prime minister.
The United Iraqi Alliance also contains the Supreme
Council for the Islamic Revolution in Iraq, or SCIRI, which is
an influential Shia party that was also based in Iran for much of
the time Saddam Hussein ruled Iraq.
The Iraqi List, a second major political faction, is headed
by Interim Prime Minister Iyad Allawi's party, the Iraqi
National Accord Movement. The list is a coalition between a
number of political groups, including Council of Iraq's
Notables, Iraqi Democrats Movement, Democratic National.
Awakening Party, Loyalty to Iraq Grouping, and Iraqi
Independents Association.
Several Kurdish parties exist mainly in the northern
regions. The Kurdistan Democratic Party has been a dominant
force in Iraqi Kurdish politics for more than 50 years. The
newer Patriotic Union of Kurdistan (PUK) was founded in
1975 and describes itself as a modem social-democratic party.
