If you build it,. they will probably come. Workers from
the South Florida Water Manae'emcnt Disrict. that is, who
spot illegally erected structures as they perform routine mon-
iloring and maintenance of area canals.
Homeowners often build or plant docks, fences and trees-
in areas where theN shouldn'.L in their backyards or on pub-
lic right of ways. Often the objects mu;t be removed so they
won't blow into waterways dunnc a storm, creating block-
ages that can lead to flooding'

mg plans to enhance their properties.
The right of \i a.s are not completely\ off limits. Certain
types of structures, including docks. are alloN. ed if they meet
the district's criteria, said Fred Remen, the district's south
area director of field operations. "But we're telling home-
owners to contact us first," he said. "Many times, we can
work with them."
The district-led Keep the Canals Clear Safety Campaign
began some 18 months ago in Miami-Dade, Broward and
Palm Beach counties, where illegal structures and trees have
become an acute problem due to rapid development.
Workers, wearing white T-shirts with the district's logo,
have been going door to door in targeted areas, dropping off
information packets. Their most recent efforts were concen-

treated along the C-16 canal in Boynton Beach and the C-51
canal in West Palm Beach, through October.
"It's a friendly reminder to people that they do need to
speak with us before building or planting" said AnEta
Sewell, lead outreach representative for the district's Palm
Beach County service center.
The canvassing is expected to continue, with more out-
reach being planned in the tri-county region, where the dis-
trict is responsible for keeping an estimated 600 miles of


canals flowing and free of debris, Remen said.
All totaled, the district covers some 2,000 miles of water-
way in 16 counties. The channels provide a crucial buffer.
"These canals are originally part of the central and
southern flood control project, approved by the U.S.
Congress in the 1940s to provide proper drainage and flood
protection," Remen said.

Sailing club gets new home as it celebrates 50th year

It took 50 years, but the Gulfstream Sailing Club
finally has a permanent facility.
The group celebrated reaching the half-century mark
with a ribbon-cutting ceremony in late September at a
500-square-foot building in Hol1N w good's North Lake
neighborhood.
The small quarters was built by the City of
Hollywood. It holds equipment the club uses to teach chil-
dren and adults sailing lessons.
Members have been holding sessions at the site,
known as Sailors Point, since the late 1980s. The new
structure, which also houses restrooms and a shower, is a
more attractive replacement to the storage container and
portable potty that once sat on the spot, said J. Christopher
Woolsey, the club's commodore.
A small parking area has been added to the grounds too.
The facility further enhances the club's purpose to
continue promoting sailing by introducing children to the
sport, said Woolsey, a Fort Lauderdale attorney who is a
second-generation member df GulfstreaJn.

"It's awesome," said Luis Oliveira, of Plantation,
who assists with Gulfstream's sailing program.
The club uses its fleet of Optimist dinghies for chil-
dren and Sunfish sail boats for adults. A session for inter-
mediate level young sailors is ending on Nov. 3. A new
series of novice classes for children, ages 8 to 14, on
Saturday will be held Nov. 10 to Dec. 15.

The new unit's completion
was timed perfectly with the
club's 50th anniversary.

A session for adults, geared to beginners, will be held
Sunday, Nov. 25 to Dec. 9. There's also a year-round
Sunfish racing series.
Classes for children and adults are limited to 10 par-
ticipants each. The sessions, taught by a U S Sailing cer-
tified instructor, usually draw four to 10 students, depend-
ing on the time of year. Cost is $110 for Hollywood resi-
dents and $165 for non-residents per course.
The city allocating nearly $250,000 to construct the
storage unit with restrooms at Sailor's Point is the mo.si
recent outpouring of support that officials have shown for
the club. In the summers, the city funds a sailing program


to teach youngsters from low-income neighborhoods,
Oliveira said.
The storage facility will give the club a nice, dry place
to keep gear such as masts and sails in a structure that
blends with the surrounding residential neighborhood.
The hulls will remain on racks outdoors.
The new unit's completion was timed perfectly with
the club's 50th anniversary. The ribbon-cutting ceremony,
along with a mini boat parade, at North Lake was part of
a weekend-long celebration that included an evening gala
attended by 165 guests.
"For me, it was a flashback," Woolsey said. "A lot of
people who came in from out of town were like second
parents to me while growing up."
His father joined the group in 10s5. "For those of us
who grew up in the club, Gulfstream was a chance to learn
how to sail in small boats," Woolsey said. "The big thing
it provided was to make the leap into racing big boats. It
was exposure to sailors, from all walks of life, and to learn
from the different experiences they passed on"

Fly-tying: it's challenging, not hard and feels a little like art

There's so much to love about flyfishing. Check off your
favorites:
Snagging your backcast on a tree you forgot was behind
you. Getting off a cast that's nearly perfect, except that your
line snags on your shoe laces.
Your buddy's grateful grin when you tell him your fly
that snagged his eyebrow is barbless and he's only bleeding
a little. Priceless!
How about paying four bucks and change for a fly that a
chimpanzee could be trained to make in a minute? That was.
on my list until I spent $8 or so on fixings and produced
about 50 of copies of that fly myself.
SThus was solved the dilemma, as Hamlet would have
stated it: '"To buy or to tie, that is the question."
The fly in question is called a glades minnow, good for
Everglades bass and for snook if you follow the Tamiami
Canal far enough west. Most of the guys in the fly club were
using them, and making their own.
Mine were crude compared to the chimp's, if that's who
was tying what I had been buying. I fretted until I realized
that fish don't demand neatness and symmetry.
"Oh boy!" those fish cried. "Homemade flies!"
Though puffed with piscine adulation, I felt ready to re-
retire my tying tools --most of them put to rest in the garage
mausoleum about 30 years ago, but still useful although out-
dated, like the 33 rpm bluegrass records in the tomb immedi-
ately above ...
I had plenty of flies for both fresh and saltwater, accu-
mulated over many years from discount catalogs, mail order,
online and local fly stores. I didn't want to get deeply into
tying my own.
My tools and some materials were bought in the 1970s
to tie trout flies for a long Western trip, and I recalled that
making them had been quite tedious. They were tiny. Flies
for Florida fish are bigger and easier to make.
One afternoon I sat studying Tedd Schwartz, who was
demonstrating fly tying at Bass Pro Shops in Dania Beach.
One evening I attended a class there. It was art, and I liked
that. It was challenging, but not hard; and I liked that too.
Still, I intended to keep it casual.

Cab Calloway) that a snook grabbed on the first cast and
broke off.
Uh-oh. It wasn't a store fly so I had to ask Hunt for tying
instructions, which required me to buy strips of white rabbit
fur, strings of marabou feather%. shiny synthetic stripes and a
certain hook for \ which no substitute could be tolerated.
I've made only about 20 Cab Calloways. Congratulate
me for self-discipline.
Obsessive-compulsive personalities are common in fish-
ing, you know. We consider them perfectly normal.
Next, Ed Wolfe showed me a fly called the tarpon toad
with a wide, tapered head made from strands of polypropy-
lene yam. It's dressed in marabou feathers.
When Wolfe showed me how his was made, with a col-
lar of fox fur on the hide, I thought it too bulky.and found a
variant online.
I made a few for snook, ]oneish and mostih white with
notes of green and yellow and a soft, flowing finish. The
attractive presentation disguises a feathery texture and a taste
that fish find quite sharp.
To me. the tarpon toad's head looks more crablike than

toadlike. I guessed there would be a redfish \ erosion and there
is posted on the website of The Fly Fisherman, an enter-
prise with stores in Orlando and Titusville.
The redfish toad has a short 0ail, dark colors and legs to
remind redfish of a crab, the favorite dish ot that fish. I made
some for a trip with Dave Risberg to Everglades City and
Chokoloskee.
Redfish are plentiful there, though scarce in our Miaim-
Fort Lauderdale territory. They're not red as much as reddish,
rather like the pinky tinge of a mangrove snapper.
Their real name is red drum. You might suppose a fish
called a drum would make a rhythmic sound like ratatat,
ratatat, dadda dadda boom! -! '
But no, it doesn't because if it did everybody would
know where to find it including probable mobs of celebrity
houndfish. That could be ainusing, but if you've ever been
mistaken f6r Ringo Starr you know how fast it gets old.
Where were we? Oh yeah. Risberg and I found a lee
shore on a windy day, just off the mouth of Indian Key Pass,
near the open Gulf. I offered Dave my toads and he picked
out a redfish model, even though we were fishing for snook
- casting as close as we could get to the:mangrove roots
without hanging up.
"Awwww hawwww!" Dave cried out. He does that
almost every time he gets a bite; but his "Aw haw" seldom
has more than three w's so I knew it was a good fish. It took
a while to likure out hat. because the \t after there is the color
of yesterday's coffee. Dave measured it at 22 inches and
turned it loose.
Seeiiig him catch it on n m fly was'almost as thrilling as
if I'd caught it myself. \VWs it as thrilling to him as if he'd
caught it on his own fly?
"Almost'" he answered.
That was in September. In October. I took Ed Wolfe to a
suburban Miami canal beside a busy street. I had seen large-
mouth bass and peacock there a day earlier, close to a culvert
where the water was turbulent. Ed' the compulsive fl3 tner I
hope to avoid becoming, so naturally he started with his own.
They weren't working:
"Gimme a fly," he said, and I handed him my peacock
box. He picked a little lead-eyed thing that's a knockout of a

It's hard to be neat when there's so much stuff you gotta keep

I have a neat system of horizontal hanging hooks under

tem was overtaken long ago by accumulation.
Bait casting, spinning and flyrods stand on the floor

ever I try,to take one of them out fishing.

High price tags on top tackle kept me under control for.a
long while. I was still waving fiberglass rods years after every-
one ebe had switched to graphite. I didn't dare buy a rod so
expensive that I would be nervous fishing it.
Eventually and hesitantly, I went for a superstar flyrod

Let the hard

work begin

Our new boat now siltine on the dock
behind our house is a 1969 Cal 36,
referred to as a Cruising Cal, and at the
moment, the best things that can be said
about it is that it floats, has potential and
it's ours.
Yes, it's a project boat. And given
what we've ,een no, thart \\ e' c reall\ lhad
a chance to look ii o\ er. maI\ be the biggest
project either of us has even undertaken!
Our friends, Jim and Jim Junior,
came to help us tow it to our dock the
Saturday after we bought it. (Thank you
guys!) There was six inches of standing
water in the cockpit so sitting aboard for
a celebratory cocktail was out of the
question. Instead we sat on the back patio
just thrilled to be looking at our own
boat. Jim and Jim Junior were kind
enough to refrain from any disparaging
remarks, at least until they headed back
down the canal. We were just happy they
didn't have us committed.
The next day, we went to work. The
first item of business was removing all
trash. -I won't even go into what we
pulled out'of the cabin but I will say
we've never been more grateful for bulk
trash pick-up. We spent the entire after-
noon on that task alone, along with the
three evenings during the. next week
when we got home early enough to work
on it. We went through an entire bottle of
anti-bacterial soap from multiple hand
;washings and showers. Yuck.
The following weekend, we pro-
gressed from trash removal to the
removal of anything that wasn't nailed or
glued down-and many thingsthat were.
I'm embarrassed to report that as of this
writing, we're still in that stage of,
progress. That weekend, Mike enacted
his "one thing a day during the week"


rule. Which' basically means that if
there's enough daylight left when we get
home, or if we can provide enough lamp-
light, we each have to do one productive
thing on the boat.
One evening Mike removed the
starter and I held the lamp. I'm calling
that producrtie because if I hadn't, he
wouldn't have been able to finish the job.
One evening I removed all the odd lilile
hooks and latches and broken hardware
from the cabin xw all.s while Mike disman-
tled the hanging locker in the V-berth. Not
big tasks, but manageable tasks nonethe-
less. One evening we were both so worn
out that we just sat in the cockpit and had
a beer while discussing the placement of
various tanks and how to get them out.
Maybe not productive but we have a ten-
tative plan ", hen ithat time comes!
We are making progress, ever so
slowly. It seems that every tiime we
remove something, we find something
else that requires attention. Like when
Mike removed the starter and water
poured out of the bell housing, or I pulled
out a drawer that seemed in good shape
and found the entire cabinet behind it.

Drinking passengers could pose potential

legal liabilities for boat owners

With the holidays coming and with the desire to take
friends and guests on boat trips, vessel owners and opera-
tors should take special care when it comes to the use of
alcohol, even by those who are just there for fun and have
no part in the operation of the boat.
While no one wants to put a damper on anyone's good
time, a wise boat owner will plan for the contingency of a
guest who overindulges in hard beverages and make sure


they stay safe for the duration of the voyage and beyond.
By the way, this is particularly true if the boat owner
or crew is actually supplying the booze. Failure to take
this extra care for passengers and guests may not only
result in potential legal liability, but also possible harmior
the loss of a friend.
A sober thought to begin the holiday season.

So yes, the progress is slow, but we're Ok with that.
At this point, our first expenditure on the refit (now there's
an understatement) will be for about five gallons of bleach
to pressure wash the interior. At our rate of progress, that
ought to be in sometime during the summer of 2010.
But that's fine. The bottom line here is that we're
spending time together on something we both enjoy, we're
working at our own pace and we're daydreaming together
about our future and our boat. Someday when the-kids
have moved into their own lives, we'll move aboard.
Assuming we're done by then of course.
We'll get to take it out for short trips on occasion and
day sails more often, and when that time comes, we'll
know every inch of fiberglass, every stick of wood and

every piece of hardware aboard. It will be more "ours"
than any house we've ever lived in and any boat that came
before it.
In the meantime,.we'll put our blood, sweat, tears and
foul language into it then sit in the cockpit of an evening
sipping a cocktail and talking of the future. I can think of
worse ways to spend our free time.

both safe boating instructors for the Pompano Beach
Power Squadron.

51-foot Morgan Out Island sailboat named Permanent

Where is it kept?
At a ri'. ate dock in Fort Lauderdale.
How long sailing or cruising:
John, 40-plus years, Beverly, 20-plus years. Safety
is our major concern. We don't want to get stranded
anywhere.
Describe your earliest experience on the water:
John started canoeing and rowing for Boy Scouts'
merit badges at age 12 sailing sunfish in the Keys. Beverly
started waterskiing at age 13 after school at Maule Lake in
Fort Lauderdalc

John Schaeler. an engineer, and Beerly Schaefer. a human
resources manager, are down below on their 51-loot Morgan
Out Island sailboat named Permanent Vacation.
Current. the Florida Ke s and the Bahamas. Hoping
to to fwlther and cruie the Caribbean and circle back
around ihe Gulf. Then \ie'd like to go t the Northeast -
maybe into the Great Lakes. We're hoping to some time do
the Great Loop.
How far have you traveled on your boat?
St. Augustine, St. Peteisburg. Dry Tortugas, Grand
Bahama, Abacos, Bimini, Honeymoon Harbor, and Berry
Islands, Bahamas. Also brought a 35-foot Power Cat back
from Long Island to Hollywood in December, 2005. We
currently work full time jobs so vacations are limited to the
distance allowed for the time being.
Do you sail alone or with others?
Sometimes it's just ourselves i,, th our permanent
crew, Marianne Hernandez: friends from Gulfstream
Sailing Club. and friends Irom the Pompano Beach

your boat? .
We try to spend weekends, vacations and sometimes
eeirung cruises on the boat. Even just going out for a day
sail. anchoring in.a local lake and going out the next da\ Is
great. \\e plan to start cruising fulltune in the near future.
What draws you to boating?
Freedom, independence, the relaxation of being on
the i tci. fun, and rafting and cruising \ iih other boaters
Sc enjo\ fishing, diving and cruising, and we probably
hae one of the few sailboats equipped with oiitriu-ers
and j'd holder,.
Most memorable moments on the water?
\\e ere returning from St. Augustine, saling on the
outside. and a pod of dolphins at least six approached
our boat. almost up against the port bow. They swam along-
.ide iiL for over an hour, frolicking, jumping over each>
other. Joing tail flips and runs, cutting across the bow of the
boat ord. to return to the portside, doing more tail lips and
iuct having a great time. It was awesome to watch. ;.

Scariest moment on the water:
That \\as i n [he Abacos when John had a kidney stone
.imack and v e \ere train 1- to get him medical attention in
the Bahamasna Ilile tigunng out how to get the boat back
home. Luckily, it worked out for the best and he was up and
running the next day.
The second scariest time occurred after anchoring for
the night, later going topside to find 30-plus knot winds
and the anchor dragging toward shallows, with a day
marker coming up fast on our stern. Getting the engine
started and maneuvering out of harm's way xa\ definite-
ly a challenge.
What do you like the most about boating in South
Florida?
You can pretty much boat or sail ear-round in clear
water. Biscayne Bay is a great place to sail if the weather
is not the best.
What do you least like?
liurnricnes and uneducated boaters.

Tying flies easy when perfection isn't needed

Arostegui.
Ed was working the culvert current. I was about 100 feet
away when I noticed him waving. The peacock on his line
was bigger than the biggest I've caught on any kind of tack-
le. We didn't have a scale or tape measure. When I lifted it
from the water to unhook and release it, I reckoned it for a
six-pounder, easily.
Still hoping not to become obsessive-compulsive about
tying flies, I've been shopping in craft stores where they sell
sheets of closed-cell foam. chenille, doll eyes and other use-
ful stuff. I mingle i% ith old ladies and consult earnestly with

Bass Pro Outdoor World in Dania has classes in its fly
shop on Tuesday and Friday at 7 p.m. Cost: $10 for mate- .
