Artists won't need creative financing to rent waterfront lofts

FORT LAUDERDALE --Affordable housing on or
near the water in South Florida is a lot like snow. Both
are rare.
But a new publicly funded complex, nearing comple-
tion one block from the banks of the city's New River, is
being offered at what many of the project's proponents
say are lower than average monthly rents.
Still interested? Well, don't start packing your boxes
just yet. There's a catch: The 37 units are available only to
artists, who will reside in the three-story, horseshoe-
shaped structure.
SPlacing painters, sculptors and other creative types in
the city's Sailboat Bend neighborhood is expected to add a
Sbit of vibrancy to the historically rich district, said Steve
SGla.ssinan, art education and community development pro-
gram manager for the Broward County Cultural Division.
Construction on the building, known as the Sailboat
Bend Artists Lofts, is scheduled to be completed this fall.
The project,located at the far western edge of West Las Olas
Boulevard, shares a two-acre parcel with West Side School.
West Side, one of the city's oldest public schools built
in the 1920s, is undergoing renovations to house the
archives and offices for the Broward County Historical
Commission. There will also be exhibit space for local
artists, including tenants at the lofts.
Plans to refurbish the school and building adjacent lofts
began 10 years ago by Broward County to meet the demand
for more affordable work-live space. As an added bonus,
the housing was meant to pump some new life into Sailboat
Bend, which at the time was a neighborhood in transition.
Long before ground could be broken, the community
began to undergo a revival, sparking the renovations of
homes and beautification projects. The lofts are now "the
icing on the cake," Glassman said.


Units are being built on what was once a 13-acre tract
owned by Lennar Homes. The company sold.the two-acre
plot with the school as part of an agreement with the coun-
ty that the portion'be used to promote the arts. The remain-
ing acreage was developed with townhomes by Lennar.
Artspace Projects. a Minneapolis-based non-profit
developer of affordable housing for artists and their fami-
lies, has been contracted by the county to develop arid
manage the lofts, and renovate the school.
The lofts are costing around $13 million, including
purchase of the landiknd construction. The county is pro-
viding $3.5 million. The remainder comes from a mix of
private, city; federal and state grants.


The lofts are designated as a live-work space,
enabling artists to install studios inside their new.homes.
The one, two and three bedroom units \ ary in size, from
1,000 to 1,750 square feet. Monthly rents are expected to
range from $575 to $1,100. Artspace is also responsible
for selecting tenants and collecting rent. Applicants must
meet several eligibility requirements, including income
guidelines and a review of their work.
"These are not going to be people who have six figure
incomes," Glassman said. "Where else are you going to be
able to live on or near the water at those prices?"

Hollywood facility to show off upgrades during Marina Day

A inei- ganlgway and floating dock being installed at the
Hollywood Municipal Marina is the latest project in an ongo-
ing effort to make the facility more accessible.
Work on the gangway and floating dock, which meet
standards set by the Americans with Disabilities Act, began
earlier this summer and is expected to be finished in time for
the National Marina Day celebration, 11 a.m. to 4 p.m. on
Saturday, Aug. 11.
The new 30-foot long gangway, lined with handrails,
will have a smoother surface. The aluminum plank will lead
to a floating dock with a protective lip at the edge. The barri-
er is designed to present people in wheelchairs s from falling
into the water, said Raelin Store\, media relations director the
City of Hollywood.
About $75,000 has been spent making ADA-compli-
ant improvements to the marina over the past four years,
Storey said.
Of those monies, $25,000 has been allocated for the
gangway and floating dock, on the west side of the marina.
The remaining funds have gone toward finished projects,
including regrading walkways so that the grounds are easier
to navigate and placing ADA-compliant fixtures in the rest-
rooms and showers.

spaces, specifically designed with added width for vehicles
to\ ing boat trailers.

narrower and had a steeper incline. The former floating
dock did not have the protective lip, said Scott Gebhard,
city dockmaster.

The free event is the second year that the city's marina
has participated in the nationwide observance.
The annual celebration was created six years ago by the
Association of Marina Industries in Washington, DC. The
intent is to raise awareness of marinas as environmentally
friendly boating destinations for families.
Last year's open house at the Hollywood Marina drew
about 300 visitors, who ate free hotdogs and Saw displays.
At this year's observance, wieners and other refresh-
ments will again be served at no charge. The U.S. Coast
Guard Auxiliary will also return to conduct vessel safety

Boating public disheartened by Everglades Park proposals

Proposals presented to the public in June for the long-
term management of Everglades National Park drew enough
protest to spur future major modifications.
"There were some things we didn't get quite right and
we're revaluating those," said Dan Kimball, park superin-
tendent, as he drove home from a mid-July meeting of the
Coastal Conservation Association.
It's a fairly safe bet that in the end his folks will come up
with a plan that's acceptable to the fishermen who ply Florida
Bay and the labyrinthine mangrove backcountry between
Key Largo and Everglades City.
There's no other choice, for without the active coop-
eration of that bunch, not even the most timid rules pro-
tecting sensitive seagrass flats, bird and fish nesting areas
and the solitude of the South's greatest wilderness can be
made to work.
The understaffing that afflicts all our national parks
makes voluntary compliance and self-enforcement necessary
to a degree that many might argue is unrealistic. It will
require public education far beyond the mere distribution of
pamphlets and handbills and the posting of signs.
"Tri-lingual ones," Kimball reminded me, and how
many are enough when any launch site on the north side of
the Keys puts you on the edge of the park?
I asked Kimball how many rangers he has available
for enforcement patrol of the marine area. He estimated
there are 10 to 15 stationed at Key Largo, Everglades City
and Flamingo.
A lot are new to the territory and don't even know their
way around yet.
Our last conversation had been a month earlier, at a pub-
lic hearing on the park's preliminary proposals for a general
management plan. Kimball and some of his staff had been
listening to objections with almost no support for those plans.
About halfway through the session, Paul Leader of
Miami Lakes rolled his wheelchair from the audience to a
podium microphone and asked for a show of hands in favor of
each of the four alternative management proposals at issue.
There were about 100 people in the meeting room at the
International Game Fish Association in Dania Beach. Almost

everybody raised a hand in favor of Alternative A. That rep-
resents the status quo, changing nothing.
How about Alternative B? C?D? Hardly anybody put up
a hand.
Quite a few must have been tempted to put up a finger.
Speaker after speaker complained about B, C and D, so much
that the good ideas embedded in those plans ere s\% amped
under waves of objection.

Issues debated
What's wrong? The plans all diminish powerboat access
to wilderness areas where it's pretty hard to go already
because they're remote, sometimes under-mapped and
maybe even a little scary: You might find a way in, but a
moment of inattention can leave you guessing how to get out.
In more easily found locations, particularly in Florida
Bay, prevention of grounding is the big issue. Grounding, with
associated propeller and skeg-scarring, tears up the grass flats
where marine life breeds. The edges often are undetectable. A
lack of well-marked channels makes it hard even for experi-
enced shallow-water boatmen to avoid trouble.

Folks who follow national park planning processes
know that federal rules require an assortment'oftiAtemanme
plans always including one that would d keep the status
quo, presented as Alternative A.
That one isn't really a management proposal. It's just
there as a baseline, illustrating how the place is managed
now. It's useful for comparing the status quo against other
alternatives, each mapping a set of imagined regulations.
The plans were well-meant, directed at the protection of
habitats. They also tried to make some areas pretty big
ones more hospitable to paddle boaters, less so to power-
boaters. Those interests sometimes conflict, but on-the-water
confrontations might be too scarce to justify the degree of
prevention the plans tried to impose.
It's fair to say that in general they're excessive.
"Don't think of closing any areas unless you can prove
scientifically that more damage is being done to sea grasses
than a thunderstorm or a tropical storm would do," Leader
admonished Kimball and his staff.
The biggest issues are access and excess. Plans B,-C-
and D proposed putting large areas off limits to powerboats
all the time, other areas off limits when there's less than 3
feet of water, still other areas off limits to combustion
engines altogether even if they're turned off at the edge
of a restricted zone, where poles or electric trolling motors
would be put to use.
"I don't see any reason to restrictaccess to any of those
areas to those of us who are willing to learh them," said Bob
LeMay, a longtime backcountry guide, who predicted that
the inexperienced will get lost with worse consequences than
they face now: "If you block off these areas to everybody but
paddle boaters, you'd better pray that one of us is available to
go find them. In the backcountry areas I run, I don't see a
ranger but once in 100 days."
Was Kimball surprised that the audience that day so dis-
liked the alternative plans that it preferred to change nothing?
"No," he replied, explaining he had heard the same sort
of stuff at four previous public hearings. Kimball, a good lis-
tener, was getting it. Later, he would go deep into the back-
country, places he had never seen before, with backcountry

Take your pick. No, not the fish.
We're the ones being cooked. Ask
not for whom the sun burns in
August; it burns for thee.
Why go out in that heat? By the
nme you get the boat hitched up and
Sour stuff loaded, you'll be
drenched in sweat. By the time you
get w here you're going, the bite will

will be nearly time to go home.
It looks like the fish have a better idea: Go swimming.
I'd go fishing anyway. Where? Northern Biscayne Bay.
Why? One, because I live near it, a 10-minute drive from a
good launching ramp. Two, because Alan Sherman, a Miami
guide who specializes in the bay, is persuading clients to go
far, far south to Flamingo in Everglades National Park.
Sherman doesn't mind the drive; two hours each way,
because he's paid to do it.
S That leaves up for grabs the mixed bag he usually fishes
for in Bisca ne BaI. Oh yes, there still are fish in the bay and
offshore too, just not with the all-day action a visiting sport
demands when paying a guide hundreds of dollars a day.
If we drive to Flamingo too, we'll probably see sever-
al more guides from metro Miami and Fort Lauderdale on
that road.
If not, let's wake up early enough to launch near home at
first light. If we start fishing pretty quickly a long run
would defeat the purpose --- w e should do all right in salt or
fresh water.
Unless we get hurricanes, August conditions shouldn't
vary much from July. Offshore, the reefs ought to have plen-
ty of snapper, with good fishing by day and better at night.
Dolphin are liable to be scattered and on the small side.
On the inland canals and lakes, the hottest temperatures
shouldn't stop us from catching peacock. They thrive on heat.
Very early in the morning, largemouth bass might be around
the outer edges of thick vegetation. If they're far back under
heavy cover you can still get bites but you'll need heavy duty

tackle to muscle them out of thatjungle.
Any guide or tournament fisherman can tell you there
are plenty of fish, that you just have to work harder in weath-
er like this to find and catch them.
Hard work? It's a bad choice of words that really means
you spend more of your day looking for fish, paying closer
attention to tide stages, perfecting your squint for signs of
underwater movement. Non-stop action is more exciting, but
we don't learn as much as when a slow bite forces us to con-
centrate on fish-finding.
If you don't mind driving two hours south to Flamingo,
you won't mind driving two hours west to Everglades City
and Chokoloskee. If I'm the driver, I prefer that because
there are decent places to stay and eat, right beside great
fishing waters.
I want that, because my all-in-one day maximum drive
is 90 minutes each way.
Since 2005 when Flamingo's lodge and cabins were
wiped out by hurricanes Katrina and Wilma, the nearest
overnight accommodations with air conditioning are in the
Homestead-Florida Ciry area, still an hour's drive away.
The Flamingo campground is in fine condition, and in
mid-summer your hosts- mosquitoes and no-see-'ems -
will welcome you with itch\ kisses.
Going to Flamingo anyway? Here's how to survive: In
Homestead. stop and transfer all our sruff from your vehicle
to the boat. Don't forget the drain plug. Treat \our shirt collar.

Fill your fuel tank,,mount your fish finder.. Be ready to
back down the ramp the moment you arrive, pausing only to


remove the hold-down strap from the boat's stem. Don't
dilly-dally a moment among the bugs.
The fishing is likely to be marvelous, but still'best very
early in the morning and late in the afternoon. When the bite
dies down, likely by noon, start exploring the mangrove
islands and small creeks if the tide's high enough. Some of
the outside islands near Everglades City and Chokoloskee
have long, lovely beaches where you can go ashore to walk
off your sea legs.

This month, when Florida snook must be returned to the
water (it's spawning season), it's especially important to
reduce handling, so hold still for a short lecture on live-bait-
ing them. That's the most popular method for snook fishing.
A snook doesn't exactly bite bait no teeth, you
know but takes it into that long mouth all at once.
Because the fish is likely to swallow before you can set
the hook, it's smart practice to switch from the traditional
J-hooks to circle hooks.
If the bait's halfAav do%\n the hatch before you can
react, a J-hook will snag in the fish's gullet when you yank
the line tight. A circle hook usually will come right back up
and catch in a corner of the ja' if \ ou use it correctly: Instead
of a sharp set, quickly tighten the line bN reeling fist.

Salvaging the relationship between boater & tower

In the meantime, boaters should still take an affirmative
approach to protecting their rights when receiving assistance
from a towing and salvage firm. Here's some guidelines:
Boaters should know that they generally have the right
to refuse assistance from an alleged salvor.
Get as many details concerning the assist operation as
possible, including where the boat is to be taken and released,
and all costs and payment procedures. Moreover, get the
understanding in writing before assistance begins.
Naturally, if the boat is about to sink and life and the last
visages of property are at risk, it's probably best to accept help
without much negotiation.
Hopefully in the future, properly licensed salvors will
assist private vessels in a manner that will take the chill out of

for about what one might expect to pay for a month's rent in i

It's summertime in Florida, and the fishing' is not easy


No\v for some offshore firhing tips, heard at seminars
and in utern views: :
Watch our kite rig. If the kiterditAfes, bring it in and clip
split shot sinkers on one edge to stabilize the flight.-
Right up to the modient you puti our live bait into die
water, babyiit like an o\er-protective mother. Capt. Ray
Rosher, commodore of the Miss Britt charter and tournament
fleet, says not to dip a bunch from- the livewell and pick
through them with your fingers. Spot the one you want and
dip it out by itself.
If you keep a pen full of baits at the dock, transfer them
from the livewell in the same way, one at a time. It's tedious,
but you want to avoid bruising and any hand contact until a
bait is ready for the hook.
Capt. Skip Smith knows about trolling with downrig-
gers, a tactic usually associated with the Great Lakes but
effective over deep reefs anywhere. You lower a Weight that
looks like a shotput with a fin and an outrigger clip. That lets
you troll deep without a few hundred feet of line blowing in
the wind.
Some anglers use a two-hook ballyhoo rig with strip
baits down there. Don't do that, Smith says, because the sec-
ond hook inhibits the wiggle. The bait should wiggle a lot.


"Make strip baits very thin like a 6-inch strip of skin,
tapered to the end:' he advises. "A Drone spoon, number 2-
1/2 or 3, wiggles like crazy down there."
Bouncer Smith. patron saint of circle hooks, on using
them for tarpon: "Hook the bait between the dorsal fin and
the back of the gills. in the meat abo\ e the spine. For dolphin,
hook'the bait though the nose cros.\. ise or bridled through
the nose or else through the lips."
We usually hear about circle hooks as a conservation:-:
device when we're catching fish we plan to release, because
they seldom get snagged in a fish's gullet. Smith boosts
them for keepers as well, especially when there's a fast bite
on and you're in a hurry to hook another fish before the
school scrams:
"You turn the hook out, toss-the fish in the box and rig
new bait without losing time pulling it out of the gullet."
He likes circle hooks for a ballyhoo rig too, tying the
hook up against the copper snoot wire tied around the bally-
hoo's bill. He does it with the hook up, but nobody's com-
pared that to a hook tied downward.
Like all who fish for dolphin, Capt. Peter Wright uses the
trick of leaving a hooked fish in the water to keep the rest of
school around the boat, but that fish can only be left there
while it's strong and active: "When a hooked dolphin slows

down the school doesn't stay, so you need to hook a fresh one
and put the first one in the box."
Wright is better known as a marlin expert, which
requires a fair amount of dolphin expertise, like this:
"Put your smallest dolphin, hooked thru the lips, out on
a marlin rod. The-longer you keep the dolphins around, the
better your chance of a marlin showing up."
Although a school of dolphin is great bait for marlin,
-Wright's favorite is a live skipjack bonito. Any of the mini-
tuna species will do pretty well, he says, and you don't need
a big yacht. Try it from an open center console boat.
"Most marlins don't take more than 250 yards of line,"
he said. "You'll need a gimbal harness, not just a belt. Troll
at about 8 knots."
There's a plausible theory that when the moon is full,
fish eat all night and won't bite much by day.
There's going to be a full moon on Tuesday, Aug. 28. If
you can fish every day of August, but you must devote one
day to household chores, make that day Wednesday, Aug. 29.
Wait! What if that's the only day you can fish this
month? Go anyway. Unless it's obscured by cloud cover,
that full moon and its reflection on the water should give
you safe light well before dawn. Capitalize on the fishes'
nightlong feast by getting on the water early enough to
serve them dessert.
Even if you don't worry much about tides, you should
pay attention and work with them on that day and any
other time there's a lackluster bite.
Tides bring forage fish to game fish, so if you're around
islands in saltwater, work the outside shorelines with the tide
falling and the inside edges when it rises. Especially work the
current where it wraps around an island. As the temperature
goes up, cast your lure or bait closer to shaded mangrove
cover and undercut banks.
Fish are lazy, so you have to pracucal ly hand-feed them
when weather makes them lazier.

Starving artists to get a taste of lofty lifestyle

Monthly rentals for the lofts are much lower than aver-
age for the neighborhood, said Browne Pearson, co-owner
of RE/MAX Consultants Reality in Fort Lauderdale.
As of July 18 there were 70 properties available for
rent in Sailboat Bend, starting at $750 per month for a one
bedroom, one bath.unit, according to listings posted by
Realtors, Pearson said.
"What they are offering is excellent," she said.
Many folks, it seems, agree. "Unlike any other prop-
erty I've been involved with, I've never had such a long
email list," said Dean Crowell, asset manager with
Artspace. "I, myself, havesent over 400 emails to people
who have contacted me over the past year. I think most of
these people are potential applicants."
Non-artists will be considered depending on available
space, Crowell said.
Bill Mague, project manager and portfolio director
for Artspace, said the Sailbend Bend lofts fulfill many of
the non-profit group's goals by establishing a vibrant arts
community on previously underutilized property.
"The term starving artists is not just a cute colloqui-
um," Mague said. "We believe communities benefit great-
ly from having artists in their midst."
Artspace has developed similar affordable housing
projects around the U.S. But the lofts in Sailboat Bend are
the group's first project in a waterfront neighborhood,

neighborhood are under construction about a block
from the New River. Rents %ill be reasonably priced so
that local artists can afford to live in the area.

Construction on the building, known as the Sailboat Bend
Artists Lofts, is scheduled to be completed this fall. The
project, at the far western edge of West Las Olas
Boulevard, shares a two-acre parcel with 'esl Side School.
Mague said.

pretty much bo\ed out of in Fort Lauderdale." he said.
Once the project is finished. Artspace \ ill continue to
work.with the count, to find wa.s to connect artists in the
lofts with the waterlront and the surrounding dow nto n
arts and entertainment district. Mague said

with lover income that kind of access is an enormous
thing to achieve," he said. "I think there is a lot of impact

Sailboat Bend's real estate market has cooled, like
many areas in the count. But the neighborhood isk sull a
'vibrant place to hve due-to its proimiuty to downto wn and
the beaches. Building the lofts and bringing in artists will,
add a ne\\ mi\ of talent. Pearson said.

able proposition developed by a band of guides, fishing club
members and other interests in the Keys. Check that out

It's comprehensive, it's reasonable, it improves on some
of the park staff's best ideas. Example: It proposes to reduce
from 3 feet to 2 feet the depths over which engines should be
switched off and electric trollers or poling substituted.
It reduces the areas in which that sort of thing and
any other access curtailment should be considered, and it
calls for trusting you to turn off your engine when you get to
the edge of the shallows. Equally important, it calls for an
aggressive public education campaign, including a mandato-
ry boater's permit, to make sure you know the rules.
Kimball had asked for park user input and oh boy, did he
receive it.
"I like the fact that citizens took it upon themselves to
develop a citizens' alternative," he said.

An A-plus plan?
As for Alternative A, the status quo, what's the reason for
its,.popularity? Nothing, really, except that unlike the other
aternadties it doesn't require or prohibit anything not already
required or prohibited. Fishermen hate rules that so. do this.

not that and go here, not there.
Is the status quo so wonderful? Far from it.
There's plenty of environmental damage from power-
-boaters tearing up grass flats, blundering through sensitive
zones with too little water on them and then trying to hole-
shoot out of there.
The park staff's historic failure to mark off those flats
and identify channels where boaters can avoid grounding
isn't quite malfeasance but it's definitely nonfeasance and
pretty nearly misfeasance. It sure isn't feasance.
Kimball doesn't need an elaborate 15-year management
plan and a tedious bureaucratic process to begin correcting
that failure. How long do you think it would take to collect a
load of old crab trap markers, put together a gang of volun-
teers to paint them purple or whatever and post them around
a big, shallow flat like Dave Foy Bank? Eventually the trap
markers can be replaced by depth-measuring buoys.
Let's assume that boaters crossing Florida Bay between
the Keys and the park mainland don't want to tear up grass
flats and ruin habitat. Not even the worst of them can think
it's much fun to pay for repairing the ruined lower units of
their engines, or even just the propellers.
There is plenty of public enthusiasm for protecting those
areas, only not in the ways proposed in the preliminary man-
agement plans. There's ample support for issuing a park use
permit to boaters who take a course in proper use of the park
waters. Violate the rules once too often, get caught and you

Great idea, a lot of people said, and it says so here too.
So the enthusiasm for Alternative A was less a straw.
vote in favor of the status quo than a protest against the
extremes of the other plans, from which a final proposal
will be adapted.
What should that one offer?
Realistically, we have to protect the marine life nurseries
on the grass flats from boat damage. We have to protect canoe
and kayak paddlers from the occasional foolish or mean-spir-
ited boater who comes down off plane just enough to drag a
tugboat-sized bow wake that can throw paddlers into the man-
groves. We have to restrict motorboat traffic close to nesting
areas in nesting season, which may be the only issue on the
list that the park already is dealing with effectively.
Other good ideas, such as increasing the number of
camping chickees on Florida Bay, are embedded in the
excessive alternative plans. Those are too good to get lost
while planners replan, as Kimball put it, "to concentrate man-
agement on areas that really deserve it."
The public comment period closed at the end of July.
The response has been heavy, Kimball said, and it will take a
while to go through all the material received. He hopes a new
plan, one we can all live with, will be ready by Thanksgiving.
I If you still don't like it, don't worry. There will be anoth-
er round of public meetings where you can stand up and
holler some more.

The waterfront property contains 55
slips that can accommodate boats from 26 to
85 feet and is home to the city's marine
patrol unit. Come this fall, the pump-out sta-
tion will receive an upgrade. A state grant is
providing funds to install a new, more ener-
gy- efficient pump.
