City OKs dockside
fuel delivery after
sparks fly
City repeals earlier ruling
due to conflicts

DANIA BEACH An ordinance that once prohibited
dockside fuel deliveries to waterfront homes was recently
repealed after city commissioners determined the law was
obsolete and unenforceable.
The ruling, taken off the city's books in mid-February,
immediately paves the way for trucks to enter residential
neighborhoods.
"It's a done deal," said Rendi Arline. "I think it's wonder-
ful. Now we can get our fuel a safe way."
Arline and her husband, Randy, have been waging a cam-
paign to have the ordinance removed since last summer. They
learned about the ban after calling a vendor who declined to
provide gasoline for the couple's 36-foot Sport Fisherman
behind their home in the city's Davis Isles neighborhood.
When approached about the ordinance, Dania Beach
city officials were initially hesitant about reversing the rul-
ing because of potential safety and environmental hazards.
But repealing the law was "the right thing to do,"
said City Commissioner Anne Castro.
"The ordinance wasn't practical or enforceable,"
Castro said.
The old ordinance not only forbid dockside deliveries,
city commissioners discovered that it also limited the

Nautical art show to benefit nonprofit Seafarers' House

A bit of wine and cheese, combined with nautical
paintings, will be served up at a fundraiser benefiting
Seafarers' House.
The art exhibit on Thursday, March 8 at the St.
Lawrence Gallery in Fort Lauderdale is a first for the non-
profit, multi-faith ministry.
Most of the organization's benefits have focused lunch-
eons and gala dinners. Being at the gallery will provide a
more casual, social setting, said Beth Masino, special events
manager at Seafarers' House, which is based inside Port
Everglades and provides services to some 100,000 shipboard
workers annually.
"This is a wonderful opportunity for so many of the
people who already support Seafarers' House and for us to
reach out to those who don't know about our organiza-
tion," Masino said.
The evening will feature oil paintings and giclee prints
by Robert Dorman, an artist who lives in Port Orange. He
will be at the reception, greeting patrons from 6 to 9 p.m.
Admission is free.
Many of Dorman's works being displayed will depict
big gamefish. Other paintings will feature shrimp boats
tied to docks.
Raffles will be held with all proceeds going to Seafarers'

Artist Robert Dorman, who lives in Port Orange, will
exhibit his paintings of gamefish on Thursday, March 8
at the St Lawrence Gallery in Fort Lauderdale.
House. Ten percent from sales of artwork and other items
purchased during the event will also benefit the organization,
said Pat Nilsson, the gallery's manager.
The 1,800-square-foot storefront, at 3556 N. Ocean
Blvd., Fort Lauderdale, was opened two years by owner
Randy Liebig. The space specializes in different types of
nautical art such as paintings, glass, jewelry, model boats and
woodcarvings by artists from around the world.
Prices start at $4.95 for a miniature, ceramic turtle.
Jewelry ranges from $25 to $200, including several pieces
handmade exclusively for the gallery.
The wine and cheese reception for Seafarers' House is
the sixth exhibit held on the premises to benefit a local

nonprofit group.
"When we showcase an artist, we try to pair them with
charitable organizations whenever we can," Nilsson said.
"This way, we're exposing the nonprofit organization and the
artist. It's a give back to the community."
Similar past events have included donating proceeds to
the Boys and Girls Club of Broward County and the Florida
Education Fishing Foundation.
-Being involved with Seafarers' House is a natural fit with
the gallery, said Nilsson who learned about the ministry from
another local artist.
"I'm a sailor myself and I think Seafarers' House is fan-
tastic," said Nilsson, who is helping to refurbish a friend's 42-
foot Stonington Motor Sailor.
Dorman, 67, said he is looking forward to being at the
gallery. Throughout his long career he has painted many sub-
jects including western art while living in Colorado and
seascapes during his stay in Rhode Island.
After moving to Florida 15 years ago, Dorman said he
was inspired to capture gamefish on canvas during a char-
tered fishing trip.
"Most people like the way I paint the water," said
Dorman, who is also a former greeting card company execu-
tive and did cover art for two Daytona 500 programs.
Painting water is often harder than painting the actual
fish. "People say it's very realistic," Dorman said.

Protected fish the big winners in upcoming tournaments

Florida's winter sailfish tournament season has only
just begun, and the biggest non-cash winners are known
already. They're the fish, protected by a new federal con-
servation mandate requiring circle hooks in every U.S. bill-
fish tournament.
It shouldn't spoil the fun. Some fishing contests have
required circle hooks since 2002, most notably the Miami and
Fort Lauderdale Billfish Tournaments. They still attract the
big players first-rate fishing teams skilled with circle hooks
even if some would rather use J hooks.
Circle hooks have been proven less likely to snag in a
billfish's innards, and therefore less likely to cause serious
injury during the battle to boat-side. Hardly anyone keeps a
sailfish any more, or wants to release it with damage that
makes it a pushover for predators.
You might guess that by now most tournament fishers
and boat crews might even prefer circle hooks when given
a choice. Wrong guess.
"I would estimate that 20 percent of the anglers on the
circuit were using circle hooks before the mandate, when they
had a choice," says Emie Portuondo Jr., new executive direc-
tor of the Capt. Bob Lewis Billfish Challenge. He is a captain-
competitor himself on the Bertram yacht Classic Mistake, and
by now he would have chosencircles for his team if it were
up to him alone.
"I have a much better hookup ratio on circle hooks," he
says, "but two of my teammates like J hooks better."
Like it or not, three March events at Miami Beach Marina
- the Bob .Lewis (March 3-4), Florida Billfish Masters
(March 17-18) and Miami Billfish Tournament (March 30-
April 1) will be J hook-less.
Dan Kipnis, who is involved in running many tourna-
ments and has one of his own Florida Billfish Masters -
makes a habit of asking contestants, "What do you want?"
'They tell me they want more prize money," Kipnis says.
Until now, he left hook choice up to them. Now he's
made a list of approved circle hooks.
Objectively, they are easier to use than J-hooks. It isn't
necessary to time your hook-set so the fish can't gulp the bait
all the way down where gut-hooking is likely. The hook-set
itself becomes a mistake. You just reel in your slack quickly.

So you doubt that sailfishing is exciting? Here's tournament
prodigy Jeff Fiorentino in the cockpit of the boat Uptight,
backing down to overtake a fish with other ideas.
If the fish swallows the bait before the line comes tight,
the hook's circular shape lets you pull it back to the mouth
with little chance of sticking vital organs. It's supposed to
snag a comer of the jaw where it's easy to remove and won't
weaken the fish. If you can't remove it, just cut the line.
Subjectively, it's hard for some people to change any-
thing that's always worked for them. It's hard, too, to put their
confidence in a hook that comes out that easily, especially
when fishing for high stakes. Besides, many anglers are proud
of their timing with a J-hook, and boast of hardly ever gut-
hooking a billfish.
Compared to the longtime Miami (25 years) and Fort
Lauderdale (42 years) tournaments, the Lewis and Billfish
Masters are teeny and toddler. The Lewis is in its 14th year,
the Masters in its sixth.
Portuondo took over management of the Lewis tourna-
ment last December with the departure of four-year director
Marty Locke to Texas where his wife was transferred. Locke
is expected to be back at Miami Beach Marina to help his suc-

cessor through the busiest stage.
Running a tournament isn't new to Portuondo. He organ-
ized tournaments for the Latin Builders Association and has
served on the Lewis tournament's board of directors. He also
was chairman for four years of Calle Ocho, the giant Latin
American street party in Miami's Little Havana.
He wants to increase the tournament's prize money with-
out significantly increasing the number of boats or the entry
fees and to restart a marine science scholarship that was meant
to be annual but hasn't been awarded since 2004.
Then he wants to put much more than last year's
$27,000-plus into the tournament's philanthropic budget for
the youth activities it supports.
"At least $100,000 annually. That's my three-year goal."
As a fishing team captain himself and a yacht broker
(Allied Bertram) in his shore life, Portuondo foresees limits to
how much he can ask contestants to spend.
'The cost of running boats is more and more every year,"
he says. Then where is the money to come from?
"You've got to find new and innovative ways to use spon-
sorships. You have to show them they're not just sponsoring a
fishing team; they're sponsoring a child and a child's dreams.
The fishing tournament is a vehicle to achieve our real goals
- to teach conservation and marine education to the youth of
the community."
Last year's prizes totaled $143,760, pretty good for a
tournament that charges a basic entry fee of $1,500 per boat
and limits competition to 65 invited boats plus sponsor ves-
sels. The booty was boosted by four added in-tournament
contests with their own entry fees and cash prize pools.
Portuondo is confident that this year's prizes will exceed
$150,000, and may approach $175,000 because two more
such pools have been added.
In earlier times, those were semi-secret betting pools
called Calcuttas. They were illegal but popular, so tournament
organizers brought them into the formal structure with spon-
sor titles and descriptions such as "value added."
For a long time, "Calcutta" was a word to whisper. A
greenhorn on the docks might have wondered why Florida
fishermen were talking furtively about a city in India. Now
it's safe to speak the name aloud. Some tournaments

New methods effective but old-time fishing' still has appeal

It's opening week of seatrout
season and we are in the Ten
Thousand (approximately) Islands,
feeding live shrimp at $30 for 100
to the fish. They're eating better
than we are. Very few keepers are in
the cooler. Almost every trout we
S catch is half an inch short of the 15-
inch minimum.
,/ The business end of our tackle
Arnold Markowitz is the debatably good old reliable
popping cork with a shrimp suspended below it.
The rods that Bob Hustead and I use are good-old too-
noodle-soft fiberglass, for reasons more practical than senti-
mental. The popper rig is ungainly. Our leaders are five to six
feet long, with a split-shot sinker about 10 inches above the
hook. The water isn't that deep but a current is running and a
wind is blowing, so the leaders aren't hanging straight down
and we don't want to add weight.
Modem variations on the technique are arguably more
effective as professional guide Alan Sherman will show us
shortly but old-fashioned fishing' still appeals to me. It
appeals even more to Bob, who grew up using the popping
cork rig and fishes it expertly.
Those poppers used to be made of real cork. Now they're
Styrofoam. Bob still calls them corks. At only 99 cents a pop,
he can lose one once in a while without feeling bad.
Old or new, simple or complex, the idea of these rigs is
the same: the popper functions like a kid-stuff bobber, with a
top end that's scooped to go ploop when you jerk it on the sur-
face. The sound gets the attention of fish that lurk in grass on
the bottom but don't notice your bait.
"Who's calling who a ploop?" a fish says, looking
around. "Oh, never mind. Here's a shrimp. Ouch!"
'Then you reel him in.
Best known for baiting spotted sea trout, the rig is effec-
tive for other fish that hang out with them. We catch a lot of
mangrove snappers and ladyfish. Any fish will eat a shrimp.
You can use pilchards and herrings this way, or tie on a little
jig with a wiggly plastic tail.

sidearm or overhand. The soft-action fiberglass rods are good
for that. A bad cast won't easily snap the bait off the hook.
"The less terminal tackle, the better," says Bob, who
thinks I'm using too much. He wraps his 20-pound-test leader
three times around the popper's green plastic center pin, push-
es it back into the opening and is able to keep it from coming
apart with every other cast.
Mine unwinds too often, so I'm experimenting. One
setup runs the 12-pound running line through the tubular cen-
ter pin and its yellow end caps, with the leader tied to a swiv-
el at the bottom end. Another has a 40-pound leader to make


the pin fit tighter. The connections are tied with swivels so the
popper won't slide up and down the line.
Kind of complicated, isn't it?
The keeper slot for seatrout is 15 to 20 inches. We're
catching plenty of 14-1/2 inchers in the creeks and coves
between Indian Key and Sandfly passes near Everglades City.
Ladyfish are competing for our bait. One leaps into the air and
lands on the deck.
"I'm writing you up for flying under the influence of
shrimp," I tell that fish.
See? I meant it.
The ladyfish is on Bob's hook. As a retired lawyer, his
duty is to represent it, asking that it be released in the custody
of its school. Then, acting as a magistrate, he grants the
motion and sets the fish free. He couldn't get away with all
that back in the city.
Back there, Biscayne Bay trout expert Alan Sherman
would have tried to talk him into fishing in the 21st century,
leaving his popping fake cork behind in the 20th.
I asked Sherman to look over my experimental popper
rigs and suggest improvements. We rode his boat to the grass
flats near the 79th Street and Julia Tuttle causeways, in order
to test what we talked about.
He said all my poppers would work, but I shouldn't
bother.

Law, legacy and

salvage

From the times of the Phoenicians to
the present, salvage has been recognized as
an integral part of doing business on the
sea. Indeed, the codes of Hammurabi
speak about the right of an award for the
rescue of cargo and vessels.
However, through the centuries the
very terms "salvage" and salvorss" have
often carried less than respectable con-
notations.
Classic film fans may recall Cecil B.
DeMille's "Reap the Wild Wind" starring
John Wayne and Ray Milland, which por-
trayed Key West's 19th century salvage
trade in a rather unsavory light. In fact, the
movie is probably best remembered for
John Wayne's character paying the ulti-
mate price for conspiring with the salvors
to scuttle a ship thereby ending up
friendless and finally eaten by a giant squid
as he atones for his duplicity.
Squids aside, the competitive nature
of Florida's salvage industry in the 1800s
is considered true to the history of the
state. In fact, before the Civil War, Key
West was among the wealthiest cities in
the United States, much of it attributed to
maritime salvage.
It was during this pre-Civil War period "
that U.S. Congress first saw the excessive
enthusiasm of the Florida salvage industry
(which involved sitting in wait as boats
dashed against the shoals and rocks) as a
possible threat to shipping, life and cargo.
As a result, Congress passed a statute
requiring those regularly employed in the
business of salvage or wrecking in Florida
to be licensed by the federal court along
with their vessels.
Then, following the Civil War, the
federal government began to take a more
hands-on approach to the shipping indus-
try. The U.S. Coast Guard and its earlier


predecessors became the primary service
for the search and rescue of vessels off the
coasts of Florida. With boaters coming to
.rely on the Coast Guard, controversies
regarding the old-style Florida salvor
were, over time, mostly forgotten.
The salvage business began to make a
true comeback in the mid 1980s when, as
a cost-cutting measure, the Coast Guard
initiated a policy of leaving vessel rescue
operations particularly of smaller craft
- to entrepreneurial salvors as long as the
situation wasn't life or death.
Since that time, small salvage and
towage operations have flourished on the
Florida coast. And if a set price hasn't
been agreed upon before a vessel takes
the line, the salvage or towage operator
will have the vessel owner sign a varia-
tion of a salvage form, which generally
allows for a much higher award for serv-
ice than a mere tow.

Licensing issues
It would be natural to believe that
salvors are indeed licensed as Congress
intended. But this may not always be the
case. Following the Civil War, the statute
received little attention since the Coast
Guard was taking up the role of the entre-
preneurial salvor.
Once the salvage industry made its
comeback, except for a few maritime attor-
neys who occasionally invoked the statute
to reduce a salvage award, many thought
the statute was an anachronism.
Part of the problem was that when the
statute was first written in the 1800s,
Congress used the contemporary term for
a salvor at that time, which was "wrecker."
Since the return of the professional
salvor, some have attempted to say that the
terms "wrecker" and salvorr" were not

Navigating the

unfamiliar

When it came to boating on the lake
back home in Georgia, I was fairly com-
fortable with my surroundings.
I knew on bright sunny days there
was likely to be more chop from power
boaters zooming up and down the lake. I
"knew on windy days the sails would
come out. I knew summer was hot,
humid, with rarely any wind, and sudden
storms were likely. That winter was
windy and the best time for sailing in
spite of the frigid temps.

And I learned to expect the wind
changes that resulted from various land-
masses along the lakeshore and where the
dangerous low water spots were.
But I don't live on a lake anymore. I
now live in South Florida, on a canal
located off the South Fork New River,
which feeds into the Atlantic. Boating has
suddenly become more complicated.
I still watch the weather each morning
to see what the wind speed and direction
will be, but that isn't enough. There are
other factors to consider before going out
on the water, like tides, currents, traffic and
even wildlife.
The realization that I am once again a
boating novice simply by being in a new
place is humbling.
Recently I took the dinghy out to
explore the canals and river in my neigh-
borhood. I'd been out a few times with
Mike, my fiance, and was fairly confident
of not getting lost or running into anything
I couldn't handle. When I called to tell
him I was going out, he told me to have
fun and be careful. If I wasn't ready, he'd
have requested I wait for him, but he did-
n't and off I went.
It was a wonderful feeling, being out
on the water in the late afternoon sun by
myself. People out working on their boats


all spoke to me, saying hello and comment-
ing on the beautiful weather. I was careful
of traffic, kept my speed down and all was
going well. I was truly enjoying myself.
Then I got Lesson Number One: Look
behind you!
While focused on a boat approaching
me from the front, I didn't hear the boat
coming up from behind until he was
almost on top of me. We all had plenty of
room, but it startled me when another
boat appeared over my shoulder.
It's easy to forget when you're watch-
ing the traffic in front of you for potential
danger, but there's danger from behind to
watch for as well. Idle speed for a mega-
yacht or the Jungle Queen is substantially
faster than the idle speed of a tender or
small fishingboat, and you can easily find
yourself in the path of something substan-
tially larger than yourself.
On another occasion, I learned Lesson
Number Two: Check the tides.
Tooling around one afternoon, I
came to a manatee zone. It mortifies me
that I could hurt one of them with my pro-
peller, so I dropped my speed completely
to drift and hoped that maybe I could
even get to see one.
The tide was going out. Quickly.
When the current is running at two knots
in the same direction as you and you drop
your speed completely, the inflatable goes
where the current goes. It caught me off
guard, first slinging me toward a docked
boat, then flipping me back out to the mid-
dle of the river.
Thankfully my instincts kicked in and
I increased my speed and regained control.
Hello! This isn't a lake, Amy, there are cur-
rents and strong ones at times!
In my experience with manatees, I've
come to understand them as frieglly and

Salvors must show they are trustworthy


synonymous, and therefore do not apply to the present
industry.
But recently Congress reorganized shipping statutes to
conform to Homeland Security Acts. As part of that process,
they modernized the language of the Florida salvor statute so
there would be no confusion. U.S. Code Article 46 Sec.
80102 now reads in part:
"To be regularly employed in the business of salvaging
on the coast of Florida, a vessel and its master each must
have a license issued by a judge of the district court of the
United States for a judicial district of Florida."
The statute goes on to state that those seeking a license
must show they are trustworthy and innocent of fraud in
their work as salvors. Also, the vessel must be properly
equipped and seaworthy for the business.
At this time, at least one salvage business has been
licensed in the Cape Canaveral area, and it is my under-
standing that a few more are following.
Salvage businesses that fail to get licensed could
encounter profound consequences. Arguably, salvage con-
tracts presented by a non-licensed salvor might fail to be rec-
ognized by the courts, meaning exculpation of liability
clauses, arbitration clauses, and collection costs and attorney
fees might not apply.
Unlicensed salvors also may not have the right to hold
the vessel following a "rescue." Moreover, now that prece-
dent has been set and salvors are getting licensed, it might
be arguable that those who fail to seek licenses are in con-
tempt of the courts.
If the Florida salvage industry is the trustworthy group
they purport to be in these modern times, then getting the


proper licenses should not be a major concern. Rather, it
should be considered just another expense of doing business
in the area they serve.
As John Wayne might point out, "It beats being
squid food!"

playful creatures. And big. Out on my kayak recently I came
to a manatee zone and it occurred to me that they might see
my kayak as a potential playmate. Which of course could
lead to my taking an involuntary bath in the river. Yuck. But
with my only two options being run the risk or don't kayak,
I'll take the risk. I mean really, what are the odds?
But just in case, I'm now prepared when I go out. My
phone and ID are in a small case secured to the kayak, I have
a life jacket stuffed behind me, and I pay closer attention to
what's in the water as well as what's on the water.
Hopefully I figured out this particular lesson before
learning it the hard way. But then I have to wonder, what
other unfamiliar factors am I missing?
Clearly I have a lot yet to learn, but I'm getting out there
and having fun in the process. And that's a big part of what
makes life here so wonderful.

Opportunistic seatrout camouflage


'These were great in their time but their time has gone
and there have been new developments. It's very important to
go a little bit with the times," he tells me.
I had seen Sherman's demonstrations at fishing shows,
so I knew he was going to show me oversized fluorescent
bobbers with bright thingies attached. They look like
they're meant for unskilled novices who are about half his
clientele. Well, so what? My popper rigs have no snob
appeal either.
Anyhow, people who fish for trout with live bait want to
put fish in the cooler. They care more that the bait rig works,
less how it looks. If their eyesight's bad, they can see the
bright green, red or yellow color. If they're physically feeble
or just lazy, they don't have to jerk it to make it go ploop. It
can't go ploop anyway. It goes click.
"Almost all fish in the bay are attracted by noise, other
than bonefish and permit," Sherman says.
His rigs are not as cumbersome as they look. His
drifting skiff doesn't scare trout a few yards away,
although they surely see it. He uses graphite rods, stiff
but with a fast tip to absorb a hard strike. When he finds
them he makes a modest no-snap forearm cast, maybe 30
feet, not trying for distance. It's like a third baseman's
toss to his pitcher, not the center fielder's long throw to
the catcher.
Sherman's favored brand, Cajun Thunder, is an oval-
shaped Styrofoam bobber (he calls it a cork too) that's
made in Texas and sells for $3.29. His arrangement with
the manufacturer doesn't oblige him to deny the existence
of competition.
"There are some knockoffs," he says. The competing
brands, with slight differences, cost a few cents more than
Cajun Thunder, which is a little simpler than they are. You can
pay a dollar or so more to buy some of them fully rigged with
leader, hook and plastic shrimp.
Fundamentally, they're all alike with a three-inch oval
bobber sliding freely on a skinny 8-1/2-inch stick of stain-
less steel or titanium. There are swivels on the ends to
attach line and leader, brass beads at the lower end and plas-

tic ones at the upper end. Those make the noise, every time
the bobber bobs a bit.
"The old-style popper sits stationary," Sherman says. "It
makes no noise until you make it pop. It serves two purposes:
One is to suspend the bait above the bottom. Two is for the
slurping sound. Do you know what goes slurp on the surface?
Only a feeding fish.
"Now, what sound does a shrimp make when it moves?"
I hesitate.
"A clicking sound," Sherman prompts. "Click, click.
Listen."
He bobs the bobber in his hand. Click, click, go the
beads. The brass ones are under water, where sound is magni-
fied, where the fish are. Click, click.
"Just sitting in the water idle, wavelets under it will make
it vibrate and click. You get more strikes if you pop it. And it
lets you know when you're getting a strike and it requires a lot
less effort than the popping cork."
Although he too used the old thing for years, Sherman is
glad to be rid of its shortcomings.
"It has two things I always hated. One is the plastic stick
that wears out after a while and won't hold the line and your

We used his rods. I tied on my 99-cent popper rig.
Sherman used a red Cajun Thunder. I caught the first trout, a
shorty. He caught the next one, a 20-incher, and let it go after
I took its picture.
"Both rigs worked, but look," Sherman said, examining
mine. The line was twisted a little and the leader had wrapped
itself around the popper stem. "I hate that," he said. Me too.
By the time we returned to the launch ramp, I had picked
his brain for these other trout tips:
"Sea trout are very opportunistic feeders. They like cam-
ouflage. They'll sit on grass or the sandy spots because they
can change colors and wait for stuff to come overhead, then
jump up and grab it.
"When a cork goes down, I reel as fast as I can and then
set the hook. You must feel the resistance before you set.
"Most trout will run 12 to 20 inches in Biscayne Bay. A
20-incher would weigh about three pounds.
"I normally use 30-pound leader for all fish. You don't
know what's going to hit whatever bait you have on the end
of your line. There's no problem if it's a half-pound trout, but
what if it's a 100-pound tarpon. It can happen. It has.
"My line is six to eight-pound test. Twelve and up is too
heavy for a trout to pull around.
"It's hard for some people to avoid a belly in the line
when it's windy. I tell them to point the rod where they last
saw the cork and reel in as fast as they can. You don't want the
fish to swallow the hook if you have to release them. They're
very fragile.
"In the course of a day, fishing for seatrout, I may fish 20
spots. If you only go to the same place every time, the chances
are good you're going to come up empty. I'll see people sit-
ting in one spot all day long and at the dock they say fishing
was awful. And I'll say we caught 100 fish and they say no
way. They don't understand."
A few days later, I went shopping for fat-bobber rigs and
bought one to copy for my own knockoff. If it turns out all
right, I'll make one for Bob Hustead. If not, there's no sense
buying him one. I think he'd just put it away and keep on
using his poppers.

allowed to store on their properties.
Keeping the ordinance intact would have been in conflict
with permit requirements passed by commissioners last sum-
mer for the installation of large size generators in residential
neighborhoods, Castro said.
Under the old ordinance, it would have been illegal to
have fuel delivered for the generators too, she said.
"It makes more sense to have these trucks bring in gas,
rather than have people carry canisters in their cars."
City Manager Ivan Pato said allowing the dockside deliv-
eries is consistent with Dania Beach's boater-friendly image.

"The marine industry is an important part of the city," he
said. "We have a lot of waterfront communities who want
delivery of fuel. The old ordinance was outdated, but we want
to make sure that when modifying issues there are no risk fac-
tors involved. The City Commission realized they could bal-
ance this issue and do it safely."
Residents should be aware that vendors must be insured
and licensed.
"My best advice is to make sure they are doing business
with a reputable company," Pato said.
Rendi Arline said she is glad the issue has been resolved.'
She and her husband's campaign to allow dockside deliveries
resulted in gathering 225 signatures on a petition and compil-
ing reams of information on ordinances and policies from
fueling companies and municipal governments throughout
South Florida.

to take their boat out to the nearest marina in Fort Lauderdale.
The procedure would have been costly and time consuming,
said Rendi Arline.
Other boaters in the city were affected as well. Some
waterfront homeowners had carted fuel in large drums to their
homes. The dockside deliveries by reputable vendors makes
more sense, she said.
"It was no secret that people were carrying 55-gallon
drums of gasoline in their cars to refuel their boats," Rendi
Arline said. "Having trained people from licensed and insured
companies come to the docks is much safer."
The couple intends to have their first "legal" dockside
delivery before the end of February or early March.
"This will benefit everyone."
