Broward County Commissioners decided to move for-
ward with its boat facility siting plan, which includes allow-
ing construction of about 5,000 dry and wet slips to the
waterfront south of Sunrise Boulevard in Fort Lauderdale.
Although commissioners unanimously voted in favor
of the plan in late September, it's not a done deal. The pro-
posed agreement still has to gain approval from the
Florida Fish and Wildlife Conservation Commission, one
of several agencies and environmental groups that have
voiced opposition.
The primary concern of Florida Fish and Wildlife and
environmentalists is that implementation of the plan will lead
to more injuries and deaths of manatees. The fish and wildlife
commission had asked the county to postpone its vote.
The state fish and wildlife agency was expected to
review the proposed plan in October and respond some-
time in November, said Don Behringer, natural resource
specialist with the Broward County Environmental
Protection Department.
"It's likely that FWC will come back with suggestions
for changes," Behringer said.

facility siting portion of its overall manatee protection plan
since 2004. The county commission's recent action was
done to get the ball rolling, Behringer said.
"They see this as a positive step," he said. "FWC stat-
ed they wanted a plan by July 1 and we missed that dead-
line. They now have the plan and the county can now get
constructive comments back."
The recently approved draft seeks to determine con-
struction of new boating facilities and the expansion of
existing ones, while protecting manatees. It does. not affect,
homeowners and any facilities with four or fewer slips.
The plan seeks to boost the number from 2,270 to
5,000 slips in the south region of Broward County, span-
ning from Sunrise Boulevard to the Broward-Miami-Dade
County line.
The numbers cover wet and dry boat slips, as well as
boat ramp parking spaces, to both new and existing
marine facilities.
No new slips have been allocated for Port Everglades,
which has been singled out as a separate zone.
County officials have been working on the plan since
2004. The approved draft was developed using comments

Restaurant opening to bring fishing, retail back to pier

DANIA BEACH Years of searching, planning and
waiting will soon come to an end as the final preparations are
underway to open a long-anticipated restaurant on Dania
Beach Pier.
The dining spot, called Beach Watch, is slated to begin
serving patrons in November, according to Sven Jutz and
Lisa Stork, who were granted a lease by the city to manage
the facility.
"Everyone is so excited," Stork said. "I think it's just
gorgeous."
Beach Watch is expected to seat up to 300 people. One
of its major draws will be that every person will have a view
of the ocean while dining on a menu that features steaks,
pasta and fresh seafood.
"Our long-awaited plans are becoming a reality," said
Kristen Jones, the city's director of parks and recreation. "The
Beach Watch restaurant will add a sparkle to Dania Beach's
most precious jewel our newly renourished beach."
Plans to place a restaurant on the pier have been in the
works since the structure was rebuilt in the mid-1990s. The
city has spent about $1.3 million to construct the Beach
Watch's shell and an adjoining bait shop.
The bait store is slated to open at the same time as the
restaurant and will also be operated by Stork and Jutz, who

are responsible for outfitting the interiors of both facilities,
Jones said.
Jutz and Stork come to Dania Beach with experience as
former owners of two restaurants, Allegria in Cooper City
and Bistro La Tavemetta in Fort Lauderdale.
As part of the contract, they are required to provide six
kiosks along the beach and at the marina that will provide
lounge chairs, umbrellas, suntan lotions and other accessories.
There might also be personal watercraft rentals, Jones said.
Both the new restaurant and bait shop will coincide with
other improvements that have been made in the area, includ-
ing a beach renourishment project that was finished last year,
Jones said..
Other improvements are being made to a former private-
ly owned marina that the city took over this spring. Upgrades
are underway at the now-public marina, which sits next
to Florida Atlantic University's SeaTech ocean engineer-
ing research center and is steps away from the pier.
New lighting, renovation of existing restrooms and
replacement of boards on the docks are expected to begin in
January and be completed by May, Jones said.
The city has also been making improvements to the fish-
ing pier, which has been closed during constructionof the
restaurant and bait shop. A state-of-the-art fire alarm system
with flashing strobe lights and voice-activated x armngs % aas
added to the pier in September. -
Fishing on the pier will return with the opening of
the restaurant. Many people are eager to cast their lines,
Jones said.

"People really care about that place," Kimball told an
audience of about 40 people.
"We're getting e-mails from across the country," he
said. "Even my dad and my mother are saying, 'Get that
place reopened.' We're getting great support from
Washington. The Florida congressional delegation con-
tacted me, asking us to show them Flamingo."
This public input period, called scoping, is a gov-
ernment formality akin to a bunch of interested people
thinking out loud and kicking around ideas for some-
thing they would like to see happen some time in the
future. It's part of the ParkService routine for planning
major changes.
Once a plan is officially in place, a, new Flamingo
might welcome visitors in seven or eight years, Kimball
said. Major changes have to go through a process, includ-
ing a detailed environmental assessment, that seems over-
ly long and tedious to people who are accustomed to mak-
ing decisions and getting things done quickly.
Kimball said National Park Service leaders have
authorized him to go as far as getting the public's sugges-
tions, combining them with staff ideas and producing a
plan. Beyond that, he could only think out loud himself
about what-next questions.
He guessed, for example, that new facilities might be
paid for in part by the federal government, in part by a

emphasized options for lodging that could be dismantled
and stored or even towed away on their own wheels when
there's reason to worry about a hurricane. One intriguing
example on photographic display was the yurt, a
Mongolian herdsman's shelter that can be prefabricated
and equipped with electricity and plumbing, ceiling insu-
lation and a ceiling fan.
Yurts are used already as visitor shelters in nine
national parks, forests and monuments in western states.
Another putup-takedown shelter that might work is the
eco-tent, which resembles a stilt cottage rather than a
camper's setup. Tow-away possibilities include mobile
log cabins, which look like disguised trailers, and "tiny
houses" that resemble oversized privies or the World's
Smallest Post Office at the Tamiami Trail community of
Ochopee.
Even though all those shelters could be moved out of
harm's way of a hurricane, there still would have to be a
hurricane-proof storage building to store them.
Finally, because a concessionaire would run most if
not all the facilities, that company must be able to operate
at a profit.
These suggestions were made by anglers and campers
in the crowd:
A new Flamingo should include a dedicated area
for recreational vehicles with generators, separate from
the tent campground where the noise, lights and television
flickers would not be welcome.

Katrina inflicted significant damage on those. A
month later, Wilma demolished any hope of repairing
them.
Overnighters can still use the 200-space campground.
Marina damage has been repaired and the store and fuel
docks are operating. So are the restaurant and caf6. The
visitor center has been reopened.
Two hurricanes whacking the same place within a
month's time exposed the vulnerability of Flamingo.
Wilma's storm surge piled tons of Florida Bay mud bot-
tom over the driveways, parking lots and launch ramps. It
filled the boat basin, which had to be dredged.

Rebuilding the Flamingo visitor's area, from 5-8:30
p.m. Thursday, Nov. 9, at the Coe Visitor Center on
State Road 9336. It's on the route from Homestead to

'Buffalo Bill' of snook doesn't let fish off the hook

SThose who cherish snook fish-
ing's traditional wisdom are advised
to avoid the next paragraph, which
may be more disturbing than they
can bear:
"A snook's mouth has bris-
tles that are so close together, it's
like a file or a rasp. That's what
cuts your line. I've caught 15,000
S / snook and I've been cut off by
Arnold Markowitz the gills maybe three times.
Snook don't cut you off with
their gill covers. That's bull crap."
I am quoting Dave Justice, the Buffalo Bill of snook fish-
ing. If his score is correct, and if we learn something from
every snook we catch, he knows 1,000 times more than any-
one who's caught 15 of them. That might mean you, unless
you give snook virtually all your fishing attention.
As for the beef by-product Justice mentioned, I'd bet
I've caught more of that than he has, and I reckon he's right
about snook cutoffs even though my severed leaders
reveal about as many slices and shaving-type nicks as abra-
sions. I usually blame abrasion cutoffs on contact with under-.
water rocks and such.
My snook science expert, state biologist Lisa
Ockelmann-LoBello, agrees with Justice about the rough
lips, but she describes the texture as similar to coarse-grit
sandpaper, not bristly.

The sharp gill covers of snook have been cited as haz-
ardous in this almost constitutionally authoritative column.
Not raspy lips. I've never been kissed by a fish. :How
could I have known?
It probably has a lot to do with tackle differences.
Justice fishes heavy; I fish light. He usually uses 80-pound
test fluorocarbon leader, twice the breaking strength of my
self-imposed maximum, and he favors a big-butted baitcast-
ing rod that I might choose for deep-reef snapper, even sail-
fish. His favorite artificial lure is a heavy-headed jig with a
soft plastic lure on the hook. I throw darting crank baits that
swim like mullet.
"I'm not a finesse fisherman," Justice says. "I don't
believe in getting bitten off. I don't like leaving hardware in
their mouths."
I guessed that he likes that stout outfit because he fishes
jetties and bridges a lot.
A light rod can't haul a big fish from the water to a cat-
walk 20 or 30 feet up, right? And a hefty leader has a better
chance against bridge pilings and barnacles, right? The edges
of jetty rocks easily break even a 40-pound leader, right?
All those are good reasons to use 80-pound leader. They
are not Justice's reasons.
"It's only to keep the mouth from breaking the
leader," he said. "Even in open water, if you use 60-
pound and if they're hooked inside the mouth they will

break through the 60."
Justice fishes with one hand on the foregrip of his rod,
line between his thumb and forefinger, feeling for subtle bites
and slackening. He wants to set his hook quickly, close to
front of the fish's mouth so it can't lip and abrade his leader.
Especially with big snook on the hook, his power tackle
enables him to keep his lure or bait and leader in front of the
fish, pulling it toward him.
The snook's gill covers may be sharp enough to cut even
80-pound leader, but not unless it can snag the leader there.
To do that it has to turn its head, which is hard to do as long
as Justice keeps his line taut and the pressure on.
The same size fish, hooked on a lighter rig, is better able

of the head can catch it on his gill cover.
Is there a compromise? Kind of. Justice says he some-
times drops to a 50-pound or even 30-pound leader with spin-
ning tackle, but if you do that, you should consider adding a
short wire leader tip to your rig. If you're using live or cut
bait, use a hook with an extra-long shank. Whatever it takes
to keep the fish from getting its lips on your leader.
Justice, who conducts snook seminars for tackle maker
Berkley, has specialized in snook since he was about 12 years
old. He grew up in Miami Shores, near the mouth of the
Biscayne canal, with a flood control dam about a mile from
Biscayne Bay. Whenever it was opened to release high water,
he'd be there, just downstream.
I caught Justice's snook seminars twice in two weeks, at
Bass Pro Outdoor World in Dania Beach and the Florida
Sportsman Fishing Show in Miami. I attend those things fair-
ly often and when Justice talks, I notice more than the usual
one or two listeners taking notes. I think that's because he
usually has something to say that we haven't heard or read
before, or he says it in a way that makes us try harder to
remember it.
Naturally he hands out samples lately Berkley's lat-
est soft plastic saltwater lures loaded with flavors and odors
- and talks up a few of the company's many tackle brands,
but he doesn't overdo the commercials.
He's been giving a lot of emphasis to tinted fluorocarbon

Snook fishing pro: Examine leader after each strike

leaders, in pink, tan and blue. He says he got Berkley to make
them after two previous employers turned down his proposal
of a pink fluorocarbon that would look gray under water.
Fluorocarbon makes a better leader than monofilament
line because it's harder for the fish to see. Not so in bright
daylight or under the nightlights of a bridge, when Justice
says the stuff glows like fire in the water.
"The whole purpose is to match water color," he
explains. "In the Keys the water's going to be pretty clear, so
we have fluorocarbon with a blue look to it. When you get on
north Biscayne Bay, the St. Lucie River, Estero Bay,
Whitewater Bay, any of those, you're going to have that tan-
nic color like weak tea."
Those are places for tan-tinted leaders, if Justice is right
about tint. He's seen and heard of fish-hooking advantages
ranging from 2-1 to 15-1 over clear fluorocarbon.
Here's more on snook from Justice:
Keep your leader straight. Examine it after each strike
and cut off any nicks or abrasions. Did you know leader mate-
rial picks up fingerprints? Take a rag and wipe it off once in a
while. Ralph Delph, the famous Key West guide, goes further
than that. He wipes his leader with an alcohol swab.
Snook hanging around bridges change their ways when
the current speeds up to three or four knots. "They'll switch
sides from the up current side to the down current side.
They'll get behind a piling where the current breaks. Fish the
slack water there. Sometimes the slacker water extends pret-
ty far from pilings, 50 to 80 yards."
The shadow on the surface that you see from a bridge
apparently looks different to the fish, which see it as eight or
10 feet wider, possibly because of the angle of street lighting.
As they see the shadow, they're under it, so occasionally drop
your bait past the shadow as you see it.
Snook are primarily bottom fish with eyes high on the
sides of their heads, so they often choose prey swimming
overhead. "There are times they'll sit on top, but my rule is if
you see 10 on top, there's 100 on the bottom."
Many of southeast Florida's canals and small lakes har-
bor snook far inland, sometimes all year long and many more


as winter pushes bay and ocean temperatures down. If you
hope to catch some of those while fishing for largemouth
bass and peacock, Justice's advice is to bring a rod and reel
rigged just for snook and use it when you see some. Bass
tackle works, but with a greater risk of broken leaders and
lost lures, especially under bridges. Cast to the covers of
those bridges where snook lurk just outside the current flow
to ambush prey swimming past.
Trolling beside a bridge on the up current side in day-
time, stay clear of the bridge and let the current take your lure
close to the structure where snook may lurk in the shade. On
the down current side, move the boat closer to the bridge. If
the tide is slack or slow-moving, take the boat into the shade
and zigzag your trolling pattern.
With a 50-pound-test leader, Justice prefers a. 10- to 12-
pound braided line. He joins line and leader with a Stren knot
or uni-knot (they are similar) in the leader and a Stren or
improved clinch knot in the braid. "You take the mono and
do a two-turn uni-knot and tighten it super-hard, and then
knot the braid. I trust the Stren knot on braided line more than
I trust the uni."

Florida's snook season is open until Dec. 17, then
closed until Jan. 31. For the rest of 2007, the Atlantic and
Gulf coasts have slightly different schedules. -
Atlantic: Open season Feb.1 through May, closed June
to August.
Gulf: Open season Feb.1 through April, closed May to
August.
The season reopens Sept.1 on both coasts and remains
open until next Dec.15.
Gulf regulations include, Monroe County (the Keys)
and Everglades National Park.
During closed season, snook can be caught but must be
released regardless of size.
In season, the legal keeper size is a 7-inch slot, 27 to 34
inches, measured from the tip of the lip to the end of the

tail. The snook population is shakier on the Gulf side,
where only one keeper is allowed per day. On the Atlantic
coast, the limit is two.
If you're required to, have a saltwater fishing license,
(senior-age Florida residents are not) you must also buy
an additional permit for snook.
The Florida Fish & Wildlife Research Institute con-
ducts scientific studies of snook carcasses. Biologist Lisa
Ockelmann-LoBello does that in the southeast area.

found on both sides of canal dam gates from Broward County
southward. Northward in Palm Beach and Martin Counties,
possibly because of sea-level differences, it's different.
"On the freshwater side the bottom is higher up there, so
the fish can't swim through from the saltwater side when
there's an opening."
Inlets, seawalls and jetties are especially good snook
spots when their below-surface shape is irregular.
"Fort Pierce is great," Justice says. "It looks like a blind
guy cut that channel. The ledge is erratic, with a lot of inden-
tations and breaks in it. You can't see it on the surface; you've
got to turn your graph on. The north wall's better because it's
got the most erratic shape. That's not all there is to it. Fort
Pierce also has a deep turning basin, a lot of current and fresh
water near by."
When fishing with a jig from a boat in an inlet, point the
boat toward the jetty or bulkhead. Anchor, hold or drift side-
ways to the current. Aim your cast toward the wall at a down-
current angle. If the jetty or channel edge is stepped, bounce
your jig down the steps to the bottom. Retrieve against the
current. Retrieving with the current will move the lure too
fast. Make the bounces about eight inches to a foqt, high,
being alert for a strike. Most of the time that will h~lfi {if i
the jig dropping, not rising.

Animal activists: Proposed plan will harm area's manatees


from a core group that included representa-
tives from the marine industry and conser-
vation groups.
Broward is one of 13 counties
statewide that were determined by the gov-
ernor and cabinet to have high, boating-
related manatee mortality rates. Each coun-
ty was required in 1989 to submit its own
manatee protection plan.
Broward's boat facility siting compo-
nent is the only portion of the three-part
plan that remains. Components involving
manatee education and awareness and
establishing speed limits on the waterways
were approved by the state in the 1990s.
Since 2004, the state has not been rec-
ommending permits for expansion of boat-
ing facilities or construction of new projects
with five or more slips in Broward until the
boat facility siting portion of the manatee
protection plan is approved by the Florida
Fish and Wildlife Commission.

"Our problem is that the county is
ignoring the available data on manatee use
of Broward's waterways to determine
where to put all these new facilities,"
Thompson said.

The approved draft was
developed using comments
from a core group that

and conservation groups.

the Marine Industries Association of South
Florida, said the county commission-
approved draft is a huge step forward in
manatee protection.
"For the first time, it focuses attention
on the port where the most manatee deaths
have occurred," Herhold said. "MIASF is

draft plan, which balances improved mana-
tee protection with realistic and reasonable
marine industry growth."
He said the association is urging every-
one to take a close look at the proposed
plan, in particular the establishment of the
Port Everglades area as a separate zone.
"The majority of manatee mortalities
have occurred in the Port Everglades area
and everyone needs to pay close attention to
this area as we all work together to improve
manatee protection in Broward County,"
Herhold said.
The plan is designed so that spikes in
manatee mortalities will focus on the port,
rather than the entire area south of Sunrise
Boulevard. Broward County has a very
commendable, 30-year manatee mortality
record with less than two manatee mortali-
ties due to boats annually. Of those 55 man-
atees killed by boats over a 30-year period
in Broward, 31 have been in Port
Everglades, Herhold said.
"The county commission has sent a
strong message with their unanimous vote


that this version is a plan that will improve
manatee protection and stand the test of
time," Herhold said.
Critics say making the port a separate
zone is not the answer. "They act as if man-
atees don't move around," Thompson said.
She said manatees that have been
wounded elsewhere travel to Port
Everglades to recover, where many of them
later die and their carcasses are found.
Thompson also said that allowing con-
struction of new slips in the southern end of
Broward is the worst possible decision that
county commissioners can make. The hub
of manatee activity in Broward is in the
Dania Cut-Off Canal, Port Everglades and
the New River, she said.
Save the Manatees Club has sent let-
ters protesting the proposed plan to the
Florida Fish and Wildlife Conservation
Commission.
"It's the fish and wildlife service that
we're putting all our hopes in," Thompson
said. We're hoping they will hold the
line on their statement that this plan is
not approvable."

not so busy casting, catching, unhooking, releasing, and
repeating. Bass are biting, black flies (the state scourge) are
not and we've brought our hosts a gift of just-right Florida
sunshine. Nobody needs a coat. Everybody's happy.
It's near the end of the :ej sn, so the fish are heftier now
than they've been all year. In the spring, lake trout were biting
near the surface. When the water grew warmer they went so
deep that cranking them up. to the boat now would be hard
labor. Landlocked salmon were plentiful in West Grand Lake
until recently, but now they're a longshot.
Gotta come back, I think every time Randy Spencer -
our semi-famous, semi-notorious Maine guide'- talks about
the fishing calendar.
Mostly, though, we think about smallmouth, a bass
whose boosters still repeat an ancient slogan possibly uttered
by the first mammal to stand on its hind legs and speak:
"Pound for pound, the strongest fish that swims."
That's debatable, but it's easy to agree that a small-
mouth is a fine game fish that strikes and fights with
impressive power for its size. The all-tackle certified record,
caught in Tennessee, is 10 pounds, 14 ounces. Even at a
third to half that size, the size range that Joe Oglesby and I
are meeting, a smallmouth hooked with a 5 or 6-weight fly
rod or a light-action spinning rod, is a challenge to anyone's
fish-playing skills.
We're the sort of guys who believe a poor day's fishing is
as good as or better than a good day's anything else, but face
it: The farther we travel and the more money we spend, the
more important catching fish gets.
Equally important: Being here, with plenty of water and

forest and sufficient but not excessive civilization, plus a
comfortable waterside cabin and great meals at historic
Leen's Lodge. It earned a section in A.J. McClane's Great
Fishing and Hunting Lodges of North America (1984), and
present-day owner Charles Driza works hard to maintain
that reputation.
Almost as good: getting here, or at lea the last 40
minutes or so otU il trip, on a bush plane that takes off and
lands on water. It can make you forget the hassles of fly-
ing commercial.


You could rent a car in Bangor and drive two hours, but
unless there's an antsy nonfishing partner in the party, you'll
have little use for the wheels once you arrive. Instead, KT
Aviation's van picks you up at the Bangor airport. Ten min-
utes later you're passing luggage along a pontoon. Five more
minutes and you're-in the sky.
"Have you evei flown on one of these before?" asks Tim
Hodgkins, our pilot.
"It's my first time," says Joe Oglesby, who had a misgiv-
ing or two about this.
"Well, we'll try to figure it out together," says Tim, cack-
ling. His collection of dumb-pilot gags covers takeoffs, land-
ings and finding the way maybe more, but we get the open-
ing set for a 40-minute flight. Then Tim switches to his
straight act, describing the forest and foliage-coloring
timetable, pointing out logging operations and scattered cab-
ins, apologizing for the lack of moose sightings in the forest's
marshy clearings.
"They're in the rut now, so they stay back in the woods,"
he says.
To put Joe at ease, I mention that the plane is my bush-
hopping favorite, a Cessna 180 Skywagon, a single-engine
wonder with an impressive capacity for passengers, cargo,
safety and reliability. Joe's already forgotten his jitters -
enthralled, as I always am, by the view of wilderness just
1,000 or so feet below.
He knew we were coming here before I did. As secretly
as she could, my wife Beverley planned the trip for a mile-
stone birthday gift and brought Joe into the scheme. It's a nat-
ural pairing, for we often fish together in the Everglades for
largemouth bass.
Bev found news reports about Spencer and thought we'd
enjoy fishing with a guy like that. He writes a fishing column,
records folk music, helps the Pasamaquoddy Indian tribe as a
digital archivist and here's the notorious part got bust-
ed last year on charges that he let a client keep one fish more
than the legal limit for a shore lunch. The client was an under-
cover game warden.

Fishing among loon, moose and oldtime craftsmen


Spencer's defense was that he, not the client, caught the
extra fish. A jury couldn't reach a verdict.
The state decided against re-trying the case. One problem
for the prosecution was that the fish in question could not be
placed in evidence because the warden ate it.
The case was a pain in the tail fins for Spencer, who could
have lost his guiding license. The bright side was that some of
his steady clients, big-shot financiers, tipped off The Wall
Street Journal. The story made the front page. Other news
media spread the story around like ground chum, attracting
schools of fishermen to Grand Lake Stream and to Spencer.
He's posted the news coverage on his website.
"It was good for business," Spencer told us. "I'm the best-
known Maine guide now."
Leen's, one of three full-scale lodges at Grand Lake
Stream, stands on 23 acres with a peninsula poking into West
Grand Lake. In peak summer season, it can take 50 guests at
a time. Guests can rent motorboats, canoes and kayaks or hire
a guide, as we did. You won't find many places where a guide
with the qualifications the state of Maine requires can be
engaged for $180 to $200 a day. In most places these days,
$300 is a bargain.
We had a two-bedroom waterfront cabin with the float-

thatawayy." We arrived in early afternoon so Charles Driza
invited us to take a canoe from the beach and fish a while
before dinner. He pointed out a nearby island and some pro-
truding rocks as good places to fish without paddling far.
"The bigger ones are toward the other end of the lake," he
said. Randy Spencer might take us there.
That evening at dinner a splendid prime rib prepared
by Driza, the chief chef we met Spencer, who sounded us
out on our fishing experience and the tackle we like to use and
told us his fishing plan. The first day he would take us to the

St. Croix, a border river between Maine and the Canadian
province of New Brunswick. The second day we would fish
the lake, near the far end about 12 miles away.
Both are fine smallmouth waters, with lots of rocky
ledges and reefs. Both are clean; Spencer said the water is
drinkable and to prove it he used it to make his special recipe
coffee for our shore lunches. He combined granulated coffee
with a whole raw egg. It looked absurd.
"You mush it up shell and all," he said. "The shell acts as
a clarifying agent. The grounds and yoke adhere to each other,
forming a raft on top of the water. When you lift the pot off
the fire, the raft falls to the bottom but it holds together, so no
grounds fall in the cup when you pour the coffee."
Joe and I are serious fishermen but not serious scorekeep-
ers, so my notes say nothing about how many fish we caught
on either the river or the lake. There were plenty. Randy meas-
ured most of them, making sure we complied with the state's
strict 10 to 12-inch lot size for the two fish that each of us were
allowed to keep for lunch.
Both days, we caught plenty that fit the slot. Fishing from
a 20-foot canoe on the St. Croix, all our out-of-slot fish were
a little short of the minimum keeper size. Randy said they
were the young of the year.
On West Grand Lake, where we fished off an outboard
boat named Ishmael, most of the non-keepers were on the
long side of maximum a lot of 12 to 15-inchers, several at
16 and one whopper that Randy measured at 17-1/2 inches.
He estimated its weight at four to five pounds.
River fish were fond of soft plastic crawdads, threaded
onto the hook of a fast-sinking jig head. I caught several on
wet flies and some on hard-bodied crank lures that look and
act like crawdads. Without question, that is a smallmouth's
favorite food, but on a good day they will go after almost any-
thing and keep biting even after their bellies are stuffed to
capacity with real crawdads. We watched an eagle flying
upstream, quite low, with a snake gripped in its talons. A bit
lower, I thought, and one of those fish might go after that.
Next day on the lake, I had a few bites on crawdad flies
but Joe was tearing 'em up on Mepps Aglia spinners, a north-
eastern mainstay that's about as close to a sure thing as you
can use for many species. They were our primary bait that day,
except at grassy places where we caught a few small yellow
perch. I was ready for that with a Rapala minnow lure, paint-
ed to look like a perch. I flipped it into the water and caught
our big one.
"That fish is probably 5 years old," Randy said after
measuring and freeing it. "They can live to 18, some say even
older. We're pretty careful about not killing the big.ones
because they're the egg factories."

Up close
Grand Lake Stream is about 100 miles east-northeast of
Bangor, a two-hour drive if snow isn't a factor. To find out
what you need to know to plan a fishing or hunting %aca-
tion at Grand Lake Stream, Maine, start with the village
website, www.grandlakestream.com, but don't stop there
or you'll cheat yourself out of an absorbing Internet info
experience. There are maps, the calls of loon and moose
and the oldtime craftsmen who build Grand Lakers, the
local specialty canoe.
Check out the Pine Tree Store, an old-fashioned general
store in every way except that it has a website, www.pine-
treestore.com, and an up-to-date phone number, 207-796-
5027. This is the place to get your fishing license, buy stuff
you forgot to bring and purchase some of Bob Upham's
local flies, just the thing for the 3-mile creek (flies only)
that flows behind the store.
Accommodations vary from housekeeping cabins to
full-service lodges with gourmet dining, with basic
cabin prices beginning around $35 per night per person.
For two fishermen staying three nights at Leen's Lodge
in September, the tab was $844.90. That included all
meals and use of a lodge canoe. Floatplane transporta-
tion with KT Aviation (www.ktaviation.com, phone
207-945-5087), including pickup and return by van at
the Bangor airport, cost $360 for two. Fishing guide
rates range from $180 to $200 per day; Randy
Spencer's fee is $200. You can find him and about two
dozen other certified Maine guides for this area at
www.grandlakestreamguides.com.
Leen's and Weatherby's (the latter holds an Orvis
endorsement) are the major lodges. Before deciding
where to stay, don't overlook:
Canal Side Cabins & Guide Service, Grand Lake Lodge
and Chet's Camps, all with links from the town website
and their own links to other interesting features of this part
of Maine. The lodges also host hunting parties for moose,
bear, woodcock and partridge.
