Public hearing on boat

A public hearing slated for mid August on the Broward
County Boat Facility Siting plan might be rescheduled to
gather more data.
Frank Herhold, executive director of the Marine
Industries Association of South Florida, said the delay could
cause the hearing on Aug. 22 to be deferred for at least a
month. "We met with the county's environmental planning
department and everyone agreed there is so much work to be
done, it would be virtually impossible to meet" Herhold said.
One of the reasons raised for delaying the hearing is that
surveys conducted by the association show there are more
boat slips countywide than accounted for in the proposed sit-
ing plan study, said Eric Myers, director of the biological
resources division of the Broward County Environmental
Protection Department.
"What we're being directed to do is to determine the
appropriate dock density": Myers said. '"To do that, you need
to know what is the existing density. Then, the plan can make
recommendations on future density:'
The public hearing's delay is the latest step forthe plan,
which county officials have been working on since 2004.
The proposed plan is to determine construction of new
boating facilities and the expansion of existing ones, while
protecting manatees. It does not affect homeowners and any
facilities with four or less slips, Myers said.
Broward is one of 13 counties statewide that were deter-
mined by the governor and cabinet to have high manatee mor-
tality rates. Each county was required in 1989 to submit its
own manatee protection plan to the state.
The boat facility siting component is the only portion of
the three-part plan that Broward has not completed. A compo-

mitted to the state and approved in the early 1990s.
Broward officials did not meet the state-issued deadline
to submit the proposed boat facility siting plan by July 1,
meaning that permits for construction of new facilities and
expansion of existing ones will continue to remain on hold,
Myers said.
Since 2004, the state has been not recommending permits
for expansion of boating facilities, or construction of new
projects with five or more slips in Broward. Until then, those
projects are being held up until the proposed facility siting
plan is submitted and approved by the Florida Fish and
Wildlife Commission.

Revisions being worked on for the latest draft are based
on suggestions from the Manatee Core Group, an informal
committee comprised of people from the boating community
and environmentalists set up by county staff to provide input
on the plan, MIASF and the Broward County Marine
Advisory Committee, as well as the City of Fort Lauderdale's
Marine Advisory Board, Herhold said.
"MIASF is encouraged by the support given to the
rewrite of the plan by the Broward County Commission's
select committee," Herhold said.
One of the revisions being worked on is create a separate
category for Port Everglades, Herhold said.
'Thirty-one of our 55 manatee mortalities over the past
30 years have occurred in the port," he said. "The redraft of
the plan will have the port as a separate sector so that mana-
tee mortalities occurring in that area do not trigger restrictions
in other waterfront areas."
Previously, a spike in manatee mortalities could have
resulted in a moratorium on the construction of new slips in
the south region from Sunrise Boulevard to the Miami-Dade
County line.
John Terrill, chair of the Fort Lauderdale Marine
Advisory Board, said a final draft is on the horizon.
'There is a great effort on everyone's part to come up
with a workable and balanced plan, to protect the manatees
and ensure that reasonable development is able to continue,"
Terrill said. "There's so much motivation on everyone's part
to get to a workable plan. It's a matter of taking into account
the input that is presented."
With permits on future projects on hold by the state, there
has been a great impact on the county that will continue unless
a well thought out plan is put into place, Terrill said.
There have been concerns about existing and future eco-
nomic impact. Motions were recently unanimously passed by
the Broward County Marine Advisory Committee and the
City of Fort Lauderdale marine advisory board calling for the
county commission to do an economic impact study, he said.

Marine life a recurring theme in Broward's public art

Visitors sitting on one of the six benches in the courtyard
of the Anne Kolb Nature Center complex probably have no
idea that they're resting on pieces of art, designed to reflect
the preserve's mangrove estuary.
But a new exhibit running through Aug. 20 at the Art and
culture Center ofk.ollywood intends to educate people on
bow these and other1 orks have become a part of the daily
surroundings at pubh'lc enues throughout Broward County.
This includes a sizeable number of facilities in coastal cities
and on waterfront properties.
The display, marking the 30th anniversary of the coun-
ty's public art and design program, is the first of its kind. It
fodk two years of gathering materials to develop the retro-
spective, said Jody Leshinsky, marketing director for the
Broward County Cultural Division.
Since the county-commission's establishment of a pub-
lic art program in 1976, some 210 works have been funded.
The exhibit, "Survey of 30 Years of Public Art in Broward
County," features 35 of those pieces.
Visitors can view photos, drawings and models of
works done by local, national and international artists that

have been installed over the years at taxpayer-funded loca-
tions throughout the county, such as libraries, governmental
offices and parks.
Several pieces picked for the display are at water-
front facilities, like the Anne Kolb Nature Center in
Hollywood. Other works reflect Broward's waterfront
community and lifestyle.

Use street smarts and you won't need a boat

You don't need a boat to go fishing, don't need a chore-
free weekend or even half a day, don't need much money.
Not if you're a street fisherman.
You do need to look around you for fishing waters. Start
in your own ZIP code and those next to it You may need an
attitude adjustment. Street fishing, which you might associate
with poverty, is also the territory of skilled anglers.
Instead of a cane pole and worms, we do it with "real"
fishing tackle and artificial lures.
Let's see. What else besides a boat and lots of money
don't you need?
A lot of time. I didn't know this until, in semi-retire-
ment, I had time to figure it out. As a street fisherman, I often
fish in half-hour segments. You can do that on your lunch
break or on the way home from work.
A lot of tackle. You'll be fishing on foot and don't want
both hands full with more stuff in every pocket and tucked
under each arm.
Here's all the equipment you need: One rod. One reel.
One box of lures. A small handbag to carry the lures, a hook-
sharpening file and a line snipper. A local street map. A pair
of shoes and a pair of socks that are okay to get wet, because
you might have to step in the shallows once or twice. A hat for
shade and polarized sunglasses for fish-sighting.
Make that rod a 2-piecer or a short one-piece, either
spinning or baitcasting, that you can keep in your car. It
should be in the light to medium action class, meant to cast
quarter-ounce to half-ounce lures. If your territory is
coastal, make the rod medium to medium heavy.and the
hires half-ounce to three quarters. Canals and lagoons along
the Intracoastal Waterway are liable to harbor snook, tarpon
and small barracuda.
Your lure box should contain plugs crank baits if you
speak tackle jargon in your rod's size range and a package
of soft plastic baits with appropriate hooks. On fresh water,
the soft stuff is for bass, the rest for bass and butterfly pea-
cock. Most of the crankbaits should be surface swimmers or
shallow divers, about half of them with propellers or interior
rattles to attract peacocks.
The same quantities are right for saltwater or fresh. You'd
take much more tackle on a full-day trip, but here we're min-

imizing for the nooners and quickies of fishing.
I usually add a four-piece flyrod because I'm trying to
master the tricky technique of hook-setting when peacock go
for a fly. My street-fishing flybox contains weighted stream-
ers for them and float-and-dive bass bugs for largemouth. If
there's room at water's edge for the flyrod's backcast, I use it.
Local maps are essential to the street fisherman. I've
always favored the Rand McNally maps of metro Miami and
Fort Lauderdale because waterways are sharply delineated,
easy to find and follow. The latest versions are a letdown,
because they've omitted areas near the county line and don't
seem to have found out what's going on west of the turnpike.

I learn pretty fast that the guard
doesn't like running people off
or admit that he really doesn't
have the authority to do it.
He might even tell you about
another nearby spot where you
can fish without interference.

I still like Rand McNally for the areas it does cover, but
for the new west I've grown fond of Dolph's Maps, published
by a local company. I wish they'd delineate the waterways a
little better, but the maps have their own strengths. If you don't
see them in your gas station or neighborhood stores, go online
to www.dolphmap.com.
The waters near you are full of gamefish, some of them
practically infested. Do you fish them? I'm guessing not.
There's an easy-to-miss tidal creek in crowded North
Miami where I heard there were manatees and found tarpon.
I never see anyone fishing there.
I know a lake, 10 minutes from my home in suburban
Miami, that's surrounded by houses except for a small public
easement where I launch a canoe. Some of the houses have
docks. They look unused. A few canoes and kayaks lie in back

to find plenty of fish
yards. I've never seen one on the water, or more than one per-
son fishing from shore.
The fish, largemouth bass and butterfly peacock, strike
violently and often leap into the air like tarpon. All that tells
me the lake is underfished; most of the homes are occupied by
people who don't fish there.
Lots of people just like to look at water, not fish it.
Eddie the dentist, who lives in West Hollywood, loves
fishing. Once a year he takes a two-week trip to Great Bear
Lake in northwest Canada and catches big lake trout.
"Where do you fish the rest of the time?" I asked him,
expecting a local answer.
"I don't" Eddie said.
"You're surrounded by the best year-round fishing in
North America" I said, and began telling him about the snook
I've caught in a canal he could walk to from home.
"I know," Eddie answered. "I know. I've fished it all, but
not in years:"
In July I had an e-mail exchange with a local guy get-
ting ready for a guided trout trip on the Soque River in
Georgia. It's an expensive gift from his wife,.and Bill's first
fishing in three years of semi-retirement to which he
obviously is still adjusting.
I wished Bill had been with me a day earlier. While driv-
ing home from a day's fishing along Alligator Alley, I stopped
for a red light at a busy intersection in Weston. There was
water on my right, one of those ubiquitous suburban lakes
with a fountain in the middle. Almost all the newer towns and
developments in Broward County have something like it.
I like those fountains because they aerate the water. When
fish in a lake like that are bored, one of them says, "Hey, let's
go hang out around the fountain," and away they go.
I drove around the comer, parked in the lot of a hotel
beside the lake, took a short walk and found several butterfly
peacocks lurking on a submerged shelf beside the bank. Close
by were patches of lily pads and wetland grasses. A few juve-
nile largemouth bass swam around the edges. A bigger one
emerged for a few seconds.
I fetched a flyrod and a box of flies from the pickup, and
in less than half an hour caught five peacock, a little bass and
two Mayan cichlids.

Making hooks work when conditions are less than ideal

If there's any justice, the next great fortune will be
earned by the inventor of fish hooks that snag only fish -
not clothing, not dock lines, not ears and fingers, just fish.
Numerous humanitarian awards and honorary
degrees will come to our hero of the future if those hooks
are barbless, because in addition to reducing damage and
injury, the Amazing Wonder Hook will benefit civil dis-
course. All but the mildest profanities will vanish from
the vocabulary of fishing.
So what's the point of barbed hooks? They make it
hard for a fish to get away before we bring it aboard and
decide to keep or release it. If we're flyfishing or using
a single-hook bait rig, the barb is easy to defend, but
now let's suppose we're using artificial lures with mul-
tiple hooks.
The typical setup is two or three sets of treble hooks -
six or nine hooks in all, usually depending on the length of
the lure. How many more hooks than one must stick a fish
to make sure it doesn't get away prematurely?
Putting it another way, how many hooks should you
have to remove from a fish that you're going to release?
How long do you want to keep that fish out of the water?
How hard do you want to grip it while twisting and wig-
gling the hooks with pliers? How many falls to the deck and
how much human handling do you think a fish can take

hook removal, survival chances are pretty slim.
How to avoid those problems?
Wanting an authoritative voice to address the issue, I
thought up U.S. Secretary of Fishing Ronald Dumsfeld,
who said something like this:
"You go fishing with the hooks you have, not the hooks
you wish to have or those you might have in the future."
A highly placed fish official, who declined to be iden-
tified because of the sensitivity of the issue, clarified it later:
"What the secretary means is, that you can dream of
an ideal hook, but you'd better not hang by the neck until
you get it."
Some of us are too impatient to wait for the Amazing
Wonder Hook (I offer the brand name free, pro bono publi-
co) to be invented, so we must experiment, improvise and
modify what we already have.

- play it safe

In the early 1980s the late Warren
Zevon wrote the satirical song "Lawyers,
Guns & Money." The basic gist was that if
you're in trouble in a hostile third world
country, lawyers, guns and money are the
three things you'll need most.
In my practice, I often get the feeling
that some people may have taken Mr.
Zevon's song a little too seriously, especial-
ly when it comes to guns.
I learned this during some lectures I
had given on maritime law when the ques-
tion of self-protection came up. Invariably,
at some point, someone will ask, "So, when
can I shoot somebody on my boat!"
Interestingly, their enthusiasm
sounds less like a jest than one might
wish. It's almost as if they're looking for-
ward to an encounter with Errol Flynn or
Johnny Depp.
Whether on or off a vessel, I consider
the subject of self-protection an important
one. However, there seems to be an impres-
sion that "deadly force" may be less
restrained for those traveling on a vessel
than on other conveyances. Generally
speaking, such a belief would be a myth.
Second amendment arguments aside,
as a practical matter many rules regulating
the use and carrying of firearms vary
between states. Furthermore, boats are gen-
erally subject to a particular state's rules.
For this reason alone, tackling the
subject of weapons on board becomes dif-
ficult, and usually has to be analyzed on
an individual basis. The traveling plans of
the vessel should be taken into account as
well as how firearms might be stored or
utilized. Indeed, just analyzing the con-
cerns of keeping and using firearms in
Florida can prove difficult, and open to
different interpretations by both law
enforcement and the courts.


That being said, an owner of a private
vessel with no criminal record or record of
domestic violence, should be allowed to
keep a weapon aboard while traveling in
Florida waters provided the weapon is
"securely encased," or not readily available
for immediate use. This is because in
Florida, a vessel is viewed as a conveyance
in the same way as an automobile.
Firearms can usually be transported
aboard a private vessel sailing from Florida
to another state that allows firearms, pro-
vided it is done properly. That means the
firearms are unloaded and not readily or
directly accessible, such as being locked in
a safe away from the vessel's operators or
passengers. Once the destination is
reached, the firearms can be used in the
manner allowed by that state.
When traveling to another country
via private boat, make sure in advance
that whatever weapons you intend to
bring are allowed there before you begin
the trip. If it appears in any way that hav-
ing weapons on board might cause a
problem with authorities, it is probably
best to leave them at home. All weapons
should be declared to local customs as
soon as port is reached, if not before, by
radio or correspondence. Moreover, it is
probably best that weapons are stored in
the same manner as described above.
As you can see, my advice could be
considered highly conservative in nature. It
does not necessarily take fully into account
those who might have a Florida Concealed
Weapons permit, or for those circum-
stances when someone is using a firearm
for sport or hunting particularly hunting
rifles and shot guns.
The use of firearms is one of the great-
est responsibilities one can undertake, and
any misstep in a weapon's use can at best

Waterfront News wins Florida Press Association award


From picking out hooks to favorite fishing haunts,
Arnold Markowitz .loves to fish as much as he loves
to write. :
As Waterfront News fishing columnist, he does much
of both. -.
In June, his story, "Hold Your Ground When Fishing-
From the Public Right of Way" took first prize in the
Florida Press Association's 2005 Better Weekly
Newspaper Contest. The story had appeared in the
September, 2005 issue, earning an award in the Outdoor
Writing category in newspapers with weekly circulations
from 7,000 to 15,000.
Though the. Waterfront News has a 41,000
circulation, it qualified for this division because it is pub-


lished monthly.
Markowitz started writing for the Waterfront News in
early 2002 after retiring from the Miami Herald where he
spent 34 years as a general assignment reporter and, occa-
sionally, as an editor. His previous daily newspaper expe-
rience was in Ohio and his home state, New Jersey.
Except for a period of fulltime in'e:igai\ e reporting
that earned him a fellowship at Harvard, his work at The
Herald involved primarily breaking news. He had special-
ties in hurricanes, the courts and crime, only rarely getting
to write about the outdoors where he spends his free time
fishing, camping and exploring the Everglades.

Marine industry leaders take home awards of 'excellence'


George-Irvine of Pipewelders Marine is winner of the
2006 Golden Anchor Award, given by the Marine.
Industries Association of South Florida.
Irvine received the award, which recognizes achieve-
ment over a lifetime that benefits the marine industry, at
the MIASF Annual Awards Gala held in June at the
Design Center of the Americas in Dania Beach.
Industry leaders John Ziegler, publisher of the
Waterfront News, Shary Patton of ASA Promotions, and
the management and staff of Yachting Promotions, Inc.,
were also honored with "Awards of Excellence" at the
Gala for their contributions to the marine industry during
the past year.
Ziegler received -the award for "his unbiased and
faithful coverage of industry news such as the loss of
waterfront property, water access concerns and the Boat
Facility Siting Plan and Association events such as the
Annual Marine Summit, the Fort Lauderdale
International Boat Show, Waterway Cleanup and
Plywood Regatta," said MIASF Executive Director Frank
Herhold, who presented the award.

Campers help get dune projects underway in Hollywood

Organizers of a dune rehabilitation project w.vere more
than pleased when some 60 participants spent the day
planting sea oats and removing non-natiye pljnis along a
sandy swath of land in July on Holt % ,ood Beach.

Richard's, grants coordinator for the City of Hollywood's
parks, recreation and cultural arts department "It
was awesome."
The group planted about 5,000 sea oats, along with
other salt tolerant plants, on July 19 at a city-owned par-
cel, just north of the Dana Beach Pier.
Officials are seeking another large turnout for the pro-
ject's next phase on Aug. 7, with the planting of more sea
oats and other salt-tolerant plants at a second beachfront
site between DeSoto and.Walnut streets.
Volunteers are being ,-cked to bring gloves and small gar-
dening shovels. \\ork illi begin it 8:30 a.m. As part of the
project, non-naume plants will :dal,. be removed from the area.
The propertie, near the pier ind between DeSoto and
Walnut streets are conservation sites managed by the city.
The parcel near the pier was purchased through the
Broward County land preservation bond. The site at
DeSoto and Walnut streets was purchased using county
and state monies, Richards said.
Funding for dune rehabilitation at the two properties
is being provided by county, city and state monies.
The project on the site just north of the Dania Beach
Pier involved enlarging the small, existing dune.
Participants included 40 youngsters from the Science and
Education Adventure Camp, also known as S.E.A. The
summer program, for children ages 8 to 14 years old, is
co-sponsored by the city and the Hollywood Beach
Redevelopment Agency, Richards said.
The campers were joined by about 20 volunteers from
the community, including retirees, university professors,
high school students doing community service hours and
mothers with young children, Richards said.
The entire project was completed in five hours. "The
campers were great," Richards said. "But without the vol-
unteers, we couldn't have finished the project in one day.

Have gun, will travel? Check individual state laws


result in mounds of unwanted paperwork and, at worst,
jail time and the loss of liberty in some country you don't
want to be in. And I'm not even talking about the conse-
quences involved in actually firing a weapon.
This is why I wanted to point out that just bringing a
firearm on board a vessel can become complicated. Those
folks who are anticipating their next clash with Depp and the
crew of the "Black Pearl" should keep in mind that no North
American government has issued a Letter of Marque to fight
pirates and enemy ships since the Civil War.
My best advice for those who wish to use a firearm
effectively for self defense, both on and off the water, is to


take the responsibility of attending classes on the subject. If
you're going for a concealed weapons permit, such classes
are in fact mandatory. Education on the use and laws regard-
ing firearms should be a never-ending process. So don't stop
with one class, and keep in mind that the laws concerning
firearms keep changing.
Also, cautious common sense should always be the
motto. If there is any accuracy to Mr. Zevon's song, it's that
if you use a gun incorrectly, you'll definitely want lawyers
and money to get out of the situation.

Waterfront-inspired artwork part of daily surroundings

Lauderdale-Hollywood International Airport. There are
images of the "Cascade Arch" sculptures at Riverwalk in
downtown Fort Lauderdale and a pencil drawing depict-
ing the Seven Runes, a series of limestone structures
weighing two tons each that have been placed in a man-
made lake at the Water and Wastewater Services facility
in Pompano Beach.
There's also a rendering of Everglades Trespass/2000,
another piece inspired by the River of Grass that was
installed six years ago inside the Southwest Regional Library
in Pembroke Pines by California artist Carl Cheng.
Cheng's project inside the library features ceiling panels
with the underbellies of Everglades wildlife swimming
above visitors. More designs of Everglades wildlife are
embedded in the building's terrazzo floor, Leshinsky said.
The exhibit also seeks to inform visitors on how some of
the works have been created by the artists to-become a func-
tional part of the facility. An example are two drawings of the
piece entitled, "Mangrove Root Benches and Plaza,"
installed in 1995 at the Anne Kolb Nature Center.
The actual six benches have stone seats, propped up
by metal that is arched to symbolize the shape of the red
mangrove's prop roots, said Joanne Howes, a naturalist at
Anne Kolb.
"It brings the public space into the natural setting,"
Howes said. "It focuses on what's here."
The division has received plenty of positive feedback for
putting together the exhibit. "We've gotten more attention
from this than anything we've done in the past 30 years,"
Leshinsky said.
As part of the installation, visitors to the art and culture
center can see the meaning behind the artwork, as well.
"We put statements from the artist on the wall next to
each display," Leshinsky said. "You can get a true meaning
of what the artist was thinking during the creative process."
Division staff have designed a virtual tour of public
art throughout the county on their website, at
www.broward.org/arts.

Hollywood stages marina celebration


Hot dogs and watercraft displays will be part of the
Hollywood Municipal Marina's first-ever National Marina
Day celebration.
S The city-owned, 55-slip facility is joining the list of
marinas around the country that will hold events on Aug. 12
to promote the industry-wide observance, created by the
Association of Marina Industries five years ago.
The city's free, outdoor celebration takes place 11 a.m.
to 4 p.m. on the municipal marina's grounds, on the south-
ern edge of North Lake facing the Intracoastal Waterway at
700 Polk St., Hollywood.
During the celebration, families can test their skills at
an electronic fishing simulator provided by the
International Game Fish Association. Other activities will
include displays featuring an airboat from the Florida Fish


and Wildlife Commission, a fishing boat from BassPro and
diving gear from the Hollywood Police Marine Patrol, said
Scott Gebhard, dockmaster at the municipal marina.
Information booths, manned by various businesses and
organizations, will be set up too.
National Marina Day has two central themes. The
first is to promote the important role marinas play as
safe, family friendly gateways to boating. The other is
to show the public how marina operators and owners
perform as stewards of the environment, according
the Association of Marina Industries website at

Public hearings on Biscayne park expected in August


Public hearings on Biscayne National Park's fishery
management plan, crucial to all who use the park for fish-
ing, snorkeling, diving and other recreation, are expected
to begin in August.
The management plan, which will set park fishing
policy for the next 15 years, is meant to stop declines in
fish stocks and prevent powerboat damage in fragile loca-
tions. New size and bag limits are being prepared for pop-
ular species and shallow flats will be placed off limits to
boats with combustion engines. There will be new rules,
too, for the park's offshore reefs.
A schedule of hearings was not ready in time for by


the time the Waterfront News went to press, but when
ready it will be posted on the Internet, according to
Howard Tritt, coordinator of the project.
Check out the website http://parkplanning.nps.gov/
where a public hearing timetable is to be posted. From the
"Choose a Park" menu, pick Biscayne. That displays a list
of current and pending projects in Biscayne.

Taking fishing to the streets of South Florida


I had been scouting Weston waters for about a week. The
town has so many lakes and ponds, you can't count them.
Many if not most are surrounded by gated communities you
can't drive into unless you live there or are someone's guest.
That limits an outsider's access, but often you can reach other
parts of the same water by foot from public streets, shopping
centers and other locations that you can find with the help of
a good street map.
It still takes some driving around. With the price of gas
around $3 a gallon, you may not want to run much more
through your engine, but if you live or work in western
Broward County you can explore productively without going
far off your usual route.
I found an industrial park where the buildings back up to
a lake. I noticed that a lot of the buildings have no windows
on that side, and wondered if the people who work there real-
ize what's behind them.
I asked a security guard if he knows. He nodded, smiled
and held his hands about three feet apart, the body language
of fishermen. Sometimes when he gets off duty he goes back
there himself.
"A lot of those fish need to be eaten," he said. "There's
too many of them."
As well as anyplace, Weston demonstrates how the
growth of southeast Florida's western suburbs has improved
opportunities for casual upland fishing.
Typically, one attraction to house buyers is water in the
form of manmade lakes. Some developments, like Monarch
Lakes in Miramar, include small pockets of planted swamp,
attractive habitat to fish and wading birds.
Public access goes with many of those waterways. At the
same time, a sense of security, often false but nonetheless
attractive, also is a standard amenity sold by developers of
subdivisions so expensive that a million-dollar resale price
may indicate a handyman's special.

enter many of those developments, just to look for access to
the lake they surround. That's why you see so many "no tres-
passing" signs on landscaped open space along the water.
You beat that system by looking for places without those
signs. In any given development, apparently separate water-
ways are likely to be connected by culverts, so you can expect
them to support the same fish.
Especially in an industrial or commercial zone, it's
always possible that a security guard will come along and tell
you you're on private property. It might be a lie and if there's
no sign in sight, it probably is.
If it's a lie, the guard might know it but he might only be
repeating what his boss told him to say.
Either way, there's no sense arguing but there is sense in
starting a conversation.
"Whose private property is it? How come there's no
sign?" Most of the time, I learn pretty fast that the guard does-
n't like running people off or admit that he really doesn't have
the authority to do it. He might even tell you about another
nearby spot where you can fish without interference.
Once in a Mirainar office park, a security guard on a golf
cart told me I couldn't fish where I was standing but over
yonder stood a tall hedgerow a few yards from the banks of
the lake. The fishing was better there, closer to the fountain,
and he wouldn't have to bother me.
I wondered why. He told me to cast a subtle glance
at a certain set of windows in the nearest building. That
was a federal law enforcement agency's field office, the
guard said:
"They look out the window and see someone fishing here
and they think they have to complain about a security viola-
tion. If you fish over there, they won't see you. The hedges
block their view."
I liked his tone of voice.
"Sounds like they don't have any important work to do,"
I said.
The guard smiled. He was right about the fishing, too. It
was much better over there.

Hooks & barbs: How many hooks should you remove?


Maybe you can come up with better
ideas than mine, and make them as public as
possible. Until then,-here's what I'm doing.
Flattening the barbs on all my treble
hooks, occasionally overlooking a set and
regretting it. Long-nosed pliers with close-
ly-spaced gripping ridges work best.
Removing the midships set of tre-
bles from lures with three sets. Most fish
snap at the head or tail end of a lure.
Those that strike and struggle most vio-
lently especially my favorites, snook
and peacock tend to be hooked extra-
neously by the middle trebles in bad
places, such as eyes and gills. Freeing
them requires extra manhandling.
Trimming one hook from a treble set.
Before cutting off a front-end hook, lay the
trebles back along the underside of the lure,
the way they would ride during a fast
retrieve. One hook will be exposed to a bite.
The points of the other two will lie against
the body of the lure. Cut one of those off.
For the rear hooks, it shouldn't matter


which one you trim.
Before putting the lure away, sharpen
the remaining hooks.
Not every experiment works well. For
example, last month in the Everglades, I
went halfway with a green and yellow
Rebel Shad-R, a long-lipped diving fresh-
water plug with two sets.of trebles. I flat-
tened the forward barbs, but not those aft. I
was thinking bass, which almost always
strike near the head of a lure.
Instead I hooked a pickerel, which
chased the lure and bit from behind. Pickerel
almost always do that. This one took three
barbed tail hooks deep in its mouth.
I got two of them loose, but the third
was down there solidly, too deep to reach
with cutting pliers. I dipped the pickerel in
the water twice to let it catch its breath
before finally yanking the hook out. I
released it alive but struggling badly, sure to
become an alligator's appetizer.:
In saltwater, a fish in such a fix would
become a different predator's victim. That's
the natural way of things, except that gators
and sharks feed themselves pretty well.


They don't need us to hand-feed them fish
we've harmed with our clumsiness.
Regret over the pickerel was softened
the next week on the Biscayne Canal, where
a big snook's sharp-edged gill plate sliced
my leader and cost me my lure, a copper-
colored Smithwick Rattling Rogue.

If there's a dock line on
deck, I'll snag it with a
treble-hooked lure about
two seconds before the fish
stage a feeding frenzy.

There had been three sets of treble
hooks on the lure. I'd removed the middle
set and flattened all the barbs fore and aft.
They held just fine; I was winning until the
fish cut the line. I hated losing the lure,
which cost about $6, but I was comforted
by a fair presumption that with flattened
barbs, the snook could shake it off pretty
soon. I couldn't say that if the barbs had
been exposed.


I don't know about your hooks, but
mine will snag anything. Pants, for
instance. Fingers, of course. Shoe laces. A
spare fishing rod. Anything a hook can
snag, it will snag. They stick stuff on the
boat when the fish aren't biting.
If there's a dock line on deck, I'll snag
it with a treble-hooked lure about two sec-
onds before the fish stage a feeding frenzy.
As I try.to wiggle the lure loose, another of

by their barbs.
Next comes a tantrum of blended pro-
fanity, obscenity and blasphemy. I stomp
the rope and kick it aside. It cringes miser-
ably under a gunwale.
"What's the matter with you?" says a
garden lizard hiding there.
"I am a very bad rope," the dock line
whimpers, with all the contrition that
cordage can express.
Poor rope. Why don't I stomp the real
villain, the hook? If I do it'll stick me, that's
why. Better to flatten the barbs before they

The mighty Susquehanna River takes its name from
an equally stalwart people: the Susquehannocks. The
Native American tribe was here before Capt. John Smith
ever boarded a vessel bound for a new world, or gathered
together adventurers to explore the Chesapeake Bay and
her tributaries.
Amazingly, the river supplies half of the Chesapeake
Bay's fresh water. The Susquehanna Flats, as most people
call it, is the area where the river's fresh water meets the salt-
water of the very northern end of the Chesapeake Bay.
Comprised of large expansive sandbars, the flats are perfect
for striped bass to feed on their prey.
The area is renowned as the largest spawning area on
the east coast for rockfish and stripers. Good fishing is
available into the fall when the fish migrate back out of
the Bay. You'll also find plenty of schools of herring and
hickory shad.
The striped bass provide their own brand of exciting
light-tackle, shallow-water action. These 16- to 35-inch
stripers are often caught in water that's not much more than
knee-deep, and in addition to attacking soft plastics and
plugs, they will burst through the surface to smash poppers,
treating anglers to feisty top-water action.

Navigation
When approaching the flats, boaters follow the buoys
and use the deeper water channels on the northern, western
and eastern sides. Depths through the flats range from 1 to
4 feet, depending on wind speed and direction, tidal condi-
tions and the phase of the moon.
The channel roughly 200 feet wide threads its
way through roughly eight-mile long flats. There are a num-
ber of marinas in Havre de Grace, Md., such as the Yacht
Basin and Tidewater Marina, which offers a full range of

services and supplies. Other nice anchorage spots are just
beyond Tidewater or a bit before the railroad bridge.
Set on a large island located under the Thomas J.
Hatem Memorial Bridge, Havre de Grace was acquired as
part of a land grant given by King James I of England. It
was named Garrett Island in honor of a former president of
the Baltimore and Ohio Railroad. During the Revolutionary
War, this small hamlet was visited several times by Gen.
Lafayette, who mentioned that the area reminded him of
the French seaport, Le Havre. Hence, the town derived its
lovely name "Harbor of Grace." The town was incorporat-
ed in 1785.


History & happenings
Visitors can experience museums devoted to celebrat-
ing the region's watermen's way of life. Those with an eye
for architecture will appreciate the many fine Victorian
homes here.
In 1791, Havre De Grace narrowly lost out to
Washington, D.C. as the nation's capitol. As a result of that
near brush with fame, you will find many streets such as
Union, Congress, Washington, Lafayette and Adams that
bear the names of noble revolutionary leaders and ideals.
The Concord Point Light at the foot of Lafayette Street is
one of the oldest lighthouses in continual use on the east coast.
The town has became known as the "Decoy Capitol of the
World" because so many of the master decoy carvers have
been affiliated with this town throughout its history. Their cre-
ations are on display at the Havre de Grace Decoy Museum.
The skipjack Martha Lewis is one of the few remaining
working oyster dredging vessels still sailing the Chesapeake.
The 49-foot ship offers public discovery cruises on the
weekends from April through October.
The Spencer Silver Mansion, 200 S. Union Ave., and
the Seneca Mansion are two large-scale historic houses that
now operate as inns. The Seneca is the only high Victorian
stone mansion in the city. It contains numerous architectur-
al embellishments such as a two-storied bay window, a
tower, four gables, a dormer and a variety of window shapes
and placements.
The front of MacGregor's Restaurant & Tavern, 331 St.
John St., still looks like the old bank building it once was.
MacGregor's, Tidewater Grille, 300 Foot of Franklin St.,
and Coakely's Pub, 406 St. John St., all have splendid views
of the water.
After lunch head over to the Havre de Grace Maritime
Museum at 100 Lafayette St. It displays fishing and boat-
building tools, historic photographs and journals that capture
very early bayside life. Maybe you'll even see locals at work
building canoes and sailboats.
