Researchers experiment with glass to help renourish beaches

Folks should take a closer look at the clear glass bottles
sitting in their refrigerators and on supermarket shelves. A
study being conducted by county officials is trying to deter-
mine whether the containers can one day be used to renour-
ish Broward County's beaches.
Officials began looking for answers three years ago,
when they came up with the concept of recycling clear glass
and grinding it down to a sand-like texture. Their research
has led to mixing the crushed glass with natural sand on a
small, fenced-in area of Hollywood Beach.
Testing on the 10-by-40-foot plot, at Pierce Street and
the Broadwalk, began in April and was due to finish at the
end of the month. But a need for more data has expanded
the study indefinitely, said Odette Reza-Brown, public edu-
cation proriiim maIj'icr for Broward County's waste and
recycling services.
Officials claim the project is the first of its kind in the
United States. The study is being conducted by representa-
tives from the county's waste and recycling services, the
Broward County Environmental Protection Division and
the Florida Department of Fish and Wildlife.
The test area consists of 15, 3-foot deep pits. Four of
the pits contain a mixture of 75 percent sand with 25 per-
cent glass. Another four sections have a 50-50 mixture.
Four more pits have 25 percent sand and 75 percent glass.
A 16th pit has only natural beach sand.
Research includes how the mixtures affect the nesting
habitats of turtles and other wildlife. Testing is also being
done to determine how the varying combinations of sand
and crushed glass react to weather conditions such as wind,
rain, moisture and temperatures.
Since glass is made from sand, the idea to reverse the
process and turn recycled glass into a sand-like substance
might prove to be a cost effective outlet for the millions of
dollars being spent on renourishment.
"It's a great way to combat beach erosion," said Reza-
Brown. "It's a new way to look at recycled glass."
Once crushed, the texture is very fine. "When you have
it in your hand, you don't know it's glass," she said. "It feels
like sand."

The project still has two more years of testing and
research at more beach sites in Broward, said Ron
Greenstein, executive director of Resource Recovery
Systems, an intergovernmental agency that monitors recy-
cling and the incineration of garbage in 25 cities county-
wide and in unincorporated Broward County.
The agency is funding the $800,000 project through
fees paid by users for garbage removal, Greenstein said.
"Typically, sand has been dredged from the ocean or
imported from other countries such as the Bahamas," he
said. "To find actual replacement sand is becoming more
difficult. This could be an alternative."
Crushing clear glass into a sandy substance is also
environmentally correct. There is a market for recycled
green and brown glass, but none for clear, Greenstein said.

"Rather than have it thrown into the incinerator, this is
an innovative way to recycle it."
The crushed, clear glass isn't meant as a replacement
for natural sand, however.
"It won't resolve the renourishment problem,"
Greenstein said. "This is an alternative. We don't think there
is the capacity to do miles and miles of renourishment."
The recycled glass could be spread out in small, con-
fined areas of up to 200 yards that have been washed away
by storms, he said.
If the testing is successful, officials overseeing the proj-
ect say it will have an important impact statewide.
"Florida is known for its great beaches," Greenstein
said. "No sand, no beach. Sand is a major economic tool
for tourism."

Historic dedication marker honors little-known settlers

Boaters cruising past the South bank of Fort
Lauderdale's New River will get a brief history lesson,
taking them back in time to when the area was undevel-
oped wilderness.
A new marker recognizing two of the city's earliest
settlers was dedicated last month on a waterfront, pub-
licly-owned pocket of land, at Southwest Ninth Avenue
and Coconut Drive. The concrete monument stands about
five feet tall and four feet wide and bears a bronze plaque
that details the story of Surles and Frankee Lewis.
The couple are the first documented non-Indian fam-
ily known to live on the New River, said Helen Landers, a
historian with the Broward County Historical
Commission.
The marker, dedicated on June 17, was a joint effort
between the county's historical commission, the Fort
Lauderdale Historical Society and the City of. Fort
Lauderdale.
The project was initially proposed three years ago by

Joe Bellavance, who lives in the Tarpon River neighbor-
hood where the marker now sits.
A self-described history buff, Bellavance said it was
important that the Lewis family be recognized.

The marker, dedicated on
June 17, was a joint effort
between the county's historical
commission, the Fort Lauderdale
Historical Society and the
City of Fort Lauderdale.
"Everyone knows about the Cooleys, the Stranahans
and the Bryans," said Bellavance, who has lived in the
Tarpon River neighborhood for 19 years and is a retired
Broward Sheriff's Office deputy. "There are buildings and
parks and historical sites in their names. But the Lewis
family is largely unknown. Very few people know of their
existence."
It is believed that the Lewis family arrived from the
Bahamas and settled on the New River in the late 1780s.
Because many colonists fled to the Bahamas during the
American Revolution, it is assumed that they were loyal-
ists sympathetic to the British cause, Landers said.


The exact location of the Lewis family's home and
farm, where they grew oranges; limes, lemons, coconuts
and guava, is unknown. But the marker is in the general
vicinity, Bellavance said.
The landscaped site on the South bank of the river's
South fork where the marker has been placed is in a small
neighborhood.park and can be seen by passing boaters.
The monument was erected through donations of cash and
in-kind services.
Historians would like more people to take notice of
the marker. "We are trying to get the Jungle Queen cruise
line to include it intheir tours," Landers said.
Bellavance said he is pleased the marker will serve as
a lasting reminder .of the Lewis family's contributions.
"It's here and it will be here for several hundred
years," he said. "It's a history lesson. It makes people
aware that there were settlers living on the banks of the
New River when it was wilderness."
Having such knowledge is important, he said.
I'm originally from New Hampshire," he said.
"Whether you have lived here for 50 years or six months,
people should all know something about their local histo-
ry, about the place where they now live."

Meetings to be announced on Biscayne's fishing restrictions

A license to run your boat in Biscayne National Park?
Get ready to live with that. If you keep the fish you catch, get
ready also to live with higher size limits and lower bag lim-
its for snapper, grouper and other over-fished species. And
the park will be placed off limits to the state's popular two-
day mini-season for lobster.
No-engine zones? They too are in the Fishery
Management Plan now being prepared for Biscayne.
Other changes in store: A narrow strip closed to com-
bustion engines will follow about 9.5 miles of mainland
mangrove shoreline. Hefty no-engine zones will surround
the Arsenicker keys and the islands between Caesar Creek
and Broad Creek.
This is meant to protect bonefish flats at the southern
end of the park from the sort of scars that totaled the east
side of Featherbed Bank itself to be a no-engine zone at
last.
Flats fishers will be allowed to motor up to the edges of
the shallows, but then they will have to turn off the combus-
tion kicker, jack it up and pole, paddle or electric-troll over
the flat.
No-take fishing zones? Drop that scare, an idea that did-
n't survive long enough to become even a preliminary plan.
It was turned down early by the Florida Fish and Wildlife
Conservation Commission, whose fishing regulations the
park follows. The state agency agreed to make more restric-
tive size and bag limits for the most-stressed species in the
park.
Snook size rules already have been revised statewide.
Fish biologist Todd Kellison, who managed the project until
his recent transfer from the park to the National Marine
Fisheries Service, said one main goal is to increase the abun-
dance and size of targeted fish by 10 percent.
"Specific species haven't been agreed upon, but heavily
targeted species grouperss, snappers, and probably hogfish]
will be the focus," he said.
When state and national park scientists agree on which
species to emphasize, Florida Fish and Wildlife staff will
figure out what changes are needed in order to achieve the
10 percent improvement.

Nearly everyone who's paid close attention to prepara-
tions for the fishery management plan in the park expected
some restrictions to be imposed sooner or later.
Sooner would have been last year, but hurricanes
Katrina and Wilma frazzled the timetable. Now, a schedule
to include public input meetings probably will be announced
by the end of July, with plans to complete the process with-
in 60 days from then.
The fishery management plan is meant to govern fish-
ing in the park for the next 10 to 15 years.
Max Tritt, a park fishery biologist helping to prepare the
plan's final version, said the purpose of public meetings is
"to field comments and questions."
By attending, anglers will get a detailed look at what's
coming, discuss issues face to face with directly-involved
staffs of Biscayne and Florida Fish & Wildlife, and perhaps
bring up a detail or two that nobody else has thought of.
Such changes could yet be inserted in the plan.
If you've kept a copy of the illustrated alternative plans
issued four years ago, look again at alternative 4, described
as the preliminary preferred one. With some refinements

suggested in the early rounds of public hearings, and a few
tweaks requested by National Park Service brass during an
April briefing, that map outlining zoned regulations is what
you'll see displayed at the next round of hearings.
"Significant changes, no," said Max Tritt, a park fishery
biologist helping to prepare the plan's final version. "There
will be more specific verbiage but not anything dramatic. It
will be predominantly the same, though you should wait
until you see the published version."
Fran Mainella, director of the National Park Service,
was the highest-ranking official at the April briefing. It was
given by Todd Kellison, who is still involved in the plan's
preparation.
Kellison also briefed a committee that the Florida Keys
National Marine Sanctuary organized to review and refine
the input received at public meetings when four alternative
plans were up for consideration. The committee, formally
called a Working Group, includes representatives of all
stakeholder interests. Its chairman is Jack Curlett, an Ocean
Reef boat dealer.
In some cases, the Working Group greatly amplified
recommendations submitted by the general public.
Park staff liked the propositions well enough to submit
the whole package for approval when Kellison went to

Skill building: Let the left hand know what the right is doing

In these tense times it may be politically risky to say this,
but here goes anyway: Fishing's good on the left. I'm leaning
to leftism myself and encouraging others to make liberal use
of their left hands.
If that angers people who still can't get over Jane Fonda,
so be it. No risk, no reward.
Right-handed fishing-doers of courage, rise up and fol-
low. You have nothing to lose but limitations.
Pick up a fishing rod in your left hand. Swing it around
some. No! Wait! Go outside first. Then swing it around. Take
a second rod, same kind, in your right hand. With your left,
copy the grip. Mimic the motion of the right-handed cast.
Not as radical as you thought, is it? Persevere and soon
you'll be whipping casts 40 feet, 50, even longer, more or less
in a direction you choose. With practice, you'll develop pret-
ty fair accuracy too. With lots of practice, you might even
cast as far and as accurately as you do right-handed.
You must be wondering: Fish left-handed? What for?
Start with etiquette. Suppose you're fishing the left bank
of an Everglades canal or the edge of a Biscayne Bay chan-
nel from your buddy's boat. He's on the bow, running the
trolling motor and casting ahead. You're on the stem, also
casting forward.
Fishing right-handed, your range of motion is limited by
the human ahead. Sooner or later, you'll forget him and whis-

tle one close by his ear.
"Almost got me that time," he'll say, an exasperated edge
in his voice.
"That's why we wear hats, fishing' buddy," you'll say.
Ha, ha.
"In that case," he'll say, "you're gonna need a helmet."
If you're casting a hard-body plug with two or three sets
of treble hooks, the odds grow in favor of wham, upside the
head, and an injury that could spoil your buddy's day.
What else? Let's say that after fishing you stop in a
saloon where a belligerent drunk challenges you. A right fist
to the kisser lowers the boom on the bum, but it busts your
knuckles so bad you can't grip a fishing rod.

With baitcasting tackle, your thumb's the only active
finger. The simplicity of the cast makes it easy for the left
hand. Easier still, you won't have to switch hands to
wind the reel.
What, you don't hang out in saloons? Neither do I, but
I've been stabbed in the hand by a saltwater catfish's poison-
ous pectoral fin, which demobilized my right claw for a few
weeks. I might have tried fishing lefty then, but at the time I
had only spinning tackle. Reversible crank handles, common
now, were rare or non-existent.
It was awfully awkward to flip the bail with the rigit
hand while holding a spinning rod and reel with the left. It
still is, because the forward portion of the reel that rotates the
bail around the spool is bass backwards to a left-hander.
Try it and you'll see why thoughtful lefties often feel
like victims of their own birth.
Why else is spinning tackle harder to master with your
left hand? Because even though the mechanism of the reel
is simple, manual requirements for the hand are not. You
need your index finger to tip-grab the line, and it doesn't have
the left hand's authorization to perform that job. You have to
retrain that finger.
In days of old, you probably bought spinning reels with
the crank on the left side. You'd cast righty and reel lefty, an
undemanding task for the left hand.
Casting lefty, you had to change hands to retrieve
your bait.

Legal contracts should

spell out specifics

We begin this month with an old joke
commonly told in the marine industry:
Two yacht brokers are standing at the
end of a pier, and the first broker says, "My,
what a pretty sunset."
And the second broker replies, "I saw
it first, and you owe me a commission!"
Although it is a bit cynical, the joke
does in fact highlight the very competitive
nature of the boat sales business, which is
driven by commissions alone. It is also a
business where, for the most part, volume
sales are not very high, meaning success is
often based on the value of a single sale
rather than the amount of product sold.
Consequently, there are real financial
motivations for more than one broker wish-
ing to be involved in the sale of an expensive
vessel.
Generally, the number of brokers tak-
ing part in a boat sale should be of little con-
sequence to either a vessel's owner or pur-
chaser, as their responsibilities to a broker or
entity should be clearly defined in contract
before any transaction takes place.
The trick is to make sure that contracts
aren't signed until all points concerning the
responsibilities, duties and limitations of
broker representation are clearly understood
and defined in writing.
Sadly, more than once I have observed
situations where the dynamics of the rela-
tionship between brokers, boat owners and
potential purchasers were not completely
defined by clear contract. Instead, much of
the relationship between the broker and
other parties could only be surmised
through intermittent letters and verbal
agreements.
This situation should be avoided at all
costs to prevent the possibility of future mis-
understandings.
Clearly defined contracts should


address concerns starting with the relation-
ship between broker and boat owner. They
should delve into but not be limited to-
issues including commissions, the use of
other brokers, any interrelationships
between the broker and the facility where
the vessel is being kept or repaired, and -
most importantly all rules for severing
the relationship between the parties and
broker.
It is my belief that the requirement of a
well-written contract is crucial when deal-
ing with a vessel transaction and brokers.
Moreover, should a broker unilaterally pres-
ent a contract to a client, that document
should be reviewed carefully and appropri-
ately modified to deal with all transactional
problems that might arise before it is
signed.
Often, a party may be told that the uni-
lateral contract being presented is "stan-
dard." From a strictly legal viewpoint, there
are no standard contracts on the steps
regarding the sale of a vessel.
While certain private associations
sometimes offer forms called "standard,"
these forms should be regarded as a starting
point for negotiating the appropriate clauses
to meet the needs of all parties, as opposed
to a stone tablet sent down from a mountain.
Moreover, it has been my observation
that there are many times when such stan-
dard contracts are significantly altered by
the unilateral presenter before being given
to other parties. This means that contract
would only be standard to the entity editing
it, anyway.
One of the reasons a clearly understood
contract is so important between a broker
and other parties is because Florida law
tends toward interpreting such writings very
strictly. Which brings us to another point:

Boat sale commissions fall under state

statutes, not federal maritime law


generally come under the scrutiny of state law rather than fed-
eral maritime law.
In most cases, any interpretation of the contract will not
be significantly different at the state level from the federal
level. But it should be noted that the remedy of arresting the
vessel or filing a lien with the U.S. Coast Guard is usually not
available in a dispute over boat sale commissions.
One positive aspect about boat sales being a state
issue, at least in the state of Florida, is that those selling
vessels 32 feet in length or longer must generally be
licensed yacht brokers.

check, is required to be bonded and must put collected
deposits into escrow accounts. Of course, it should be kept in
mind that the bonds required for brokers are rather low, and
protections from any breach or fraud by a broker are far more
effective if properly spelled out in contract.
By the way, it must also be noted that sellers of vessels
under 32 feet require no license and are under very little statu-
tory scrutiny ironically making a clear contract more
important even though the vessel may be worth less.
Fortunately, there are good brokers available who
will work with you, and allow you to modify a contract
to meet your specific needs. After all, it is a very com-
petitive industry.
On the other hand, I might avoid the issue of sunsets...

Plan being crafted to allay man-made stress on Biscayne Bay


Washington in April.
The package included a recommended park-specific
recreational boating permit (suggested annual fee $25),
under the condition that the money be used only for the
enforcement of regulations and for educating the public
about them.
The Working Group also recommended that a $2 stamp
be added to state fishing licenses. Boat-less fishermen will
need those too, for fishing from shore in the park. Boaters
who are only passing through without stopping will not need
permits.
Park visitors had insisted many times that they would
accept and support more regulations, but not without more
enforcement and funding to pay for it. Whether they'll like
buying boating and fishing permits at any price, in addition
to their Florida fishing licenses, is a question.yet to be
answered.
Spearfishing interests, a small but assertive group, were
worried about being excluded. Instead, they'll be allowed to
continue spearing, but only as snorkelers not scuba divers
- and their spear guns can't be power-operated.
Recreational fishermen have long blamed commercial
over-fishing for the diminished populations and sizes of
sport fish. The Working Group produced a solution meant to
find out if that's so: Issue no new permits for the next five
years and do a better job of tracking fish stocks. In the mean-
time, active commercial permit-holders can continue to fish
the park, but if they don't report catches and renew annual-
ly, their permits will be revoked.
Florida Fish and Wildlife already has given general
approval to the management plan, but certain regulations are
still subject to separate formal action by the agency. In addi-
tion to the lobster mini-season, those include the protection of
certain coral reefs from lobster trapping, the spearfishing rules
and the park-specific changes in fish size and bag limits.
Why all this?
As the nearest national park to an urban metropolis,
Biscayne is subject to all-year stress from a dense popula-
tion and the popularity of boating and fishing.

This is the eastern part of Featherbed Bank, gouged and
scarred by decades of boat groundings and crossings by
powerboats at low water levels.
Biscayne about. 23 nautical miles north to south. East to
west, it reaches about four miles into the Atlantic, following
the light-towered reef line.
On most weekdays, nobody taking a casual ride down
the Intracoastal Waterway would notice anything to indicate
there are problems of overuse.
Weekends, especially long holiday weekends, are
another matter. Sailors and powerboaters raft up, each with
their own ilk, all along Elliott Key, the largest island.
Swimmers, snorkelers and scuba divers mingle. Anglers
angle in channels, on flats, along the mangrove shorelines of
islands and the mainland.
Boat traffic congests, sometimes going riskily fast in
crowded areas. Powerboats that draw a foot or more of water
plane across flats six or fewer inches deep, tearing up grass-
es and making raw seaburger of any creatures in their path."
How many people on boats go to the park? Nobody
really knows. Number-crunchers estimate 500,000 people a


year, 165,000 of them recreational fishers.
Estimates are based only on launching scores from the
Homestead Bayfront, Black Point and Matheson Hammock
park marinas. It doesn't-include any Coral Gables waterfront
communities with channels to the bay just outside park
boundaries, or the city of Miami's busy Dinner Key and
Watson Island launch sites, or even the Crandon Park
Marina and residential channels of Key Biscayne.
Park staff knows there's considerable boat travel to
Biscayne from the Keys and from Intracoastal Waterway
locations in the northern half of Miami-Dade County and
from Broward. But they don't know how much of that
there is.
Fishing data are imperfect, too. It's not possible to take
a precise census of creatures that look alike and rarely hold
still, but even the individually uncertain statistics gathered
over more than 30 years add up to the experiences of guides
and others with decades of fishing time in park waters.
Year to year, fewer fish are caught despite size and
bag limits that now cover virtually every species. Year to
year, the big ones are not as big. Year to year, there are
more of us on the water. Satellites and GPS make it easy
to mark fish hangouts and keep going back to precisely
the right places.
It comes down to this: We are bigger than the fish,
stronger and smarter, and we have thumbs. Before we know
it, there may even be more of us than of them.

I believe that because my left arm, hand and fingers have
not fished long enough to acquire the bad casting habits of
my right, the lefties accept instruction more readily no mat-
ter what rod I'm casting. Left-handed, I concentrate harder
on what instructors tell me, on what I read and on what I do.
When I tell my inexperienced left hand what I want,
being a rookie it's more likely than the right hand to obey. I
can't tell my right hand much. It thinks it knows everything.
Bet you grew up holding your food on the plate with the
fork in your left hand, cutting with the right hand and then
transferring the fork to the right before eating. The left was
strictly for gripping.
Me too. Then I heard that in Canada, they don't switch
hands but move the fork straight to the mouth with the left
hand. That seemed like fun, and I've eaten that way ever since.
See? Your left hand's usefulness isn't restricted by phys-
ical limits, but by habits.
Baitcasting tackle is less complicated for a left-hander,
and more forgiving than spinning. It used to be the easiest
way to fouilup with either hand.
Now, though, brilliant feats of engineering exaggerated
by brilliant feats of marketing seem to have reduced the fre-
quency and severity of backlash, the result of your reel spool
moving faster than the speed of your line unrolling. All the


same, you still must use your thumb to control line speed. The
technique is the same, lefty or righty: thumb up, thumb down.
Baitcasting lets you get away with snapping and flap-
ping your casting wrist in any direction it's able to turn, as
long as you remember to release the line at the right moment
and put the right amount of thumb pressure on the revolving
spool. That is the thumb's whole job. You do have to teach it,
but don't worry, it will learn.
For line control purposes, I think adjustment of spool
tension may be more important when baitcasting with the off
hand. With the reel brake disengaged and a lure tied to the
line, let the lure descend vertically to the surface. The spool
needs just enough tension for the line to stop when the lure
hits the ground or water. If the spool overruns, tighten it a lit-
tle until you get it right.
The baitcasting reels that I use require fine-touch
readjustment every time I change lure sizes. If I forget, I
have to untangle, but I like the variable adjustability. Some
brands aren't as fussy. Experiment to find out how liberal
your reel is.
Here's something every right-handed bait caster should
love at first sight about left-handed casting. After each right-
handed cast you have to switch your rod to the left hand
because the crank handles are always on the right. Right?
Cast lefty and there's no need to switch. That pays off when
fish bite the moment the lure splashes down.
Left-handed fly-casting doesn't require a different


motion, but the long, light rod, weighted line and the involve-
ment of both hands in the cast make for a rather complex
package of moves and timing.
As a right-handed fly-caster you're used to controlling
the fly line with your left hand. Training the right hand to do
that job while, the left, is casting can get you mixed up;
Pretend you're both a beginner and an instructor. Don't hum.
Begin with short casts, lengthening gradually. When you start
getting sloppy, revert to shorter casts until you regain control.
Then, little by little, go longer again.
No matter what type of tackle you use, pay close atten-
tion to each element of each cast while you're learning
ambidexterity Tritq duplicate our good casts and figure out
what spoiled the bad ones.
What else is good about other-handed casting? It's an
additional skill. From the perspective of a born maverick,
the fact that it's different is reason enough to try. When we
settle into fixed habits we tend to close doors and windows,
never considering that there may be a better way to do
something than the way we've always done it or the way
everybody else does it.
That's why you occasionally read here what fish say.
The only other place you can do that is in comic strips.
As a kid, dreaming of being a baseball player, I was such
a terrible batter that I taught myself to swing left-handed.
Did it pay off? You bet. I was able to hit the ball twice as
far as before sometimes all the way back to the pitcher.
