Plan to upgrade beach area includes a public marina


Dania Beach to take over,
improve private facility

Dania Beach is adding a public marina to its list of city-
run amenities.
Plans to take over a privately run marina, located next to
Florida Atlantic University's SeaTech ocean engineering
research center, were set in motion earlier this year after an
unanimous vote by city commissioners. As the Waterfront
News went to press in late February, the change in owner-
ship was scheduled to take place on March 1.
Prior to the deal, there were no public marinas in Dania
Beach. Once the transfer of ownership-is complete,-the city
intends to begin taking steps to upgrade the facility and pos-
sibly increase its size, from 84 to 117 slips.
Taking control of the marina, which is within walking
distance of the Dania pier, is one more step toward improv-
ing the beach area, said City Vice Mayor Pat Flury.
The beach was renourished this fall and the long-await-
ed opening of a restaurant on the pier is expected this sum-
mer, Flury said.
"The pier, the restaurant and the marina it's like put-
ting together pieces of a puzzle," she said. "They will all fit
together to make a beautiful destination.".
The marina's daily operations were previously run by
the Aragon Group, Inc. The company, which owns Dania
Jai-Alai, originally leased the waterfront parcel in the early

1980s to build SeaFair. The marina was part of the now
defunct shopping and dining complex.
Although SeaFair was eventually sold to the state and
transformed into FAU's SeaTech, Aragon maintained con-
trol of the marina. The company's lease with the city was
due to expire in 2012.


Many residents had been upset with the original deal to
lease the land where the marina sits, Castro said.
"People regretted it ever since," Castro said. "When Jai-
Alai made the offer [for the city to take over the lease], we
jumped on it. Many of our commissioners are boaters and

Added parking to be

In the last 15 years, Andrew Clogg has racked up sales of
used boat parts to an international clientele at the Dania
Marine Flea Market.
"The show has a great reputation," said Clogg, owner of
Tropic Boats, a salvaging company in St. Petersburg. I've met
people from all over the world that I do business with that I
would have never had a chance to meet. You can sell parts in
four days at the show that might otherwise take a year to sell
in a store or a boatyard."
When he returns to the event this spring, Clogg said he
intends to keep his successful run going, with one major
exception. He and several hundred other vendors will be
hawking their wares from a new location.
After 27 years at the Dania Jai-Alai Fronton in Dania
Beach, the flea market is moving to Dolphins Stadium in
Miami Gardens. Vendors and visitors alike should find the
2006 show to be much more roomier, said Jennifer Dudas,
event coordinator.
The flea market, scheduled to run March 30 to April 2,
will take place in the south interior parking area of the stadi-
um, formerly known as Pro Player Park, at 2269 NE 199th St.
The new venue will allow organizers, Al Behrendt
Enterprises, to increase the amount of its vendor spaces from
900 to 1,300. A sellout is expected, Dudas said:

After 27 years at the Dania Jai-Alai Fronton in Dania
Beach, the flea market is moving to Dolphins Stadium in
Miami Gardens.
But the biggest benefit will be the added parking. Unlike
Jai-Alai, the stadium is better suited to accommodate large
crowds, Dudas said.
As in the past, parking will continue to be free.
Admission will also remain the same. Daily gate fees will be
$12 on Thursday, March 30, and $10 from Friday, March 31
to Sunday, April 2. Children ages 12 and younger will be
admitted at no charge, Dudas said.
Despite leaving Dania Beach, the show's name will
remain the same too. Dania Marine Flea Market is a registered
trademark, say organizers.
Although there has been an extensive publicity campaign

about the move, signs will be posted at Dania Jai-Alai, direct-
ing people to the stadium, Dudas said.
A large turnout is expected. Since announcing the change
in venue, feedback has been very positive, Dudas said.
The show, billed as the largest marine flea market in the
US, attracts thousands of visitors and vendors from as far
away as Mexico, Bahamas and Canada, and throughout the
United States, Dudas said.
Boating and watersports enthusiasts are drawn to the
event's wide selection of new and used items such as diving
gear, fishing tackle, antique ship clocks, marine artwork and
state-of-the-art electronics.
"We have a good mix of returning and new vendors,"
Dudas said.
The show is a great place to find good deals, Clogg said.
"I shop there. When I can get a break from selling, I buy stuff"
Clogg believes the move to Dolphins Stadium.was nec-
essary. "Any time there is change, you're hesitant," Clogg said.
"But they were so cramped at Jai-Alai. They just outgrew
where they were."
Bill Campbell, web site director of Vector Manufacturing
in Fort Lauderdale, said the stadium's extra parking should be
a big plus in making the show more accessible to the public.
Vector has been involved with the flea market for seven
years. "We do good business every time we go there,"
Campbell said. "It gives us name recognition. I'm being posi-
tive [about the move]. I'm anticipating it's going to go well."

Snook stock still dwindling despite conservation efforts

We have to do something about snook before they
become a sportsman's bycatch, fish we land by accident
while fishing for other species.
The latest snook news is disquieting. So many are caught
that the fish's population in Florida isn't keeping up with rea-
sonable expectations. They're not reproducing and growing
to maturity any faster than we catch them, keep them and
even let them go.
The outlook: stricter state regulations.
What'll you have? The bag limit's already down to one
snook a day on the Gulf coast, two a day on the Atlantic side.
A narrower size slot for keepers? Already you can't keep a
snook shorter than 26 inches or longer than 34. Closed sea-
sons? We already have two a year.
Gradually over the last 25 years, Florida has tightened
up on what size fish and how many we can keep. Still we
can't maintain our snook population at a reasonable level.
Not much solace in knowing that the Florida Fish &
Wildlife Conservation Commission wants us to tell it what
new restrictions we'll accept, rather than shove them down
our throats without asking.
All these dilemma remind a snook lover of the convict
who's sentenced to 10 years in prison.
'Ten years!" he cries. "Judge, I can't do 10 years."
"Well then," the judge says, "do as many as you can."
Whose fault is the snook problem? To some extent,
everybody's. Our state government, no matter which party's
in power, can't or won't do much about coastal development
that keeps on diminishing fish and wildlife habitat.
So who has to bear the burden of added regulation? In
this case, Florida snook fishers. We aren't entirely blameless,
as you'll see, but neither are we guilty of recklessly endan-
gering the snook stock.
According to a triennial assessment made public in
February by Fish & Wildlife, we have complied pretty well
with the 26 to 34-inch keeper-size slot implemented in 1999.
We've been good, too, about obeying the bag limits one
snook per person per day on the Gulf coast, two on the
Atlantic side. All the other snook, long or short, we let 'em go.

can't maintain our snook population at a reasonable level.
be that lucky. Well, you can be if you take the time to explore
certain ocean inlets day and night, time the tides and fish with
large live bait. A 5 or 6-inch grunt, kept near the bottom with
a hefty sinker, should work.
You can bring a few non-fishing friends along for the
boat ride, and still keep two snook for every person aboard.
It isn't nice, but it's legal.
The same thing can happen in the mangroves of
Everglades National Park, a favorite territory of Mark
Giacobba, a flyfishing guide whose range is Broward County
to Florida Bay.
"If one group of four anglers finds a pod of slot-size
snook, they can keep eight that day," he said. "They can go
back to the same spot the next day and take eight more, and
do it again the day after that."
"And then that pod of snook is gone. Gone."
Usually nobody's looking over your shoulder when you
fish for snook. State fishery biologists measure compliance in
their field surveys, sometimes seeing an angler's catch for
themselves, sometimes taking our word.

assessment based on data for the years 2002-2004, reported
a three-year average of 88 percent compliance with size lim-
its on the Atlantic coast and 90 percent on the Gulf side.
Other than that we're putting them back in the water alive.
An obvious question ripples the surface: How can they
know that if they don't see all the caught fish? I asked Taylor.
People are more honest than I think, he replied. At least they
are with him.
Even though we let millions of snook go, and even
though they withstand the stress of catching and handling
better than other gamefish, Taylor and Muller concluded that
snook mortality is still very high at 26 percent on the Atlantic
coast and 38 percent on the Gulf the fish we keep, plus
those that don't survive catch and release.
How can that be?
"The snook mortality rate for catch and release is 2.13
percent," Taylor explained. "That many die regardless of
what you do. For example, anglers on the Gulf coast [in '04]
caught 2,123,000 snook and harvested [kept] 69,000.
Multiply that times 2.13 percent, the mortality rate, and you
get the number of released fish that die about 44,000."
Factor in the 26 percent mortality on the Atlantic coast,
and the statewide percentage falls to about 35.
There are other disappointing numbers. Florida's two-
coast goal is for the snook population to stabilize at 40 per-
cent of what it would be if we didn't catch any. Statewide, it's
only 27 percent now.
We expect fish we release to survive, grow, reproduce,
keep their population up. What are we doing wrong?
Mostly, it's a combination of the fish being allowed
enough time to swallow live bait, which causes deep gut-
hooking, followed by our own well-meant attempts to
remove the hook.
As a result, the fish is out of the water longer and han-
dled much more than it ought to be. Even if we get the
hook out, we inflict more damage than the hook would

Neighborhoods canals: Bravely going where few dare tread

About three paddle strokes and
six footsteps from a busy street, my
partner caught a stout butterfly pea-
cock on his first cast a happy
reintroduction to a suburban canal
he last floated about 18 years ago.
"Maybe 20 years," Alan
Zaremba said on second thought.
S "I used to put john boat in over
there."

separated by a railing from traffic zipping past the 9400 block
of Griffin Road in Broward County. We'd found a slightly
easier spot to launch a canoe down a high, steep embankment
behind a pizza and pasta place named Luv'n Oven.
I look for such opportunities all the time, but if alone
I'd have rejected the site: too high above the water, too
steep to launch Pogo, my 60-pound aluminum canoe.
Also not routine: my partner's a professional fishing
guide but this day I was the guide, or at least the captain,
and he was the sport.
"Fish!" he'd urge me. Right then, I was having fun
keeping ship abeam to shore at suitable casting distances.
We needed a paddle in the water, for leeward and wind-
ward were switching all the time. Alan was casting his
lures near the banks, as far ahead of the boat as he could,
and retrieving fast. Butterfly peacock, his specialty
species, require speed.

almost always in Dade canals where the peacock concen-
tration is highest. Sometimes when he doesn't, he declares
a research and development day and invites a friend.
Sometimes that's me. This time I invited him to go where
motorboaters dare not tread.
Florida is full of such places, seldom fished even by
people who live in the immediate neighborhoods.
Therefore, few fish learn fear or suspicion. They are likely
to strike with reckless abandon.

fuel tank? If you get around much by car, almost every
day you're driving right past freshwater or brackish canals
with good to great fishing. More waters like that are with-
in a few blocks to your left or right, just about anywhere
west of U.S. 1.
So, where should you fish? Wherever you are.
Alan Zaremba and I started our R&D day at a small
lake, really a medium pond that he wanted to check out
near the Fort Lauderdale-Hollywood airport.
We drove onto an open field where the bank is only a
couple of feet high, launched Pogo and paddled twice
around the pond. Even though Zaremba was reeling at
rapid peacock speed, he caught several largemouth bass,
most of them on a Rapala lure painted to resemble a perch.
I caught the only peacock.
Bass custom says if you want largemouth, fish slowly
because they won't chase a fast lure. It's true in hot weath-
er. In cold weather, they'll chase.
The pond fish were small, so we hauled out and drove
west on Griffin, hoping to find someplace more productive.
I didn't know the spot where we stopped, although I'd
driven past it often in traffic too active to risk my usual rub-
berecking. As experienced canalmen, we thought it was
worth a try.
A total stranger, such as a man from Mars, wouldn't
have been impressed. He'd consider what might lurk with-
in the dark culvert under West 49th Street, just down-
stream. "Creepy crawlies. Yuck," he'd say. Squeamish,
those Martians.
You could call it a canalette merely a limb of the
South New River Canal, the big one we all see when going
east or west on Griffin or Orange Drive. It's the same
water, but you'd have to be a fish to get from one to the
other. They connect deep under the road.
The limb reaches north-south between Southwest

which we paddled about two-thirds. It's all between
Griffin Road on the north and Southwest 54th Street on
the south side, and between Southwest 90th and 100th
avenues on the east and west.

behind the row of stores that start with Luv'n Oven on the

Out of water boat racks have become
a creative option for many boaters as
dock space in South Florida decreases
and marinas cater to mega-size vessels.
The boat rack concept has advan-
tages besides saving space. The boat
owner can take the vessel out of the water
after every use, avoiding environmental
factors *that contribute to deterioration.
Moreover, the owner can better clean and
inspect the boat for possible trouble when
it's out of the water.
However, recent hurricanes are a
reminder that having your boat in a boat
rack is not a guarantee it will be safe dur-
ing storms. Some racks did collapse -
leaving the vessels in a pile of rubble.
Now, many boat owners, rack own-
ers and would be rubble-removers are left
with what might be a legal dilemma:
Under what legal theory should those
who perform the task to remove damaged
boats from the rubble be compensated?
Some believe compensation should
be based on the ancient maritime theory
of the salvage award. But this assumption

that salvage is only
enforceable by the
federal courts...

First, let's examine what salvage is
and how it might be applied in this situa-
tion. Under general maritime law, sal-
vage is the voluntary rendering of assis-
tance to a maritime property resulting
from a maritime peril, for which the
property benefited. Those rendering the

service may seek an award for their
efforts.
In a hurricane scenario, cleanup
crews are handling what might be con-
sidered maritime property since we're
talking about boats from collapsed racks.
Indeed, there are several court cases
affirming that a vessel on a boat rack -
where it can be removed from the water
and re-launched in a short period of time
- is usually considered a vessel in navi-
gation, as opposed to other vessels in a
long term dry-dock storage.
However, other criteria includes
"rescue from a maritime peril for which
the property has benefited." It is here that
finding a salvage award pursuant to the
cleanup may prove more difficult. Yes, it
is true that rescue from a storm can be a
salvage situation, but here we have a con-
dition that is well past the time of the
actual storm. Also, it is not even estab-
lished that, at this juncture, removing the
vessels from the rubble is actually of any
real benefit to the property. Indeed, there
are cases to be decided in the near future
that may result in the court denying sal-
vage awards.
Several maritime treatises make note
of this concept, citing the case of Fine vs.
Rockwood, where a boat with a hole in
its bottom had sunk at a dock in the
water. Though divers raised the vessel,
no salvage award was granted for their
efforts. The court found that the boat was
not in maritime peril from which she
could not have been rescued without the
divers' help. Further, the court reasoned
that the damage had already occurred
before services commenced. So, the
divers did not perform salvage on the
vessel.
This doesn't mean that those

Post hurricane claims should give boaters pause

involved in the cleanup of boat rack facilities shouldn't get
paid for their efforts. Rather, they might have to come to
an appropriate contractual arrangement before beginning
work. Otherwise, it may prove difficult to enforce any
possible action or lien for work rendered.
After all, a proper contract is supposed to be a "meet-
ing of minds" so there will be as little ambiguity as possi-
ble for what is being done, who will do it and how much
it will cost. Certainly, it is an issue to consider in these cir-
cumstances.
By the way, it should also be noted that salvage is
only enforceable by the federal courts, and is a rather
expensive process to commence and follow through. It
may be that very few of the storm-damaged vessels are
valuable enough for a salvage claim to be regarded as a
viable option.
As time goes on, it will certainly be interesting to see
how these post hurricane boat rack claims are finally dealt
with by the courts. It may also give boat owners pause
before deciding whether to have their vessels on or off the
rack in the coming hurricane season.

Risking a scratched canoe and wet socks to get on the water


eastern end of a shopping center. The smaller and lighter
your boat is, the better.
In a loose way of speaking, our launch site is paved but
hardly a ramp. I'd have guessed someone just dumped left-
over asphalt off a truck after paving the shopping center,
except that the surface and edges are even.
It's almost vertical. It would have been easy to slide
Pogo the canoe down but brutal to muscle it back up by
myself. As a two-man job it wasn't hard. With one at the
top and the other at the bottom, we used a boathook to
relay our gear up and down.
Zaremba estimated that first peacock weighed 3-and-
a-half pounds. As we came near the culvert, he caught an
impressively large Mayan cichlid, pumpkin-colored with
dark vertical stripes.
This was in early February, between cold fronts that
came too quickly for air or water to warm up very much.
Zaremba's scheduled client, had cancelled, expecting the
weather to kayo the bite. That's conventional thinking. It
seems reasonable. It's incorrect.
Sure, peacocks prefer hot weather, but when it's cool
they're cool with that.
"A lot of people don't understand the peacock bass
here," Zaremba grumped. He understands them, if not
quite entirely. For example, he can't tell whether they're
biting because they're hungry or just being aggressive.
Attacking, the peacock will go after almost any lure
that's moving fast about as fast as you can turn the han-
dle of your reel. Feeding, they might be a little more selec-
tive but no less violent when they strike.
Not knowing what was on their minds, Zaremba
offered the canal fish the same perch-pattern floating
Rapala he had used on the pond. It dips and darts provoca-
tively, not noisily. For sound effects, he rigged a second rod
with a Rat-L-Top, a midget torpedo with a propeller spin-
ning on the rear end and BBs inside for clatter.
Both lures are about 2-1/4 inch long. I toggled impa-
tiently between a Rapala, a rattling Chug Bug, a Bagley
Bang-O-Popper and a small Woodchopper, all a bit bigger

than Zaremba's lures. All are peacock-specific, though not
exclusive.
Our catch included a small snook and a batch of large-
mouth bass. One of those came in second for the size prize,
behind the first peacock.
By the time the bite quit, our final score was 13 large-
mouth, seven peacock, the snook, the Mayan and a tiny
bluegill.
We let all our fish go so you'll catch some when you
go there. Another reason is that we hesitate to eat fish
caught in water between people's backyards. Fertilizer and
insecticide runoff, you know.
A few days later I returned to look for other launch
sites. There's one next to the Southwest 49th Street culvert,
beside the backside of the same shopping center where

The embankment there isn't quite as steep. You'll see
an old asphalt spill, just enough to give you a little solid
footing without scratching your canoe's bottom as badly as
the other one scratched mine.
Everywhere else, the canal is surrounded by single-
family houses, apparently occupied by very few fishing-
doers. We saw some canoes upside down in backyards,
and a few of those pedal boats that you ride like a recum-
bent bicycle exerciser.
Many people live boat-less beside our fish-infested
suburban waterways. That leaves the fish to the adventur-
ous, romantic dare I say heroic? people willing to
risk hazards as fearsome as a scratched canoe and wet
socks. Whatever it takes to get on that water.

New public marina hoped to ease dock slip crunch

It was important to take over the marina before the lease
expires. The city did not want to wait six years to begin mak-
ing repairs and upgrades. Some of the improvements can be
done quickly while others will take years. But the city must
start now, Castro said.
Running the facility gives the city control over the
entire beach area, said Flury, a boat owner.
As part of the arrangement, the city is buying out
Aragon's interest and will pay the company $85,000 a year
until the lease runs out in 2012, said City Mayor Anne
Castro.
Slip rental fees paid to Dania Beach by boaters will
cover the annual amount needed to pay Aragon.
City Commissioner Robert Anton, also a boater and
licensed captain, said a survey will be performed to deter-
mine necessary improvements.
"The marina is in need of repairs, but it's mostly cos-
metic work," Anton said. "It's nothing significant."
Dania Beach already has a number of private marinas,
along with a city-run floating dock on Whiskey Creek that
can accommodate up to six vessels.
The venture comes at a time when South Florida is
experiencing a shrinking number of slips as marinas are sold
to developers and turned into condominiums. The city's
intention to keep the marina open and make improvements
should be welcomed by many in the boating community.
"It will be an excellent asset," Anton said.
A survey to determine the type of improvements and
upgrades needed at the marina will be conducted, said
Bonnie Temchuk, assistant to the city manager.
"We will ask boaters what they would like to see and
what'they feel is a necessity," Temchuk said. "Once we get
that information, we can then determine what is best for the
boating community and the residents."
City officials will then decide how to best use the mari-
na, such as setting aside slips that can be rented for several
hours by people wanting to dine at the pier restaurant, and
how many slips will be used for overnight stays.

The city's marine advisory board will also make recom-
mendations. Members expect to give a report to city com-
missioners in late March, said Clive Taylor, marine adviso-
ry board chair.
"[The marina] is such a priceless piece of property,"
Taylor said. "It should stay within the city."
Its current 84 slips, can accommodate moderate-size
boats. He said the facility could be expanded up to 117 slips.
But it's unlikely it will ever cater to the mega-yacht
crowd. Access is limited. The John U. Lloyd Bridge, a fixed


structure, presents a height restriction.
The board estimates the marina can bring in about
$400,000 a year from rentals, provided more slips are added.
The figures are based on fees of $10 per foot for a 30-foot
boat, or $300 per month, assuming each of the 117 slips are
occupied, Taylor said.
"We're happy to get the marina back. It will be a prof-
it center. It will make money and be self-sustaining. We feel
there will be enough money to pay expenses and make
improvements."

Preventive measures can aid, if not resolve, decreasing snook numbers


cause if left alone.
In 1998, Taylor's biology crew conducted a study on a
dozen gut-hooked fish, which were released in holding water
where they could be monitored.
"We removed the hooks from six of them and we cut the
leader off six of them and left-the hook in the gut," he said.
"Four of those we removed the hook from died. None died
when we took the leader and left the hook in the gut. I can
say unequivocally that if he swallows the bait, do not try to
remove the hook."
You and your fishing buddies don't do live bait? Well,
almost everyone else does. Taylor said 90 percent of the snook
are caught on live bait, including all of his. He's been fishing
that way for 28 years. His favorite baits are the sardines
known in his Tampa Bay territory as greenbacks or greenies.
"I never gut hook a snook," he said. "I know when to set
the hook. They strike with such ferocity, when they get the
line tight that's long enough."
Rather than learn a new skill, people who gut-hook fish
very often only need to break the habit of giving the fish time
to swallow the bait before setting the hook. Srook don't nib-
ble bait, little by little. They clobber it. There's ample mouth
between the lips and throat, plenty of hookable cartilage, no
good reason to hesitate after the bite.


Once near Sarasota, I fished all night with Dave
Pomerleau, a Clearwater snook-only guide. His hoking tech-
nique was strike-and-set, with scarcely enough space for the
hyphens. Using live shrimp for bait, we caught dozens of
snook, lost hardly any and gut-hooked none.
Bait fishermen who can't break the waiting habit should
try circle hooks. Taylor hasn't used them in a snook-specific
experiment, but he is sure they'll work the same way they do
on sailfish and others that gulp live bait whole. Once the line
is tightened by reeling, not setting a circle hook
dependably comes back harmlessly from the throat to the
mouth and snags the fish up front, no harm done.
Fly and jig fishers don't gut-hook fish as often as live
baiters. About all they can do for the snook is flatten their
hook barbs. They'll be able to remove the hooks faster from
their fish. Keep the line tight, Taylor cautions, and the hook
shouldn't fall out.
Plug tossers don't gut-hook many fish either, but their
lures are sometimes long with three sets of treble hooks. The
snook's twisting, surging fight style often causes the middle
set to snag around the head, eyes and gills.
I've been removing the center set of treble hooks from
all my longer lures for a long time. From a fish's point of
view they inflict extra wounds which require extra handling
and time out of water. From my point of view they stick my
fingers much too often.


Next, I'm going to nip off one hook from the treble sets
at the front and back of lures I use for snook. I think we use
treble hooks just because lures come with them. I'm betting
that double hooks will do just as well. I'll even replace some
trebles with singles. If I find a pod of snook I'll alternate two
identical lures, one with double hooks and the other singles,
to see if they're equally effective.
Eliminate gut hooking, flatten hook barbs, use fewer
hooks on artificial lures. They'll all help somewhat, Taylor
said. When public workshops are scheduled, he hopes people
like us will bring ideas that are likely to help a lot more.
I asked him, as a snook fisherman, what he thinks would
solve the problem without resort to over-regulation.
Taylor paused. Over the phone, I could sense him shut-
ting his eyes tight, clenching his teeth and fists, wishing with
all his might, suppressing a sigh and finally replying:
"I wish that light would go on in the sky and tell me
what it is."

Fishing, golf and art define Myrtle Beach's Grand Strand

It's known as the Grand Strand, a 60-mile string of
beaches from Little River at the North Carolina state line
to Georgetown, SC. The hub is Myrtle Beach where azal-
eas and dogwoods bloom in April and crepe myrtles
brighten the summer landscape.
The Waccamaw Indians were the region's first inhab-
itants. English colonists arrived in 1730, laying plans for
Georgetown, which became the center of America's colo-
nial rice empire. In 1901 a timber and turpentine compa-
ny built the beach's first hotel, the Seaside Inn, kicking off
Myrtle Beach's development as a resort destination.
Blessed with wonderful inland waters, the
Intracoastal Waterway runs parallel to the coast from
Little River to Socastee where it merges with the
Waccamaw River. Along the way, other rivers and tribu-
taries feed into the waterway, and passage to the ocean is
gained through Little River or Winyah Bay.
Fishermen can drop a line in the backwater creeks
between Georgetown and Little River, or spend an entire
day fishing the waters of the Gulf Stream. Little River is
home to centuries-old oak trees and commercial fishermen
and shrimpers. A quaint fishing village 20 miles north of
Myrtle Beach, Little River moves at a meandering pace.
Along the Strand, eight fishing piers jut out into the
Atlantic where surf fishing is permitted along the beach.
Head boats are available at marinas for an all-day charter
into the deep waters of the Atlantic in search of black sea
bass, blackfin tuna, bluefish, cobia, croaker, dolphin, floun-
der, grouper, king mackerel, pompano, sea trout, and snap-
per. The 53rd Grand Strand Fishing Rodeo Competition -
running from April 1 to Oct. 31 offers monthly and
annual awards, including a $2,000 grand prize.

What to see
Created in the early 1930s on the site of four former
rice plantations, Brookgreen Garden's outdoor collection
currently contains over 900 works spanning the entire

The Grand Strand consists of 60 miles of waterfront
from the North Carolina state line to Georgetown, SC.
period of American sculpture from the early 1800s to
the present. It's located on U.S. Highway 17 between
Myrtle Beach and Pawleys Island, SC.
Its placement within 50 acres of beautiful landscaping
blends art and nature. The Lowcountry History and
Wildlife Preserve contains hundreds of native plants, birds
and animals native to the habitat.
When the afternoon temperatures heat up, cool off at
Ripley's Aquarium, 1110 Celebrity Circle, Myrtle Beach,
SC. A favorite is the long tunnel that-runs through the big
tank. There's also a few separate touch pools, where visi-
tors can feel spiny critters such as sea urchins, horseshoe
crabs and stingrays.
Huntington Beach State Park, in Murrell's Inlet, SC,
offers camping and a castle to explore, while farther
south you can watch as Pawleys Island rope hammock is
woven by hand.
Myrtle Beach is the self-proclaimed golf capital of the
world and has some ammunition to back up its reputation.'
Perhaps nowhere else is the golf course-to-land-area ratio
so dense. There are 120 courses along the Atlantic Ocean

It's worth the short drive to have a late lunch or early
dinner at Capt. Dave's Dockside, located about 12 miles
south of town at Murrells Inlet. The bacon-wrapped shrimp
appetizer alone could be a meal, but then you wouldn't be
able to enjoy the crab cakes with remoulade sauce.
Stop by for dinner at Greg Norman's Australian Grille
restaurant. Superb wines, including those from Australia's
vineyards, complement wood-grilled Australian and
Mediterranean dishes such as the pepper-crusted grouper.-
Unique and secluded, the Spanish mission-style
Serendipity Inn, located off the beaten path at the northern
end of Myrtle Beach, offers a warm and cozy atmosphere
with a delightful sunny garden room. The region is well
stocked with nightclubs, discos and sports bars, so it's

Input requested on use of public lands


A proposal for regulation of public access to more
than 375,000 acres of lands and waters was issued in
February by the South Florida Water Management dis-
trict, which is asking this month for public input.
That window closes when the SFWMD's governing
board meets to consider adopting the regulations. The
tentative date is April 12 in Okeechobee. a fishing town
on the northern shore of Lake Okeechobee. Any suggest-
ed changes should be made no later than the end of
March.
The document now up for review is.a draft. created
from pre-existing rules, district staff ideas and the com-
ments of outdoor sportsmen who attended a series of
public meetings or responded to a write-in period last
summer and fall.
Sportsmen who didn't take advantage of that oppor-.
tunity have another chance this month. Public meetings


are not planned, but SFWMD is seeking online, mail and
phone reaction to the proposals
The prose of the proposal is tedious, but it is not
very hard to read and only by reading it can sports-
men raise valid objections or suggest improvements
without wasting time on ideas already in the plan.
Last year Fred Davis, director of the land manage-
ment and operations for the water authority, promised a
generally liberal approach to making the lands accessi-
ble for fishing, hunting, horseback riding, cycling, bird
watching, other nature study and camping.
