Marinas consider requiring tenants to carry insurance


Some boaters fail to have
basic coverage

In the wake of Hurricane Wilma, marina owners are
considering requiring their tenants to carry liability insur-
ance coverage even though state law doesn't mandate it.
"It is becoming more and more common practice," said
Patience Cohn, manager at Lake Park Harbor Marina in Lake
Park, where boater tenants must have insurance.
Boaters docking their vessels at Lake Park's 103 in-water
slipsmust not only have coverage, they're required to add the
marina by name to their policies, Cohn said.
Keystone Point Marina in North Miami does not have an
insurance requirement now but plans to implement one, said
owner Trish Hamilton.
A recent survey of tenants found that half did not have
insurance. By this time next year, boaters will be required to
carry coverage if they want to lease a dry or wet slip on the
property, Hamilton said.
Ken Maxwell, marina manager at Black Point
Marina in Cutler Ridge, a Miami-Dade County-run facil-
ity where tenants carry insurance, said he recently sat in
on a marina management course run by the International
Marina Institute.
It was recommended that marinas require their tenants to
have some type of hull insurance, Maxwell said.
"I think it will certainly be an industry standard. I know
it's going to become an issue."
For vessel owners who continue to go bare, marina space
may not just be harder to find. Experts warn the alternative
can be costly.

South Florida's boat parades sail on in Wilma's wake

It seems not even a hurricane can put a damper on the
holiday spirit, as boaters prepare to deck their vessels with
decorations and set sail for this season's spate of processions
on South Florida's waterways.
"People began signing up as soon as they got their elec-
tric power back on," said Amy Tolderlund, chairperson for
the Holiday Boat Parade of the Palm Beaches.
Tolderlund, along with organizers of several other pro-
cessions, expect a good turnout this year.
"The consensus is we're not going to let a hurricane stop
us," said Tolderlund, office manager at Sea Tow in Riveria
Beach, one sponsor of the Palm Beaches parade.
"The attitude of the marine community is to move
ahead. I think people are looking forward to it."
The same is true for the Boca Raton Holiday Boat
Parade, said Emily Lilly, a community resources and affairs
specialist for the City of Boca Raton.
"We have had people whose boats were destroyed or
had problems," Lilly said.."But interest is still very high.
People are looking forward to something fun and the boat
parade provides that."
The past two years have had an overwhelming response
from participants and onlookers, with about 50 vessels par-

Many folks see the boat parades whether they're part
of the processions or viewing them from the sidelines as
part of their annual routine, said Anne Dufresne, president of
the Greater Pompano Beach Chamber of Commerce, organ-


izers of the Pompano Beach Holiday Boat Parade.
"The city did suffer extensive damages from the hurri-
cane," Dufresne said. "But people are looking forward to the
parade. They need to get back to normal in the aftermath of
Wilma. We expect a great turnout and a lot of boats."

Think all chum is alike? Fish have a smorgasbord

Here's a warning: Never chum
with sharks.
Don't misunderstand: Your
choice of a fishing' buddy is nobody
else's business, but that's not the
kind of chum we mean: This is
about raw fishburger meat, dissipat-
ed around your boat to attract bait
and game fish.
When we buy bait, a lot of us
Arnold Markowitz pick up a frozen block or two of
ground chum without a thought of what's in it, how it's made
or whether one kind is better than another.
Well, there are differences in chum content and chum-
ming technique. The differences don't always matter, but
often they do, so let's get fussy about chum beginning
with the shark taboo, which comes from Capt. Bouncer
Smith, the saltwater swami of Miami.
Back when the skins of trophy fish were removed and
filled with stuffing, a lot of fish flesh went to waste. Then
someone at the Pflueger Taxidermy outfit decided to use it to
create a line of chum.
Smith was given a bunch of mystery packages to test.
Some contained one species of fish, such as kingfish, sailfish,
barracuda, shark and so on, and some were combinations -
just like single malt Scotch whiskies and blends. Coded
labels identified them, but not to Smith.
"They were labeled A, B, C, D and E," he said. "Some
were labeled AB, AE, whatever, for mixed species." He
agreed to report how effective each kind was.
"We were fishing from Islamorada and had the ballyhoo
up behind the boat with one package of chum, but then we'd
put in an E package and the fish would disappear."
When he changed to a combination without an E, fish
came to the boat. He attracted a swarm of yellowtail, but as
soon as he changed to an E package the snappers took off.
Whatever E chum was, it scared the fish.
"We ain't using any more E chum," Bouncer told
Pflueger. That's when he learned that the E label stood for
shark meat, and he put it on his "never" list.
Most chums sold in southern Florida have one ingredi-
ent in common: Menhaden, an oily forage fish caught com-
mercially in Virginia waters. Some chums have an extra
shot of menhaden oil, to create a slick that will continue
running down current on the surface after the smithereens
sink to the bottom.

One chum brand, Capt. Mark's marketed from Fort
Lauderdale by Mark Mercer is advertised as 100 percent
sardines. It's sold as six-pound blocks in disposable plastic
mesh bags and is ground extra fine. Alan Sherman, a north
Biscayne Bay guide who chums up baitfish and catches them
with a throwing net, likes the oil slick it makes. He loves the
extra-fine grind because the particles are so small they don't
get stuck in his net.
Mercer thinks he'll sell about a million pounds of his
Mexico-ground chum this year, short of expectations because
hurricanes hurt sales.
He has been importing it for two years from a port he
won't name on the Pacific side of Mexico's Baja California
peninsula.
What does he think is so good about his chum?
"The west Pacific sardine is a fatter, softer, oilier sardine
- it's less desirable for holding on a hook than eastern sar-
dines, but more desirable as chum. What makes a good chum
is a good ratio of meat and oil."

"You know, fishermen are funny creatures all of us,"
said Tom Hill, owner of Key Largo Fisheries. "There are peo-
ple that are picky. We carry nine different brands of chum.
Somewhere in there, you're going to find the chum chemistry
and the product you like."
One brand is his own, Just Rite. He uses locally caught
forage fish supplemented with Virginia menhaden and with
oats, a popular add-in that turns the water a little cloudy so
suspicious fishes won't notice your line. He says he grinds
4,000 or 5,000 pounds a week.
Hill has a customer who buys lobster heads by the case.
He crushes them, puts them in a little weighted cage, lowers
that about 100 feet down and fishes around it for mutton
snappers.
"Others will pick up lobster heads and scoot 'em in the
water with their chum, just so there's a different flavor,"
Hill says.
Bouncer Smith uses a bat to crush blue crabs, attracting
permit offshore. It works inshore on the flats too, he says, for
permit and bonefish.
Hill likes the open-minded approach to chumming.
"People get things set in their minds, like you should always
chum with menhaden," he says.
"I think you should use whatever's going to bring fish
to the boat. My opinion, for what it's worth, is that fish are
kind of like humans. They don't want to eat the same thing
every time."
Mark the Shark Quartiano, a Miami charter captain
famous for catching enormous sharks and notorious for
bringing them back to the dock dead, is secretive about his
method for attracting them.
"It isn't chumming" but he is happy to tell how he
catches live bait for sailfish, using Tournament Master
chum that he buys from Hill. It's sold in two versions,
coarse grind and ultra-fine, with a menhaden oil content of
at least 5 percent.

Circle hooks proving to help insure billfish survival

The big question for circle hook converts how long a
drop-back time to allow before tightening the line on a run-
away billfish has been answered with a reply so simple, so
devoid of technicality that it's almost disappointing.
Timing, it seems, isn't everything. Indeed, it seems not
to matter at all if you're fishing with a circle hook.
"Instead of worrying about monitoring drop-back inter-
val, forget it. You can deal with the issue by choosing the
right hook," scientist Eric D. Prince told a sailfish-intensive
audience in Miami last month.
He was reporting on two seasons of billfishing research,
comparing catch, hookup location and visible injury to fish
from three hook types. The goal was to find out how circle
hooks match up with others when specific drop-back times
are used: zero to five seconds, six to 10, 11 to 15 and more
than 15 seconds.
That may seem too fussy to people who fish for food as
much as sport, but billfishing in general (and sailfishing in
particular), has been turned into a catch-and-release game by
concern for survival of the species.
So as long as we're letting them go to fight again, bill-
fishers reason, we ought to make sure they don't suffer dis-
abling or fatal injuries. That's where Prince, of the National
Marine Fisheries Service in Miami, comes in. He conducts
scientific investigation to find out how billfish can be
released unharmed, at least, if not with a high five and a
cheerful tally-ho.
Circle hooks have earned a good reputation for snagging

Turn those fish loose, and unless they're thoroughly
exhausted by a too-long fight they'll probably be fine.
Good, say circle hookers, but with live bait we have to
give billfish a drop-back, some slack to let them swim
away and swallow before we tighten the line. How much
time can we give them without risking a hookup in the
gills or stomach?

Prince's latest research project was meant to answer that
question.
With four assistants and the cooperation of six charter
boat captains (and their clients, a mixture of tournament
competitors, average anglers and novices), he kept score on
2,086 billfish encounters.
Most of them got away. The catch: 766 fish, or 36.7 per-
cent of the total seen.
Two kinds of circle hook caught 392 of them. J hooks
got 374. All were released. Hookup locations, bleeding, fish-
es' conditions and drop-back times were logged.
"Drop-back time has never been assessed before,"
he said.
And now that he's assessed it, drop-back time turns out
not to matter. The hook's the thing.
What's the "right hook" that Prince is talking about? A
circle hook, but not just any hook called a circle by its man-
ufacturer. The industry is not of one mind, so Eagle Claw's
circle hooks are different from Owner's circle hooks, which
are different from Mustad's. And Mustad makes a circle hook
that you can't tell apart from the Eagle Claw.
The circle hook market is growing, with a variety of
manufacturers and designs. For this research, Prince chose to
use Eagle Claw's L2004 design because it's popular and usu-
ally approved by tournaments that require contestants to use
circle hooks. He calls that one the "conventional circle hook."
For comparison, he chose Owner's less circular model
5179 it resembles a U-bolt with one short leg and an
inward-pointed barb and Mustad's popular J hook model
10829 BLN.
(There's no industry standard for hook sizes. The ones
used in the test were just about the same in size, but the
Eagle Claws were labeled size 8/0, the Owners 7/0 and the
Mustads 6/0).
Prince reported his findings at a marine conservation
night, staged annually by the Yamaha Contender Miami
Billfish Tournament, whose support for conservation causes
and marine fish science helped pay-the cost of the research.
"I was absolutely amazed at the consistency of the con-
ventional circle hook, no matter what the drop-back time,"
he said.
Although drop-back time doesn't matter with circle
hooks, Prince said it matters a lot if you're using a J hook

Although the holiday season is upon
us, I think I speak for many South Floridians
when I say that this year is just a little differ-
ent thanks to hurricanes Katrina and Wilma.
Indeed, as I start to write this article, I'm
reminded that my electricity only returned
days ago.
So if like me, you're looking over your
home, examining piles of spent batteries yet
to be disposed of, a stack of lawn furniture
and equipment yet to be reintroduced to a
messy yard that looks like it was in the mid-
dle of a (dare I say it) hurricane, and your
boat needs some TLC, you may wonder
what is the best way to handle this post hur-
ricane holiday season.
From the legal standpoint, it's a good
time to gather up your paperwork.
That's easy to say, and I realize with
the diversions of the holidays it may not
seem possible. On the other hand, this
could be the first year that your northern
relatives reconsider that Florida vacation
at your place.
If you take a deep breath and start
organizing in baby steps, it might even
make this a better holiday. Hopefully
you've already taken an inventory of your
damages and have contacted your insur-
ance company and the appropriate gov-
ernment authorities.
Dealing with records and invoices is
never fun, and even harder, between
Thanksgiving and New Year's Day. But
paperwork is required when you're seeking
recovery from your insurance company on
your house or boat. If you can't find the
records to verify the costs and the value of
items, don't be afraid to contact various
companies and billing institutions to get
duplicate records of what needs to be
replaced.
This brings to mind a gift suggestion


for the people on your list who have diffi-
culty keeping records. It is both simple
and inexpensive and designed for those
(like myself) who are not otherwise neat
with paperwork. I suggest getting people
shoeboxes.
Yes, you may laugh at the shoebox sug-
gestion,, but it was originally proposed to
me by an old Miami insurance adjuster. It
works a bit like a penny jar but uses paid
invoices rather than coins.
Here's the drill: every time you pay an
invoice or bill, you stick it in a shoebox. You
should have at least three separate boxes:
one for house items, another for your car,
and a separate one for your boat, of course.
Startover with new boxes at the begin-
ning of each year. This way you have com-
plete records of the cost of items. Even if
you have to rummage around to find a spe-
cific paper, at least you'll know it's there.
With the three box system, the bill will be
categorized in a box for the appropriate
year. This is not only a good idea for insur-
ance purposes, but also for the IRS. Just
make the boxes plastic in case your roof is
still leaking in these post Wilma weeks.
Other plastic items that come in handy
aboard a boat or in a hurricane include:
The Sun Shower is a plastic bag that is
clear on one side and black on the other
with a hose and showerhead at one end. The
idea is to fill the bag with water and direct
the clear side of the bag toward the sun, and
by evening you'll have hot water for a
shower. Although this was designed for
boats and camping, it is a very useful item
when your electric hot water heater is out
for a couple of weeks.
During a hurricane, a handheld marine
radio can be good item to have even when
you're not on a boat. Most of them have the
weather bands programmed into them. In

Lessons learned

from Wilma

Last week, after wandering upon the
middle Florida Keys (particularly on the
Gulf-side between Lower Matecumbe Key
and the Seven Mile Bridge), I humbly
learned the quantum difference between the
wind and storm surge damage of a hurricane
the pedigree of Wilma.
I decided to head to the Keys after
the Lighthouse Point Flea Market was
postponed to January due to Wilma. The
Waterfront News had planned to hand out
the November issue from our booth there.
.Now those papers would go to the Keys.
I traveled south beyond Old Cutler
Ridge Road, which had been our lower
circulation frontier and made a mad dash
for the Overseas Highway, thinking the
Keys had been spared the winds we had
been hit by further north. I was right, but
only on one level.
Florida City, Key Largo, and
Islamorada seemed relatively ok until I
started noticing growing heaps of what I
thought initially was bulk pickup like we
see every couple months or so in our urban
neighborhoods. But as I got beyond
Tavernier, Plantation Key, and Bud 'n
Mary's Marina, I found out the piles were
actually storm wreckage.
Weeks after Wilma, there was evidence
of her storm tidal surge on Craig Key, then
the town of Layton on Long Key, Grassy
and Vaca Keys.
The innkeeper at a "botel" (on a Gulf-
fed finger canal just before the Vaca Cut)
told of 10-foot above ML sustained flood-
ing in Wilma's wake. This caused me to
recall reports from the Indian Ocean a year
ago about how the angle of a given shore-
line to the oncoming tsunami dictated the
degree of damage.
Crossing into Marathon, the storm
surge devastation became more obvious as I


could see vast damage on the Atlantic side
of the road from a flood unimpeded by the
airfield Gulf-ward. I could see drainage ero-
sion leading south to the Atlantic, ironically
less debris as most of it must have been
sucked out to sea (some grass lawns seemed
vacuumed cleaned with a seaward bent),
and fewer signs of recovery on either side of
the road until the island widened past
Marathon's K-Mart store.
I ran out of newspapers before I
reached the Seven Mile Bridge. It's just as
well, as I was beginning to feel more like an
intruding carpetbagger and less like the
welcomed guest as the damage grew worse.
But I tasted one of the finest bowls of
soup I ever had at a Vaca Key fish market
and eatery where the Gulf of Mexico had
reached the rafters just two weeks earlier.
I was allowed to share a picnic table on
the deck outside the store with three 30-
something locals as we ate our stone crab
corn chowder. No need for oyster crack-
ers or pepper.
My tablemates reminded me of the
hardy stock conchs come from. I realized
how much work they had already done in
the Keys and how much more they had to
do. Rather than submitting to self-pity
and despair, one must always move
toward recovery, or so that day's sermon
seemed to be.
I learned during my six days in the Keys
how fortunate we were in Broward County.
And the brave folks in the middle Keys were
overlooked by the attention we got; just as
we jealously felt a bit ignored by the focus
on New Orleans. But all three cases seem to
prove to me that storm surge and flooding
trump category two wind damage.
Consider the Yucatan, where they
endured flooding and category four winds
for 36 hours as compared to our measly six
hours under Wilma. Maybe Keys folks are
lucky too.

Haulover sand could help replenish eroding beaches


To the Editor:
This is in response to the letter by Mr. Victor
Lohmann in the September issue about running aground
in the Haulover Beach area. Years ago I too was forced out
of the channel by shoaling sands and "dinged" a prop.
Shoaling in that area has been a problem forever!
But I feel there may be a solution that could solve two
needs. That whole area needs dredging and our beach
need replenishment. Why not pipe and barge all that good
clean sand to our eroding beaches?
Several years ago, the idea was mentioned to buy and

an emergency there is a good chance you can still make con-
tact with someone via radio when telephones and other forms
of communication have failed.
And naturally, for both your boat as well as disaster
preparation, battery-powered televisions, as well as radios
and flashlights that charge with a hand crank can prove to
be really helpful for enduring a long period without direct
electricity.
Hopefully these ideas can help make preparing for our
next hurricane season not only pragmatic, but also festive and
fun. Just don't forget to put the invoices in your newly
acquired Holiday Shoe Boxes!

have to be a lot cheaper. Also, the sand is local and would
match existing beach sand. Plus there's the added advan-
tage of making the Haulover Beach area accessible to
boats of all sizes.

Wilma fails to weaken this year's boat parade participation


10th Annual Holiday Boat Parade of the Palm Beaches, at 6
p.m. on Saturday, Dec. 3.
Some 42 boats participated in the 2004 procession,
organized by the Marine Industries Association of Palm
Beach County. The parade's route will stay the same, travel-
ing from Peanut Island north of Jonathan's Landing in
Jupiter. There are no entry fees.
Grand marshals will be Mo and Sally, on-air personali-
ties from Kool 105.5FM. There will also be the Loggerhead
Club and Marina traveling fireworks display and a Toys for
Tots drive. Special boats will pick up donations from people
who signal from their docks with a flashlight.

34th Annual Boynton-Delay Boat Parade
The procession, organized by the Kiwanis Club of
Delray Beach Sunrise Chapter, will be held 6:30 p.m. on
Friday, Dec. 9. Vessels will meet south ofM.M. 46, just west
of the Boynton Beach Inlet, then travel south ending at the
CC-15 Canal.
There are no entry fees. Awards will be presented in
several categories.

2005 Boca Raton Boat Parade
Now in its 30th year, the procession takes off at 6:30
p.m. on Saturday, Dec. 10. The parade is organized by the
Marine Industries Association of Palm Beach County and
the City of Boca Raton.
Boaters will travel from the C-15 Canal and head south
on the Intracoastal Waterway to the Hillsboro Boulevard
Bridge. Along the route there will be traveling fireworks dis-
play and dockside pickup of Toys for Tots donations.
There is no fee to enter, but applications must be filled out
in advance. There is also a mandatory skipper's meeting, 6 p.m.
on Monday, Dec. 5 at the Boca Raton Community Center.

Seminole Hard Rock Winterfest Boat Parade
Jewel of the Nile Celebrating The Holiday With
King Tut is the theme of this year's procession, to set sail at
6:30 p.m. on Saturday, Dec. 17.
Boats will travel along the Intracoastal Waterway from
Port Everglades to Lake Santa Barbara in Pompano Beach.
Entry fees vary. A captain's meeting will be held at 6 p.m. on
Monday, Dec. 12 at the Seminole Hard Rock Hotel &
Casino, 1 Seminole Way, Hollywood.
Grandstand viewing seats are available at $18 for
adults and $13 for children ages 10 and younger. Group
rates are available too. The viewing area, presented by
Nestle, will be located inside Hugh Taylor Birch State
Park on East Sunrise Boulevard off State Road A1A in
Fort Lauderdale. Admission includes a family festival,
beginning at 3 p.m.
The yearly parade also features the Intracoastal
Decorating Extravaganza sponsored by Wells Fargo Home
Mortgage. Judging will take place 6 to 10 p.m. on Tuesday,
Dec. 13.
There is no fee to enter. The best decorated homes, con-
dominiums and businesses along the procession's route will
be eligible to be televised on WSVN Channel 7.

Pompano Beach Holiday Boat Parade
The granddaddy of South Florida's boat parades, the
43rd annual procession embarks at 6 p.m., Sunday, Dec. 18.
The parade, billed as the oldest floating holiday proces-
sion in the United States, is organized by the Greater
Pompano Beach Chamber of Commerce. The route begins
in Lake Santa Barbara and heads north to the Hillsboro
Boulevard Bridge in Deerfield Beach.
For this year's parade, grand marshals will be the
Pompano Beach City Commission, representing Pompano
Beach's recent All America City Award.
There are no entry fees, but pre-registration is required,
along with attendance at a captain's meeting on Thursday,
Dec. 15 at the Elks Lodge, 700 NE 10th St., Pompano
Beach. Prizes will be awarded in several categories.
The chambers also selling tickets to ride on the lead
boat, Grand Floridian. Cost is $75. The fee covers dinner,
open bar and music.

"How much you want to put in the water depends on
your targeted species," Sherman says. "Right now I'm look-
ing for mackerel and bluefish. I need a pretty good chum line.
The fish you're targeting could be an eighth or a quarter of a
mile away."
Before he looks for those, Sherman tries to fill his two
small livewells with pilchards and threadfin herring, lured
into throw-net range with Capt. Mark's oily, fine-ground
chum melting from a frozen block.
"Right now, baitfish are easy to find because pelicans are
diving on them," he says.
He won't see mackerel or bluefish a quarter of a mile
away, but he knows the territory well enough to guess what
the birds over there are diving on, and if that isn't happening


Once Sherman spots his target fish, rather than run up on
them he will toss enough chopped bait on the water to make
a slick that will last till the current takes it to the fish. In time
they come to him, and out go the lures. For mackerel and
bluefish, he likes shiny chrome spoons best. His second
choice is a red and white jig with a tail.
In summertime, Sherman's targets are snook and tarpon.
He'll fine-chop a few baitfish with a knife to make a slick,
then start tossing live ones overboard a few at a time.
You can buy chum in frozen blocks. You can catch bait
and junkfish and turn them through a hand-cranked meat
grinder or toss them overboard alive or in pieces, mash up
crabs and lobster heads to attract deep snapper and shallow
bonefish, even puncture a can of cheap cat food and dangle it
overboard on a string.

Marinas facing hurricane cleanup explore insurance requirement for boaters


About 60 percent of the 230 vessels stored inside
Sunny Marina's two dry stack structures suffered major
damage and cannot be repaired, said Sully Sutherlin, man-
aging member of USAuctions.com, one of four salvage
companies hired by the property's owners to do extractions.
Of the remaining boats, 20 percent received minor dam-
ages, 10 percent were crushed beyond recognition and anoth-
er 10 percent were untouched, Sutherlin said.
"There were roughly $25 million worth of boats on the
property and we feel the salvage value is around $10 mil-
lion," Sutherlin said.
Sutherlin estimates that 10 percent of the vessels were
uninsured. The marina is not responsible for boats, meaning
the vessel owners must pay for extractions, he said.
"The storage contract states in the event of a hurricane,
boats stay in the marina at their own risk," Sutherlin said.
USAuctions.com, based in Fort Lauderdale, has
reached a settlement over its extraction fees with insurance
companies. But as of early November, the company had
yet to reach similar settlements with some of the uninsured
boat owners who had stored their vessels at the facility,
Sutherlin said.
It is likely the boats belonging to those unwilling or
unable to pay will be put up for bid on USAuction.com's
website.
Frank Herhold, executive director of the Marine
Industries Association of South Florida, recommends that
boaters be aware of their marina agreements.
"There's an education process as to the rights and


responsibilities of boaters," Herhold said. "Everyone should
read their storage contracts."
Andrew Anderson, a maritime attorney with the law
firm of Houck, Hamilton & Anderson in Miami, said boat
owners need to understand the risks involved by not hav-
ing insurance.
"In the modem age, boats are worth more than most cars
and can incur liabilities from accidents and injuries that can
be greater than what can occur in an automobile accident,"
Anderson said. "Not to have insurance is insane. It's
absolutely fool hearty for a boat owner to rely on liability of
the marina operator to protect the owner's interest in case
there is any damage to his boat."

The state of Florida's policy
of not requiring insurance
is the norm.

However, some boat owners opt against taking out
coverage because their boats are of low value, said Scott
Croft, public relations director for the Boat Owners
Association of the United States, a national advocacy
group also known as BoatUS.
"I know people who have boats that are worth $5,000 to
$10,000," Croft said. "Some people elect not to insure those
vessels because it's not a significant loss for them."
The state of Florida's policy of not requiring insurance is
the norm.
/"Boat insurance is not mandatory, like an auto policy,"
Croft said. 'Tve never heard of any state requiring it."


Florida boaters not carrying insurance is a matter of con-
cern for the marine industry, Herhold said.
"I believe 90 percent of the boaters carry adequate insur-
ance because they are responsible people," Herhold said. "It's
difficult for me to comprehend why somebody wouldn't
carry insurance on what is, in many cases, a valuable asset. I
can't image any boater in his right mind not carrying at the
very least liability coverage."
Insurance is required by lenders who finance boats. But
there's been no recent movement asking the State Legislature
to act, Herhold said.
"But perhaps it's time," he said.
Herhold said the question now is how to get the boats at
Sunny Marina extracted back into the hands of owners.
"There has to be a charge and that charge has to be rea-
sonable," he said.
Many experts say boat owners do have the right to con-
test marina contracts, cleanup and other fees, regardless of
whether they are insured or not.
With any major hurricane, cleanup can involve costly
work such as stabilizing the building, preventing fire or
explosion from leaking fuel and the utilization of special
types of equipment.
"It doesn't come cheap," Herhold said.
The extractions at Sunny Marina are expected to take six
weeks, using 30 workers from four companies, Sutherlin
said.
"We're here six days a week," Sutherlin said. "We're
spending a lot of money for equipment ana manpower."

Why is the J hook so much more damaging once it snags
in the gills, the throat or the stomach? Because the point and
barb are vertical, not turned toward the hook shank.
"The hook point is fully exposed inside the body cavi-
ty," Prince said. "Lacerations of the vital organs and associ-
ated hemmhoraging as the fish swims are inevitable.
"In the same circumstances with a circle hook,
although the location is undesirable it is not nearly as
threatening, given that the circle hook point is angled back
toward the hook shaft, and is not exposed to adjacent
internal organs."
Toothless billfish gulp their prey down instead of
chopping or pulverizing it, so in just a few seconds of drop-
back time any sort of hook is likely to get into the innards.
The circle hook's shape just makes it easier for the angler
to pull it out of there without snagging until it's back in the
fish's mouth.
That is %\here it's meant to snag. Because the fish is
usually swimming away from the boat, pressure on the line
pulls the leader along the hinge of the jaw, where the hook
grabs hold.
With short drop-back times, Owner's U shape
hooked fish in undesirable locations a little more often
than J hooks did it, but the Owner hook stuck the tender
spots less often:.
