Public responds to trial bridge openings

A record 38 teams competed in mid April's Plywood

boats from three sheets of plywood, tie wraps and 3M

Dive Fort Lauderdale, off the Intracoastal Waterway in
Fort Lauderdale, to raise funds for Broward County
Schools' Marine Magnet programs. The overall

High School, sponsored by Seafarer Marine; second
place, Pink Panther United Boy Scout Troop 131,
sponsored by the Waterfront News; third place, Super
Kind, McFatter Technical Center, sponsored by
Rybovich Spencer.

U.S. Coast Guard officials have received roughly 200
responses over a three month study that required bridges
along Broward County's Intracoastal Waterway to open
twice each hour.
Officials from the Seventh Coast Guard District say the
trial was conducted in an attempt to improve car and boat
traffic. Following the study's conclusion on Feb. 28, the
bridges have gone back to regular opening schedules, which
differ from structure to structure. Some open on demand,
said Michael Lieberum, bridge management specialist for
the Seventh Coast Guard District.
Officials are now reviewing the trial results and public
comments to determine whether the timed openings should
be brought back and made permanent. The entire process
could take nine months, Lieberum said.
A notice informing the public that the Coast Guard is
considering making the twice an hour openings permanent
is expected to be published in June.
After that, the community can voice additional com-
ments for another 60 days.
"We will then evaluate those comments and move for-
ward with a final rule," Lieberum said.
So far, it seems that many people are in favor of making
a change in the bridge opening schedule. The 200 or so com-
ments collected by the Seventh District from December to
mid-March were 85 to 95 percent in favor of the twice an
hour openings.
Opponents say it will take longer for boats to travel up
and down the Intracoastal. If the twice an hour schedule is
made permanent, boaters could wait an extra five to 10 min-
utes for a bridge to open, Lieberum said.
Shortly after the study began on Dec. 1, Barry Dragon,
chief of bridge operations section for the Seventh Coast


Guard District, had said the trial was being performed at the
request of various Broward County public officials con-
cerned about overburdened roads.
The schedule was expected to give motorists an oppor-
tunity to plan their route to avoid being caught by a bridge
opening, Dragon said.
Trial openings were required on the hour and half-
hour at the Atlantic Boulevard, Commercial Boulevard,
East Sunrise Boulevard, Southeast 17th Street
Causeway, Dania Beach Boulevard and Hollywood
Boulevard bridges.
Openings were on the quarter and three-quarter hour at
Northeast 14th Street, Oakland Park Boulevard, East Las
Olas Boulevard, Sheridan Street and Hallandale Beach
Boulevard bridges.
The Seventh Coast Guard District manages some 6,000
bridges in Florida, Georgia and South Carolina. A similar,
90-day study of bridge openings was conducted in Palm
Beach County two years ago.
The schedule was made permanent there last summer for
17 of the 21 bridges, based on public comment. Two of the
bridges in the northern part of Palm Beach County could not
be under a schedule because the structures are near an inlet
and conditions are unsafe for boaters to wait, Lieberum said.
When changes were being considered in Palm Beach
County, the Seventh District received well over 1,000
comments.
"The majority were petitions and form letters,"
Lieberum said. "We received two petitions, one in favor and
one against. The one against didn't specify why. The form
letters were in favor of the new bridge schedule."
The number of responses over the Palm Beach County
bridge openings was unusually high.
"The responses from Broward are average for what the
Coast Guard receives," Lieberum said.


Miami's SeaLine designated a 'Clean Marina' by state of Florida

A Clean Marina flag now flies on the mast of SeaLine
Marina, located along the Venetian Causeway in Miami.
Earning that designation from the Florida Department
of Environmental Protection was one of the last deeds of
dockmaster Jim Davis before he retired on April 15. New
dockmaster Bill Reese, who lives there on a 42-foot sail-
boat, all but swore an oath of devotion to the notion that
clean is good.
"It's our marina and our ocean, and if we don't main-
tain it, it's not going to be here:' Reese said.
As annual host to on-water exhibits for the Miami
International Boat Show, SeaLine is one of Miami's most
visible marinas.
The place is on the Miami side of Biscayne Bay along
the north side of the Venetian Causeway, behind the
Biscayne Bay Marriott hotel and Plaza Venetia. Reese said
it has 125 slips, maximum length 119 feet, with a more or
less permanent contingent of 110 to 120 boats.
"I've lived on a boat for 22 years and I understand what
boaters really want, and do you kndw what that is? They


want clean places."
SeaLine is the 97th Florida facility to qualify for the
Clean Marina designation, which is granted by the state to
marinas that comply with a set of high but voluntary stan-
dards. Reese said his predecessor tightened up a lot of pro-
cedures. New initiatives included removing harsh boat-
cleaning chemicals from the shelves of the dock store and
replacing them with biodegradable materials.
"It makes a big difference," he said. "You don't see
soap suds floating around here."
Reese is proud of being fussy, even though customers
sometimes get mad for example, when dock attendants
forbid putting fuel in improper containers. On the other
hand, they're grateful that the attendant hands them a wipe-
up pad whenever the fuel sloshes over onto the boat.
Reese said they also appreciate the convenience of two
pump-out stations right beside the fuel pumps, and the
receptacle for used-up oil and fuel filters.
The marina harbors two Florida Fish and Wildlife
enforcement boats and a Towboat US emergency vessel
with spill-containment equipment assurance that if any-


thing goes wrong, it probably won't stay wrong.
According to Bill Richards, the state's southeast region-
al Clean Marina man, corporate outfits like SeaLine are easy
to work with because they like to boast of meeting high
standards and they are convinced it's good business to do it.
Small operations, often marginal, have proved difficult
to recruit. For example, 16 Miami River facility operators
were invited to an April meeting where Richards hoped to
persuade them it would be a great thing to join Clean Marina.
A few others were invited too. One showed up. So did
two Miami-Dade County marina management people,
who weren't expected. None of the Miami River opera-
tors attended.

Antique fishing tackle on display could reel in big bucks

There might be some gold inside grandpa's old tackle
box.
"You never know what you've got," said Ed Pritchard,
president of the Florida Antique Tackle Collectors. "It's a
good reason to bring it in."
Pritchard is packing up equipment to take to the club's
next show on Saturday, May 7, where several group mem-
bers will give free appraisals. The event will be held 10 a.m.
to 6 p.m. at the International Game Fish Association
Museum & Fishing Hall of Fame, at 300 Gulf Stream Way
in Dania Beach.
The 15 year-old club holds four Florida Antique
Tackle Shows a year around the state, at various rotating
venues. Admission to the event at the IGFA is free.
Visitors wanting to enter the museum will be charged the
regular gate fee of $6 for adults and $5 for seniors and
children ages 3 to 16 years old.
Some 50 collectors are expected to display and sell
items. Guests bringingin tackle from home will have the
option of selling their equipment at an auction, to be held the
same day, said Pritchard, who lives in Jupiter.
"Many of the collectors are experts," he said. "Some
people bring in tackle boxes, reels and rods once owned by
their grandfathers to see if anything is of value. We've had
people come to our club, had an appraisal and then sell their

Folks who aren't bringing in tackle should find the
show interesting too. Equipment on display will date from
the 1850s to 1960s. Most will be from the turn of the centu-
ry, Pritchard said.
"There will be lures, rods, reels," he said. "If it has to do
with fishing, it will be there."
Pritchard, who began acquiring antique tackle 20
years ago, will bring a portion of his own personal collec-


tion to the event.
"I mainly collect big game reels, manufactured in
Miami for tuna and marlin fishing in the Bahamas," he said.
The reels date back to the 1920s and '30s. Some are as
big as volleyballs, if not bigger, he said.
Pritchard, like many of fellow collectors, got involved
in the pastime because of an interest in the sport's history.
"I've always been a fisherman," he said. "I found the
history of the sport and the old tackle fascinating."
Over the years, antique tackle has gained in popularity
and value. Lures have sold for more than $100,000. Reels

A need for speed: North Miami native just wants to 'win races'

Creation is an extension of our being. It's an expression
of innovative beauty. But perhaps more than anything else,
there needs to be a burning desire to push the envelope.
In the sport of offshore racing, North Miami native
Johnny Tomlinson, 42, knows how to do just that.
Although Tomlinson isn't a household name yet, people
are starting to take notice of the throttleman for the six-time
World Champion Bacardi Silver Racing team.
In August 2003, Tomlinson and team owner and driver
Dave Scott unleashed a 46-foot Skater on the waters of the
Pamlico River, breaking the offshore speed barrier when
they reached 202.907 mph in a single run.
Soon after the mind numbing run, the Bacardi Silver
team gained a slice of celebrity status when NBC "Today
Show" co-host Matt Lauer invited the team to New York.
Tomlinson took Lauer for a ride on a 36-foot Bacardi Silver
around New York Harbor one month after the record was in
the books.
With a resume that includes a combined 30 national and
world titles and 10 official speed records, Tomlinson says
people always ask him which race means the most to him.
"I always say my last one because what we did three
years ago doesn't matter," said Tomlinson, who hopes to
win a fifth consecutive world title in November in Key
West. "It's really what we're going to do in the next race
that matters."
Like most teams, St. Louis, Mo.-based Bacardi
Silver needed every last minute to prepare for the 2005
season-opener at the Miami Superboat Grand Prix in mid
April. Only its excuse was somewhat different from the
rest of the field.
Scott decided to build a new boat a 40-foot MTI that
features twin Mercury Racing 750 bhp engines with the
hopes of having it finished before the April 17 race off South
Watson Island. But the boat didn't get wet for the first time
until the Thursday before the race.
On race day, the Super Cat ran into trouble on the sixth
lap when the escape hatch under Tomlinson's feet came
unhinged and water started to rush into the cockpit. Aside

from a little drama, Bacardi Silver finished first in the
Superboat Unlimited Class.
"We went from a Sterling Performance that we were
very successful with the last 10 years to Mercury Marine
this year," Tomlinson said. "We think we're going to be
competitive with it. In the past, Sterling engines have made
more power than Mercury. But they're launching an all out
effort to give us a product that hopefully we can win with.
The engine program is going to be the biggest change this
year compared to what we've done in the past."
Why would Bacardi Silver undergo a major overhaul if
its operation has been successful in the past? The answer is
simple: adaptation.
"Just because you're successful doesn't mean you can't
change," Tomlinson added. "I watched Tiger Woods change
his swing three years ago and everybody said the guy was

done. He just won the Masters. I hope the engine change is
a good thing for us."
Tomlinson works 60-hour weeks at both his businesses
- TNT Custom Marine and Spinnaker Marina in North
Miami when he is not traveling for races. His experience
working with boats gives Bacardi Silver an added edge over
other teams.
"I have a pretty good understanding how things work
from the propeller all the way to the front of the boat,"
Tomlinson said. "The engines, the wiring, the rigging... I
think I have a slight advantage over guys who are just racing
on the weekends."
While Bacardi Silver is experimenting with some new
things, the sport itself is headed in a new direction also. With
the recent merger of APBA and Superboat International
forming World Powerboat Racing, Inc., offshore racing is
one pivotal step closer to becoming unified. Now, the com-
petition is richer and that should spike interest something

myself and trying to figure out why we succeed or fail at
this thrilling (when you get 'em) or boring (when you
don't) blue water sport.
Gutted and skinned, the answer cooks down to this:
At the end of a day's competition, those who fish passive-
ly form the outer edges of the crowds gathered around the
aggressive catchers, who usually win.
Oh, you don't fish tournaments? Neither do I. Your
work gives you all the competitive pressure you can
stand? Me too. Can't afford to charter a blue-water boat,
much less own one? Same here, but I've learned a lot by
working billfish tournaments as a volunteer observer, rid-
ing the boats to assure compliance with rules.
All that I've seen, combined with my own occasional
sailfishing, satisfies me that most of my ideas are right,
most of the time.
They are not new or original ideas. I call them mine
because I've seen proof and disproof of what I've heard
and read, seen and tried things I haven't heard or read, and
reached my own conclusions.
Look for the fish. Don't wait for them to find you.
When you hook one, put more pressure on the fish than it
can put on you.
Make it use up its energy on the ocean surface and
leaping into the air our element not in the depths,
where the fish has home field advantage.
The best captains, mates and anglers know this stuff
well. They agree with most of it and use it all the time.
That's why their names appear so often on tournament
leader boards.

It's fun to write the name Shufflebarger. When I was
a little boy, I enjoyed knowing the name of Serge
Koussevitsky. He was conductor of the Boston Symphony
and (I guessed) the inventor of an itchy blue business suit
known by his first name.
The symphony was on the radio a lot in our house,
and whenever the announcer introduced the conductor I
would speak as follows: "Kay oh you, ess ess e, vee eye
tea, ess kay why." I wonder if he did fishing.
Shufflebarger and I met a few years ago, when I was
a tournament observer on her boat Li'l Hook. It's good
that she and her husband Harry, an orthopedic surgeon,
are good company, because they had several sailfish
hookups but didn't catch much that day.
I noticed then that Cindy let the fish dictate the order
of battle. They'd run out about a zillion yards of line. She
had little control, mostly holding on to her rod and looking
dismayed, like she wanted to holler, "Hey, come back!"
Once in a forest in Maine, I yelled that to a moose I
was trying to photograph. To my astonishment, he came
back. Sailfish don't do that, do they?
You can see why I wouldn't have chosen Shufflebarger
as a symbol of just-about-perfect sailfish technique when I
covered the Miami Billfish Tournament last month, even
though something obviously had changed for her.
She had chartered Ray Rosher's boat, Miss Britt, for a
four-tournament series based at Miami Beach Marina, and
had done pretty well in the first three 10th place in the
Cocoplum, eighth in the Bob Lewis and llth in the
Florida Billfish Masters.
Shufflebarger is small (5 feet, three inches) and quite
strong for her size. Miss Britt is a small (34-foot) light blue
fish-catcher, utterly without luxury features and showing
signs of wear, but everybody wants to ride that one.
It's the crew that attracts them, for the same reasons it
attracted Shufflebarger.
They include Ray Rosher, the owner and captain of
Miss Britt, and Alex Castellanos, the co-captain who runs
the boat in tournament season when Rosher hires out to
run private yachts. Robbie Ramirez is Miss Britt's first
mate and cockpit deck boss when more mates are aboard
- in this case, Jim Mulcahy and Jason Cartwright.

Cindy Shufflebarger has placed 10th in the Cocoplum,
eighth in the Bob Lewis and 11th in the Florida Billfish
Masters.
It's a team known for meticulous attention to detail:
Do everything right and almost nothing can go wrong.
And that's how the tournament went for Miss Britt
and Shufflebarger. They released 15 sailfish to finish in a
virtual tie for third place with Rodholder, which won a
tiebreaker by releasing its 15th fish a little earlier than
Miss Britt's.
All but two of Miss Britt's 15 were caught by
Shufflebarger herself, and she finished the tournament in
second place for the master angler award and first for top
lady angler. She's had scattered great days before, but now
it was obvious that she is fishing on a higher level.
What caused that? Three things.
Number one, Miss Britt:
"It was Ray and Alex," she said. "A tremendous expe-
rience. No question, Ray is the guru of sailfishing."
Does it matter which one is running the boat?
"I don't think there's much of a difference."
Shufflebarger has fished on Miss Britt on and off
since 1999, so something has to be newer than that.
Number two, tactics:
"I've calmed down a lot. I'm a little more confident. I
don't rush anything. I'd rather take a little more time than
lose the fish. I'm letting it take a run. Then when it slows
down, I go for it."
She's also learned not to rush the go-for-it part by put-
ting too much pressure on the fish too quickly.
"You can lose a lot of fish that way; you'll break them
off. The fish get too excited at first. Let them wear down

My Uncle Patcho ruined any enthusi-
asm I might have had for the sport of fish-
ing. I can mark the occasion to the time
when my dear uncle took his sons and
myself on what was supposed to be a one-
day jaunt into the Everglades. To this day,
my cousins and I refer to it as the three-day
death march.
We lost what we believed were multi-
ple pints of blood to Florida's mosquito
population while Uncle Patcho, with his
typical optimism, kept repeating, "Don't
worry kids. The fish will be biting any
minute now!"
Poor Uncle Patcho never did quite
understand why, after that week, most of
his family would run and hide when he
proposed going on a fishing trip.
Now, of course, I realize that many
people enjoy fishing, and there are certain-
ly very few places on earth that offer the
variety of fishing opportunities as does
Florida. So, if you're more like my Uncle
Patcho than my cousins and I, all the more
power to you.
However, like almost every other fun
activity, you should know that the govern-
ment has imposed rules upon it.
Most serious fishermen are aware that
there are certain licensing and regulation
requirements for freshwater fishing in the
majority of states. As you might guess if
you are not already aware of it, Florida has
taken the concept of fishing licenses a bit
further and has imposed certain licensing
and regulation requirements for catching
saltwater fish under their jurisdiction. The
state claims the program's purpose is to
fund and maintain the conservation of salt-
water species in Florida.
According to the Florida Fish and
Wildlife Conservation Commission, a salt-


water fishing license is not required if
you are:
A child under 16 years of age.
A Florida resident saltwater fishing
for recreational purposes from land or a
structure fixed to the land for example, a
pier, bridge, dock, floating dock, jetty or
similar structure.
Fishing from a for-hire vessel -
guide, charter, party boat that has a valid
vessel license.
A holder of a valid saltwater prod-
ucts license.
A Florida resident 65 years old or
older and you possess either a Resident
Senior Citizen Hunting and Fishing
Certificate or proof of age and residency.
A Florida resident who is a member
of the U.S. Armed Forces not stationed in
this state, while on leave for 30 days or
less, upon submission of orders. This does
not include family members.
Any person who has been accepted
as a client for developmental services by
the Department of Children and Family
Services, provided the department furnish-
es proof thereof.
A nonresident fishing for recre-
ational purposes from a pier that has a
valid pier saltwater fishing license.
Fishing from a boat that has a valid
recreational vessel fishing license.
A Florida resident who is fishing for
mullet in freshwater and holds a valid
Florida freshwater fishing license.
A Florida resident fishing for salt-
water fish in freshwater from land or a
structure fixed to land.
A Florida resident certified as total-
ly and permanently disabled who possess-
es a Florida Resident Disabled Person
Hunting and Fishing Certificate.

Just look at the ads promoting new
condos and lofts in Flager Heights and
along the New River in Fort Lauderdale.
Most condos start at $500,000. Ok, maybe
a few are in the more "reasonable" price
range of $300,000, but not many.
From the Symphony House on the river
to a planned condo at the Hyde Park market
site next to Stranahan House on Las Olas
Boulevard, nothing is priced for middle
class people who might just work at the
offices and stores downtown, or at the hotels
on the beach. Those people will most likely
drive some distance to get to their jobs.
More traffic -just what we don't want.
So when is the City of Fort Lauderdale
going to take a proactive stance on incen-
tives for reasonably priced housing? Soon
there won't be anywhere left for nurses,
policemen, teachers and secretaries,
among others, to live and work. Need we
study the problem to death? I think not.
In case the policymakers and develop-
ers don't know how to deal with the prob-
lem, the Fort Lauderdale Chamber of
Commerce, along with 21 other organiza-
tions, will help everyone understand. The
newly formed Broward Housing
Partnership group plans to hold a work-
shop at an as yet undetermined future date
for interested parties. Plans will show the
type of housing that can be built and the
array of incentives and help that is avail-
able. It will then be up to the cities,
Broward County and developers to take
action. The workshop can help not only
downtown Fort Lauderdale, but also all
cities in the county.

Another issue
If housing along the New River can't
provide space for the middle class, can it at


least provide a way for people to congregate
at its shore? Here is a lovely river running
through downtown Fort Lauderdale, and
there is no connection between it and the
people living in the condos along its banks.
Take the planned 42-story condo to be
developed by the Related Group at the
Stranahan House site. A recently published
picture showed a blank wall facing the
river. Nice.
A river should connect with the peo-
ple living on it. It can be a focal point like
in San Antonio, Cleveland and other cities.
It is a perfect place for cafes, for people to
meet and engage in social connections.
Buildings should reach out invitingly, not
turn a blank wall or a garage to it.
Good architects understand that.
Planners understand that. But obviously,
policy makers do not, or else they would
be more proactive and change the rules so
developers act more responsibly about
what they build along the river.
The rules should have been instituted
years ago. After the city's master plan was
approved, there was another chance to
change the rules to make sure the new
buildings connected to the river. It could
have been part of the agreement with the
Related group so the condo would not turn
its back on the river.
Developers, like any business, rarely
do the right thing out of the goodness of
their hearts. They need a reason, whether it
be a rule or an incentive.
Until policymakers look to the future,
envision the needs, and make the rules to
assure a great city is in place for its resi-
dents, we'll miss our chance to build a fan-
tastic, live-work-play atmosphere. The river
is their chance. They shouldn't squander it.

Fishing licenses not required for people

falling into numerous categories

saltwater fishing license are quite extensive, but it does
require some review if you want to make sure you're legal
while you're fishing. Generally, it appears that the licensing
program is primarily geared toward adults, nonresidents and
sportfishing from a vessel (particularly if the vessel is set up
for charter).
Brochures stating the program's licensing requirements,
species restrictions and prices can be found at many sport
and fishing stores. Also, many of these same stores even
have the ability to sell you a fishing license right on the
premises for a nominal extra charge. You can also buy
licenses at a county tax collector's office.
You can contact the Florida Fish and Wildlife
Conservation Commission at 305-956-2500 in Dade
or 561-625-5122 in Palm Beach, or Broward County licens-
ing at 954-831-4000. There is also a web site:
MyFWC.com/Marine.
If you have to buy a saltwater fishing license, the annu-
al fee seems to be pretty reasonable for an individual resi-
dent (under $15). And, it is also interesting to note that the
state has created a program for "lifetime" licenses, not only
for saltwater fishing but also for other types of outdoor
sports as well, including freshwater fishing and hunting.
Moreover, if the individual is under 13, such lifetime
licenses can be purchased at a discount. Probably not a bad
gift for the future sportsman in your family.
On the other hand, it's probably a good thing those life-
time licenses weren't around when I was younger. If Uncle
Patcho had had that much of an economic investment in our


fishing trips, my cousins and I would probably still be stuck
in the Everglades!
Ah well, best of luck and good fishing!

Bridge provides picturesque lunch spot without a price tag

On any weekday around noon, a half dozen or so
people forgo fancy waterfront restaurants and brownbag
their lunch in what some might think of as an unlikely place
under the 17th Street Bridge in Fort Lauderdale.
While cars and trucks cross overhead and watercraft of
every size steadily passes on the Intracoastal, the "lunch
bunch" says they have found the best dining spot in town.
"I couldn't ask for a quieter place and I've been com-
ing here ever since they finished the park," said Trish Smith
of Fort Lauderdale.
Smith takes a daily break from her office desk job at
nearby Largo Mar Resort to drive a few blocks to the other
side of the barrier island to enjoy lunch on the Intracoastal.
"Look at that view," said Jim Barden of Cooper City,
who only has to walk a few steps from his job repairing
boats at Merritt Yacht Brokers. "You can't get a better view
than this these beautiful big boats passing by. It's great."
Meanwhile, Theresa Pierre enjoys her daily meal break
in the park on the west side under the bridge.
"I like coming out here and taking a lunch break," said
Pierre, a housekeeping employee at Fort Lauderdale Marina
Marriott Resort. "I love the view and quietness and it's fun
to see the big cruise ships come and go."
The two parks were created by the City of Fort
Lauderdale two years ago as part of a $69 millionrenova-r
tion of the structure one of the main connectors of the
beach barrier island to the mainland.
The bridge was dedicated in 2002 after decades of
debate on what should be built. Proposals included construct-
ing a tunnel under the Intracoastal to replace the bridge.
"It's had a interesting journey" said Barbara Kelleher,
spokesman for the Florida Department of Transportation,
district four office in Fort Lauderdale, which oversees bridge
operations.
The original drawbridge was built in the 1950s, then
called the Brook Memorial Bridge in honor of A.H. Brook.
who championed the building of the ntracoastal and coined
the slogan "Venice of the, America" to describe Fort
Lauderdale.
In the early 1990s, a push to build a tunnel was made
but the $80 million pricetag killed the project, leaving the

Henry Kinney Tunnel on US 1 in Fort Lauderdale the only
tunnel in Florida. In 1995, state and local officials drew sup-
port for a towering bridge and construction began in 1996.
In April 2002, the new bridge was dedicated and
renamed for U.S. Rep. E. Clay Shaw, R-Fort Lauderdale,
who helped secure federal funding for the project. But most
people refer to it as simply the 17th Street Causeway Bridge,
said county DOT officials.
The new structure, which contains 30,000 cubic yards
of concrete, is 1,908 feet long and 55 feet high. It's 30 feet
taller than the old one, which stood for 43 years. The bridge
carries an average of 34,500 vehicles a day more than any
other bridge over the Intracoastal, according to Kelleher,
The busy Sunrise Boulevard Bridge carries 27,000 vehicles.

The parks under the 17th Street Bridge and the walk-
ways on the bridge have more than 675,000 brick pavers
along with lush landscaping. There are more than 80,000
ground plants in the bridge area, 262 trees and 394 palms.
The park on the east side of the bridge is called the
Betty and Sam Switzer Plaza in honor of the two Harbor
Beach neighborhood residents who crusaded for the park's
creation while the bridge was being built. The Switzers
donated funds for the bulkheads, parking and landscaping.
The state covered costs for the park on the west side.
Each park offers a number of sitting areas and brick
walkways that go right down to the water's edge. There is lush
landscaping and metered parking areas. The parks are under
the supervision of the city's parks and recreation department.
The parks have become a favorite spot not only for
employees, but tourists who stumble onto the area while
bike riding and those discovering it by car.
"I was working on a job in the area a few months back
and needed a spot to do some paperwork," said contractor
Gary Hunsaker of Fort Lauderdale. "I found this park and
now I come here all the time when I am in the area and need
a quiet place to do some work," said Hunsaker as he sits in his
van shuffling contracts around while watching boats pass by.
The parks also are stops for the Water Taxi, which reg-
ularly picks up and drops off passengers.
During the annual Witerfest Boat Parade the parks
offer the best seats along the route if parade lovers get
there early enough to find a spot to sit or a parking space.
The parks also offer a spectacular night view as huge lights
shine up on the bridge overhead.

Up Close
To get beneath the bridge, look for the access road
with signage to Portside Marriott. If you're eastbound,
the ramp will appear on south side of the 17th Street
Causeway. If you're westbound, take the first right turn
after you cross the bridge.

Pelican Harbor's concrete docks finally being replaced

A concrete dock that collapsed in April 2004 is final-
ly being rebuilt at the Pelican Harbor launch ramp, a busy
four-dock county facility on the 79th Street (Kennedy)
Causeway in Miami.
The other three docks are scheduled for replacement
too, one at a time, all by the end of May.
They were built in 1978, between the causeway and
the harbor's inlet to Biscayne Bay. The one that caved in
is nearest the harbor's inlet to Biscayne Bay.
The next two docks are deteriorating visibly: Chipped
concrete reveals corroded steel reinforcement bars. Low
tides expose eroded wooden tying posts.
With weekend traffic estimated at about 150 boats a
day, the ramp and docks were mobbed on good-weather
weekends before the collapse. The loss of one dock made
the congestion worse.
At first, the plan was to shut down the ramp and
replace all the docks at once. The project might have been
less expensive that way, but it would have forced users to
tow their boats north to Haulover Park or south to other
locations, larger but just as crowded.

"The decision to work in sequence was a matter of
convenience, not cheaper cost," said Donald Frederick,
director of architecture and engineering for the Miami-
Dade County Parks Department.
Preliminary hopes that the job could be done early in
2004 were thwarted by a lack of available funding from
the county within the time limits imposed on permits from
the Corps of Engineers, he said.


Across the causeway, where the rest of Pelican
Harbor Marina is located, plans are in the works to put in
a permanent mooring field for about 25 off-dock boats and
to rebuild a fishing and observation pier that has been
closed for a long time.
Those projects also are subject to coordinating per-
mits and money availability, and definite target dates have
not been set, Frederick said.

more than $20,000, he said.
"Some of the lures and reels are beautiful, handmade
pieces of art," Pritchard said. "Even the lures made in facto-
ries are like art, the way they were crafted and painted."
Pritchard also helped put together the antique tackle
collection at the IGFA. The museum has sport fishing tack-
le dating back to the 1700s, he said
"It's fascinating," Pritchard said. "It covers all the areas of
fishing including fly fishing, bait casting and saltwater fishing."
Linda.Irwin, special events coordinator at the museum,
said the facility's tackle collection is very extensive.


The club had previously held their show at the IGFA in
August, 2003, and the museum is happy to see them return,
Irwin said.
"It's a wonderful show," she said. "It brings in hobbyists
from all over the state."

"The championships in Key West gave us all a flavor of
what it could feel like," Scott said. "Right now it's a little dif-
ficult with two sanctioning bodies that are competing
against each other sometimes."
SBI president John Carbonell said confusion has sur-
rounded the sport for the 28 years he's been around it. To
keep the confusion from spilling over to the fans, Carbonell
will stay with the name SBI instead of WPR because it has
been around for 15 years.
"Everything is going in the direction I expected it to,"
Carbonell said. "It's getting bigger and better. We increased
the number of race sites and brought back divisional races,
which have been dormant the last six or seven years. I hope
there will be one sanctioning body in the future. Whether it
will happen or not I don't know."
Tomlinson isn't certain whether the powers that be will
ever unify. He does know if they don't, the sport will ulti-
mately suffer.
"I hope one day that we won't have these multiple sanc-
tioning bodies," he said. "We're running a boat in each organ-
ization and it's a real tough schedule on us. I hope to see a
merger where we could have a good quality 10 to 12 races,
all the boats together and all the classes together. Until we
can get back on that track, then unfortunately we're going to
have races like Miami that aren't as big as Key West."

is the best throttleman in the sport."
Tomlinson doesn't compete for the notoriety. If
movies are a byproduct of building and racing boats, then
that's fine with him just as long as it doesn't interfere with
what he lives for.
"I put my clothes on the same way everyday just like
everyone else does," he said. "I just want to win races."

a bit. Then you've got to be tough. You've got to go for it."
Number three is being number one on the boat.
"I find that with my husband, I feel kind of obliged to
let him take over. It's only right. I get to fish more than he
does. He works very hard, so on the days we're together I
let him fish. This year is the first time I went out alone."
Castellanos began the day's fishing near Haulover
Beach, on the reliable feeding lane where predators look
for prey near the edge of the Gulf Stream, where the
water's 165-180 feet deep. He let the boat drift north a
while, then motored back to the latitude where he'd begun
- but deeper this time at 200-plus feet and further north.
While the bite was hot, he stayed at the same depth. When
it slowed, he moved.
The mates deployed six live baitfish on kite-suspend-
ed lines. Nothing happened for the first two hours. Then,
a little after 10 a.m., came action. The first sailfish made
six jumps, all laterally, giving Shufflebarger an advantage.
When it pulled out line, she held her rod a little higher
than horizontally, applying finger pressure to her reel,

which made the fish work harder.
Elsewhere out there, I knew someone with a fish on
was raising his rod tip too high, virtually vertically, creat-
ing a long belly of slack line near the boat where it would
take too long to tighten up unless the captain pulled it tight
by driving the boat further away from the fish.
I'd bet that guy wasn't using finger pressure on the
line, but tightening the lever drag on his reel maybe
getting away with it, maybe tightening too much and risk-
ing a break-off.
Shufflebarger didn't give her fish any of those breaks.
Castellanos kept the distance between boat and fish long
enough for the weight of the water on the line to add pres-
sure early in the battle. A bit later he shortened the dis-
tance, allowing no slack, letting his angler reel in line at
her pace and increase the pressure as the fish slowly tired.
Each time it tried another run, it pulled against a taut line.
Shufflebarger fought her side of the battle with one
leg braced against the padded coaming of the boat's cock-
pit, using the leverage. Her concentration didn't slip. She
kept the fish from diving deep.
Each time it conceded her a little line, she quickly
reeled in the slack and took back some more in a short-
stroke pumping motion lift, dip, reel. Lift, dip, reel.
It was a nine-minute fight. Eight minutes after the
release Shufflebarger took the second bite and worked it


the same way. While she was busy with it, a third fish ate
a bait and the mate, Ramirez, brought that one in within
three minutes.
Between the first hookup and the fifth release, an hour
and a half passed. If any mistakes were made, I missed
them. That day the team on Miss Britt caught eight sail-
fish, six of them Shufflebarger's. The only one that
escaped spit out her hook after one jump and one minute.
Miss Britt returned to port that day in a tie for second
place behind Freedom, a boat on a hot streak.
By the end of the tournament, the boat had released
15 sailfish. Ray Rosher, Shufflebarger's guru, overtook
her on the yacht Get Lit, beating his own boat by one fish.
Later I chatted with Rosher, who is not easy to
impress. As I described what I had seen of Shufflebarger,
he nodded. He knew:
"Awesome, isn't she?"

Fishermen have cast their wickerwork pots and pound
nets off Reedville waters for 150 years, hauling in fish, crabs
and oysters. But it was Maine's Elijah Reed who put the
Virginia village on America's commercial fishing map.
A retired sea captain who just couldn't get the sea out of
his bones, Reed discovered that menhaden fish were ignored
in the Chesapeake, even though they were actively fished in
New England. Menhaden, also known as pogies, alewives or
bunkers, are part of the herring family.
Smelling a successful commercial enterprise, Reed set
up 15 fish processing plants. Fortunes were made and by
the late 19th century this village of sea captains and indus-
trialists boasted the highest per-capita income of any
American community.
Located on Virginia's Northern Neck, Reedville's grand
Victorian homes can be seen along Main Street, a stretch
dubbed Millionaire's Row. Several of them now operate as
bed and breakfasts.
Just down the street sits the Reedville Fishermen's
Museum that preserves the rich waterman heritage of
Virginia's Northern Neck and Chesapeake Bay. On the prop-
erty remains historic structures such as the William Walker
House, a restored boater's home built in 1875.
Alongside the museum visitors will find the Claud W.
Somers, a 42-foot skipjack built in 1911, and the Elva C., a
55-foot traditional workboat built in 1922. The museum
plans to expand its campus to include a boat building facili-
ty and model-making ventures.
Reedville is also a significant charter-fishing center for
Chesapeake Bay bluefish and rockfish. More than 50 boats
operate out of the area.
The town plays host to its 22nd Bluefish Derby on
June 10-11. First prizes for largest bluefish and largest
rockfish are $5,000 and a cumulative weight prize will
be divided into two $2,500 prizes one for bluefish
and one for rockfish. The Derby is based out of Buzzard
Point Marina, a full-service marina with plenty of deep-
water slips for boaters to berth. The event benefits

Smith Point Sea Rescue, an organization that assists
boaters in distress.

Boaters who tie up in White Stone can pop by the Tri-
Star "Social" Grocery and grab something fresh from the
fryer, then walk down to White Stone Wine & Cheese Shop
for a nice selection of wines. You can also pick up tasty scal-
lops, shrimp and crab cakes from the deli at Smith Seafood.
If you're searching for a cozy spot for crabs and beer,
head over to the Crazy Crab at Reedville Marina that over-
looks the picturesque waterfront. It also serves delightful
homemade specialties of the local catch.
Called "the galley in the alley," McPatty's in Kilmamock
is a marvelous pub located across from a bowling alley. Its
walls are plastered with vintage photos and the owners dish
out terrific Irish fare, local seafood and plenty of pints of
Guinness.
Operated by Susan and Bob Tipton, the Cedar Grove B
&B Inn is a stately Colonial-style home that overlooks the


Chesapeake Bay. From the wicker-decorated balcony, you
can watch the lighthouse that guards the entrance to the Great
Wicomico River and, in winter, spot the Arctic swans that
make these marshes their home.
Get acquainted with other visitors over a glass of wine
during cocktail hour at the Morris House at the foot of Main
Street. The inn is an exceptional restoration of a sea captain's
home built in 1835 and has recently been renovated. If you
elect to stay here, request the top-floor suite that has its own
wet-bar, refrigerator and Jacuzzi. You can borrow the house
skiff for a water tour or relax on the veranda with cool drink
and watch the sailboats glide by.
